Let us invoke the Dunkirk spirit and the god principle

Yes, we are angry, confused, anguished, irritated, frustrated. We may be running out of adjectives or expletives, to capture our physical and mental status. This is not symptomatic (pun intended) of the impact of the Covid19 Pandemic on India but the entire world. Just scan the world on print, electronic and social media platforms, which broadcast facts and not peddle #FactNews. These faculties are reinforced. There seems to be nothing inspiring to note, as there is not a semblance in sight at the end of the tunnel. Add the criticism from our usual suspects on whatever our State and Central administrations are 24×7 trying. No, they are not mild. Administrators are being ‘slammed, lambasted, taken to the cleaners, kitchen sinks being thrown at them for thoughtless and senseless unplanned missteps’ (this is from one of many such reports). This author may have run out of his vocabulary.


And now add Narendra Modi’s call for Janatha Curfew on 22nd March, 2020. “He wanted us to clap for the Covid-19 Warriors. We got to our roof tops and balconies, to make lots of noise. Wow, miraculously Conronavirus has evaporated”, was a cynical tweet. And reports also came that our citizens ‘celebrated the call for Janatha Curfew by coming out into the streets and bursting crackers’. No dearth of such sarcastic messaging from those who have hated every syllable in Narendar Damordas Modi, from 2002 onwards. It is a virus ‘they’ have voluntarily embraced, and refused to get themselves inoculated in the past 18 years. To expect them to pivot from their partisan pandemic purview now, is worse than trying to straighten the dog’s tail. (It does happen sometimes, animal lovers say- but never with our log).

Now, Modi’s call for us for a Nine Minute Lighting Prayer on 5th April,2020 at 9 P.M., is pooh poohed by them. One more Tamasha from this man- to ‘Unite India to indulge in idiocy. Who knows he may have read and believed in some Medieval Magic from Hindu Sastras’, they accuse. No matter what the emergency situation in India, this time the world over, these characters cannot set aside their animus and visceral hatred, for the man at the helm. Their construct vitiates and taints their responses. Be that as it may, it may be time and place for We The People to disdainfully ignore these dissenting naysayers (they are so negative) and instead plunge to pray for humanity. Social Distancing, Stay Home is the new norm. But prayers are powerful. Inspirational messages do matter in a war like environment. Donald J Trump claims “I now am a wartime President, for sure”.

It makes eminent common and timely sense to read Chritopher Nolan’s Dunkirk, where he evocatively records, “Over eight days in May 1940, hundreds of thousands of Allied troops stranded in northern France were rescued by boat and taken back to England. Some were rescued by military boats, others had to wait for hours, stood shoulder to shoulder in the water, to wait for the flotilla of fishing boats, lifeboats and civilian sail boats hastily assembled by people back in Britain. The story of the rescue against the odds and the conditions that the soldiers endured has entered into British lore, to the extent that people in the U.K. today still talk of the “Dunkirk Spirit.” But what exactly does that mean? Dictionaries give slightly different, though complementary meanings: The Macmillan Dictionary defines “Dunkirk Spirit” as “an attitude of being very strong in a difficult situation and refusing to accept defeat.” The Cambridge Dictionary gives the definition as “willingness by a group of people who are in a bad situation to all help each other.”

Lest we are accused of indulging in superstition and anachronistic indulgence, it is scientists, yes scientists and not charlatans, who have spoken about Divine Matrix or God Particle or God Principle or The Field, or whatever you or they may choose to christen it as. Let us not belittle such get together exercises, the 1.3 billion of us (even ignoring the usual suspects- who knows, for all you know, they may also be clapping in silence or lighting in the darkness, but not seen to be in public, like our Dravidian friends for their belief in the higher. Good for them and us, why grudge?) It means a lot. They carry substance too. Even if it remotely evokes the Dunkirk spirit or tucks into the Divine Matrix, or even on the edges of the The Field, it would have served its purpose. Or in the alternative, even if it meant nothing to the God Particle, just nothing, at the very least, it would have ensured we all stuck at home, social distanced and lit the lamp of life, all together, in sincere prayers, and that surely would be nothing small or little.

Do not support ‘corona terrorism’ in the name of opposing Modi, we need Uniform Civil Code

The revelations and various video proofs that emerge out from Tablighi Jamaat religious congregation in Delhi and the associated high COVID 19 positive results among most of those attended the event, really shock the nation. Further the presumable intentions of some of the participants in the above event as shown in the video images are quite threatening to humanity than the COVID 19. 

How human being can go so inhumane, insensitive and can become ‘vectors’ of COVID 19 to spread the disease in the society. No one knows whether it was a well-planned, pre-meditated attack or those turns out to be positive for Corona in the event were caught by surprise as they are really innocent and easily exploitable. 

 Looks like, a mischievous and malicious intent has been stitched together may be to spread the disaster. But unfortunately many political parties including the age old congress of the dynast is attempting to play politics out of such crime against humanity. Even if we have to define and accept such gathering in Tablighi Jamaat as a conditioned religious activity but still we must weigh the disaster than attack Modi which, the dynast of the Congress party always loves to do.

Modi has gone for 21 day lock down without proper planning and application of mind but while accusing the central government we also must realize the possible option-less situation and international compulsion. Millions and millions of Indians have to be saved first than bother about the economy because India can’t afford to go blind, insensitive and lethargic like China or Italy or Spain and cause holocaust to humanity. From the above perspective, we must be graceful to Modi and must extent our duty bound support to the government to prevent the spread of Corona.

Extraordinary situations sometime would demand extraordinary actions that have to be brave, bold, extremely strenuous and costly. 

The question of preparedness and other issues we can always debate and also can criticize the government but the indifference and alleged intentions of Tablighi Jamaat show, no Indian should make an attempt to defend or support and also should not use as a political capital to defame the central government by calling any legal action against such inhuman criminals and friends of COVID 19 as anti-minority or is linked to Hindutwa agenda. 

The viewership for such revelations in the electronic media has grown exponentially these days due to lock down and hence all those support Corona terrorism as a part of their political agenda – minority appeasement, will certainly get a brutal beating in coming elections.     

Attacking Modi is the only job of congress party and other tukede tukede gangs. But while attacking Modi the tukde tukde gangs and congress party of the dynast also must weigh carefully whether they are harming the nation and its long standing interest by way of attacking Modi and supporting corona terrorism. 

Need of the hour is how to prevent the spread of COVID 19 and how we can achieve the above goal with least inconvenience to people.

Each and every citizen must submit honestly to the above cause because our carelessness can affect and take the life of even our dear and near ones. COVID 19 when we spread inadvertently or ignorantly, the COVID 19 is not going to be thankful to us and COVID 19 is not going to spare our family members because we helped COVID to spread to others.

Religious beliefs, religious conditioning, religion, right pray and practice our religion etc., are although our fundamental rights but in the name of secularism or right to worship or by citing the fundamental right etc., we should not allow the spread the deadly pathogen which is waiting to swallow the humanity.

