From lazy farming to green revolution 2.0

0

A lot has been written on the issue of the 3 farm bills passed by the parliament relating to agricultural market, amendment to essential commodities act and contract farming. While the renowned agricultural economists such as Ashok Gulati have characterised the reforms as the 1991 moment for the Indian agricultural sector, the likes of Yogendra Yadav, who happens to be one of the leading voices of the ongoing farmers agitation, have opposed these bills vehemently as well as fundamentally.

While the general demand of the current agitation is to abolish all the three laws, the main issue of contention seems to be the — Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020 (FPTC). A bill that allows for the buying and selling of the agricultural commodities outside the physical jurisdiction of APMC’s or “trade areas”. The law states that such transactions shall not attract market and commission fee that is applicable in an state owned APMC mandi.

The fear is that once the private players are allowed in the market, the state APMC mandi’s will eventually close down as a consequence to which the centre and state will/shall stop the existing practice of procuring agricultural goods from the farmer at a minimum support price. This has given rise to the age-old demand of giving legal status to MSP mechanism, which is essentially meant to be an administration policy.

The centre has tried to assuage the above mentioned concern in the following manner by,

  • Pointing to the fact that none of the three bills in question has any mention of abolishing the APMC mandi’s or putting a stop to the practice of procuring agricultural goods at MSP.
  • By giving a verbal assurance on the floor of the house that government will continue the current practice of procurement of agricultural goods at an MSP.
  • By providing the figures of the overall procurement under the current government which substantially exceeds the procurement under the UPA era.

However a larger debate has arisen on the efficacy of the MSP mechanism as a policy. In this piece I argue that,

  • MSP system as it exists benefits a very minuscule number of farmers leaving the majority of the farmers out of its protection and benefits.
  • That while mandi’s facilitate government procurement at an MSP, such an procurement can be continued despite them.
  • That the government simply does not have the wherewithal to procure 100% of the goods upon which a minimum support price is guaranteed.
  • That not only the current system is highly exclusionary but even those who currently seem to be benefiting from it i.e the farmers from Punjab and Haryana, are to loose from this mechanism in the long term.
  • I argue against the very primacy given to the MSP mechanism as being central to the larger issue of increasing farmers income.

However like any change, the change in the current system can’t be sudden and immediate. That the reforms that are brought about by these three laws shall be utilised for a gradual shift away from the MSP system, while guaranteeing the continuance of it in the short run.

First, lets understand what MSP is all about,1. What is a minimum support price ? How many farmers are actually benefited from it ?

MSP is a minimum remunerative price that is assured by the “government” on certain agricultural commodities. The price is decided by CACP i.e commission for agricultural costs and prices.

The state and central government are responsible to buy the agricultural product at the minimum support price, the farmer however can sell to a private buyer if he receives a price higher than MSP. Ideally, MSP mechanism is supposed to set a price benchmark for the market, however the experience shows that this has not been the case so far.

Currently there are 23 crops upon which an MSP is declared by the government, however in reality majority of these crops are sold to private players at a lesser rate. A recent government report by a committee on restructuring food crop in India, states that only 6 % of the farmers are benefited from the MSP.

Of these 23 food commodities the procurement (buying) of the two crops i.e wheat and rice constitute a significant majority, still only a fraction of the total wheat and rice produced across the country is procured. It is procured by the Food corporation of India for the government run PDS shops, as we all know the passing of Food Security Act, 2013 has brought upon a legal obligation on the government to provide a certain amount of ration to those who fall under an income limit as specified by the act, practically that means almost half of India’s population.

Which farmer is benefited? Who looses out?

Although punjab is one of the the leading producers of wheat and rice in the country the amount of food-grain that FCI procures from punjab is disproportionately higher than states such as UP which is also a leading producer of wheat and rice. On an average more than 70% of the wheat and 85% of the total rice produced in punjab is procured by FCI. Although UP’s wheat production is more than punjab, FCI only procures only 10% of the total wheat grown in UP. Therefore it can be concluded that,

MSP is a system that benefits a select few farmers in the country and since it is heavily skewed towards the wheat and rice growing farmers in punjab even a hint that suggests that this procurement may stop causes serious anxiety to the farmers from this region and understandably so.

