कुछ ही दिन पहले कश्मीर में मुख्यमन्त्री महबूबा मुफ़्ती समेत सभी इस्लामी पार्टियों और अलगाववादियों ने रमजान को देखते हुए आतंकियों के खिलाफ चल रहे सुरक्षा बलों के अभियान को बंद कर एकतरफा सीजफायर की मांग की थी। इसमें किसी को हैरानी नहीं हुई। लेकिन आश्चर्य की बात तब हुई जब केंद्र सरकार ने महबूबा मुफ़्ती की यह मांग स्वीकार कर ली। इसकी पुष्टि खुद गृह मंत्रालय ने की।
यह एक विचित्र स्थिति है। कहाँ तो आतंक को किसी मजहब से न जोड़ने की बड़ी बड़ी बातें की जाती हैं और अब एक विशेष इस्लामी महीने में ही एकतरफा सीजफायर की आत्मघाती घोषणाएं की जा रही हैं। सवाल ये है कि अगर ये घोषणा वाकई कश्मीर और देश के हित में है तो इसे पूरे वर्ष क्यों नहीं लागू कर दिया जाता? और अगर वर्ष के बाकी महीनों में सीजफायर की जरूरत नहीं समझी गयी तो अब आतंकियों या उनके पाकिस्तानी आकाओं ने कौन से शांति समझौते पर अपने दस्तखत दे दिए हैं जो हमने इतनी बड़ी खुशफहमी पाल ली? अरे ये तो वो लोग हैं जो पूरी दुनिया के सामने हुए आपके ताशकन्द और शिमला समझौतों की भी चिंदी चिंदी उड़ा देते हैं तो बिना किसी समझौते के वे आपकी इस अजीबोगरीब पहल को इज्जत बख्शेंगे इसकी गारन्टी कौन लेगा?
अव्वल तो यह बात ही बेमानी और तथ्यहीन है कि रमजान में आतंकी कोई शांति या अमन की खुमारी में जीते हैं। असल स्थिति बिलकुल उलटी है। देश-दुनिया का अनुभव तो ये कहता है कि रमजान के महीने में वे और ज्यादा घातक और जुनूनी होते हैं। ऐसे में सीजफायर की तो बात ही छोड़िए, रमजान में तो सरकार और भारतीय सुरक्षाबलों को अतिरिक्त सतर्कता दिखाते हुए आतंकियों पर और ज्यादा निर्मम होने की आवश्यकता है। शांतिप्रिय लोगों के लिए यह पाक महीना हो सकता है लेकिन आतंकियों की प्रेरणा, विचारधारा और हाल के वर्षों में हुई आतंकी घटनाओं के आलोक में देखें तो रमजान का महीना हमारे लिए अतिरिक्त सावधानी और सतर्कता की मांग करता है।
आतंकियों के नजरिए से जिहादी इस्लाम में रमजान के महीने में कहीं से भी ‘काफिरों’ की हत्या वर्जित नहीं है। खुद पैगम्बर मोहम्मद ने जब 624 ई. में गैर-मुस्लिमों के खिलाफ बद्र की जंग के रूप में जिहाद छेड़ा तो रमजान का ही पाक महीना चल रहा था। फिर इसी रमजान में मोहम्मद की अगुवाई में जिहादियों ने मक्का पर हमला कर ‘काफिरों’ को मुसलमान बनाया और यह तो इस्लाम का बुनियादी सिद्धान्त है कि पैगम्बर ने अपने जीवन में जो कुछ भी कहा या जो कुछ भी किया वह सभी मुसलमानों के लिए सुन्नत होती है, नजीर होती, अनुकरणीय होती है। ध्यान रहे, मैं यहाँ किसी मजहब के सही या गलत नजरिए की व्याख्या नहीं कर रहा। लेकिन आतंकी समूह उस मजहब को किस रूप में जानते, समझते हैं या उससे किस भाव में प्रेरणा लेते हैं, यह जानना हमारे लिए जरूरी है।
बहरहाल, रमजान में पैगम्बर का जिहाद तो फिर भी मध्ययुगीन इतिहास की घटना है लेकिन आधुनिक इतिहास में भी जिहाद की प्रेरणा की नजीर मौजूद है। भारत के आधुनिक इतिहास में इसका सबसे बड़ा उदाहरण है 1946 में अलग पाकिस्तान देश की माँग को लेकर मुस्लिम लीग का ‘डायरेक्ट एक्शन डे’ को अंजाम दिया जाना। 16 अगस्त, 1946 को जब मोहम्मद अली जिन्ना की मुस्लिम लीग ने कलकत्ता समेत पूरे बंगाल की सड़कों को हिन्दुओं के खून से लाल कर दिया तब भी यही रमजान का ‘पाक महीना’ चल रहा था। मुस्लिम लीग ने तो हिन्दुओं के खिलाफ इस ‘डायरेक्ट एक्शन’ को बाकायदा पैगम्बर मोहम्मद के 624 ई. वाले रमजान के जिहाद से प्रेरित भी बताया था। विकिपीडिया भी इसकी तस्दीक करता है।
हाल के वर्षों में भी रमजान के महीने में ही पूरी दुनिया में आतंकी हमले अंजाम दिए गए। पिछले वर्ष ही पेरिस, ऑरलैंडो, लेबनान, सीरिया, इस्तांबुल, जॉर्डन, ढाका, यमन, बगदाद, अफगानिस्तान समेत कश्मीर में भी आतंकी हमले बदस्तूर जारी रहे। इनमें सम्मिलित रूप से सैकड़ों की संख्या में निर्दोष लोग मारे गए। कश्मीर से ही आने वाले भारतीय सेना के बहादुर ऑफिसर उमर फैयाज की हत्या भी आतंकियों ने पिछले वर्ष रमजान के महीने में ही की थी।
आश्चर्य नहीं कि पूरी दुनिया में रमजान के महीने में बच्चों, बूढ़ों, महिलाओं की हत्या करते हुए इस्लामी जिहादी भी जिन्ना की मुस्लिम लीग की तरह कहाँ से ‘प्रेरणा’ लेते हैं। आतंकियों की दृष्टि में रमजान में ‘काफिरों’ को लूटने, मतान्तरित करने और मार डालने में कुछ भी ‘गैर-इस्लामी’ नहीं है। उनके लिए तो यह सब पूरी तरह इस्लामसम्मत है। इसलिए इस रमजान के महीने में भारतीय सुरक्षा बलों को कश्मीर में अधिक सावधान होने की आवश्यकता है। आतंकवाद पर सीजफायर तो दुनिया को तब तक नहीं करना होगा जब तक इस शैतानी कल्ट का एक भी आतंकी जीवित है।
अब सरकार के बचाव में प्रवक्ता लोग टीवी चैनलों पर सफाई दे रहे हैं कि हमने सुरक्षा बलों को Retaliation यानी जवाब देने से मना नहीं किया। परन्तु देखा जाए तो यह सफाई अपने आप में इस बात की स्वीकारोक्ति है कि हमारे सुरक्षा बल जो अब तक अग्रसर होकर जिहादियों को मार रहे थे, वे अब मात्र प्रत्युत्तर दे सकेंगे। अर्थात् पहले जवानों के ऊपर हमला होगा तब जवान केवल उस हमले को रोकने के लिए जवाब दे सकेंगे। यदि सुरक्षा बलों के पास आतंकियों के ठिकानों का कोई इंटेलिजेंस पुट है तो वे खुद से कार्यवाही नहीं करेंगे। अपनी पहल पर खोजी अभियान और स्थानीय मुठभेड़ भी बन्द ही रहेगी। इस दौरान आतंकी हमारे जवानों पर हमलावर नहीं होंगे इसका कोई आश्वासन नहीं मिला है। इस बात की भी गारन्टी नहीं है कि इस सीजफायर का लाभ उठाकर आतंकी पहले से अधिक सुगठित और मजबूत नहीं हो जाएंगे।
मेरा निवेदन है कि सरकार को देश की जनता की भावनाओं तथा सुरक्षा बलों के मनोबल का भी ध्यान रखना चाहिए। सुरक्षा की चिंता तो अपनी जगह है ही क्योंकि ऊपर के उदाहरणों से स्पष्ट है कि रमजान का महीना कोई शांति की गारन्टी नहीं है।
The Hindus of the Indian subcontinent today occupy a unique place in the world. They represent the last stand of indigenous tradition. In many countries of both east and west, monocultural monotheist cults have succeeded in wiping out ancient, indigenous, polytheistic traditions. Hinduism, Buddhism and other Eastern traditions today survive in only a few countries such as India, Thailand, Japan etc.
