What Ashok Gehlot’s got which Sachin Pilot has not?

One feels for Sachin Pilot. He has committed a cardinal sin in the court of High Priest – Sonia Gandhi. It’s a double sin. He is holding Rahul Gandhi accountable to his word and he wants credit for the work done. Plus there is another problem. He is young and looks like a worthy individual; with an imaginative mind. Who also believes in hard work. Add to this the fact that his father, Rajesh Pilot, who died in a helicopter accident under suspect conditions, is still missed in Rajasthan. In short, he has what Rahul Gandhi has – Legacy and age on his side! And also what Rahul lacks – Merit! Just like his father he is a contender for the throne in the Congress party. He is a threat to the Gandhi Dynasty.

And Sachin Pilot is not alone. There are many. Rita Bahuguna-Joshi, Himanta Biswa Sarma, Jagan Mohan Reddy, Mamata Banerjee, Jyotiraditya Scindia, Sachin Pilot…the list just doesn’t seem to end. Add Milind Deora, Jitin Prasada and Sanjay Nirupam if you want. What do they have in common? All these leaders are competent, tenacious individuals who more or less fit the Sachin Pilot template. No wonder, either they are out of Congress or are nearly ostracized in the party.

There’s another list. Known as the old guard in Congress. Ashok Gehlot, Tarun Gogoi, Digvijay Singh, Kamal Nath, P Chidambaram. They withstood the mediocrity and coexisted with the dynasty. Not because they lacked the talent or popularity to reach to the top. But they knew where to stop. They knew their limitations (Aukat – औकात an apt word actually). Heart of Hearts they knew the control lies with the dynasty. They never dared to challenge any dynasty member. So much so that even when the Gandhis lost their ability to win elections, they did not revolt. They remained faithful. For which eventually leaders like Kamalnath and Gehlot were rewarded with Chief Ministership when Congress won in Madhya Pradesh and Rajasthan in 2018.

Another example is Digvijay Singh, who lost power to BJP’s social engineering and Hindutva putsch. But when Kamal Nath came back, his son Jaivardhan Singh was made Urban Development minister. That’s how loyalty is rewarded. That’s how the party functions. The party top brass and a large section of functionaries believe that, sooner than later, people will vote Congress back into power. If anyone from the young Turks thinks the party can accommodate their aspirations, they are mistaken. They can take a walk!

There’s another bunch of leaders. Manmohan Singh, Mallikarjun Kharge and Adhir Ranjan Choudhary. They are a unique lot. In the sense, they have been given top positions of power. Manmohan Singh obviously was Prime Minister for a decade. Kharge was Leader of Opposition in Lok Sabha from 2014 to 2019. And Adhir Ranjan leads the party in Lok Sabha currently. Why? Because they neither were nor will be in a position to challenge Rahul (or Priyanka in future) for the top post in the party. They are as servile to the family as Old Guards. No better example than Manmohan Singh himself. He when graced the most powerful office in the country, that of Prime Minister allowed his self-respect to be trampled over by Rahul. Who had no moral authority, knowledge or experience to challenge to Dr Singh. These three have another set of ‘competencies’. They either are not electable or do not belong to Hindi heartland or both. Also, they are well past their prime. Chances that anyone of them would have or will challenge a nominee from the family are almost negligible.

Last but not the least, list. Five people on it – YS Rajashekhar Reddy, Madhavrao Scindia, Rajesh Pilot, P V Narsimha Rao & Sitaram Kesri! All of them supposedly did not carry the ‘qualities’ which say Gehlot or Manmohan Singh has.

Take a look at the most capable and illustrious Narsimha Rao, who went on to become Prime Minister. Before moving to Delhi politics, he was CM of Andhra Pradesh for 2 years. Then, starting 1977 till 1998, he won six Parliamentary elections in a row. A feat which even Indira Gandhi or Atal Bihari Vajpayee could not achieve. After Rajiv Gandhi’s death, he took over as Congress President and PM in 1991. Immediately, he put India on the road to economic growth by initiating tough reforms in 1991. Which pulled tens of millions of people out of poverty and made India one of the fastest-growing economy in decades to come. He also brought India’s Nuclear program back on rails. But could not explode the bomb in 1995 as American’s got the hint. Eventually, it was BJP government led by Atal Bihari Vajpayee which completed the Nuclear tests in 1998. Without any doubt, he was one of the tallest Congress leaders and a trailblazer PM. So how did dynasty treat this distinguished Telugu Bidda?