Now the second question,

2) Is the FCI procurement completely dependent on AMPC mandi’s ? Why are the middlemen (Arhtiyas) and a few state government’s against the bills ?

The first misconception that has captured the minds of the people is that the procurement of food-grains by FCI and thereby the assurance of minimum support price is completely dependent on APMC’s, since the food requirement of the FCI is not going away anytime soon it can either buy from the farmers directly, outside the APMC jurisdiction or buy the food-grains in its own yard. The farmers will still be getting the MSP whether they sell it through the APMC or outside APMC.

3) So who really stands to loose in case there is a private competition in the market that is currently run by the state APMC monopoly ?

Even after the implementation of GST the punjab government levied a 3% market fee and rural development fee each on the MSP. In addition to that the “arhtiyas” i.e the middlemen charge 2.5% fee on MSP. This exorbitant amount of fee has to be paid by the food corporation of India for the grains that it is procuring to feed the poor, let that irony sink in.

In the year 2019- 2020 itself the “government of punjab” as well as “arhtiyas” have earned 3500 crores and 1600 crores respectively in form of market fee from the FCI transactions.

The unreasonably high cess and market fee imposed on commodities and transaction is seen as a typical case of “rent seeking behaviour” by the state government of punjab. The problem started when the state government realised that the AMPC monopoly can also be used to generate extra revenue. To be fair to the state governments, some of this money is indeed spent on rural infrastructure and subsidies to the farmers. However since the said money is not shown in the state budget and remains part of the mandi’s bank account, the same is often used for discretionary spending. This has led to a lot of vested interests become part of the AMPC systems and become a reason for the corruption to seep in.

These issues were pointed out in a government document published in the year 2000, also referred to as the “rainbow revolution”. Consequently, Model APMC, act 2003 was brought in, followed by model APMC laws of 2007 and 2017. However, the states continued to charge high amount of market fee and cess.

As far as the “arhtiyas” are concerned a lot of literature as to how the arhtiyas in collision with market committee members have established a control over the AMPC’s, is written. How they end up exploiting the farmers or continue to charge high commission rates for services they have not provided or improved the nature of, is something all the commentators on the issue unanimously agree upon, including the vocal critiques of the current bills such as P. Sainath.

The state government and the commission agent believes that if the private markets pose a challenge to the state AMPC’s then they will have to give up the current exploitative practice of charging an high rate of market fee and cess. They will also have to provide better facilities in order to stay relevant. If the APMC’s are fair, there is no reason why either the FCI or the farmers will not favour them above the private markets. Any introduction of competition in a system that was monopolised by an inefficient APMC is bound to benefit both the seller and the buyer as well as reduce end cost of the product and hence also the consumer.

So the answer to the question as to what happens if the APMC’s close down is that they will not in fact close down if they undertake the much needed reforms, that the introduction of competition will make them undertake these reforms and if they continue with their exploitative methods, why should the FCI as a buyer and farmer as a seller continue to be held hostage by them ?

Therefore the average farmer from punjab has nothing to loose from the current reforms.

Now, lets evaluate the economic merit of the MSP system.

4) Is MSP system beneficial to the farmers across India?

Reiterating what I have said, even if it is the government believes that the system is flawed, there cannot be a sudden departure from it, any such policy shift should be slow, gradual and consultative in nature. The three farm bill, while they allow for the MSP mechanism to exist pave a way for such gradual changes.

As far as farmers across the nation are concerned. The current FCI procurement system disproportionately benefits the farmers in punjab and Haryana, and leaves out states like UP, Bihar, W.B who also produce high volumes of rice and wheat. This is when the farmers of punjab on all counts are relatively wealthier than the farmers in these poorer states.

5) Having shown as to how the MSP system is highly exclusionary, ill argue as to how the government does not have the wherewithal to make this system work at an 100% efficiency i.e procure 100% of the grains upon which MSP is declared.

Data on the food stocks stocks of FCI shows that as on July 2020 it had stocked 832.29 lakh tonnes of wheat and rice while its immediate as well as long term requirement of stocks as on April every year around is 210 lakh tonnes and for July it is around 411 lakh tonnes.