The big share of COVID 19 in different states recently has happened mostly due to those who attended the religious gathering at Tablighi jamaat in Delhi. 

Another important point to ponder and investigate is why majority of those attended the event and turns positive for COVID 19 does not have any signs and symptoms of the disease? Does that mean, a pre-preparation has already happened and hence the ‘carriers of COVID 19 are asymptomatic and uninfected but still can be infective to others. 

We must bring our national interest first and not political interest. Certain political parties like Congress, TMC, DMK etc., always attack Modi and appease minority. That is their political agenda. However advantageous it may be to attack Modi but still our political parties that oppose Modi should not support Tablighi Jamaat event and must support and stand by India and millions of Indians. Otherwise they too would earn nothing but the same reputation and alert of COVID 19.  

Only by enacting Uniform Civil Code, we can save India from misuse of multi-privilege in the name of secularism.

The COVID-19 cases in India are about to surge and here’s what you need to know

To bring a reference to the context, The Poliomyelitis of 1995 was a big challenge for the country of over a billion people as the Jihadis tried to intervene then and slow the process. Religion played a bit factor to extend the procedure. Despite the fact that India would have eradicated Polio as early as possible but these people played a trump card then, as an acting minority with the Jihadi mindset.

Eradicating Polio in India was a feat of dedication, commitment and simply doubling down on immunization activities. Given India’s vast population, tropical climate in many parts of the country, and other environmental challenges, it would be easy to imagine that if Polio couldn’t be stopped, India would be the place to fail and it was tried by these goons with all possible efforts carrying out all sorts of terror.

Simply put: it was a Big Challenge. After all, India constituted over 60% of all Global Polio cases as recently as 2009.

However, in 2014, India was officially declared polio-free, along with the rest of the South-East Asia Region. Thanks to the singular commitment of the Indian Government at all levels, partners of the Global Polio Eradication Initiative, notably World Health Organization (WHO).

The same is the situation as of today when these bombs of COVID-19 have scattered across the country, amidst the Pandemic to put the country in danger. Now even if more than half of the coronavirus carrying human are quarantined, they have already done their job.

The people who have went underground are the biggest threat to the Indian Community, to the 130 Crores, no matter who you are.

Imagine if we lift the Lockdown tomorrow, these people will come out on streets and infect others unless caught, tested, treated and punished.

Well, we can say that they have already activated the Community Transmission or Stage 3 in the country and the numbers are set to surge drastically in the next 15 days.

On the same note, I had to revise my recent study and hence republish my paper. Despite multiple efforts carried out by the Indian government, The Indian Medical Association, All Indian Institute of Medical Sciences, Indian Police and more to contain the disease in the country; they are slightly on the losing side after the immature actions by certain parts of the society. India had long been considered one of the most difficult geographical locations to eliminate any disease.

The following numbers have drastic change due to unexpected beginning to the Community Transmission in India.

To put a small reference, some of the Nizamuddin Markaz attendees recently traveled through 5 different trains as reported. On average there are over 1000 travelers in a passenger/express trains, obviously the possibility of everyone traveling in the same train getting infected by COVID-19 is relatively low but still possible.

Assuming that even if 10 people faced the transmission consider the attendees to be asymptomatic at the time of travel, these 10 infects would further affect hundreds depending on their further travel or locality transmissions.

Hence by definition, Stage 3 or Community Transmission has started in different states of the country. An illness spread which has surged in such a way that the source of its infection is not known. One can catch an infection from other person — and from people who were asymptomatic prior to Lockdown Days. Though the number will certainly reduce if the Lockdown is extended or strict restrictions are followed in the regions with coronavirus clusters and hotspots.

There is a big deviation compared to the older study (Stage 2) where we expected to see cases between 5215-6248 by the end of Lockdown. Even if we are set to see an exponential increase in the number of cases in the next 15 days, let’s stay strong mentally, respect the public officials and we remain in it together.

Why Tablighi Jamaat should be under scanner

When India aggressively started the fight against COVID-19 by introducing 21 days lockdown, most of us must have thought that it is harsh decision by Modi 2.0 government as number of cases on 23 March were around 500. As India was buckling up and fighting back on 28 March unprecedented event happened when social media started flooding regarding the news of hundreds of probable coronavirus patients inside Nizamuddin Markaz ignoring the appeal by Prime minister, warnings and even official notice by ACP, Lajpat Nagar. After the intervention of NSA, Ajit Doval Police and health authorities on 29 March start taking out people from Markaz and sent them to quarantine facilities. Till 3rd April out of 2301 cases, 647 are related to Markaz which constitutes about 28 percent.

Now, why so many people which include foreigners too who came from infected countries, were inside Markaz can only be answered by Markaz authorities but why Tablighi Jamaat should be under scanner has various reasons. First and foremost is, it took the stature of National Security Advisor to plead before the Maulana Saad to vacate the premises. No one ever of this stature has negotiated directly even with terrorist or in hostile conditions. If we talk about some of the famous in Indian history Phoolan Devi, Paan Singh Tomar or Jagjivan Parihar, state has never negotiated them by sending their topmost official. Even the most notorious bandit Veerapan was not shown any lackadaisical defense like this.

One of the most controversial Operation in Indian history, Operation Bluestar also did not offered any such negotiation or intervention of superior authority. That time, P. V. Narsihma Rao did negotiations but many months before the operation and that too on his conditions and on his turf. He never went to Golden Temple for the negotiations. But in this case, amidst the crisis Tablighi Jamaat forced the state to bring out their topmost to neutralize the situation. Now, reports are coming that many attendees were in direct violation of Visa conditions and were pitching for conversions among masses, which is the another concern to ponder upon.

Tablighi Jamaat is spread in many countries and has been restricted or banned by many too. Let us see some of the prominent members of Jammat who are charged for terrorists activities in various countries. Fred Burton and Scott Stewart, Stratfor’s Security Officers wrote ” The TJ organization also serves as a de facto conduit for Islamist extremists and for groups such as al Qaeda to recruit new members. Significantly, the Tablighi recruits do intersect with the world of radical Islamism when they travel to Pakistan to receive their initial training. We have received reports that once the recruits are in Pakistan, representatives of various radical Islamist groups, such as , the Taliban and al Qaeda, are said to woo them actively — to the point of offering them military training. And some of them accept the offer.” They do add, ” Although the TJ promotes a benign message, the same conservative Islamic values espoused by the Tablighis also are part of jihadist ideology, and so some Muslims attracted to the Tablighi movement are enticed into becoming involved with jihadists.” Many followers have been charged in countries like, Spain, France and United States of America for terror activities. It is claimed that 80 % of terror activities in France were coordinated by members or ex-members of Jamaat. Jamaat has played vital role in Pakistan’s politics in last two decades, from coup in reign of Benazir to grab prominent positions in army and governments too.