With contempt and vengeance! Once out of power in 1996, there were a host of cases filed against him. And he was left to fend for himself. Things got worse after Sonia Gandhi took over as party President in 1998. Despite being a former AICC president and a PM, Rao was not just excluded from the Congress Working Committee, he was not even allowed to become one of the numerous ‘special invitees’. And it did not stop at this. Dynasty was so full of hatred for Narsimha Rao, that he was humiliated even in his death. His body was not allowed to enter the AICC building. Competency and merit obviously do not guarantee respect in Congress.

Sitaram Kesri, a Dalit, who replaced Rao a party president, was another leader who was not from the family. And he did resist Sonia’s ascension, for which he paid a price. In a brutally swift operation, in 1998 he was locked in a toilet in Congress headquarters while Sonia entered the office and took over.

That leaves us with three leaders, Reddy, Pilot and Scindia, who all, unbelievably died in accidents. And if this is not spine chilling enough, sons (Jagan, Jyotiraditya and Sachin) of those very leaders have revolted and left the party. Sachin technically is still in the party but almost on his way out. And it will interesting to watch how the Pilot vs Gehlot drama plays out. But the die is cast.

Will end with a Digvijay Singh story which, will perfectly explain the motive behind Gandhis’ love for the old guard. On the campaign trail in UP, when quizzed by a journalist, that if Congress makes a comeback who deserves the credit. He replied “If we win it will be to the credit of Mr Gandhi. But if we do not perform well, it’s the Karyakartas like me, who should take the blame.” Golden words! Clearly Sachin Pilot does not agree! He’s not able to forget his Baba (father) and he is determined that Gehlot and his master residing 10 Jan Path also remembers him.

The dragon dominance: A citizen’s point of view

Economically stale worldly air was extremely turbulent few weeks back, especially the Indian subcontinent which was horrendously rocked by Indo China border dispute when she was already reeling under the ravenous COVID 19 with still no end in sight. Each soul was (and still is) suffering from ghastly mental issues in one or other way, on top of it we had a garnishing of physical grief added to our accounts too owing to continuous flashing of martyr’s faces on our TV screens. The common man desperately wanted to help the nation and was aimlessly swaying the sword of vengeance until he had hishands laid on a valiant weapon called #Boycott Chinese products. COVID 19 has rekindled the ‘Spirit of Swadeshi’ long forgotten after the LPG reforms. A wave of patriotism is on its way and is gaining mass worldwide owing to the deadly virus that as many say is one of the dark sides of the concept of globalization. The Indians together want to deplete the Chinesedominance for once and for all.

I too sensed an opportunity to resurrect the fading patriotism in me when I thought of buying a Smartphone – homicidal equipment yet as important as oxygen nowadays. Naturally, before buying I dived into the world of Google and started scanning potential Smartphones in concurrence with my budget. To my horror, the market was claustrophobically filled with Chinese products. I was too pumped up and not yet ready to let the initial show of dragon power put me down. I searched for Indian Smartphones specifically and the same fiery inner self of mine trembled. Enlisted Indian phones were hardly market beaters, I regretfully analysed. Despite being light on the pocket, the specification and reviews diluted the much-embedded zeal. Even Amazon, the demigod of e-commerce was not interested in selling them. The idea of swadeshi had already started dwindling. I moved towards a friendly nation of India (US). That too would count as a semi-swadeshi right? My inner pretentious being was jumping in anticipation over buying one of the finest phones ever made. Ignoring the penury of my pocket, I hopelessly added this luxurious Smartphone to my cart and waved it off under the banner of ‘one-time expenditure’.