Those who demand legalisation of MSP do not realise that the government does not have the wherewithal to buy all the 23 commodities at the price of MSP. Ashok Gulati points as to how such a spending will bankrupt the government. On the top of that the wheat and rice that the government does buy, although only a fraction of it, is also in access to what is actually required.

To conclude, the government neither requires nor has the money to procure all the agricultural products upon which MSP is declared. Even after having procured just a fraction of the total wheat and rice that is produced in the country, the FCI finds itself with an excess stock.

6)How the current MSP system fares for the farmers in punjab for the long run?

Reports after reports have pointed out to the depletion of groundwater in punjab. This is primarily due to the cultivation of wheat and rice as they are water intensive crops. The excessive use of water and fertiliser leads to the silting of soil as well. The famous agricultural experts such as SS Johl a well known name in punjab have pointed the need of shifting the cropping pattern. Even the current CM Captain Amrinder Singh had prepared a plan for a shift in cultivation pattern, a move against which he too faced similar protests.

Is MSP the only or even an effective tool to increase agricultural productivity or farmers income ?

Economically speaking the wheat and rice crops have reached their maximum economic potential. The reason for that is that the current MSP for wheat and rice is already above the global prices. The stagnation of growth rate of agriculture in punjab is testimony to this fact. The average agricultural growth in punjab from since 2005 has been 1.9% as against 3.5% of India. The stagnation began even earlier from the year 1987 when the growth rate of punjab equalled the national growth rate, before 1987 punjab always grew at a faster rate than that of India.

This points to the dire need of green revolution 2.0 in India and especially in Punjab. A farmer from Punjab is benefited with the best irrigation and rural road infrastructure in India, he is also substantially richer than his counterparts in UP, Bihar or W.B. The current model of wheat and rice cultivation, supported by subsidized electricity and fertilizers as well as the guaranteed procurement by the government at MSP, is not only causing environmental decay but also promoting lazy farming.

Again quoting Mr. Ashok Gulati, the government instead of MSP that incentivises wheat and rice production, should give direct money in hands of the farmer, a package of some 10,000 crore or so, that is aimed at shifting the cultivation pattern from wheat and rice to high value crops can be ideal. The farmer from punjab has proved his metal during the green revolution 1.0 and done a great service of providing food security to India. While India has reached a state of food security the punjab farmer should undertake another mission of bringing prosperity to the farm sector and as always, show the way to the farmers across the country.

Weapons of ignorance and misinformation

0

The year 2020 like we all know has been the most throbbing of all but along with its problems it brought out the social issues existing in the society.

We entered the year with the anti CAA protests taking place throughout the nation and disrupting the daily routine of the major cities of the country. It’s December 2020 and CAA, NRC, NPR nothing has been implemented yet, but the ignorant population of different cities did their full scale drama for months starting from 2019 which lasted till March 2020.

Then came the world’s deadliest China made virus COVID-19, which transformed the people who were experts in CAA into online scientists and doctors. The wave of ignorance and misinformation then continued on WhatsApp, Facebook regarding its treatment.

And now at present in the middle of this pandemic we are now witnessing on new protest totally based on misinformation or we can say based on lack of information regarding the new agriculture related laws.

More laws will come with time as India is going through a transformation phase regarding its development, economy, defense and whatnot, but this culture of nationwide protests by these ignorants is becoming a big pain in the ***.

Media:

Indian media houses are clearly seen to be inclined towards political parties of their choice. Some channels and newspapers support a party and some support some other party, so the culture of neutral media has somehow vanished from the society. This makes a poorly informed population more confused and they pick up the wrong things and act accordingly.

After the paid media houses then comes the online platforms like Facebook, Twitter and YouTube which are again filled with wrong content. A population especially our youth which comprises a huge chunk of population who never reads any newspaper or watch TV news totally depends on these fake news spreading platforms for their daily dose of news. Plus it is nowadays in fashion to criticize your country, your government, your army and project yourself as a ‘liberal’.

Opportunists:

Along with the fake media we have our blood sucking opportunist politicians who are themselves illiterate and have zero knowledge on national issues, creating more ruckus and hate against the central government. Instead of explaining the laws these local politicians are busy in providing these protesters with space to protest and feeding them more false information.