Now, the reaction of Jamaat in times of this pandemic has put lot of questions to ponder upon. Was this the conspiracy to spread the virus as weapon of mass destruction so that masses will suffer as reports are suggesting that many patients are not cooperating with health authorities or is it total negligence it must be investigated.

As Jamaat, is the super spreader not only in India but in whole South-East Asia, Indian authorities must take strict action against them and atleast suspend any congregation or gathering by Jamaat till investigation ends. It must be carefully observed that likes of FBI and MI5 have put TJ under scanner from long time, it’s time for India to stop one-way secularism appeasement that is suffocating and also threatening the security of country.

Leadership in the time of crisis

Mohandas Karamchand Gandhi was the greatest mass leader the world has ever seen. What made him so effective was his mass appeal and the manner in which he connected with the people. He was the first leader to involve people from every caste, class, race, region and religion in large numbers for a common cause. He awakened the undivided India and aroused the spirit of freedom in one and all. He did not have any Sena or team and yet, the whole nation followed him like never before. He stirred each and every soul with a sense of responsibility and dedication in his time. Even then, independence wasn’t won in a day. It took years and years of collective efforts, hardships, sacrifices and numerous setbacks to achieve what we deserved.

There are many instances like the non-cooperation movement where the entire nation, on just one appeal of Gandhiji, burnt foreign products (most notably their clothes made of British fabric). Many such movements didn’t give immediate result but yes, at a moral level, they did boost the confidence of many and encouraged even more towards the struggle for freedom. Most acts didn’t have any immediate objective but were largely symbolic in their impact which was really vital in that arduous task. It was the combined effect of those symbolic factors that led to the victory of nation as a whole.

Now, we come to twenty-first century and we’re in the largest democracy of the world. In 2014, after a gap of thirty years, a single party got absolute majority, i.e. more than 50% of the seats under the charismatic leadership of Shri Narendra Damodardas Modi, which was repeated with an even better performance in 2019, improving its previous tally. Two back-to-back public mandates from the Indian democracy undoubtedly proved that the number of people who trusted him and had faith in his leadership surpassed those who were sceptical or even scornful of him. Winning the hearts of the majority in a nation with such a heterogeneous population is really commendable and, with such a number behind him, we can confidently call him the most popular leader of the world.

As happens in any democratic structure, many of the PM’s decisions are questioned on the basis of efficiency, timing, preparedness etc. Yet, the nation as a whole has shown immense trust and confidence in him from time to time. And when the nation seemed to be getting on the track of development, it was struck by the Covid-19 virus which has shaken the entire world. Even USA and many European nations couldn’t check and control the damage on all fronts. It literally paralysed them.

When the ramifications are so intense in these developed nations, the thought of its repercussions in India send shivers across the mind. Like an unwelcome surprise, it marked its presence in India by mid-March, resulting in widespread fear, especially in the metropolitan cities. The Government had to buy time because of the complex structure of our country. Public places like schools, colleges, malls, coaching centres were already closed either by state or central government order. Everyone started whispering about corona and its ill-effect throughout the country. Further, mainstream media and infodemic on social media added fuel to the fire.

Then came an announcement of an 8 pm speech by Modiji on Friday, 20th of March. 8 pm time itself was reminiscent of the 8 pm demonetisation decision in 2016 which changed the lives and lifestyle of many! Quite naturally, anxiousness reached its peak by the time our PM went live for the historic announcement regarding the Corona pandemic. I too was impatiently curious. That day, for the first time ever, our PM talked about the effect of corona through a common public platform. He sounded human, humble and was very honest in his approach.

He urged the people to follow “Janta Curfew” on 22nd of March, including paying homage to all the corona warriors like doctors and medical staff by clapping or ringing bell or beating thali at 5 pm in their balconies or terrace for 5 minutes. He also reminded the people to maintain social distancing during the act of felicitation. Many found this gesture of clapping funny and Modi haters as always started making mockery of it. Everyone was amused to an extent but the grand success in its implementation (barring a few senseless exceptions who violated social distancing) silenced the critics. By 5:05 pm most of the participants got emotional and a sense of responsibility and patriotism arose in their hearts, including in mine.

That incident reminded me of Gandhiji and people’s faith in him. At that moment, we not only paid tribute to those who were serving the nation at a time of crisis but a sense of moral duty ensued towards our nation. It felt that if all of us could unite and follow the simple directions given to us, then we certainly could minimise the harm Corona can otherwise inflict upon us. This sense of responsibility encouraged me to stay indoors and motivate others to comply. Three days later, came the next announcement of 21 days lockdown by our honourable PM but the symbolic effect of clapping was such that we all felt like it’s our moral obligation to maintain self-quarantine. Surprisingly, people accepted it without much complaints.

Being a developing nation of 1.3 billion people with limited resources and a weak healthcare sector, here precaution is the best cure. The admission of vulnerability, of helplessness, of his mortal limitations was clearly visible when our usually self-assured PM folded his hands and repeatedly requested the citizens to maintain social distancing and respect the lockdown. The expressions on the face of PM were like that of a father who understands his condition and weakness to undo all the harm done to his children. It spoke volumes about his love and caring attitude for his citizens. The government on the other side is trying its best to upgrade the healthcare facilities and provide the basic items to those in need at minimal cost. The administration is trying to minimise the collateral damage and ensure the uninhibited supply of essential commodities.

It is true that in this time of crisis the only man we can look forward to is our PM. And on 10th day of lockdown morning when everyone’s energy level went down, our PM addressed the nation through a video message in which he not only appreciated and encouraged people for maintaining lockdown but also asked them to light candles or diyas or torches, etc on 5th of April, 2020 at 9 pm for 9 minutes. As usual, it again gave many critics an opportunity to find faults in his functioning. But to me, it appeared to be the master stroke as again it instilled a sense of hope and positivity. Again, it gave 1.3 billion people something to look forward to where they can contribute in this fight against just by being inside their homes and lighting candles. And I’m sure it’ll again invoke the feel of patriotism and unity among all the Indians on 5th and this ray of hope is going to be worthwhile.

Many people find the talks to be devoid of the steps taken by the government. However the PM takes his speech to be a confidence building exercise. He leads from the front like Gandhiji and keeps his allocution simple as majority is not matured with the sufficient knowhow of Covid19 and the associated facts. However the Government is parallely trying its best to disseminate the right information and services to the last mile.

Plus, nine minutes of lights off will, at the very least, save electricity and I don’t think it’ll cause any harm to any individual or group. And can strike the chord in the same manner as candle light marches or pride parades.

I feel it’s the most opportune time to stay united in this fight against corona and support our PM whole heartedly. We must remember that every action at the moment is being taken for the larger good and the truth is that our PM is concerned about every citizen of the nation.