How humanity moved backward
Around 1500 years ago, the situation was vastly different. In most of the world, including Asia, Africa, the Middle East, local traditions and practices prevailed and there was thus much cultural diversity. Around 2000 years ago, mono cults desirous of world domination were only restricted to a small part of the world.
Since the time of Emperor Justinian in the sixth century, paganism was entirely wiped out from the Roman empire and eventually from Europe. The practice of committing cultural genocide was not new to the ancient Romans, who had already performed such acts with the Gauls and the Carthaginians.
Similarly, a second wave of attempted monotheistic world domination came from the deserts of Arabia and Central Asia and wiped out much of the pagan practices of peoples in surrounding regions. It appears, at least from a geographical viewpoint, that the Hindus of India form the final frontier against the total cultural genocide of indigenous customs and practices.
The disaster of monotheism:
One could always begin to question the value of such local practices and traditions that could not even withstand the onslaught of a violent group of fanatics. It could be inferred that those customs that could not self-sustain need not be artificially resuscitated. The answer to this lies in the monotheistic Bible itself in Matthew 7:
Beware of false prophets. They come to you in sheep’s clothing, but inwardly they are ravenous wolves. By their fruit you will recognize them.
One needs to decide the value of a culture or a civilization by the fruits which it produced. The result of monotheism being imposed by force on this world has been the loss of original human thought and culture. There was little progress made in the fields of science and philosophy in the western world for a long time after the advent of monotheism. This remained the case until the church beliefs and dogmas began to be questioned. These problems of imposed belief did not exist during the pre-monotheistic time when paganism ruled the roost.
The question of woman empowerment and rights also remains an unsolved problem for the mono cults which essentially view the female with suspicion as opposed to pagans who tend to view the female as sacred. The mono cults have contributed greatly to the degradation of the status of women and female traditions. The Christian mass lynchings of women in Europe and America in the name of witch hunting is only one example.
India had produced giants of philosophy, science, mathematics etc before the civilisation began to be battered by the onslaught of the Central Asian and European invaders. It can be noted here that the Aryan invasion of around 3500 years ago brought in fresh polytheistic perspectives to an already polytheistic population. Thus, the Aryans were indigenized. Aryabhatta, Bhaskara, Kanada, Adi Shankara are only a few examples of intellectual giants who strode in this land thanks to the freedom of thought that developed over the millennia thanks to the indigenous Hindu culture.
Cultural genocide of local traditions and practices, many of which of which are oral records from ancient times leads to an atmosphere of fear and brutality. This is one of the fundamental mistakes of the mono cults that try to impose themselves on the world by wiping out all local cultures similar to the parasitic behavior seen in the biological world.

How to fight cultural genocide
In order to fight cultural genocide, Hindus have to strategise and organise. A multi-pronged approach can be conceived to protect, preserve and propagate the dharma.
Intellectual arena: Writing and reading books, articles and pamphlets. Publishing of popular videos, podcasts and other digital media. Conducting debates, seminars, lectures and courses. The internet has become the best avenue to fight the battle for the mind.
Legal battles: Many discriminatory laws exist to persecute Hindus in violation of fundamental rights offered to all citizens by the constitution. These have to be legally challenged and overthrown.
Physical fitness: In order to be taken seriously, one needs to be physically fit and agile. Swami Vivekananda emphasized the importance of physical fitness by quoting the Upanishadic statement “nayamatma balahinena labhyah”, the self cannot be realized by the physically weak.
Social arena: Community festivals and yagnas need to be organised and celebrated. These events form the basis of a free dharmic society. Temples need to once again become the center of Hindu life. Legal battles need to fought to free temples from the clutches of corrupt bureaucrats and politicians.
Institutions: It has to be first accepted that the academia, the media and the bureaucracy in India and the west are permanently damaged institutions. These institutions have make their livelihood by defaming and destroying indigenous Hindu cultures. The way to fight the totalitarian establishment is to not play the game on their terms. Hindus should build and promote alternative media and institutions that expose the charlatanry of the enemies of dharma.
These strategies(and more) need to be adopted broadly. However, the expectation is not that the Hindu masses will suddenly change their minds and overcome their inertia overnight. History demonstrates that it is a few intransigent minorities inside a society who are able to bring about the most change. So, the adoption of these strategies needs to be undertaken by small groups of highly dedicated people. It is such small groups of people who tend to have the most impact as opposed to utopian mass movements which rarely have any effect.
In the run-up of Karnataka elections, Sonia’s Congress and its various secret offshoots ran a vicious and divisive language campaign against Hindi. Supposedly they wanted to protect the Kannada language from Hindi imposition by evil Modi!
Kannada is a sweet, ancient and beautiful language. Sadly like every other Indian language, Kannada is under relentless English onslaught. Nevertheless, due to myopic Indian politics, Hindi is always blamed for the demise of vernacular languages. Take any Language warrior be it in Tamil, Kannada, Bengali, Malayali or Assamese, he always blames Hindi. Strangely these very language warriors give platitudes to English and to some extent Urdu. (No offence to Urdu, it’s a great Indian Language). Sonia’s Congress in Karnataka was supposedly in the forefront of the “Save Kannada from Hindi” campaign. Here Congress became a proxy for Kannada Pride, while Modi’s BJP was the de facto Hindi imposing evil alien!
Many Hindi signs on public boards were blackened. Frequent protests were held against Hindi imposition by the Modi Government. Every Kannada intellectual always mentioned “Hindi imposition” and “North Indian BJP”. Every national media right from Newspapers to the Online twitter feed, were flaming the fires of “Save Kannada from Hindi Imposition” campaign.
There was no mention of relentless English imposition from all quarters. Further, Congress sponsored and taxpayer-funded Urdu imposition was sidestepped for “secular” reasons. (Once again no offence to Urdu). No serious discussion was held on “how to really save Kannada in the Wassup era?”. Even though Modi government started printing Kannada Rail tickets and conducted central exams in Kannada, it was smartly ignored by Kannada Language Warriors. Why wouldn’t they? After all, Modi was the embodiment of evil Hindi imposition that can do no good for Kannada!
Then why in the name of the holy Cauvery did Sonia, Rahul and Kharge (Bidar) who is a native Kannadiga, speak in Hindi?
One can understand that Sonia and Rahul are royal hypocrites. They never practice what they preach, hence chose to speak in Hindi even though their party was campaigning against Hindi. But why on earth did Kharge choose Hindi in Bidar? Bidar was one of the sultanates that defeated Vijayanagar Empire in the 16th century and was part of the Nizam’s Kingdom until Sardar Patel liberated it. Most importantly Bidar has a huge Muslim population that speaks Urdu. Muslims in Karnataka speak a dialect of Urdu. So they understand Hindi, which sounds similar to Urdu. Hence Sonia Rahul and Kharge were addressing their Muslim Vote Bank.
Muslims in Karnataka were sulking and were unhappy with Congress. (all its appeasement “mitti mein mil gaya”). Many were thinking about JDS. Why not? Unlike Rahul at least Kumaraswamy of JDS can give speeches. Then they started hearing Rahul talk in Hindi, they were assured that “kam se kam Pappu bol to sakta hai”! That’s it! All Congress’s vote bank and ecosystem needs is a Speaking Pappu. Such is the low bar set for Rahul.
Of late Sonia has started studying Modi and his tactics. She understood that Rahul should at least speak in Hindi if at all he wants to tackle Modi head on. Hence she asked him to give Hindi speeches and not to worry about gaffes. Such is her trust in her loyal “pidi patrakars” in NDTV, IBNLive, ANI, Indian Express, Telegraph, BBC, Routers, AP, PTI, The Hindu, Print, Quint, India Today, Scroll, Wire etc that no matter what Rahul blabbers, none of them will be career ending for him as “pidi patrakars” will always manage it for the family. Rahul’s lack of Hindi skills also raises another shameless aspect:- in spite of being the son, grandson and great-grandson of Indian Prime Minister’s, Rahul cannot speak any proper Indian Language! What better place to test out one’s Hindi than a non-Hindi speaking state like Karnataka? Even if he makes Himalayan blunders in Hindi, it would not carry much weight with the Kannada audience, than say in Patna or Jaipur.