A moment later, the bourgeois syndrome dashed in and begged for a peek into those forbidden Chinese products. I dwelled into the pool of comparison with fervor to brutally reject them but unfortunately, a feeling of awe entered. China’s leading electronic companies provided something way above average at a very reasonable price making my financial and greedy soul smile. The practical essence and reliability was a treat to the intellectual mind and the Indian in me was pained, is still aching inside out due to this unfathomable revelation.

Now entered the dilemma, I desperately wanted to be Swadeshi but without compromising on specifications. I wanted to have a heavy product which was light on my pocket. My inner self cried “Why can’t we Indians make such products when we are demographically at our best in conjunction with being a land of the brightest of the minds? Government-backed Make in India, Software Technology Park Scheme, Electronics Development Fund Policy, Atal Tinkering Mission and many more such plausible initiatives are already in place. But is it still enough? Is this emotional patriotic impulse enough to sustain? Is the materialistic and policy-related back up strong enough to let this emotional sense sustain for long and for good? It’s been weeks and I still have got no answer for it backed by the political turmoil simmering in our nation I have lost any of the confidence in our ability to be technologically or even be socially developed.

My thoughts became too controversial for my swadeshi soul. I shooed away the idea of buying a Smartphone as of now. Indian inside me was scared of being called a blemished traitor and the tenant consumer was not ready to incur the hefty loss.

Losing the brightest star- The fault in our stars

You know how there’s a saying that some people walk into your life and change it forever – unfortunately, Sushant never walked into my life but I can say he’s definitely left a lasting impression on me. I don’t know why this feels like a personal loss – I don’t know why I still haven’t been able to come to terms with what has happened – maybe it’s because a part of me connects with him on some levels, or maybe because of the cruelty that the industry he loved showed him hurts me and frustrates me. He was just such a down to earth, genuine person; let alone Bollywood actors and actresses he was better than all of us on this planet.

He was just so different (in a good way of course) and had so many talents- he was everything that people strive to be. He had goals – he was ambitious and he worked on his own to achieve everything – he wasn’t born with a silver spoon in his mouth like some of the other actors and actresses. He also had something else that many actors in the industry don’t have (or at least don’t use): brains. He was so intelligent and always open to learning new things – he was always absorbed in his books trying to understand the world. And he didn’t stop at just understanding the world; he tried understanding as many people as possible and helping them – genuinely helping not just distributing stuff and getting PR clout. He was just so, so amazing it can’t be put into words – his charisma, his talents, and everything else (including his looks too) were on a whole new level.

I’ve written a lot but it’s still impossible to express how inspiring he’s been-impossible to describe how much I loved his movies-impossible to put into words how amazing he was-and quite frankly impossible to write as well as him. And since I can’t put all these things into words of my own, I’ll use some of his words to describe him: “Somewhere between neurons and narratives, he was born, dreamt and died.”

When I watched Dil Bechara, it absolutely broke me when he told Kizie to pretend he wasn’t going anywhere – that he wasn’t dying. It’s something all of us would ache to pretend. Kizie and Manny, unsure if each moment was their last, tried living life with a smile on their face but worry engraved deep into their mind. We, unfortunately, don’t have any more moments left to cherish with Sushant, and I guess all we can do about it now is try to encapsulate our feelings through words and raise our voices for justice. Although the thousands of words in the dictionary feel too little, here’s a heartfelt note to our photon in a double-slit…

I know you’ve always been a guy with big dreams, Ishaan. I know you’ve been a man of composure, talent, and a stellar attitude, Mahi. I know you’ve always been a change-maker, Anni. I know you’ve been a Satyanweshi (truth seeker) in real life and reel life, Byomkesh. I know, Mansoor, that you’ve been one of the most selfless people out there. And I know that you’ve always been a fighter, Manny. I know you’re watching on from above – watching as people are opening their eyes to the persistent issues and fighting for change. You’ve always been so optimistic and selfless and something tells me you are happy where you are. I too am happy with the change that has been brought about but at such an immense cost – your loss was truly the greatest fault in our stars. It’s just too hard to believe that I’ll never see you on the big screen again. That I’ll never see your cute sarcasm-that I’ll never see that cheeky smile again-that I’ll never experience flawless acting again. Don’t worry though, Sush – I’ll always remember you, continue to be inspired by you, and remain forever grateful to you – Seri?