An irresponsible state under the responsible state

So far as a nation we have been successfully delivered our responsibilities under the nest of government. Epidemic has not been able to catch that ruthless trajectory as it does in the Europe and in the great America. India tried to beat the curve rather than following it like South Korea. Though, it is early to claim, but we need to convince ourselves that we are far ahead than anyone else. Bragging about our frantic measures should not take place until we get a clear picture. But for time being lets enjoy it as our healthcare fraternity will have much experience than before. The most pejorative incident that took place is the congregation of Tabliqi Jamat in Nizamuddin markaz. That was something inscrutable but what was most disappointing that organizers got a vast support from the minority group under the curtain of political assembly that took place in Madhya Pradesh and mass exodus of migrants from economic power houses after nation wide lockdown. Above two incidents are easily dependable but lets not do that as article will lost its meaning.

Country’s minority group must understand that majority group can not be only responsible for maintaining the communal harmony in a society. It is a two-way road and only an option. No country or community can accept these draconian clerics who are parallelly running their government. We have seen an immense tolerance from the majority community when Shahin Bag protest was holding against CAA. Government and honorable supreme court both stated that you are free to use your political rights and express your dissent. Local people were continuously requesting organizers, groups and community to uncheck roads as their children were not able to attend schools. Despite this cognizance no one tried to understand the genuine concerns. This process extended till 2-3 months. This was a something that seeded a deadly sectarian clash in eastern Delhi.

Same thing is repeating again and again, today at the urge of time, Tabliqis are beating and spitting on police, nurses and other supporting staffs. Can we have more deteriorating situation than this? Yes! They will not leave a single stone unturn. They are changing their clothes in front of female staff, arranging further congregations in quarantines. Fair enough, still they will get enough support from some part of their community. This is not something that we should ignore. #CoronaJihad can be considered as a natural response in such cases. Which responsible head would talk about peace if their family members are under attack? Will Tabliqi community itself be silent if someone infected from epidemic insist to hug them?

Undoubtedly, people are behaving responsibly across the country regardless of their faith. But Muslim community will face the backlash as this hotspot is directly related to a religious congregation. France, NY, South Korea and Singapore all got infected through the religious congregations. Similarly, Tabliqi itineranted Covid-19 from Indonesia, Malaysia, Sri Lanka, Pakistan to India. Even they knew that some of them can be infected as Malaysia has already cleared it out, still their blind faith made them to arrange this gathering, why?

If that was by mistake then they should have behave culturally with the administration and frontline fighters. But they chosen different route, which is clearly stating that Maulanas are effectively controlling the large part of society. They are running parallel government when it comes to the rules, law and discipline, while they are demanding for rights when it comes to sanitation, duties and responsibilities. Still, I am not convinced why are we allowing them to run a parallel government? Why don’t we have any guidelines for these religious preachers and institutions regardless of their faith? Why do we allow foreigners to come India and proselytize poor and illiterates?

The fact is that we are living under the poorly knitted state under the auspices of so called secularism. This secularism has been one-sided always. In fact, this secularism made minority group more vulnerable and poor in these 70 years (refer Sachhar committee report). Appeasing one community over other will only lead to open a gate of poverty, and backwardness for former one. On this front, Hindu community has been so lucky that they got through that critics and improved themselves.

This is a time we should approach towards more equality in term of economic standard, politic, religious congruences. Universal civil code can be a milestone in this direction. Lets end all the autonomy that our constitution provides to these religious groups. Constitution should only guarantee the freedom of faith in a civilized and peaceful way. Government should offer an environment where all the minorities can thrive without hurting anyone else.

Having said that I appeal to all the institutions to cooperate with the government as your faith, food, sect all are conditioned to your life.

There seems to be a gross misunderstanding as to what the objection was to the Tabliqi Jamaat event in Nizamuddin, Delhi. The event happens every year, no one cares or notices. The Tabliqi Jamaat was founded in India over a 100 years ago. No body bothered it till now because this year was different.

This year the Jamaat event was supposed to happen between 13th to 15th March. Lets have a look at events that happened prior to it, to get some perspective as to why the criticism of the Tabliqi Jamaat is completely justified and further action is necessary for their actions which are absolutely unforgivable.

As early as Feb 4th, the Indian government suspended flights from China as they were hotbeds of Corona infection.

All these measures were put in place to prevent Corona infections in the country.

PM Modi called for a cancellation of all Holi celebrations on 3rd March and he and his ministers cancelled Holi Milan celebrations on 4th March, a good 9 days before the Jamaat event. Was that not enough time for the Jamaat to cancel their gathering,YES.

6th March, Schools, Gyms, Universities were being shut across the country, especially in Delhi, prior to the Jamaat event, to prevent virus spread as cases have already been reported in Delhi. A good six days the Jamaat had, to cancel the event. Did they do it?? NO!

All visas to India were suspended on 12th March. It was 24 hours before the event. Another clue that the issue is serious and in the larger interest of society the event should be cancelled. Did it happen?NO!

On 12th March, 24 hours before the event, BCCI postponed the IPL. Before that India vs South Africa ODIs were cancelled to avoid large gatherings. None of these was clue enough for the Jamaatis to cancel their event?

Now the most shocking oversight of the Jammat & Markaz Organisers.
A similar event by the Tabliqi Jamaat in Malaysia resulted in over 2/3 of Corona cases tracing back to the Jamaat event. The 1st reports of infection of an attendee took place on March 1. More & more cases have been coming in till 12th March. Alarm bells should have started to ring. Did the Jamaat do anything? NO!

Same behaviour in Malaysia too by the Jamatis. Not cooperating with the authorities, hiding travel history. Why? In India one may argue that there is a “Muslim unfriendly” government. Malaysia and Indonesia faced the same behaviour by Jamaatis. Similar reports from Pakistan.

However, the Jamaat cancelled their Indonesia event though to prevent spread of the virus. Why the courtesy wasn’t extended to India is a mystery.

Forget cancelling, the religious head of the Jammat, Maulana Saad, openly provokes people to not follow Lockdown and not shut mosques, encouraging congregations in large numbers. The blatant disregard for the law of the land is utterly disgusting and unacceptable. This open call for defiance even as Ram Navami celebrations in Ayodhya were cancelled, prioritizing health of people over religion. While the Jamaat knelt religion over reason.

Over 900 pf the Jamaat attendees committed fraud by securing tourist visas for a different purpose. That itself is a possible threat to national security and a crime. Why was this done??

Ok, we forgive all of this and assume its an honest mistake (it’s absolutely not). Once the authorities are onto you, least you can do is to cooperate. Are they doing that? NO.

Spitting on the healthcare workers, security staff attending to them. Stone pelting on healthcare staff, who by the way are already risking their lives to save yours.

Chasing them with stones and sticks. Refusing to get tested. There is not one reason that the jamaatis deserve any sympathy or slack. They should be taken to task once this subsides. The TJ has been the subject of investigation in various countries and banned in several countries. The Jamaat is on the FBI scanner for providing recruitment to Al Queda and ISIS.