African Americans who are almost 13% of America, are one of the most undereducated, underemployed, unemployed and poorer demographics. In an eerie similarity between Congress-Muslim voting relationship in India, Democrats aided by their “pidi patrakars” and American intellectuals make very loud, boisterous and divisive noises about African American Culture, Food, History, Past, Poverty etc, thereby ensuring their blind loyalty. Interestingly almost 95% of them give their votes to Democrats, who almost never do anything concrete to improve their living conditions. Yes, that’s right 95% African Americans vote only Democrat.
This is what Sonia is aiming at India. A near 95% or closer vote from Indian Muslims to Congress and its cabal. No questions asked, just blind loyalty. So Rahul’s blabbering in Karnataka helps reach innocent Muslim across the nation who in many cases understand Urdu/Hindi better than their non-Muslim vernacular compatriots.
If 90-95% of a demography that accounts for 13-15% of the population, votes only one party, then it becomes the numero uno deciding factor in elections. Then only one demography will have the blackmailing trump card in elections. For BJP this was a very complex knot during most of 90’s and 2000’s. It used to lose elections simply because of this vote bank’s blackmail.
Then Modi and Amit Shah team came to the national picture and this was blackmail was erased in every election since 2013 November.
Sonia and her cabal are plotting tirelessly to divide the heathen Hindus. At the same time, they unite Muslims into a single solid voting block. They are overtly and covertly speaking to Muslims in a language that they understand, in this case, Hindi/Urdu. That’s why Karnataka elections saw Rahul talking in Hindi.
(A footnote:- As per many exit polls around ~20% Muslims voted BJP in 2017 Gujarat Election. This in spite of relentless campaign against Modi and BJP. I pray he does better (current 3-4% nationally with Muslims), as he does “Sabka Saath Sabka Vikas” and is entitled to “Sabka Vote”. This is another issue altogether. )
Bhagavad Gita says that depression is a disease which exists due to blocking or inactivity of the higher mental processes. It mentions the presence of Sattva and Teja in the human mind. Sattva is the self-confidence or the image that the mind has of its own self. Teja is the vital energy that exists within us. Gita explains the phenomenon of depression or melancholia with the Trigunatmaka system (Tri-archaic theory).
According to Sankhya system of Indian Philosophy, the psychic processes assume three distinct trends in the form of Gunas, viz. SATTVA GUNA, RAJO-GUNA and TAMOGUNA. SATTVAGUNA is characterized by lightness and enlightening, RAJOGUNA by movement (unsteadiness) and connecting and TAMOGUNA by obstruction, heaviness and darkening TAMOGUNA annuls both the SATTVIC as well as the RAJSIC processes through darkening effects and through its effect characterized by heaviness.
Depression is said to be the victory of Tamo-Guna over the other Guna which leads to a person feeling heavy. It sort of also explains the feeling that people have of not wanting to get out of bed or to do anything. The Tamo-Guna may manifest itself in various ways including Self-hate, violence, extreme attachment, attachment or perplexity.
It is hence clear that depression is not something that is uniquely western or novel. It has been harming the human mind for centuries and finds its mention in various ancient texts. Similar explanations can also be found in various Greek, Roman and Chinese texts. Let us now look at the history of depression in the western world.
History of Western Depression.
Depression in Rome & Greece
In around 400 BC, the Romans and Greeks saw depression and other mental illnesses as demonic possessions. They were treated by priests and the illnesses were seen as spiritual problems rather than mental ones. Hippocrates, a Greek, was of the opinion that mental illnesses were caused by a disorder in body fluids which he called ‘humours’. Despite the presence of many references calling depression as a possession, there were many philosophers of the time who thought it was something else. Roman Cicero, on the other hand, believed that melancholia was caused by fear, anger or grief. They used massages, diet, gymnastics, music or even baths to treat depressive symptoms.
Depression in the Middle East.
Egyptian and Babylonian texts (also Chinese) also believed that depression was caused by possessions of spirits or demons. In order to treat, they used exorcism techniques. Lashing, beating, starvation or restraints were some techniques used in those times.
Depression Anno Domini
After the fall of the Roman empire, the scientific mindset receded and religion took its place.
During the Middle Ages, religious beliefs, specifically Christianity, dominated popular European explanations of mental illness. Most people thought that mentally ill people were possessed by the devil, demons, or witches and were capable of infecting others with their madness. Treatments of choice included exorcisms and other more barbaric strategies such as drowning and burning. There were some doctors who believed otherwise but they have rarely listened.
The modern form of mental illnesses and mental health only developed after the Italian Renaissance of the 1500s which quickly spread through Europe. The thoughts around depression continued to progress all the way through the 20th century. It was only in DSM III that major depressive disorder was first named. It was previously also known as ‘melancholia’, ‘depressive neuroses’ and ‘depressive reaction’.
The modern understanding of depression continues to develop each day. The number of researchers has increased and we are moving towards understanding the human mind fully regularly. It is also clear that cruelty and barbarism have been seen throughout the past of mental illnesses. It would be better if we work on changing the mindset of people soon and move past these regressive ideas into a new world which embraces the understanding of depression.
It makes an average Indian worry when Rahul Gandhi through his hat on the P. M’s chair in recent Karnataka elections. Can more than 1.2 billion Indians have a Prime Minister who takes his job so lightly in going abroad whimsically to meet his grandma in Italy at the proverbial drop of the hat? Does he leave billion odd people in the lurch to have a fanciful trip to unknown destinations without caring security concerns to meet unheard of friends in foreign soil?
India is the seventh biggest country in the world area-wise after Russia, Canada, Brazil, USA, China and Australia. As far as population is concerned, Europe continent with 604 million and North America (USA+Canda+Mexico) with 600 million, put together is equal to or less than India’s population. Can this vast expanse of the country with varied people be lead by an individual who has no clue and no complete cultural mooring to be a PM, just because the age-old dynastic party is desperate to have him as their leader and president? Congress party through the weight behind him just to avoid inner conflicts among themselves is an open secret.
As an Assamese leader, an erstwhile Congress politician said he (Rahul Gandhi) was more interested in playing with dogs rather than giving due importance to the issues confronting the state of Assam while speaking to him. An inaccessible leader to the cadre. A childlike behaviour in leaving the party to dogs when necessary and going to Dadi ma, was brave and candid in stating to a reporter’s question whether he would be the Prime Minister in 2019. He said without batting an eyelid, “Why not?” Maybe he thought he was exuding confidence. But that confidence part is ‘misplaced’ in a democracy where the PM is to be elected by the elected members of the Parliament. It also seemed to be a childish prank in the absence of not having experience as a Union Minister or Chief Minister of a state. However, this is my opinion as a citizen, for Congress Party, even an infant or toddler from Nehru-Gandhi Dynasty is okay. In fact, it is not the dynast in place that runs the country, the stalwarts of Congress are the ones that pull the strings. That was what happened during Rajiv Gandhi’s time. A naïve Gandhi was placed after his mother’s assassination in the PM’s chair, all of a sudden, as if there was a dearth in this country to lead. That was really a dynastic succession played by the Congress unabashedly.
After Rajiv Gandhi’s death Sonia Gandhi and later in 2004 Rahul Gandhi could have been anointed as Prime Ministers of this country by the Congress Party. But some strange providence or luck had prevented that misfortune to befall on the people of this Independent land i.e Bharath.
As per the Constitution, any citizen of the country could become a Prime Minister. The Constitution of all democracies are egalitarian. They respect equality of all citizens. But how many democracies have their Presidents and Prime Ministers who have their origins in other lands? Who have adopted citizenships like Sonia Gandhi? These democracies viz. the U.K, USA, France, Germany etc have by default or design have only Christian Presidents and Prime Ministers. Even Obama swore by the Bible in his swearing-in ceremony?