Death of a star – More so death of a beautiful soul

I am finding it difficult to fathom your death Sushant , just like the millions out there who are lamenting over your loss I feel ever since I heard the news of your demise, I have been asking the same question to myself as to why, why did you have to go from this world so soon. I feel like a close one from my family passed away, it hurts every single day. And the pain doesn’t seem to subside but more so it seems to grow exponentially.

So many blind articles about you that tried to tarnish your image. And I was one of them to believe all that crap and felt that you were an arrogant and a troublesome person. Now I live in guilt every day because you were not arrogant at all, you were one of the most beautiful Human being I have ever come across as an Actor .Now that you are no more, The more I get to know you the more I feel the urge to apologize to you for not being there as your fan, for not watching your movies, for not acknowledging the person that you were, for not celebrating your life. You were indeed a charming man with the most beautiful smile and an Intelligent mind, and in your short lifespan you have touched a lot of lives and had you still been here with us you would have done wonders no doubt .Be it in the area of student education ,acting , physics or as a writer. You could have done anything and you would have been excelling in every field.

Just two days prior to your death I watched your home tour show – ‘Asian Paints where the Heart is’. And that’s when I got a glimpse into your life and got impressed with  your passion for your books , your Telescope that sat in your drawing room which just showcased your immense love for Astronomy , your Maserati which made me believe that when you truly desire something and work hard towards it , you totally get to fulfil it.

I watched your movie Dil Bechara and I laughed and cried at the same time. Laughed when you made us laugh but cried when I realized you are no more with us.Just the way you said in the movie “Lets just pretend I am not dying”, Yes – I want to pretend you are not dead . Your acting is phenomenal and you will and always be the only star of Bollywood.

You are an inspiration to many who leave their small towns aspiring to become somebody. You are a star and one that shines the most and the one that is the biggest, brightest in the sky. Naga Panchami: A tribute to Indian Communists

0

Disclaimer: Comparisons between a snake and a communist may seem evident throughout this article but are completely unintended.

“Incomplete knowledge makes a communist out of you, complete knowledge, a sanatani.”
I came up with the above quote upon observing my self, my friends, my relatives and my society at large. To understand the aforementioned statement, I have come up with a simple formula.
(Any ritual+ spiritual significance and symbolism) = tradition, which is consciously practiced by the society at large. Thus, a tradition without any essence of symbolism and spirituality dies a slow and abusive death of superstitions ritual. Thus, incomplete knowledge does not let you appreciate the practices of Hinduism and ends up making you discredit every other tradition you are ignorant of and slowly turns one into a communist.

On the occasion of Naga Panchami, I would like to throw some light upon the practice of offering milk to snake, and thus try making sense of this seemingly absurd and so called superstitions practice.
Let me first start by stating a couple of facts perceived about sankes in general. It is believed that cobras often reside inside an anthill, it is also a well known fact that out of the 5 gyanendris, or the five sense organs, a snake lacks the sense of hearing. Having said that, an anthill is symbolic to a Nagar or a city built by humans and the snake lacking in its ability to hear symbolises inability to imbibe knowledge, as shrutis since the vedic times have been the main source of spiritual knowledge. Thus, a snake inside an anthill symbolises the society devoid of its ability to imbibe spiritual knowledge in his world of ignorance and desires.

Now comes the part about offering milk to snakes. Milk of a cow in Indian society is considered nothing less than elixir as it is wholesome to the dietary needs of an individual. Moreover, since ancient times, a cow is also regarded as Vedmata. Thus, milk becomes symbolic to the elixir of knowledge of the Vedas which is consciously poured upon snakes on this day to remind ourselves that our pursuit of knowledge and spirituality should not become stunted in this samsara or world full of ignorance and desires.

Again, the aforementioned qualities may sound synonymous with certain sections of our societies but none of these were intended. Also, don’t keep this knowledge to yourself, or you will be branded as a bhrahmanwadi, sanghi etc, as it has been established into a popular opinion that Brahmans in the past didn’t share knowledge. Therefore, share my post and save our traditions or, in other words, keep pouring milk over snakes. ?