Then comes the so-called youth icons of our country who have no connection with education but act as if they know everything. These clowns have a huge fan following comprised of youngsters who are given more filth to be used against the government. During the anti CAA protests many actors and actresses were seen gathering huge crowds and telling them to hit the streets as the CAA will snatch away the citizenship of the Muslims and those people will be thrown out of the country, which was a bogus life. The reality was that these so called artists and their English speaking NRI protesters were not even aware about the full form of CAA or the difference between an act and a bill.

The same is being done by Punjabi singers and actors at present to spread hate and some are even supporting Khalistan.

Solution:

The central government needs to tackle with this new weapon of misinformation and it is high time it does so because the country takes a huge loss during these protests plus some people even lose their lives.

The government needs to take an initiative to explain the new laws and to each and every citizen at the ground level like what happens during the census, and even take the feedback from the people to make changes accordingly. Government cannot sit idle and expect the whole 100 crore + population to understand these new acts and their effects on them, they will obviously face more protests in future if their rhythm of implementation is not changed.

The youth and the youth icons on the other hand also need to understand that their right to free speech and protest is fine but abusing the government, its officials and inciting violence between different groups comes under crimes defined in the Indian Penal Code. Democracy is fine but using your fundamental rights correctly is more important.

Scarf — The outfit of rioters

0

The last two years have been a tumultuous period in Indian political history. These years have been riddled with riots and carpeted with crisis. Nearly all of the government’s policies have faced major hostile pushback from certain organisations whose only purpose is to create nuisance. There has been a disturbing trend which has been overlooked because of all the other disturbing trends associated with these riots.

The disturbing trend has been a fashion trend. Virtually every single rioter has been spotted wearing a scarf, often indoors. Some of these riots took place in Delhi during the peak summer season, when temperatures often shoot up to 50oC, and sometimes often lead to untimely deaths due to heat strokes. This trend suggests that perhaps the scarf is the outfit of rioters and con men.

When the government abrogated Article 370, which gave citizens of Jammu and Kashmir the human rights which they had previously been denied because of the state’s special status and its dynasties, Jawaharlal Nehru University (JNU) student union president, Kanhaiya Kumar, led a ‘protest’ demanding ‘azadi.’ They threatened that they would separate Kashmir from India, questioned the integrity of India, and even chanted slogans glorifying the terrorist Afzal Guru. During the protests, Kanhaiya Kumar had been seen sporting a scarf.

Alongside Kumar was Sheila Rashid, whose own father has now alleged that she received money from certain organisations to conduct anti-national activities, was also seen wearing a scarf.

When the government introduced the Citizenship Amendment Bill, which guaranteed refuge to Hindus, Buddhists, Sikhs, and Christians who were fleeing from religious persecution which they faced in Pakistan, Bangladesh, and Afghanistan, Umar Khalid, yet another member of the JNU students union, led riots fear-mongering Indian citizens and help the capital, Delhi, hostage for weeks. He too was seen wearing a scarf.

The educational fee subsidies, which the JNU students enjoy, have resulted in students continuing their education perpetually, in an attempt to feed off the government’s resources. Most rioters are from JNU, and most students from JNU are in the twilight of their lives, which is perhaps why they need to wear scarves.

Recently when the government put forth a new farm bill, which allowed farmers to sell their crops at the maximum selling price, Yogendra Yadav, who claims to be an expert in everything under the sky, agitated and mislead the farmers of the state of Punjab into believing that the farm laws will lead to them losing their farmland. Upon hearing this false claim, farmers from Punjab reached the capital to riot against the government. While making these claims, which lacked erudition, Yogendra Yadav was seen wearing a scarf.

All of these occurrences have confirmed my hypothesis. A scarf is in fact the outfit of rioters in India. Reject modernity, embrace tradition! Ditch the scarf, put on a shawl!

Legal notice served to Netflix and Netflix India by Kiran Aradhya

0

Legal notice by a social activist Kiran Aradhya with the help of Advocate Gaurav Goel.