It is imminent for all Indians, especially Hindus in India to vote for Narendra Modi as PM in 2019 for he is the son of the soil, for having been tutored in RSS for his commitment to the society and the country. In that tutelage, he learnt how to make India self- reliant, how to uplift the status of the country in the comity of other nations. How to place India self-respecting vis-à-vis other nations. He, being a strong visionary leader brought-in Foreign Direct Investments (FDIs) many folds, more than any other previous Congress governments. He brought light (literally) to many Indian villager’s eyes through his rural electrification-scheme, a commendable Soubhagya to villagers! And gas- connections to the poor household women, indeed, Ujjwal to their lives! Start-up, stand-up India are some entrepreneurial ventures to Indian youth which none of the earlier governments envisaged. He digitised the nation with unparallel speed to make it developed. He brought-in 50-crore rural people under free Health Scheme which is a welfare measure of high applause from all quarters which none of the earlier governments could dream of. Many schemes to uplift the poor are the visionary scheme of Deen Dayal Upadhya’s Antodaya. Similarly, he is an enthusiast in protecting the environment. He is instrumental in bringing solar energy plants. He astonished one and all with his Swatch-Bharat mission, himself directly participating in it. He worked indefatigably to build strong international relationships with all nations.
Earlier, under Congress’s rule, ‘Hindu’ was a tabooed word. Now Hindus are free to use it and talk about their ancient glory with pride. If you are not proud of your history, you, as a citizen, are not worthwhile. Hindus are now proud of their heritage. Modi ji, is the first Indian Prime Minister who prayed in Varanasi temple after getting elected. Unlike so-called secular PMs, he visits temples sincerely with no hitch. He cares the weaker, backward, Dalit and women. His bati bacho and bati padao touch the chord of the people. The umpteen number of programmes he has initiated and has been initiating should automatically give him a chance to take them forward in 2019. He is a 24/7 politician and knows the pulse of the people. This country is safe in his hands. The hullabaloo the other parties make against him is out of vengeance not out of foresight. To develop this vast country 5- year term is a pittance. It is not enough by any standards. Our P.M. needs more, another term definitely, as he has a long, far-sighted vision.
Above all, the internal security of the country in this four-year rule of Modi ji is commendable as there has been no bomb-scare-threat to the common citizen in any party of the country. In Congress-rule 26/11s happen. Let this country be not given to Congress Party to put people in constant fear and let not the “resilience-agenda-brigade” take over.
चुनावों के दौरान चलने वाला सस्पेन्स आम तौर पर परिणाम आने के बाद खत्म हो जाता है लेकिन कर्नाटक के चुनावी नतीजों ने सस्पेन्स की इस स्थिति को और लम्बा खींच दिया है। राज्य में जो नतीजे आए हैं और इसके परिणामस्वरूप जो स्थिति निर्मित हुई है और उससे जो बातें स्पष्ट हुई हैं आइए जरा उस पर गौर करें:
1.भाजपा जिसके पास पिछली विधानसभा में 40 सीटें थीं वो आज राज्य में 105 सीटों पर विजयी होकर सबसे बड़े राजनैतिक दल के रूप में उभर कर आती है।
2.कांग्रेस जो कि 122 सीटों के साथ सत्ता में थी,आज 78 सीटों तक सिमट कर रह जाती है।
3.उसके 10 निवर्तमान मंत्री चुनाव हार जाते हैं।
4. उसके निवर्तमान मुख्यमंत्री दो जगहों से चुनाव लड़ते हैं। जिसमें वे मात्र 1696 वोटों से अपनी बादामी सीट बचाने में कामयाब रहते हैं।
5. लेकिन अपनी दूसरी चामुंडेश्वरी सीट पर उन्हें करारी हार का सामना करना पड़ता है।
6. यहाँ यह जानना भी महत्वपूर्ण है कि वे किससे हारे। तो जनाब वे अपनी इस प्रतिष्ठित सीट पर जेडीएस के जीटी देवेगौड़ा से 33622 वोटों से हार जाते हैं। अपनी इस जीत के बाद जीटी देवेगौड़ा मीडिया से कहते हैं कि कांग्रेस और सिद्धारमैया को जनता ने खारिज कर दिया है।
7. और अब उसी जेडीएस को समर्थन की लिखित घोषणा के साथ कांग्रेस गठबंधन करके सरकार बनाने का दावा पेश करती है।
8. इससे इतना तो स्पष्ट ही है कि चुनाव से पहले और पूरे चुनाव प्रचार के दौरान एक दूसरे के विरोध में विष उगलने वाले दलों का नतीजों के बाद के गठबंधन के पीछे किसी प्रकार की त्याग की भावना नहीं बल्कि नतीजों से उपजे हालात, राजनैतिक महत्वाकांक्षाएँ और निजी स्वार्थ होते हैं।
9. जेडीएस जिसके पास पिछली विधानसभा में 40 विधायक थे वो अपनी दो सीटें खोकर अब 38 सीटों पर काबिज होती है।
तो क्या कहा जाए कि जनमत किसके पक्ष में है?
क्या जनता ने कांग्रेस को सत्ता पर काबिज होने के लिए वोट दिया है? या फिर कांग्रेस को इन नतीजों ने सरकार बनाने का नैतिक अधिकार दे दिया है?
क्या 38 विधायकों वाली जेडीएस को जनता ने चुना है?
क्या इन दोनों दलों के गठबंधन की सरकार का बनना राज्य की जनता के साथ न्याय होगा?
10.अगर राजनीति की बात करें तो कांग्रेस के फार्मूले के अनुसार 222 सीटों वाली विधानसभा में मुख्यमंत्री 38 विधायकों वाली पार्टी (जेडीएस) का होगा जिस को 78 विधायकों वाली पार्टी (कांग्रेस) समर्थन देगी और 104 विधायकों वाली पार्टी (भाजपा) विपक्ष में बैठेगी।
11. जिस काँग्रेस के अध्यक्ष यह कहते हैं कि यदि उनकी पार्टी “सबसे बड़े दल” के रूप में उभरती है तो वे प्रधानमंत्री बनने के लिए तैयार हैं, वो अपने इस कथन से दो बातें स्पष्ट कर देते हैं:
पहली यह कि वे कांग्रेस को स्पष्ट बहुमत मिलने की बात कल्पना में भी नहीं कर सकते इसलिए वे आगामी लोकसभा चुनाव में केवल कांग्रेस के “सबसे बड़े राजनैतिक दल” के रूप में उभर कर आने की स्थिति की बात कर रहे हैं।
दूसरी यह कि इस स्थिति में वे स्वयं को प्रधानमंत्री पद का एक सशक्त दावेदार मानते हैं।
तो फिर कर्नाटक जैसे राज्य में जेडीएस से 40 सीटें ज्यादा जीतने के बावजूद वे उसके मुख्यमंत्री को क्यों और कैसे स्वीकार कर रहे हैं?
12. साफ़ है कि भाजपा को सत्ता में आने से रोकने के लिए वो किसी भी हद तक जाने के लिए तैयार है।
13. जो कांग्रेस कल तक गोवा मणिपुर और मेघालय में सबसे बड़ी पार्टी की सरकार न बनाए जाने देने को लोकतंत्र और संविधान की हत्या कह रही थी वही कांग्रेस आज सबसे बड़े दल की सरकार बनाए जाने पर भी लोकतंत्र और संविधान की हत्या की दुहाई देकर न्यायालय पहुँच गई है।
तो क्या लोकतंत्र और संविधान तब तब खतरे में आ जाते हैं जब जब कांग्रेस के हितों को नुकसान पहुंचता है?
सवाल तो बहुतेरे हैं लेकिन सबसे बड़ी बात यह है कि यह सवाल बार बार क्यों खड़े हो जाते हैं।
दरअसल खंडित जनादेश और इस प्रकार के त्रिशंकु चुनाव परिणामों की स्थिति में सरकार का गठन कैसे हो इसका संविधान के पास भी कोई जवाब नहीं होने से राजनैतिक दलों की मनमानी और राजनीती का यह कुरूप चेहरा देखने के लिए देश विवश है।
आज परिस्थितियां बदल चुकी हैं। किसी भी एक दल को स्पष्ट बहुमत न मिलने के कारण गठबंधन सरकारों ने एक दल की सरकार की जगह ले ली है। इसलिए अब समय आ गया है कि सभी राजनैतिक दल अपने निजी स्वार्थों को भूलकर देश के प्रति अपने कर्तव्यों को समझते हुए खंडित जनादेश की परिस्थिति में सरकार गठन के स्पष्ट दिशा निर्देश दे, नियम और कानून तय करे जिससे इस प्रकार के नतीजों के बाद जोड़ तोड़, खरीद फरोख्त, जैसी राजनैतिक गंदगी पर अंकुश लग सके और चुनाव पूर्व एक दूसरे के धुर विरोधी चुनाव परिणामों के बाद एक दूसरे के परस्पर सहयोगी बनकर गठबंधन की सरकार बनाकर जनता के साथ छल न कर सकें और सही मायनों में लोकतंत्र और संविधान की रक्षा हो पाए।
Bollywood is a mirage. This is an industry where most of the times people massage each other’s egos all the while selling their moral compass to the highest bidder to bring them the money. Glamorous and masala blockbuster actors used to be (and still are) commenting on sensitive issues without knowing even little about it. Previously, we as gullible audience used to give them a benefit of doubt that they might be unaware and simply obliging to the media-persons who might be simply pushing for a byte. But no. There’s always something that we miss.