The Tabliqi Jamaat is officially BANNED in Saudi Arabia.

Dear all those who are defending the Tabliqi Jamaat,
Its absolutely indefensible. Sensible people need to stop covering for the jamaatis by using incomparable situations like migrant crisis in Delhi.

The courage for people who do wrong stems from the people willing to close their eyes to the wrong doings.

Stop being a shield for mischief mongers to hide behind. Expose them and destroy them. That will be the biggest service to the people of the country and the community.

कोरोना महामारी के समय सुरक्षित खानपान कैसे करें

SARS-CoV-2, कोरोनावायरस परिवार का एक विषाणु है, जो कि आमतौर पर एक हल्की श्वसन सम्बन्धी बीमारी (कोविद-19) उत्पन्न करता है। किन्तु यह विषाणु अत्यधिक संक्रमणकारी होने के कारण पुरे विश्व में लाखों लोगों को प्रभावित कर चूका है और लगभग 35000 लोगों की जान ले चूका है। लोगों में संसय की स्थिति है कि क्या यह विषाणु भोजन और जल के द्वारा भी फ़ैल सकता है। जनता के बीच इस भ्रम को जागरूकता और सही जानकारी के प्रसार के साथ हल किया जाना चाहिए।

क्या भोजन और पानी से कोरोनावायरस फैलता है?

वर्तमान में इस बात का कोई सबूत नहीं है कि भोजन या जल प्रणालियां कोरोनावायरस के विकास और संचरण का समर्थन करती हैं। एक व्यक्ति इस वायरस को तभी प्राप्त कर सकता है, जब वह किसी ऐसी सतह या वस्तु के संपर्क में आए, जिस पर वायरस हो, तत्पश्चात संभवतः अपनी नाक, मुंह या आंखों को स्पर्श करे। हालांकि, इसे संक्रमण का मुख्य तरीका नहीं माना जा सकता है। अमेरिका के रोग नियंत्रण और रोकथाम केंद्र (सीडीसी) के अनुसार,

“सतहों पर इन कोरोनावायरस की खराब उत्तरजीविता है, खाद्य उत्पादों या पैकेजिंग से फैलने का खतरा बहुत कम है “

कौन से भोजन प्रभावित हो सकते हैं?

कोरोनावायरस एक जूनोटिक रोग अर्थात प्राणियों में फैलने वाला रोग है। यह वनस्पतियों को प्रभावित नहीं करता। अतः फल एवं सब्ज़ियां कोरोनावायरस के विकास का समर्थन नहीं करते। किन्तु, संक्रमित व्यक्ति के संपर्क में आए हुए कच्चे फल, सब्ज़ी, निर्मित भोजन या अन्य खाद्य पदार्थ संक्रमण फैला सकते हैं। हालाँकि स्वच्छता और सफाई के सामान्य नियम का पालन कर इससे बचा जा सकता है।

क्या नॉन वेज से कोरोना फ़ैल सकता है?

नहीं। किसी भी प्रकार के नॉन-वेजीटेरियन खाद्य पदार्थ, चाहे वह मीट हो, पोल्ट्री हो या सी-फ़ूड हो, किसी में भी कोरोनावायरस के विकास के सबूत नहीं पाए गए हैं। भारतीय खाद्य संरक्षा एवं मानक प्राधिकरण (FSSAI), विश्व स्वस्थ्य संगठन (WHO) एवं संयुक्त राज्य खाद्य और औषधि प्रशासन (US-FDA) सभी ने इस बात की पुष्टि की है की ये सभी भोज्य पदार्थ पूरी तरह सुरक्षित हैं। किन्तु किसी भी प्रकार के मानव-जनित संक्रमण से बचने हेतु स्वच्छता और सफाई के सामान्य नियम का पालन करना अतिआवश्यक है।

सुरक्षित रूप से खरीदारी कैसे करें?

इन तरीकों के पालन से आप अपने भोजन सामग्री की सुक्षित खरीद कर सकते हैं:

  • बाहर जाते समय मास्क का इस्तेमाल करें।
  • सोशल डिस्टैन्सिंग का पालन करें।
  • उन फलों और सब्जियों का चयन करें जो चोटिल या क्षतिग्रस्त नहीं हैं।
  • फल और सब्जियों को कच्चे मांस, पोल्ट्री और समुद्री भोजन से अलग रखें।
  • दुकान से लौटने तथा खाद्य पदार्थ को पैकेजिंग से अलग निकालने के बाद अपने हाथ अवश्य धोएं।
  • पैसे की हैंडलिंग से बचना हेतु उपलब्ध संपर्क रहित डिजिटल भुगतान विकल्पों का प्रयोग करें।

खाद्य सुरक्षा के चार प्रमुख कदम

सफाई

खाने या खाना बनाने से पहले अपने हाथों को अच्छी तरह धोएं। फलों और सब्जियों को रगड़कर अच्छी तरह से चलते पानी के नीचे धोएं। साबुन, डिटर्जेंट, क्लोरीन, या वाणिज्यिक रसायन (डेटोल, सेवलॉन आदि) का फल और सब्जियों के धोने के में बिलकुल भी उपयोग न करें। यह पूर्णतयः निषेध है। धोने के बाद साफ कपड़े या कागज के तौलिया से सुखाना चाहिए, जिससे विषाणु या अन्य रोगजनक जीव का भार काम हो सके। चॉपिंग बोर्ड, बर्तन और गैस स्टोव को साबुन और गर्म पानी से धोया जाना चाहिए। किचन की सतहों की अक्सर सफाई की जानी चाहिए। चम्मच, चिमटे, मसाला धारकों आदि को अक्सर धोया और साफ किया जाना चाहिए।

अलग करना

कच्चे मांस, पोल्ट्री, फल और सब्जियों को अन्य खाद्य पदार्थ और पके हुए खाने से अलग किया जाना चाहिए। सभी खाद्य पदार्थों के लिए अलग-अलग चॉपिंग बोर्ड, चाकू और बर्तनों का उपयोग करने की सलाह दी जाती है। आपस में क्रॉस-कंटैमिनेशन से नहीं होना चाहिए ।

पकाना

पिछले कोरोनावायरस की घटनाओं (मर्स और सार्स) से प्राप्त अनुभवों से पता चलता है कि खाना पकाने से वायरस को ख़त्म किया जा सकता है| (60°C पर 30 मिनट तक पकने से भोजन को सुरक्षित किआ जा सकता है। पके हुए भोजन की अधिकतम सुरक्षा सुनिश्चित करने के लिए प्रेशर कुकर में पकाना चाहिए। कच्चे दूध की अधिकतम सुरक्षा सुनिश्चित करने के लिए सामान्य से अधिक समय (60°C 30 मिनट या 75 °C पर 10 मिनट ) तक गर्म करना चाहिए। पाश्चुरीकृत दूध को उपभोग से पहले उबाला जाना चाहिए। पैकेट फाड़ने से पहले बहते पानी में दूध के पैकेट को धो लेना चाहिए। एवं उसके बाद हाथ अछि तरह साबुन से धुलना चाहिए।

