जनसंख्या नियंत्रण कानून का उद्देश्य न केवल व्यक्तियों की संख्या की अनियंत्रित वृद्धि (जनसंख्या विस्फोट) पर नियंत्रण करना होना चाहिए, बल्कि जनसंख्या के अनियंत्रित आवागमन को रोका जाना शहरी क्षेत्रों में लोगों के बढ़ते केन्द्रीकरण को रोका जाना, तथा जनता के पर्याप्त आवास स्थान एवं स्वस्थ पर्यावरण भी करवाया जाना होना चाहिए।