Netflix will soon meet the Mighty Indian Penal Code

Series by the name of “The Suitable Boy” on your OTT platform. On this show in the episode number two (2), a couple consisting of a Muslim boy and a Hindu girl were shown to be kissing inside a temple. Lata and Kabir share a passionate kiss in temple premises. Characters are shown repeatedly walking around in shoes and sandals near Hindu sacred idols and holy trees. There are many other such examples in the show. Needless to say, ‘A Suitable Boy’ is a propaganda by Netflix to push Hindu Phobic content on its platform.

A Hindu temple is a symbolic house, the seat and dwelling of Hindu gods. It is a structure designed to bring human beings and gods together according to Hindu faith. Inside its Garbhagriha innermost sanctum, a Hindu temple contains a Murti or Hindu god’s image. Hindu temples are large and magnificent with a rich history. There is evidence of use of sacred ground as far back as the Bronze Age and later during the Indus Valley Civilization. Temple is also a sanctimonious place and such acts are definitely not allowed inside its precincts. There is no valid reason for depicting such a scene inside the temple. It does not serve any purpose except to create sensationalism and scandal.

That even though depiction of such a scene inside any place of worship would be bad, but I ponder whether you would be able to assert your life in the same way inside a church or a mosque, the way it has been done in the present case; for if it be the case of exercise of freedom, it should be equally applicable at other such places as well. And if not, definitely there can be no other indication for that and easy target has been chosen for obtaining publicity through scandal.

That such obscene depiction has the direct effect of hurting the religious sentiments, of that there can be no doubt. However, only the producers, directors or actors cannot be said to be solely guilty of hurting religious feelings in this manner. Netflix, whose network carries the content and brings it to the people is also equally responsible for any such depiction. Being an OTT platform, which is selling its content to the public in India, is therefore equally bound by the laws of the country and is responsible for the compliance of the content with the laws applicable.

By allowing the Kissing scene from the series “The suitable boy” in temple where the boy Is Muslim, and the Girl is Hindu, Netflix is trying to glorify “Love Jihad” which is menace that India is fighting right now. Love jihad is a terrorism that we all should be fighting together against however we see Netflix having no such intent instead we see Netflix being hand in gloves with those who are trying to propagate this terrorism in India. As per this series, a good Hindu is a non-religious one, or religiously indifferent, at best. A religious Hindu is always uncivilized or regressive and a Muslim – religious or otherwise – is mostly reasonable and understanding. Most important of all, a Muslim is always a victim – of Hindus or his/her circumstances which in reality is vice versa.

It is relevant to state that this is not the first time that Netflix is trying to push a Hinduphobic content. In the recent releases we saw a Telgu movie named “Krishna and his leela” released on 25th June insulting Lord Sree Krishna Pramathama. It showed a male character named Krishna having sexual encounters with many women, one of them with a girl named Radha. It is worth noting that Lord Krishna and Radha’s love is considered as sacrosanct by millions of Hindus and Lord Krishna’s leela as lessons of life that should be imbibed by every individual. However, despite religious sentiments being attached to Lord Krishna, the producers of the web series have raised aspersions on the character of Lord Krishna, portraying the character of ‘Krishna’ as philanderer, readily engaging in sensual pursuits with countless girls. This appears like American media-services provider like Netflix are trying to propagate Anti-Hindu sentiments through its platforms.

Netflix also allowed distorted “Kabuliwala” in which a Hindu girl, Mini, begins doing Namaz because Kabuliwala hasn’t turned up for a few days. Targeted mockery and insults directed towards the Hindu faith has been the norm rather than the exception with a simultaneous veneration of everything Islamic. Such familiar sights were visible in the rendition of ‘Kabuliwala’ in the ‘Stories by Rabindranath Tagore’ series by Anurag Basu. The series does not appear to be an original Netflix content and seems to have been made available first on Epic On. This is a clear display of negligence from Netflix and is being ignorant in filtering out Hindu Phobic content and seems like a deliberate push to hurt the sentiments of Hindus.

Can we prove that any two numbers are always equal?