Recently, “Bheja Fry” actor Vinay Pathak said this.
Pakistan is the only country where indians are treated with special care.
The statement made here is that ONLY PAKISTAN takes care of Indians and Indian artists. If it were from a regular glamorous left-leaningliberal Bollywood artist, I wouldn’t have cared much. Vinay Pathak is a renowned artist known for his non-commercial focus in films. Well, only till now.
One does not need to travel around the world to experience care and treatment given to Indians across the world. A simple Google search can lead us to first-hand stories like this and this which shows many countries are inherently courteous to mostly all the people across the spectrum of the world, regardless of the fact that whichever country they belong to; a fact which virtue signalling liberal artists would feel uncomfortable sharing with. USA, Afghanistan, Bhutan, Indonesia, Russia, Canada, Britain are some examples where Indians are welcomed with open arms and many are working towards good positions in their respective careers. Many countries have special regards for Bollywood actors like Amitabh Bachchan and they have a huge fan following as well. In many countries like Kenya, Uganda and other African countries, Indians have held respectable and prominent positions in their respective geopolitics, businesses and sports as well!
Amidst this discussion, how can we forget the all-weather friend of India, Israel? The most important ally, a friend of India, Israel views Indians in a widely respected perspective. Even vice versa is true. Israeli people in India are welcomed with the same warmth, the respect and friendliness are mutual.
A terror exporting country like Pakistan, that regularly funds terrorists and militants against India, is seen as a likeable country for the majority of the Bollywood celebrities. Although Pakistan has never hesitated to ban many Indian movies (Freedom of speech, eh), Bollywood folks have never shied away from displaying their love for Pakistan. We probably won’t be able to understand the compulsion to “like” such a country.
The statement made by Vinay Pathak, holds true, albeit in the opposite manner. Filmmakers, their fascination of casting Pakistani actors for minuscule roles just to grab more eyeballs and generate more publicity. Many artists from Pakistan come to explore their Bollywood careers and are paid good money. As if there’s a dearth of talented artists in India.
We do admire Adnan Sami and his talent; the very fact that he is now an Indian citizen shows how India welcomes and treats those who love India. Do any of the (so-called) liberal celebrities have the guts to even think of living in Pakistan as a Pakistani citizen, just because they are the ONLY country providing them “special treatment”? Heck no
A Bollywood celeb can perform charity shows to donate for earthquake and flood victims in Pakistan, but cannot condemn the dastardly attacks that Pakistani terrorists kill Indian soldiers and citizens regularly, be it the 26/11 attacks or the Pathankot attack or many such others in the past.
There’s an unspoken rule about few actors not willing to do movies which show Pakistan in a negative light. Don’t believe me? Head to IMDB and check the history of films having India Pakistan relations as a plot. More than 90% films show Pakistan as a nation has good intentions and few fringe elements don’t want that goodness to prevail, hence the Indo-Pak disputes.
A few films stand out though. Among them, Sarfarosh is a noteworthy mention, that stands apart from other movies, a film that tries to portray what is factually right, focusing on the intent of Pakistan to destabilize India by supplying arms and promoting dissent.
Lastly, An artist should remain an artist. If he/she tries to politicize matters that are sensitive in nature; he/she cannot be let off with idiotic remarks. If someone feels so comfortable in Pakistan, who is stopping that person to go and extend their stay there to enjoy the special treatment they receive in Pakistan. The despicable and detestable mindsets they present.
Although there’s one very important aspect we understand what drives them to love Pakistan.
देश मे हो रहे (कर)नाटक को सही -गलत अवैधानिक और संवैधानिक के पैमाने पर समझने के लिए राज्य के गवर्नर को समझना सबसे जरूरी है।
भारत को संविधान ने यूनियन ऑफ स्टेट कहा है जिसमे संवैधानिक शक्तियों का झुकाव केंद्र की तरफ है। राज्य फ़ेडरल व्यवस्था के तहत बहुत मामलो में स्वतंत्र हैं लेकिन अंततः असाधारण परिस्थितियों में वे केंद्र के अधीन हैं।
इस व्यवस्था को कार्यपालिक अंजाम देने के लिये राज्यों में गवर्नर का ऑफिस है। गवर्नर राज्य में राष्ट्रपति के समानान्तर नही है। गवर्नर को न ही टेन्योर की सिक्योरिटी है ना ही गवर्नर का चुनाव प्रत्यक्ष और अप्रत्यक्ष रूप से होता है। केंद्र की अनुशंसा पर राज्यपाल नियुक्त किया जाता है और उसी अनुशंषा पर हटा भी दिया जाता है। इस तरह संविधान ने राजपाल को राज्य में केंद्र का एजेंट बनाया हुआ है । और इसी कारण गवर्नर केंद्र के एजेंट की तरह काम भी करते हैं।
सामान्य परिदृश्य में रोजमर्रा के शासन में राज्यपाल की रबर स्टाम्प और फीता कटी के अलावा कोई और भूमिका नही है। राज्यपाल को विवेक सिर्फ असाधारण परिस्थितियों के लिए दिया है जिससे वो केंद्र का हुक्म पूरा कर सकें। असाधारण परिस्थितियां जैसे आपातकाल , अस्थिर लॉ एंड ऑर्डर, और खंड बहुमत में राज्यपाल द्वारा केंद्र का हुकुम मानना ही राज्य की स्थिरता के हित मे हैं ।
इस पूरे परिपेक्ष को सामने रखते हुए बीजेपी को अलग अलग परिस्थितियों में सरकार बनाने के लिए बुलाने पर गवर्नरों ने वही किया जो जितना संविधान ने उन्हें कार्यक्षेत्र दे रखा है। पहले के गवर्नर भी यही करते आये हैं।
अब रही बात प्रेसडेन्स परंपरा और नैतिकता की तो राजनीति में चुनिंदा नैतिकता की बात के लिए आज कोई जगह नही है। जितना अनैतिक दल बदल और डिफेक्शन है उतना ही अनैतिक चुनाव बाद पार्टियों का आपस मे गठजोड़ कर सरकार बनाना ।
कांग्रेस अपने दम पर नहीं आ सकती, यह तय है। पिछला द्वार जब खुलता है, तो क्या-क्या खेल होते हैं और उनके दुष्परिणाम जनता को किस हद तक भुगतने पड़ते हैं, यह सभी जानते हैं। लेकिन राजनीति में शुचिता और स्वच्छता राग अलापने वाले उसकी इच्छा सिर्फ एक पक्ष से रखते हैं अर्थात भाजपा से।
बार-बार दुराग्रह होता है – आप तो चाल, चरित्र की बात करते हैं। फिर क्या?
भइया जी, चाल, चरित्र, की दुहाई जब आप देते हैं, तो सामने उपस्थित दुष्कर्मों के पर्वत को भी तो देखें। सिर्फ एक दल क्या राजनीति में भजन करने के लिए है और बाक़ी के लिए ‘इश्क़ और सियासत में सब कुछ जायज़ है’?