Narendra Modi’s PM C.A.R.E.S. – A Miscalculated Initiative?

0

Introduction

The nation of India entered into a state of lockdown on the 21st of March, 2020 after the Hon. Prime Minister Narendra Modi made an official announcement regarding the same in view of the ongoing COVID-19 pandemic. (Gettleman & Schultz, 2020) While each week, the country witnessed a new task given by the PM to the citizens in an attempt to show national integrity and solidarity in these tough times, one of the key declarations that came forth a week after the call for a nationwide lockdown was the setting up of a fund dedicated to resolving the current crisis – The Prime Minister’s Citizens Assistance and Relief in Emergency Situations Fund – the PM CARES.

Within the first two weeks of its initialisation, one of the most imperative and talked about questions that caught the nation’s attention was the need for the formation of a new fund when the nation already had two well established institutions dedicated to fulfilling the same objectives, The Prime Minister’s National Relief Fund – PMNRF and the National & State Disaster Response Funds – NDRF & SDRF.

This article attempts to examine the foundation of the three funds, a comparative study between the NDRF/SDRF and the PM CARES in terms of transparency, accountability & administrative flaws and lastly, the need for the PM CARES to be set up.

The NDRF & SDRF, PMNRF and the PM CARES

The NDRF and SDRF were initiated through provisions provided under Section 46(1) and Section 48(1) respectively of the Disaster Management Act of 2005. (Justice, 2005)  Both the institutions fall under the Disaster Management Division of the Ministry of Home Affairs and are considered the most important financial body of the government in situations of managing catastrophic events.(Justice, 2005) Each state has its own independent State Disaster Relief funds however, in situations when the degree of expenditure in combating a disaster is beyond the scope of the SDRF, the NDRF can allocate the required additional funds to the respective states after they follow the necessary protocols in filing a formal application. (Justice, 2005)

The PMNRF was established by Prime Minister Jawaharlal Nehru in 1948 primarily to resolve the issues pertaining to the Indo-Pak partition. (PMO, About PMNRF, 1948) Under Section 12(A) of the Income Tax Act, 1961, the government filed an application to the concerned Income Tax Authorities in 1973 to approve and register the PMNRF as a recognised trust with provisions of tax exemptions as mentioned under Section 10 and Section 39 of the ITA, 1961. (Rein, 2020) The Prime Minister has complete authority to run the trust and the fund coordinates its day to day activities from the South Block of the Prime Minister’s office. (Rein, 2020)

Set up on 28th March 2020, PM CARES was an initiative started by Central government as an independent charitable trust whose funds are solely aimed at alleviating the situation caused by the advancing global pandemic. (PMO, About PM CARES Fund , 2020) The fund functions on individual and voluntary contributions made by the citizens with no budgetary support from the Government of India. The Prime Minister serves as the Chairman, while the Ministers of Defence, Finance and Home Affairs are instated as ex-officio members. (PMO, About PM CARES Fund , 2020) (GoI, PM CARES Fund – FAQ, 2020)Besides them, the PM has the autonomy to nominate three other individuals belonging to different fields of study as trustees to the fund. (GoI, PM CARES Fund – FAQ, 2020)

The PM CARES and the NDRF/SDRF – a Comparative Analysis

With the rise in scepticism against the PM CARES, it is essential to address the very necessity of establishing this new body of funding in light of an existing institution mandated for fulfilling a similar objective – the National and State Disaster Response Funds, NDRF & SDRF. To understand the feasibility of both the funds, a comparative study could be drawn between the three primary characteristics that define them – Accountability, Transparency and process of Administration.