Yes, we can. Only requirement is that we accept one statement to be true. That statement is_ if all the entities between x and y can be mapped to only one and unique entity between p and q and same way if all the entities between p and q can be uniquely mapped to entities between x and y, then this means (x-y) equals (p-q). This is obvious if and if we try to disprove it, we can not. Because logically it will always be true. The catch here is that there can be an infinite number of entities between x and y also between p and q. Thus, the two infinities are not equal. But since we can not compare two infinities with clarity and surety, this means we can assume the two infinities to be equal. Because either of the below two possibilities have to be true

  1. Two infinities are unequal
  2. The two infinities can not be compared hence we assume them to be equal.

Now, assuming above statement to be true, 5 can be equal to 9 or any two numbers can

Equal. How? Easy. let (9-0)y=(5-0)x be a function. That means all numbers on x axis between 0 and 9 can be uniquely mapped to numbers between 0 and 5 on y axis and vice versa. Hence, 9-0=5-0. Now, this means each and every number is the same. So, the question is how has mathematics developed that 1+2=3? This represents what Indian vedas mention_ you add that thing to itself and it remains itself. You take away itself from itself and it remains itself.

This means that all the mathematical numbers, etc are static and constant. Then how did mathematics which we see evolve? Time. This is the factor which gives mathematics the form which we study. The original numbers are like purusha. Time led to the evolution of sequential mathematics which we studied. This can be understood by a simple theory of universal events which is described below.

Theory of universal events:

All the events of past, present and future are like cards. Due to time, they are arranged in one manner. There is an infinite number of possibilities after each event. Thus, there are an infinite number of parallel universes possible. Time applies to every universe. The universe which follows the logical sequence sustains and rest all perish. Thus, the cards have an image of you holding an ice cream. In the next card, your ice cream may have fallen or you may have eaten or someone else may have taken..etc. thus, cards are arranged in a sequence and our consciousness experiences those sequential events. Thus, if there was no time, then, the cards may have been arranged in sequence but there is nothing to track them in that sequence. Those cards will be just there, having no effect whatsoever.

Thus, we can see that 1+2 became 3 only when certain events happened in a sequence and followed certain laws. Thus we observed that 1+2 gives 3 in practical and hence we developed the present form of mathematics. Now, what are those laws? These laws came into existence when space had its effect on mathematics. Thus due to the effect of space, physics developed resulting into various concepts of physics. Then, there happened some cause at some point of time. And from that point of time, the chain of events developed. And those chain of events led to formation of the material universe which we see with our material eyes which is part of the material universe.

Clarifying_  numbers existed as the purusha or observer. Due to time, mathematics developed which can be seen to be the material of which our universe will be formed. Due to space, physics developed which can be seen to be energy which will create the universe. Due to causality, the sequence of creation and destruction starts which will be eternal.

Here we observe that causality is the one element which does not have any particular clarity. It is because we picked a point and called it as the root cause and then studied the rest of the creation with respect to that particular cause. That is, we chose on the number line (which was in a circular form) a certain point and called that point to be zero and we studied the rest of the number line with respect to that point.

NEP 2020: Revamping higher education and challenges ahead

0

Once upon a time, India was the first choice for foreign scholars to enroll in higher education. However, the fame has faded away after continuous Islamic invasions. Hope the government will implement NEP successfully in the higher education system and achieve all its goals in the predicted time. Thus, India will restore its role as a Vishwaguru.

Modi government is all set to install NEP in the nation’s education system. Recently, the education ministry has accomplished the ‘MyNEP’ contest in association with ‘Vidya Bharati’ among students, teachers, and ordinary citizens to raise and gauge the general awareness about NEP. Ever since the policy was announced, it has got copious acclamations by eminent educationists, lawmakers, activists, and even international organizations. The recommendations for higher education have the potentiality to make India a global hub for inclusive learning.

In higher education, the government has raised the gross enrolment ratio to 50% by 2035, introducing 35 million additional seats. The policy emphasizes making higher education multi-disciplinary, holistic undergraduate education with flexible curricula, creative, idea-based-application, and vocational education. The new education policy focuses on developing large multi-disciplinary universities such as Takshashila, Nalanda, Vallabhi, and Vikramshila in ancient times. It will increase an interdisciplinary research environment to create innovative individuals to transform the nation educationally and economically. It also implements a flexible curriculum through multiple entries and multiple exit system.