आज गोआ, मणिपुर, मेघालय आदि के उदाहरण दिए जा रहे हैं। लेकिन इनमें से कोई भी यह समझने को तैयार नहीं है कि कर्नाटक गोआ, मणिपुर या मेघालय नहीं है। यहां मामला दूसरा है।
इसकी तुलना आप झारखंड में निर्दलीय को सीएम बनवाने और यूपी के तत्कालीन राज्यपाल रोमेश भंडारी के दलबदल करा कर आधी रात में अल्पमत कांग्रेसी सरकार बनवा देने के हथकंडे से तो कर सकते हैं, लेकिन ऐसा अन्य उदाहरण संभव नहीं है।
एक उदाहरण और है – हरियाणा में भजनलाल का सम्पूर्ण मंत्रिमंडल सहित पार्टी बदल। क्या भारतीय राजनीति में ऐसा कोई अन्य उदाहरण मौजूद है? अर्थात कांग्रेसी राज्यपालों ने जैसे नज़ारे इस देश के सामने प्रकट किए हैं, वैसे कोई अन्य पार्टी गंगाजली उठा कर शपथ ले ले, तब भी प्रस्तुत नहीं कर सकती।
ठीक इसीलिए जब अल्पबुद्धि कांग्रेसी नेता अथवा स्वयं को स्वतंत्र दर्शाने के अभिलाषी चाटुकार दरबारी जर्नलिस्ट ऊंटपटांग कुतर्क लेकर उपस्थित होते हैं, तो बस हंसी आती है। वह भी वक्र। इन चाटुकारों ने जैसे इतिहास पढ़ा ही नहीं।
कुछ घटनाएं याद आती हैं, सुनें। उससे पहले ऐसे राजदीपों, बरखाओं, शोभाओं से मैं यह अवश्य कहना चाहता हूं कि अपने हाथ को देखें। उसमें पकड़ा कलम कांपता है क्या? और आपका मस्तिष्क पटल। उस पर कोई बल पड़ता है क्या? नहीं, तो अपने बारे में सोचो, बंधु।
कोंग्रेस ने अतीत में जो पाप किए, उनका फल कौन भुगतेगा? आपने लगातार कटु आलोचनाओं के बावजूद जो अनोखी परम्पराएं डालीं, उनका परिणाम कौन झेलेगा? आप ही न? आपके पूर्वजों ने जो पाप किए हैं, वे आपको भोगने हैं। तो यह बिलबिलाहट क्यों? कांग्रेसी राजनेता और तथाकथित स्वतंत्र पत्रकार बारहा आंसू बहाते हैं। छाती पीटते हैं कि बीजेपी की तो दादागिरी है। मेघालय, मणिपुर और गोआ में जबरदस्ती सरकार बना ली, लेकिन हमारी नहीं बनने देते।
इन बुजुर्गवार जर्नलिस्ट को कुछ इंजेक्शन लेने चाहिए। याददाश्त के और राहुल गांधी को सामने बैठा कर मोतीलाल वोरा से उनकी दादी के किस्से सुनने चाहिए। जानना चाहिए कि उनकी दादी इंदिरा गांधी ने अपने शासनकाल में क्या-क्या दांवपेच आजमाए थे।
समूची भजन मंडली के दलबदल का जिक्र कतई नहीं करूंगा। वह तो सभी को याद है।
एक किस्सा 1982 का है। हरियाणा में चुनाव हुए। कांग्रेस मरणासन्न अवस्था में थी और ऐसी दशा में उसका नेतृत्व भजनलाल के हाथ में था। उनके मुकाबले में लोकदल ने भाजपा के साथ चुनाव पूर्व गठबंधन किया था।कांग्रेस को 35 सीट और लोकदल-भाजपा गठबंधन को 37 सीट ( 31 लोकदल और 6 भाजपा) मिलीं। चौधरी देवीलाल ने 6 निर्दलीय, 3 कांग्रेस (जे) और जनता दल के एक विधायक का समर्थन जुटा लिया था और अपने विधायकों को लेकर परवाणू के शिवालिक होटल में जा छिपे थे।
अकाली नेता प्रकाश सिंह बादल देवीलाल के पक्के दोस्त थे। उनके सैकड़ों समर्थक निहंग हाथों में नंगी तलवारें लिए होटल के बाहर पहरा दे रहे थे।
तब हरियाणा के राज्यपाल थे महाराष्ट्र के वृद्ध दलित नेता गणपतराव देवजी तापसे। तापसे ने देवीलाल से कहा कि ‘आप अपने विधायकों की परेड कराएं। मैं प्रत्येक विधायक से अकेले में बात करूंगा।’
देवीलाल अपने विधायकों को बस में सवार करा राजभवन पहुंच गए। सभी विधायक राजभवन के हॉल में बैठा दिए गए। सभी दो घंटे तक इंतज़ार करते रहे, पर गवर्नर बाहर नहीं आए। दरअसल अंदर कुछ और ही खेल चल रहा था।
राज्यपाल के पास भजनलाल बैठे थे। फिर तापसे ने एक-एक कर विधायकों से मिलना शुरू किया और 11 दलित विधायकों से कांग्रेस के समर्थन में समर्थन पत्र पर हस्ताक्षर करवा लेने में सफल हुए। ठीक इसके बाद भीतर के एक कमरे में भजनलाल को पद और गोपनीयता की शपथ दिला दी गई।
उन्हें सदन में 15 दिन में बहुमत सिद्ध करने का समय दे दिया गया।
शपथ लेने के बाद मुख्यमंत्री बन भजनलाल राजभवन के पिछले दरवाजे से निकल गए। बाहर हॉल में बैठे देवीलाल को जब यह पता लगा, तो बवाल होना ही था। देवीलाल और उनके समर्थक विधायकों ने परम पूज्य राज्यपाल का कॉलर पकड़ लिया। लोग कहते हैं कि देवीलाल ने बुजुर्गियत का ख़याल करते हुए सिर्फ एक थप्पड़ उस महान थोबड़े पर जड़ा था। महामहिम को उनके सुरक्षाकर्मियों ने बमुश्किल बचाया। इस घटनाक्रम में विधायकों की ऐसी खरीद-फ़रोख़्त हुई कि भारतीय राजनीति में नए रिकॉर्ड बने।
एक विधायक हीरानंद आर्य ने एक दिन में 6 बार पार्टी बदली और हर बार राज्यपाल को पार्टी बदलने की चिट्ठी भी बाकायदा लिखी। अर्थात देवीलाल सारा बहुमत लिए ताकते रह गए और भजनलाल मुख्यमंत्री बना दिए गए।
ठीक ऐसे ही किस्से झारखंड में निर्दलीय की सरकार बनवा देने और उत्तर प्रदेश में रोमेश भंडारी द्वारा गहन रात्रि में नियमविरुद्ध शपथ दिला देने के भी हैं। यह सब पढ़ कर आपको एहसास हो गया होगा कि कांग्रेस ने अपने अतीत में जो बोया है, अब वह उसी की लहलहाती फसल काट रही है।
उसे ऐसा करते देख जिन ज़रख़रीद ग़ुलामों को गहन पीड़ा होती है, दरअसल वे उससे भी ज्यादा धिक्कार के पात्र हैं।
निश्चय ही आज की भाजपा कांग्रेस का प्रतिरूप दिखती है। उसने कांग्रेस के सारे दांव-पेंच, सारे हथकंडे, सारा कमीनापन, सारी नीचता सीख ली है। व्यंग्यकार शरद जोशी के शब्दों में वह स्वयं कांग्रेस सदृश हो गई है, लेकिन इसमें बुराई क्या है? राजनीति में भजन करने के लिए कोई नहीं है। जब आप खुद येन-केन-प्रकारेण सत्ता हासिल करना परम लक्ष्य मानते हैं, तो अन्यान्य को भी वैसा मानने का पूरा हक़ है।

हाल-फिलहाल उत्तर कोरिया खबरों में छाया हुआ है। कोरिया के भविष्य के बारे में काफी अटकलें भी लगाई जा रहीं हैं।