Addressing the question of accountability, the corporate contributions received under the PM CARES are counted as Corporate Social Responsibility funds as defined by the Companies Act of 2013. (PMO, 2020) Hence, the collected money is not subjected to any tax regulations on expenditure. Any individual donations made are 100% exempted from Income Tax under Section 80(G) of the ITA, 1961. (PMO, 2020) Besides being under the aspect of CSR, the fund is open to foreign contributions made internationally as mentioned under the Foreign Contributions (Regulations) Act of 2010. (PMO, 2020) Another distinctive feature of the PM CARES is that it accepts funds from Public Sector Undertakings which is seen as quite problematic by the critics. (PMO, 2020) An example to understand this further would be the decision of the Ministry of Railways to make a donation of 151 crores to the PM CARES while subsequently denying a reduction in the train ticket rates to the migrant workers stuck in different parts of the country hoping to get home. (Today, 2020)

Furthermore, the fund is not audited by the office of the Comptroller and Auditor General of India, but is mandated to be audited by a third-party firm owing to the inflow of private donations. (Sharma, PM CARES fund now has an independent auditor, PMO is trust’s head office, 2020)As of April 2020, M/s SARC Associates, Chartered Accountants, who audit the funds of the PMNRF were appointed as the official auditing firm for the PM CARES as well. (Sharma, PM CARES fund now has an independent auditor, PMO is trust’s head office, 2020)

Since the PM CARES does not publish any report on their official site accounting for matters of income and expenditure of the money, space of ambiguity increases. As recorded and tabulated by IndiaSpend team from the Press Information Bureau’s official website, the PM CARES received a total of Rs. 9,677.9 crores as of 20th May, 2020. (Bhuyan & Salve, 2020) The only time the fund saw any expenditure from their account was on 13th May, 2020 when the PMO released a total of Rs. 3100 to buy ventilators and develop a vaccine. (Sharma, 2020)

The accounts of NDRF & SDRF are managed by the Chief Controller of India. (GoI, Guidlines, 2010) The fund is audited annually by the office of the CAG who then submit a report to the Ministry of Finance and Home Affairs. (GoI, Guidlines, 2010) The money in the NDRF/SDRF is not considered as CSR funds and hence, taxes are accounted for on expenditure. The cash inflow into these institutions is only through the budgetary allocation of the Government of India and not through any private party funding.

With regards to the COVID-19 situation, due to the rise in cases and shortage of money, the states filed in their official memorandums to seek help from the NDRF. The only time the government acknowledged these funds and allocated money to them was on 3rd April, 2020 when they released a total of Rs. 17, 287 crores to 14 states for them to deal with the situation. (Bureau, 2020)

Addressing the question of transparency, any information pertaining to the functioning of the NDRF and SDRF are open to the common man to receive by simply filing an RTI application. Besides this, in its fifteen years of existence, rarely or never has any issue been raised against the administration of the funds or the legitimacy of its establishment. In the case of the PM CARES however, several public litigators registered PILs in the Supreme Court for its ambiguous functioning and demanded the release of essential documents pertaining to the fund for public scrutiny. In the case of the PIL filed by lawyer M.L Sharma questioning the legitimacy of the fund being set up under Articles 267 and 266(2) of the Constitution as it never created any state government, neither passed the parliament’s approval nor did it receive the President’s consent (Hindu, 2020). The Supreme Court however observed the fund was ‘misconceived’ by the plaintiff and dismissed the application. (Hindu, 2020) In another case of questioning the fund’s transparency, Advocate Aditya Hooda of S.S. Hooda firm filed a PIL in the Delhi High court demanding the government to display and declare the income and expenditure details of the fund on their official website and also brought forth the need of the PM CARES to come under the RTI act and the hearing of this case is scheduled for the 28th of August, 2020. (ANI, 2020) The Centre for Public Interest Litigation (CPIL) came forward and filed a PIL in the Supreme Court in the matter of the NDRF being undermined and on 17th June, 2020, the Supreme Court directed the government to respond to the plea within a duration of 4 weeks.  (Desk, 2020) (Mahajan, 2020) On the 9th of July, 2020, the Centre however in response to this plea held that the PM CARES was the need of the hour and completely opposed the transfer of collected funds from this new institution to the NDRF. (editor, n.d.) Another issue of transparency that needs to be addressed is the rising opposition from various RTI Activists who seek to bring forth to the common man, reports and analysis of working of this fund. Several RTI activists have filed in their applications demanding the same however the government has unabashedly declined to respond to these applications without providing any clarity. In one such case of Vikrant Tongad, the founder and CEO of the Social Action for Forest and Environment, the government turned down the plea by quoting a Supreme Court observation from the past. “Indiscriminate and Impractical demands under the Right to Information Act for disclosure of all and sundry information would be counterproductive.” (Mishra, 2020) While this application is one of the few that received a response other queries and applications have already passed their one-month statutory period to seek a reply.