The students will be provided with appropriate certification based on completed credits. Higher education will be monitored by a single body, i.e., the Higher Education Commission of India (HECI). The HECI will have National Accreditation Council, Higher Education Grants Council, General Education Council, and the National Higher Education Regulatory Council, responsible for accreditation, funding, standard-setting, and regulation, respectively. There will be no difference in the norms for public and private institutions. The new policy also emphasizes fostering the research across the higher education institutions and suggests to create the National Research Foundation (NRF) as an apex body to achieve the task.

The new policy advocates to phase out the culture of affiliated colleges in the next 15 years. The institutes will get financial autonomy as well. Another exciting part of the new policy is that it allows Indian universities to open their overseas campuses and encourage top universities worldwide to open their campuses in India. The objective is to promote India as a global study destination by providing premium education at affordable costs. Furthermore, research collaboration and student exchanges between Indian institutions and global universities will be endorsed through exceptional efforts. Credits acquired in foreign universities will be permitted, where appropriate as per home institutions’ requirements, to be counted for the degree’s award. Research scholars will get add-on assistantships, and scholarships number would be a hike in higher education.

The policy will ensure to provide co-curricular activity opportunities to students of HEIs. Students would be encouraged to participate in sports, community involvement, and cultural activity clubs. They will get yoga, gyming, stress management counseling, and medical facilities inside the campus. The institutions will cater to mentorship, socio-emotional, and academic support to URG (under-represented groups, i.e., SC, ST, Minorities, special needy) students, as well as free ship in spare cases. The administration is bound for strict enforcement of no-discrimination and anti-harassment rules. Gender-neutrality, equity, and inclusion will be the critical elements in the campus environment.

The Challenges Ahead

The infrastructure issue will be the first big challenge for the government as there are not adequate resources for the education field as it is considered a less lucrative lot by industrialists. This vast population is not a very easy task to provide education, and they need large funds for this. Due to the COVID-19 situation & recession in the economy, it would be tough to obtain.

Secondly, To increase GER to 50% is challenging in itself. We have to open 100+ new universities and enhance seats in existed universities to doubling the Gross Enrollment Ratio in the next 15 years. The central government has to allocate a particular budget for this. Further, we need motivated, energized, and capable faculties in those universities, including other academic & supporting staff. Yes, it will increase employability in the education sector, but funding and management in a short period are quite tricky.

Third, the most puzzling part of the NEP to implement it in spirit. The finance constraint and state and center relations will be the biggest hurdles in it. We all are aware that education is not the only service, but it is also a political tool for many regional and political groups. They will not allow implementing some of the recommendations of the NEP as it will undermine their authority. It is a big task for the center to agree with some of its recommendations like closing down stand-alone institutions etc.

Once upon a time, India was the first choice for foreign scholars to enroll in higher education. However, the fame faded away after continuous Islamic invasions. Hope the government will implement NEP successfully in the higher education system and achieve all its goals in the predicted time. Thus, India will restore its role as a Vishwaguru. With these enormous reforms, the new education policy will boost the quality of Indian education and help in an individual’s holistic development. Apart from this, it may also help increase the Indian economy to attract India’s foreign investments. The advancement in technology plays a critical role in the nation’s prosperity, technology advances through quality research, and quality research can be conducted through critical thinking. The new education policy gives faith to make it happen.

Domestic violence: A grave concern

0

Domestic violence occurs when one person tries to dominate and control another person in a family-like or domestic relationship. Domestic violence involves an abuse of power and can take the form of Physical violence, sexual abuse, emotional or psychological abuse, verbal abuse, stalking and intimidation, social and geographic isolation, financial abuse, cruelty to pets, and damage to property or threats to be violent in these ways. Domestic violence usually features a repeating pattern of behaviour with the dominant purpose of controlling the other person. The major impact is fear.

A lot has changed with changing the environment, making changes is also a good thing, because it will make our life better. A lot of good is happening in our lives due to changing of environment. We get everything easily due to the changing of environment but the point is that the change has only come in our Environment not people, some people are still living in the 1960s And they returns like that On wife daughters of his home. Those people does not think that we should change with time. If we talk today, the worst happens to the daughter-in-law. Ever listen to her father-in-law’s and mother in law threats and sometimes her husband threatens to divorce her. If her husband is married to her forcefully, then he also threatens her. Domestic violence is a serious problem in India over all one third of women aged 15 -49 have experienced physical violence and about 1 in 10 have experienced sexual violence in total 35 present have experienced physical or sexual violence.