भण्डारण

भोजन तैयार होने के दो घंटे के भीतर खा लिया जाना चाहिए। यदि नहीं, तो इसे 5°C से नीचे रेफ्रिजरेट किया जाना चाहिए। इस तरह रेफ्रिजरेट किये गए खाद्य पदार्थों को खपत से पहले उचित ताप तक गर्म किया जाना चाहिए।

ध्यातव्य

  • खाद्य पदार्थों और पेय पदार्थों को साझा न करें।
  • अच्छी हैंडवाशिंग के लिए कम से कम 20 सेकंड तक अच्छा झाग बनाने के लिए पर्याप्त साबुन का उपयोग प्रयोग करें| हाथों के सभी हिस्सों को अच्छी तरह से रगड़ने के पश्चात चलते हुए पानी के नीचे पूरी तरह से धोना चाहिए। व्यक्तिगत तौलिया या डिस्पोजेबल पेपर तौलिए के उपयोग द्वारा अच्छी तरह से हाथ सुखाना चाहिए।
  • यदि हैंडवाशिंग का विकल्प सुलभ नहीं है, तो कम से कम 60% अल्कोहल वाले सैनिटाइजर का उपयोग किया जा सकता है। हालांकि, यह साबुन और पानी का रेप्लसेमनेट नहीं है।
  • बर्तन धोने वाले साबुन, लिक्विड  डिटर्जेंट  और डिशवॉशर डिटर्जेंट बर्तन से वायरस को निष्क्रिय करने की क्षमता रखते हैं।
  • धोने और किचन की सतह की सफाई के लिए गर्म पानी (60 डिग्री सेल्सियसया उससे अधिक) का करना बेहतर होगा।  
  • टच-पॉइंट्स जैसे ट्रॉलियों, कीपैड, डोर हैंडल आदि को बार-बार साफ किया जाना चाहिए।
  • यदि संभव हो तो टेकअवे और ऑनलाइन ऑर्डर से बचने के लिए घर पर ताजा पका हुआ भोजन तैयार करें।
  • टेकअवे और ऑनलाइन आर्डर के दौरान सोशल डिस्टैन्सिंग और सुरक्षा उपायों का पालन करें।

एक नागरिक के रूप में हमारा कर्तव्य है कि हम स्वयं सुरक्षित रहें और कोरोनावायरस के बारे में सही ज्ञान का प्रसार करके दूसरों को भी सुरक्षित रखने में राष्ट्र का सहयोग करें। कोविद-19 एक अत्यधिक संक्रामक रोग है और इसकी कोई दवा या वैक्सीन अभी तक निर्मित नहीं हो पायी है। इससे केवल अच्छी स्वच्छता और सफाई के नियमों का पालन करके ही लड़ा जा सकता है। हाथ धोना, आस-पास के वातावरण को साफ और कीटाणुरहित रखना, करीबी-संपर्क से बचना और बीमारी पर डॉक्टर से सलाह लेना ही खुद को एवं परिवार के सभी सदस्यों की सुरक्षा बनाए रखने का सबसे अच्छा तरीका है।

COVID-19 lockdown versus Kashmir lockdown

In these uncertain times of the pandemic, the government has imposed a 21-day nationwide lockdown. This led to unprecedented scenes like empty streets, lanes covered with barricades, police patrol vehicles everywhere, curfew on 24/7 and nothing to do nowhere to go. We are in a state similar to Kashmir was over 8 months. The profound consequences of this lockdown are Closure of local businesses, joblessness of daily wage earners, and the struggle of healthcare workers to cope up with the inflow of patients. On the other side, the school children and college students, who are unused to being at home, are busy participating in WhatsApp and ticktock challenges which the youth of Kashmir had no luxury; thanks to blockage of telecommunication and the internet. The baby boomers were active in believing whatever is being shared on WhatsApp and forwarding the information to their loved ones.

During these unprecedented times, we are not only experiencing economic hardships but also emotional encumbrance. The reasonable apprehension the public has to stoically endure is enormous, added to this the news channels displaying statistics of new cases and deaths, resembling general election numbers or cricket match figures, is multiplying the anxiety among the public by manifolds. Moreover, rampant misinformation which is being circulated among WhatsApp and other social media platforms is equally contributing to the psychological burden. This mental strain will undoubtedly have a lasting impact on the health of the public.

The plight of people who are involved in activities such as construction, brick and mortar, and e-retail industry is miserable. The virus might have got into the nation by the rich via airports, yet the poor had to bear the brunt. Migrant workers and daily wage earners are jobless; they have no food to eat and not money to stay in the city. The government remains insisting on maintaining social distance, washing hands frequently and maintain hygiene. Ironically, most of the country is in a severe shortage of water, let alone safe drinking water and handwashing. The cities are overcrowded; for instance, many college students and migrant workers share a room with six others. Unless addressed by the government, these obstacles would hamper the intentions of the government. The situation in Kashmir was not so different, however, compared to COVID-19 lockdown, the Kashmir lockdown was well planned and well-executed; the government ensured the availability of enough food supply throughout the Valley. Moreover, the population size and density are much more than Kashmir throughout India.

On 05-Aug-2019, the parliament had voted for the abrogation of article 370 and bifurcation of the state into two union territories. This event was followed by the complete lockdown of Kashmir Valley. The government argued that the lockdown was to prevent potential violence and loss of life. For the people of Kashmir, the lockdown of the valley after the abrogation of article 370 and pan-India lockdown after the COVID-19 pandemic have very few similarities. In both the lockdowns the schools, colleges, and businesses were shut. Local transportation is blocked, police patrolling is everywhere to ensure successful lockdown. However, there are many stark contrasts between both the lockdowns. The lockdown during a pandemic is supported by the government, opposition, public and health experts. In case of lockdown after the abrogation of article 370, it was supported merely by government and intelligence agencies. The other difference is telecommunication. There was a complete blockage of mobile networks and the internet for over 6 months. The government claimed this would stop the spread of rumors.

Throughout India, people can surf the internet, watch videos, use social media, and the students can involve in online learning activities which would assist to cope up with pensive melancholy. However, in Kashmir the scenario is bizarre, the internet was shut for almost 6 months. The sole source of entertainment was the television. Despite the reestablishment of the internet in the valley recently, the people are not so delighted; apparent reason? No 3G or 4G. The people of the valley are using the mobile internet at the 2G speed; hardly a YouTube video can buffer at that speed. The lockdown of the valley maybe for the noble cause to prevent the loss of life but the mental trauma due to lockdown faced by the people of the valley is far greater than that of the rest of India faced during COVID-19 lockdown.