कोरिया का भविष्य जानने से पहले उसका इतिहास जानना जरूरी है। बहुत ज्यादा विस्तार में गए बिना मैं एक संक्षिप्त विवरण प्रस्तुत कर रहा हूँ। ७ वीं शताब्दी में, कोरियाई प्रायद्वीप के तीन प्रतिद्वंद्वी साम्राज्यों को कोरियो राजवंश ने अपने अंतर्गत एकजुट किया था, इसी राजवंश के नाम से “कोरिया” शब्द व्युत्पन्न हुआ। १३०० वर्षों तक कोरिया एक संगठित राज्य रहा। १९१० में जापान ने कोरिया पर कब्जा कर लिया और द्वितीय विश्व युद्ध के अंत तक कोरिया पर जापान का ही नियंत्रण रहा।
विश्व युद्ध के अंत होने पर जापान पराजित हो चुका था और ‘पोस्टडाम घोषणा’ के अनुसार उसे ताइवान और कोरिया के राज को समर्पित करना पड़ा। पर उस समय अमरीका की इतनी क्षमता नहीं थी की वह पूर्ण कोरियाई प्रायद्वीप पर नियंत्रण कर सके। और इसलिए अमरीका ने प्रस्ताव रखा कि ३८ डिग्री अक्षांश के उत्तर की ओर का हिस्सा सोवियत रूस के प्रशाशन में रहे और उसके दक्षिण का हिस्सा अमरीका के प्रशाशन में रहे। यह व्यवस्था स्थायी समाधान नहीं थी और भविष्य में दोनों हिस्सों को सम्मिलित करने की योजना थी।
संयुक्त राष्ट्र ने कोरिया के दोनों हिस्सों पे चुनाव नियत किए जो निष्पक्ष व लोकतान्त्रिक होने थे। इस तरह दक्षिण भाग में सिंगमन ऋ चुने गए और कोरिया गणराज्य (दक्षिण कोरिया) स्थापित हुआ। मगर उत्तर में सोवियत रूस ने निष्पक्ष चुनाव नहीं होने दिये और एक समाजवादी राष्ट्र की स्थापना हुई, जिसके नेता किम इल संग बने जो वर्तमान नेता किम जोंग उन के दादा हैं। १९४९ तक दोनों हिस्सों से अमरीका और रूस ने अपनी अपनी सेनाएँ हटा लीं। और जहाँ चीन एवं रूस ने उत्तर कोरिया को हथियार व धन मुहय्या कराये वहीं अमरीका ने दक्षिण कोरिया की कोई मदद नहीं की। परिणाम स्वरूप दक्षिण कोरिया सुभेद्य हो गया।
१९४७ से १९९१ तक चले शीत युद्ध के दौरान अमरीका और सोवियत रूस अलग-अलग जगहों पर छद्म युद्ध करते रहे। मूलतः यह युद्ध समाजवाद की विचारधारा और पूंजीवाद की विचारधारा के बीच था। इस दौरान अमरीका और रूस के बीच सीधे तौर से तो जंग नहीं हुई पर परोक्ष रूप से कोरिया, वियतनाम और अफ़ग़ानिस्तान में लड़ाई होती रही।
जून १९५० में उत्तर कोरिया नें स्टालिन के निर्देश पर एकाएक चीन और रूस की मदद से हमला कर दिया। अमरीका ने भी बचाव में युद्ध छेड़ दिया। ३ साल तक चली इस जंग में किसी शांति समझौते पर हस्ताक्षर नहीं हुए, केवल एक युद्धविराम समझौता हुआ जिसके अंतर्गत अस्थायी रूप से शस्त्र-विराम लगा। यानि की देखा जाए तो तकनीकी रूप से दोनों कोरिया के बीच में आज भी जंग जारी है। आज दोनों कोरिया के बीच का एक मील चौड़ा गैरफौजीकृत क्षेत्र विश्व का सबसे ज्यादा सैन्यकरण किया हुआ हिस्सा है, और दुनिया के सबसे खतरनाक इलाकों, जहाँ गंभीर युद्ध कभी भी हो सकता है, उनमें से एक है।
वर्तमान समय में उत्तर कोरिया को चीन का समर्थन प्राप्त है क्योंकि इससे चीन को अपने और अमरीका के बीच एक अंतर्रोध मिल जाता है। साथ ही साथ इससे अमरीका का पूर्वी एशिया में प्रभाव पर भी क्रियाशील रोक लग जाती है। चीन के समर्थन के कारण ही अमरीका उत्तर कोरिया पर सैन्य कार्यवाही करने में असमर्थ है।
खैर, ये तो थी इतिहास की पृष्ठभूमि। अब मौजूदा परिस्थिति की ओर रुख करते हैं।
२०१७ में उत्तरी कोरिया ने एक के बाद एक कई मिसाइल प्रक्षेपण किए। सबसे पहले फ़रवरी में जापानी समुद्र के ऊपर मिसाइलें चलाईं, फिर उसने ४ जुलाई को अपनी पहली इंटरकांटिनेंटल बैलिस्टिक मिसाइल या आईसीबीएम का सफल परीक्षण किया और १८ अन्य मिसाइल टेस्ट किए। और तो और भारत सहित लगभग १५० देशों पर ‘वानाक्राई’ नामक एक साइबर हमला भी किया, जिससे इन देशों के बैंकों से लेकर अस्पतालों तक काफी व्यवस्थाएँ प्रभावित हुईं।
किम जोंग उन द्वारा युद्ध की धमकी कोई नयी बात नहीं थी, लेकिन इस बार अमेरिका और अमेरिकी राष्ट्रपति द्वारा ट्विटर पे इसके ऊपर प्रतिक्रिया दी गयी। विडम्बना ये है कि उत्तर कोरिया में इंटरनेट सेवाएँ किसी नागरिक के पास नहीं हैं। इसके बावजूद डोनाल्ड ट्रम्प ने ट्विटर पर किम जोंग उन का मखौल उड़ाना नहीं बंद किया, और इसके जवाब में किम ने भी अपनी सरकारी मीडिया के माध्यम से ट्रम्प पर निशाना साधा। धीरे धीरे तनाव अपने उच्चतम स्तर पर पहुँच गया।
और फिर अचानक सब-कुछ बदल गया।
किम जोंग उन ने घोषणा की कि २०१८ प्योंगचांग में आयोजित होने वाले शीतकालीन ओलंपिक खेलों में उत्तर कोरिया भी भाग लेगा। न सिर्फ इतना ही, उत्तर कोरिया दक्षिण कोरिया के साथ एक संयुक्त ध्वज के अंतर्गत हिस्सा लेगा। और इस प्रकार किम जोंग उन ने न केवल दो खिलाड़ी भेजे बल्कि साथ ही साथ अपनी बहन और संदेहजनक रूप से उत्साहित प्रशंसकों के एक प्रतिवेश को भी दक्षिण कोरिया भेजा।
मिसाइल परीक्षण अचानक बंद हो गए और किम ने अमरीकी विदेश सचिव के साथ मुलाकात भी की। किम ने पहली बार सर्वोच्च अधिनायक के रूप मे विदेश यात्रा भी की और चीन में शी जिनपिंग से मुलाक़ात की। और फिर अब तक की सबसे बड़ी खबर आयी। वह यह कि उत्तर और दक्षिण दोनों में कोरियाई शिखर सम्मेलन का आयोजन हुआ जहां किम ने दक्षिण कोरियाई राष्ट्रपति को गले लगाया, और दक्षिण कोरियायी भूमि पर कदम भी रखा।
किम जोंग उन दक्षिण कोरिया के मून जाए इन के साथ दक्षिण कोरिया में आते हुए
यह उत्तर कोरिया की ओर से समान्यतया अपेक्षित व्यवहार से पूर्ण रूप से उलट है। सिर्फ ५ महीनों में किम का रुख मिसाइल परीक्षणों और युद्ध की धमकियों से बदल कर दोस्ताना मुस्कुराहट और आलिंगन में परिवर्तित हो गया। जहाँ एक तरफ कई लोगों के लिए यह विचित्र और बेतुके घटनाक्रम हैं वहीं दूसरी तरफ कई लोगों के लिए यह ट्रम्प की सफल विदेश नीति के स्पष्ट परिणाम हैं। लेकिन किम के ये कदम जो निराशा या निवर्तन या मूर्खता ही की तरह प्रतीत हो सकते हैं वे वास्तव में केवल एक लंबे समय से चलती आयी सोची समझी, बहुत ही तर्कसंगत, बहुत ही सटीक गणना की हुई, उत्तरजीविता रणनीति है।
तो वास्तव में क्या चल रहा है और अंत में इसका परिणाम क्या होगा?