Lastly, in the case of administrative flaws, the PM CARES as a trust is run by a group of trustees as mentioned above. It is administered by individuals who are instated on an honorary basis from the Prime Minister’s Office. The Secretary (Honorary) of the fund is an individual who works in the PMO as a Joint Secretary and is duly assisted by an individual who works in the PMO as a Director or Deputy Secretary. (GoI, PM CARES Fund – FAQ, 2020) While both these individuals have the power to administer the fund, it is the trustees of the fund who make the rules on which the fund shall function. As the funds Chairperson, the Prime Minister was expected to nominate three other eminent personalities from various fields of study as trustees as soon as the fund was to be set up. (GoI, PM CARES Fund – FAQ, 2020) Interestingly enough, today, after 3 months of its initialisation, no such announcement has yet been made by the PMO, which means the fund is solely run by the PM and the three ex-officio trustees of the fund – the Defence Minister, Home Minister and Finance Minister. Hence, in reality, the actual power of running the fund is under their control. (Sharma, PMO is trust’s head office, 2020)

In the case of the NDRF/SDRF on the other hand, the process of assessment for relief assistance from the NDR funds to the state authorities has been extensively provided for under paragraph 7 of the Operational Guidelines for constitution and administration of the NDRF. (GoI, Guidlines, 2010)

State Authorities are expected to submit forth an official memorandum outlining the required amount to be discharged from the NDRF and the subsequent reasons regarding the same. (GoI, Guidlines, 2010) These memorandums are examined to establish the legitimacy of the demand after complete scrutiny and on spot assessment of the situation by a Central team that has been instated for the very purpose. (GoI, Guidlines, 2010) Following this, the report produced by the central team is verified by the National Executive Committee (NEC) which has been set up under Section 8 of the DMA, 2005. (GoI, Guidlines, 2010)

The next step in this process involves the analysis of the report and recommendations of the NEC submitted to the High-Level Committee (HLC) which compromises of the Home Minister, the Finance Minister, the Agricultural Minister, the Deputy Chairman of the Planning Commission and overlooked by the Disaster Management Department of the Ministry of Home Affairs. (GoI, Guidlines, 2010) It is only when the HLC finds the recommendations of the NEC to be satisfactory that the funds from the NDRF are approved to be transferred to the SDRF for the states to follow through with their required activities. (GoI, Guidlines, 2010)

Hence on a whole, accountability, transparency and a well-structured administration are the three major fronts in which the NDRF & SDRF supersedes the PM CARES as a financing institution for disaster management in India.

A more viable option

Having understood the three primary bodies of disaster management financing, it is essential to pose a few questions before analysing need for the PM CARES to be set up. One key question that remains obscure would be, considering how the PMNRF is configured in a similar way, why was there a need to create a new body of funding? Secondly, as of the official website of the PMNRF, the remaining funds the trust holds in its pool is over 3800 crores for the fiscal year of 2018-19 (PMO, About PMNRF – Income & Expenditure, 2018), which could have been transferred as advance payments by the government to the NDRF when deemed necessary. The deficit that occurs after the transfer of funds to the NDRF could be over time normalised by the inflow of donations made by the public. If a new body such as the PM CARES has the potential to pull in over a thousand crores in less than two weeks, why wouldn’t a well-established institution such as the PMNRF provide if not more, a similar outcome? This way, an efficient framework is created where the cycle of public donations received by the central government and going back to the public in times of need could have been much more accountable compared to that of the PM CARES.