कोविड: डिसास्टर इन लॉ?

2020 में हमारा कई नए शब्दों से परिचय हुआ जैसे की सोशल डिस्टन्सिंग,जनता कर्फ्यू और क्वारंटाइन। इन पेचीदा शब्दों का उच्चारण और ज़रुरत दोनों समझने में हमारे देश को काफ़ी समय लग गया।

अमूमन देश की न्याय-प्रणाली से जुड़े लोगों को इस सवाल से जूझना पड़ता है कि कानून, जो कि लोगों की भलाई के लिए बनाये जाते हैं, उन्हे समझना इतना पेचीदा क्यों होता है? बीते कुछ हफ़्तों से कई बार ये सवाल देश के सामने रखा गया कि कोरोना वायरस से उत्पन्न हुई इस भीषण स्थिति से निपटने के लिए, हमारे देश में कौन- सा कानून है और क्या वो इस स्थिति से निपटने के लिए पर्याप्त है?

इस सूची में पहला नाम एपिडेमिक डिजीज अधिनियम, 1897 का आता है जो की आज़ादी से 50 वर्ष पहले अंग्रेज़ी हुकूमत द्वारा लाया गया था जब भारत के बम्बई राज्य में प्लेग जैसी महामारी ने आतंक मचाया हुआ था। हालांकि इतिहास के पन्नों को पलट कर देखने में कुछ और ही मालूम पड़ता है. कानून का उचित उपयोग न करके उस समय अंग्रेज़ों ने इस अधिनियम का निरंतर दुरूपयोग किया. इसके दुरूपयोग का सबसे बड़ा उदहारण लोकमान्य बालगंगाधर तिलक हैं जिन्हे अंग्रेजों ने इस अधिनियम के अंदर सजा दी थी। इस कानून के तहत सरकार को सशक्त किया गया कि भीड़ को एक सीमित संख्या से ज़्यादा न होने देना, बिना सरकारी वारंट के किसी भी स्थान पर लोगों की तलाशी लेना एवं समान प्रकार की अन्य असीमित शक्तिओं से भी लैस किया गया. स्वतंत्रता आंदोलन में उठती हुए आवाज़ों का दबाने के लिए ये अधिनियम अंग्रेज़ों के लिए काफी कारगर भी रहा।

देश में प्राकृतिक, जैविक और अन्य आपदाओं से निपटने के लिए कोई भी सार्थक कानून मौजूद नहीं है, यह समझने के लिए हमारी सरकारों को 60 साल और सुनामी, भूकंप, चक्रवाती तूफ़ान आदि आपदाओं का इंतजार करना पड़ा। अंततः 2005 में नेशनल डिजास्टर मैनेजमेंट अधिनियम लाया गया जिसे दिसंबर, 2005 में लागू किया गया। ये एक राष्ट्रीय कानून है जिसका इस्तेमाल केंद्र सरकार करती है ताकि किसी आपदा से निपटने के लिए एक देशव्यापी योजना बनाई जा सके. इस अधिनियम के दूसरे भाग के तहत राष्ट्रीय आपदा प्रबंधन प्राधिकरण के गठन का प्रवधान है. जिसका अध्यक्ष प्रधानमंत्री होते हैं।

इसके तहत केंद्र सरकार के पास अधिकार होता है कि वह दिए गए निर्देशों का पालन ना करने वाले पर कार्रवाई कर सकती है। इस कानून के तहत राज्य सरकारों को केंद्र की बनायी योजना का पालन करना होता है। इस कानून की सबसे खास बात है कि इसमें राष्ट्रीय आपदा प्रबंधन प्राधिकरण आदेशों का पालन ना करने पर किसी भी राज्य के अधिकारी के साथ-साथ प्राइवेट कंपनियों के अधिकारी पर भी कार्रवाई कर सकती है। ये कानून किसी प्राकृतिक आपदा और मानव-जनित आपदा की परिस्थिति पैदा होने पर इस्तेमाल किया जा सकता है।

इस कानून की काफी प्रशंसा की गयी थी और और यह माना गया की भविष्य में अवतरित आपदाओं से निपटने में ये काफी कारगर साबित होगा। हालाँकि 2013 में केदारनाथ में आए आकस्मिक बाढ़ एवं उससे हुए भीषण नुक्सान के बाद और सरकार की बचाव कार्य में असमर्थता ने ये सोचने पर मज़बूर किया की कानून चाहे कितना भी अच्छा हो जब तक राजनीतिक इच्छाशक्ति और दृढ़ता नहीं है तो उस कानून का फायदा न्यूनतम हो जाता है। 2017 में बायोटेररिज्म बिल भी सरकार लेकर आयी लेकिन अभी भी दोनों सदनों से इस बिल को पारित नहीं किया है।

हिंदुस्तान में कोरोना का पहला केस जनवरी 2020  में सामने आया जिसके बाद भी सरकारी तंत्र ने इसको इतनी गंभीरता से नहीं लिया जितना ज़रूरी था. हालाँकि भारतीय संविधान की सातवीं अनुसूची के अनुसार स्वास्थ्य का दायित्व राज्यों को सौंपा गया है।

एक्ट की धारा-2 में लिखा है:-

जब राज्य सरकार को किसी समय ऐसा लगे कि उस राज्य के किसी भाग में किसी ख़तरनाक महामारी फ़ैल रही है या फ़ैलने की आशंका है, तब अगर राज्य सरकार ये समझती है कि उस समय मौजूद क़ानून इस महामारी को रोकने के लिए नाकाफ़ी हैं, तो राज्य सरकार कुछ उपाय कर सकती है. इन उपायों में लोगों को सार्वजनिक सूचना के जरिए रोग के प्रकोप या प्रसार की रोकथाम बताये जाते हैं।

धारा 2(b) में राज्य सरकार को यह अधिकार होगा कि वह रेल या बंदरगाह या अन्य प्रकार से यात्रा करने वाले व्यक्तियों को, जिनके बारे में निरीक्षक अधिकारी को ये शंका हो कि वो महामारी से ग्रस्त हैं, उन्हें किसी अस्पताल या अस्थायी आवास में रखने का अधिकार होगा और यदि कोई संदिग्ध संक्रमित व्यक्ति है तो उसकी जांच भी किसी निरीक्षण अधिकारी द्वारा करवा सकती है।

एपीडेमिक डिजीज एक्ट, 1897 की धारा-2 (A) में लिखा है कि जब केंद्रीय सरकार को ऐसा लगे कि भारत या उसके अधीन किसी भाग में महामारी फ़ैल चुकी है या फैलने की संभावना है और केंद्र सरकार को यह लगता है कि मौजूदा कानून इस महामारी को रोकने में सक्षम नहीं हैं तो वह (केंद्रीय सरकार) कुछ कड़े कदम उठा सकती हैं जिनमें शामिल हैं; किसी भी संभावित क्षेत्र में आने वाले किसी व्यक्ति, जहाज का निरीक्षण कर सकती है।