यह समझने के लिए आपको पहले किम जोंग उन के उद्देश्य, उसके प्रत्येक कृत्य के पीछे की प्रेरणा को समझना पड़ेगा। किम का एक ही उद्देश्य है- सत्ता पर काबिज़ रहना। किम के लिए सत्ता का अर्थ है धन, ऐशो-आराम और अपने परिवार की सुरक्षा। अब आप सोचेंगे कि यदि यह ध्येय है तो क्यों न शांत रहा जाए और इन चीजों का आनंद लिया जाये। लेकिन किम इसका उलट करते हुए दिखाई देता है, और अमेरिका जैसे देश को चुनौती देकर सब कुछ जोखिम में डालते हुए प्रतीत होता है। इसीलिए अधिकांशतः लोग किम को वाकई में पागल और सनकी समझते हैं और मीडिया, ज़ाहिर है, इस डर और चिंता को और भड़काती है। डर और चिंता उनका व्यावसायिक आधार है।
लेकिन किम सिरफिरा कतई नहीं है। उसके नज़रिये से वह बेहद ही बुद्धिमत्ता से काम कर रहा है और उसका हर कदम तर्कसंगत है।
किम को विरासत में एक बहुत ही गरीब, भूखे, और अविकसित राष्ट्र की सत्ता मिली है। और अगर वह कुछ न करे तो उत्तर कोरिया कुम्हला कर पूरी तरह से बर्बाद हो जाएगा। पर एक स्वावलंबी देश बनने के लिए आर्थिक दोषनिवृत्ति की आवश्यकता है। दोषनिवृत्ति सभी के लिए श्रेष्ठतर जीवन परिस्थिति लाएगी, जो कि किम के लिए क्रांति का खतरा पैदा कर देगी। एक प्रजा जो किसी भी प्रकार से खुद का मात्र भरण कर सकती हो, उसके पास सिर्फ यही करने का समय होता है। क्रांतियाँ भूखे पेट नहीं होती हैं। बेहतर जीवन का अनुभव, उसका एक स्वाद मात्र, उन्हें क्या मिल सकता है इसकी एक झलक भर नागरिकों को विद्रोह के लिए प्रोत्साहित करने में सक्षम है। दोषनिवृत्ति फलतः उत्तर कोरिया को सफल बना सकती है, परंतु इसका अर्थ यह होगा कि किम को सत्ता गंवानी पड़ जाएगी। यानि कि किम को संसाधन तो चाहिए पर वह आर्थिक सुधार बर्दाश्त नहीं कर सकता क्योंकि उसमे विद्रोह का जोखिम है। समाधान एक ही है- उसी तरह का समाजवाद जिसका इस देश ने सदैव ही स्वप्न देखा है पर कभी हासिल नहीं कर सका- साझा संसाधन/संपत्ति (जिसके ऊपर किम का एकाधिकार होगा)।
उत्तर कोरिया के लिए संसाधन का अर्थ है विदेशी आर्थिक सहायता। लेकिन किसी यातना-शिविरों से भरे सर्वसत्तावादी देश को आर्थिक मदद क्यों और कैसे मिल सकती है?
जवाब- भय!
लेकिन विश्व के संपन्न देशों को डराना कठिन कार्य है। यदि कोरिया के पास उनकी सामरिक क्षमता की बराबरी करने के लिए धन-संपदा होती तो उन्हें प्रथमतः ही इस भय की रणनीति का उपयोग करने की आवश्यकता नहीं पड़ती इसलिए कोरिया ने परंपरागत हथियार जैसे तोप इत्यादि को छोड़ सीधे परमाणु हथियार के विकसित करने का प्रयत्न किया, जो अब सफल हो चुका है। एक अकेली परमाणु मिसाइल आंतरिक विद्रोह और बाह्य युद्ध दोनों के ही समक्ष एक प्रभावशाली ढाल है। जो इस मिसाइल को संधिक्रम के लिए एक दोषहीन उत्तोलन का साधन बना देता है। उत्तर कोरिया को परमाणु रहित करने का विचार मात्र ही इतना आकर्षक है कि पूरा विश्व इसके लिए कुछ भी करने को तत्पर है, यदि इसकी सूक्ष्मतम संभावना भी दिखे।
उत्तर कोरिया की रणनीति साफ है। सर्वप्रथम वो एक विनिर्मित संकट पैदा करता है और तनाव को जितना हो सके उतना ऊंचे स्तर तक पहुंचता है। जब समाचारों के शीर्षक दुनिया को कहने लगते हैं कि कोरियायी प्रायद्वीप जंग की कगार पर है, तब उत्तर कोरिया की सरकार परक्रामण का प्रस्ताव रखती है। इस प्रस्तुति को विश्व चैन की सांस भरते हुए तत्परता से स्वीकार कर लेता है और कोरियाई राजनयिकों को अधिकतम लाभ एवं रियायतें निचोड़ लेने का उत्तोलन मिल जाता है।
उत्तर कोरिया हर बार यही करता है।
किसी भी क्षण किम या तो पूर्ण आक्रामक मुद्रा में होता है जिससे हम (वैश्विक समुदाय) संधि-परक्रामण के लिए आतुर हो जाते हैं या तो पूर्ण सौष्ठ मुद्रा में होता है, जैसा कि अभी है। यह आक्रामकता-सौष्ठव और फिर इसकी आवृत्ति का चक्र जो अभी हो रहा है, यह किसी भी मायने में नया नहीं है। इससे पहले भी संधिक्रम की छः कोशिशें हो चुकीं हैं। उत्तर कोरिया को २००५ में जो उन्होनें मांगा वो मिला और उन्होनें विपरमाणुकरण के लिए मंजूरी दी थी पर फिर वे अपने वादे से मुकर गए।
लेकिन इस बार परिस्थिति थोड़ा अलग है। कोरिया के परमाणु कार्यक्रम का पिछले ४० वर्षों तक एक मात्र लक्ष्य था- अमेरिका की मुख्य भूमि तक हमला कर सकने की क्षमता प्राप्त करना। जब तक यह नहीं हुआ था तब तक कार्यक्रम छोड़ने की कोई यथार्थवादी अवस्था नहीं थी। यह उनका एकमात्र प्रतिरोध है। किम ने इराक के सद्दाम हुसैन और लीबिया के गद्दाफ़ी के हश्र से सबक सीख लिया है।
२८ नवंबर को उत्तर कोरिया ने ह्वासोंग-१५ का परीक्षण किया, और यह साबित कर दिया कि वो अमेरिका में कहीं पर भी हमला करने की मारक क्षमता रखता है और इसके सिर्फ २ महीने बाद ओलंपिक में शामिल हो गया और सौष्ठव मुद्रा धारण कर ली। इस समय का चुनाव करना कोई संयोग नहीं है। उत्तर कोरिया ने अपना लक्ष्य पूरा कर लिया है। और अधिक मिसाइल परीक्षण की अब कोई ज़रूरत नहीं रह गयी है। अब तो समय है कि अमेरिका पर निशाना लगाने की क्षमता का डर दिखाकर इन परीक्षणों का जितना हो सके उतना प्रतिफल बटोरा जाए।
किम इससे बेहतरीन समय का चुनाव नहीं कर सकता था। संभवतः चीन किम पर शांत हो जाने के लिए दबाव बना रहा था और अमेरिका के साथ तो भी कोरिया का तनाव परवान चढ़ ही चुका था। साथ ही साथ अमरीकी प्रशासन भी वास्तव में यह दिखाने के लिए आतुर है कि उसकी रणनीति ने काम किया है, और ये हालात किम जोंग उन को किसी भी संधि वार्ता में एक अति अनुकूल परिस्थिति प्रदान करते हैं।
इन सब का फल क्या होगा? क्या अंततः कोरिया में शान्ति की संभावना है? कहना मुश्किल है। अभी हाल ही की खबर के अनुसार दक्षिण कोरिया और अमरीका के बीच के सामरिक अभ्यास का बहाना बना के दक्षिण कोरिया के साथ तय बैठक को रद्द कर दिया और सिंगापुर में प्रस्तावित अमरीकी राष्ट्रपति के साथ होने वाले ऐतिहासिक शिखर सम्मेलन को भी रद्द करने की धमकी भी दी है। कुछ विशेषज्ञों के अनुसार यह मात्र “बार्गेनिंग टैक्टिक” है जिससे किम अपनी स्थिति और मजबूत करना चाहता है, वहीं कुछ और विशेषज्ञों के अनुसार यह उत्तर कोरिया से शांति की अपेक्षा रखने का अपरिहार्य परिणाम है।