Conclusion

The PM CARES not being subjected to fall under the purview of the RTI is not a new piece of information. However, in a recent turn of events, in the first week of June, the department of Expenditure of the Finance Ministry cleared the application to a new public account of the NDRF and SDRF to receive individual voluntary donations from the public. A breakthrough for this institution, 15 years after its establishment. With this action, the public can now directly donate their contributions to the NDR and SDR Funds. (Krishnankutty, 2020) The question that remains however would be, given a decade and a half of its working, why did the Finance Ministry never take adequate steps to set up this public account for individual transfer earlier? What changed in these 3 months of lockdown that the ministry found the necessity to grant a no objection clearance now, especially if their new initiative, the PM CARES is doing as well as they claim?

Whether this decision of the government was taken under conditions of absolute necessity or to create a distraction from the allegations on the money collected by the PM CARES might been a question too soon to be asked. However, prior to setting up the PM CARES, the government had declared this global pandemic as a natural disaster. Rightfully so, funding for resolving of this crisis would fall under the mandate of the NDRF and the SDRF and should have been coordinated by these institutions rather than a new body such as the PM CARES.

Who is responsible for the current challenges India is facing as a nation?

0

It is true that in your individual life you try to be honest with your work, with the responsibilities you have as a common man, you take care of your family and friends, sometimes you join hands to help poor people. Some of us indeed commit our lives to a social cause from time to time.

But the question is, no matter how hard we work as a community, no matter how much growth we see as an economy, we are nowhere near to find a solution for our social and national problems.

We blame our political leaders, policymakers, bureaucrats for almost everything. Yes, they are responsible for not doing their work efficiently. They are responsible for not performing their duties honestly. And everyone talks about it, our media, our leaders, intellectuals, and everyone else who has a position to do so.

But I believe the real problem lies within our society. The way we have taken everything for granted from our freedom to our fundamental rights tells so much about how ignorant we are as a community.

We know nothing about our history and our true heroes

Most of you would have seen the movie Bajirao Mastani directed by Sanjay Leela Bhansali. Now, tell me one thing, how many of us who are not from Maharashtra ever heard about Bajirao Peshwa before this movie. A warrior who had fought 39 battles and never lost a single time. Why our historians did not mention even a word about him in our history books?

Another question here is why most of us stop learning about our history as soon as our school life ends? If we will not learn from the mistakes our ancestors made in the past, how are we supposed to make the right decisions in our present? If we will not have any idea about how courageously and valiantly our ancestors sacrificed their lives for our motherland, how on earth are we supposed to gather our courage to fight our enemies and save our nation?

Unfortunately, most of us have no interest in finding out the reasons that made us live like slaves for centuries. We don’t want to know what happened to Netaji Subhas Bose. We don’t want to understand the events that led to the partition of our great country. We don’t want to find out what is happening with our mothers and sisters in Pakistan. All we want to do is to play pubg and watch Netflix.

We know nothing about the science behind our traditions and rituals

These days you will find so many people who believe that the traditions we follow in our religious and social life are nothing but superstitions. I wonder if they have ever tried to find out that these traditions and practices are based on scientific knowledge. If one cannot comprehend this knowledge, they must realize the mistake they make every day in their lives when they laugh on our thousand years of old civilizational heritage.

Tell me one thing, people have been using cell phones for years now, do you think that all of them understand how a cell phone works? For people, it is just another miracle made possible by our technological advancements.

Yes, some things indeed become irrelevant with time, but not everything and when people make fun of our ancient traditions and symbols, we can not even explain them anything because we never invest our time to read about our religion, our culture, and everything that makes us a follower of the Sanatan Dharma.

We are losing our identity. We are allowing people to question the existence of Bhagwan Shree Ram. Some goons destroy a temple of Mata Durga, and we do nothing about it.

But why you should bother about such things, you should not. What they are doing in Kashmir, what they are doing in West Bengal, it should not concern you because you live in Madhya Pradesh, Tamil Nadu, or any other part of our country. But please tell me what do you think about how much time it will take them to reach your door and take your home if you keep living the way you are doing right now.

Think about it, gather your people, and discuss these things everywhere you can. Don’t let fear paralyze you, accept your reality, learn from your past, and move forward one step at a time.