एपीडेमिक डिजीज एक्ट, 1897 की धारा-3 में लिखा है, इसमें एक सख्त प्रावधान भी है. अगर Epidemic Diseases Act, 1897 का सेक्शन 3 लागू हो गया, तो महामारी के संबंध में सरकारी आदेश न मानना अपराध होगा और इस अपराध के लिए भारतीय दंड संहिता यानी इंडियन पीनल कोड की धारा 188 के तहत सज़ा मिल सकती है। इसके अलावा अगर कोई व्यक्ति इस बीमारी को रोकने के लिए कोई अच्छा कदम उठाता है तो उसके खिलाफ कोई कानूनी कार्रवाई नहीं की जाएगी।

धारा-2 के तहत विभिन्न राज्य सरकारों ने अपने अपने राज्यों में इसे लागू किया। जनता के हित में बने हुए कानून की मुख्य विशेषता ये होनी चाहिए की वो जनता को अधिकार से सशक्त करे और ढांचा इतना सार गर्भित हो की स्वयं समझ आ जाए की सरकार और जनता किस किस कर्त्तव्य से बंधे हुए हैं। एसेंशियल सर्विस लिस्ट की सूची में मीडिया और ख़बरों को डाला गया ताकि लोगों को देश का हाल खबर और कोरोना से सम्बंधित महत्त्वपूर्ण ख़बरों की जानकारी  मिल सके लेकिन इसका जितना सदुपयोग होना चाहिए था उतना ही दुरूपयोग भी हो रहा है। कुछ न्यूज़ एंकर अंताक्षरी खेलते हुए दिखाई देते हैं हैं तोह कुछ इस बात को जरूरी समझ रहे हैं की तैमूर की एक झलक स्क्रीन पर दर्शकों को अभी भी दिखाई जा सके। टीआरपी और पैसे कमाने की होड़ में कुछ मीडिया चैनल वास्तविकता में कोसों दूर जा चुके हैं और एसेंशियल सर्विस में आने का नाजायज़ फायदा उठा रहे हैं।

अधिनियम को देखा जाये तो ये मालूम पड़ता है की कही न कही इसमें जनता के ऊपर ज़्यादा भार है। पब्लिक से ज़्यादा कयास लगायी जा रही है और पारदर्शिता की कमी है। वहीं दूसरी ओर इंदौर और दिल्ली के तब्लीग़ी मरकज़ जैसी घटनाएं हुई हैं और रिपोर्ट के अनुसार डॉक्टर और हॉस्पिटल स्टाफ के साथ बदसलूकी की गयी है। बीतें कुछ दिनों में कुछ ऐसी शर्मनाक घटनाओं का सिलसिला लगातार जारी  है जिसने हमारी लचर कानून व्यवस्था को एक बार फ़िर से कटघरे में खड़ा कर दिया है। इंदौर में उन डॉक्टरों को जो की कोरोना से संभावित पीड़ितों का टेस्ट करने गए थे भगा कर मारना, पथरबाज़ी करना, या ग़ज़िआबाद में नर्सों के साथ क्वारंटाइन में रखे गए कुछ तब्लीग़ी जमात के संदिघ्द मरीज़ों का बत्तमीज़ी करना शर्मसार कर देता है। हलाकि राज्य सरकारों ने सराहनीय कदम उठाते हुए कानूनी कार्यवाही के संकेत दिए हैं लेकिन मुद्दा ये है कि कानून की किस धारा के अंतर्गत सरकार कार्यवाही करेगी?

डॉक्टरों के साथ हुए अभद्र व्यहवार ने पिछले काफी दिनों से सुर्खियां बटोरी हैं जो की अत्यधिक निंदनीय है। विगत जून 2019 में भी डॉक्टरों के साथ अभद्र व्यहवार हुआ था जिसकी वजह से समूचे भारत में तकरीबन 8 लाख डॉक्टरों ने हड़ताल कर दी थी जिसकी वजह से काफी उहा -पोह हुआ था। सरकार द्वारा सुनिश्चित सहयोग और सुरक्षा देने के आश्वासन के बाद ही डॉक्टरों ने हड़ताल वापस ली थी। 10 महीने बीतने के बाद और तमाम बैंकर्स-बिल्डर्स, इत्यादि तबकों के लिए कई अधिनियम बनाए गए लेकिन डॉक्टरों की सुरक्षा के लिए तब भी कोई कानून नहीं बना। तंज़ कसना, अस्पताल से वापस आने पर मकान-मालिक द्वारा घर में न घुसने देना, सैंपल कलेक्शन जाते हुए ड्यूटी पर पत्थरबाज़ी होना, नर्सों के सामने अश्लील इशारे करना कुछ ऐसी घटनाएं हैं जो की किसी भी सभ्य समाज का सर शर्म से झुका दे।

उत्तर प्रदेश के मुख्यमंत्री का बयान आया है कि गलती करने वालों के ऊपर नेशनल सिक्योरिटी एक्ट लगाया जाना चाहिए। क्या इसका मतलब यह है कि धारा 188 का इस संदर्भ में कोई औचित्य नही रह गया है? क्या ऐसे अपराधों को, जो कि समाज के खिलाफ भी हैं, विशेष अपराध की श्रेणी में नही रखना चाहिए? क्यों कुछ लोग ऐसी स्थिति में भी कानून व्यवस्था को मानने से इंकार कर रहे हैं? या ये सरकार की असफलताओं का उदहारण है की अभी तक डॉक्टरों की सुरक्षा हेतु किसी भी सरकार द्वारा कोई भी कानून पारित नही किया गया है। काश जितनी जल्दी दंगाइयों और उपद्रवियों से मुआवज़ा वसूलने के लिए कानून बनाया गया था उतनी ही प्राथमिकता से डाक्टरों के खि़लाफ बढ़ रहे अपराधों को रोकने के लिए भी कानून बनाया जाता।

लॉक-डाउन की वजह से अदालतें बंद हैं और केवल अति-आवश्यक मामलों की सुनवाई हो रही है और इनमें से ज्यादातर मामले कोरोना से जुड़े हुए हैं। गौर करने की बात ये है कि उच्चतम न्यायालय या किसी भी उच्च न्यायालय ने अब तक इस बात का संज्ञान लेना ज़रूरी नहीं समझा है जो की ऐसी स्थिति में अति आवश्यक है। वो जनहित याचिकाकर्ता, जो रात के दो बजे भी अदालत में अपने मामलों की सुनवाई करवाते हैं, उनमें से किसी ने भी इस बात को अदालत में नही उठाया।

खैर उम्मीद यही है कि यह स्थिति हमारे विधि निर्माताओं, अदालतों और बुद्धिजीवियों को हमारे सार्वजनिक स्वास्थ्य प्रणाली में सुधार लाने के लिए मजबूर करेगी।