There are many types of domestic violence done by husband against wives. Forcing her to perform sexual acts that she did not want to do or attacked her with a knife, Gun or any other weapon.Trying to choke her or burn her on purpose kicked her dragged or beat her up punched her with his fist or with something that could hurt her. Slapping is the most common act of physical violence by husband 34% of married women say their husband has slapped them 15%say their husband has pulled their hair or twisted their arms and 14% have been pushed shaken or had something at them. Somebody ask them why do your husband’s Our husbands came out of the house all day, sometimes they come with a drink and sometimes they have done the work of some boys and because of which they come and scold us at home and slap us.

And sometimes mother-in-law’s taunts what have you brought in dowry How long people will do this with their daughter-in-law. If seen, everything happens in those houses where people are less educated and the same people get their daughters married in childhood and then their daughters come forward to their mistakes as daughter-in-law. At a young age they have to bear it all and some girls commit suicide but their parents never realise this. Husband or relative of husband of a woman subjecting her to cruelty 498A. Whoever, being the husband or the relative of the husband of a woman, subjects such woman to cruelty shall be punished with imprisonment for a term which may extend to three years and shall also be liable to fine.

Seeing all this, the government passed an act in 2005. Domestic violence The Protection of Women from Domestic Violence Act 2005 is an act of parliament of India enacted to protect women from domestic violence. It was brought into force by the Indian government from 26 October 2006. The Act provides for the first time in Indian law a definition of “domestic violence”, with this definition being broad and including not only physical violence, but also other forms of violence such as emotional/verbal, sexual, and economic abuse. It is a civil law meant primarily for protection of environment and not for meant to be enforced criminally. The bill was passed by a group of lawyers and law students.Explanation: For the purposes of this section, “cruelty” means-
[A]-any wilful conduct which is of such a nature as is likely to drive the woman to commit suicide or to cause grave injury or danger to life, limb or health [whether mental or physical] of the woman; or[b]-harassment of the woman where such harassment is with a view to coercing her or any person related to her to meet any unlawful demand for any property or valuable security or is on account of failure by her or any person related to her to meet such demand. The Protection of women from domestic violence Act 2005 is an act of the Parliament of India To protect women from domestic violence It was brought into Force by the Indian Government from 26 October 2006 for women. But the same is happening today with women No one is getting well. No Act Implementing in India Women are being treated everywhere Even today, girls do suicide because of the bad behaviour of her in law.

The only reason for all this is that people are illiterate. Education is very important for every human being Especially for girls Because girls learn to fight for their rights in own house Like in laws If a girl is educated, she can fight for her rights Whether it is her in-laws or any place Wherever that girl is treated badly education is very important for every girl for her rights. Wherever in the world is going bad with girls today the real reason for that she is illiterate and everyone takes away his rights. A educated woman can give good care to her children And she can give her children a wonderful life And he can also manage his house well. Education of Women realised to be most essential Part for the development of society Education are of the Opinion that mother is the first educator of the child. The education of women is great importance in our nation and social life Institute of Society and government.

Government for every women education to provide many facilities in India and also other countries the Women with their scientific knowledge and attitude Can Teach Their Children the art of healthy loving. Teach your daughters and not getting married at a young age every girl has a dream and Wants to complete it. One more thing I want to share with you there is one more thing along with domestic violence Sexual Harassment In the workplace. Some parents do not allow their girls out of the house not to be bad with our daughters because they know the filth of society well. He knows the bad behaviour of people and their wrong attitudes which is not good for girls at all so they are also afraid that you and your daughters will not be allowed out of the house. They are afraid that they should not fall prey to anyone’s cruelty. And some girls go out of the house giving their house compulsions and even outside people take advantage of his compulsions illegally. Face the boring eyes of people somewhere And never save themselves from their cruelty and never let him take advantage of his compulsions illegally terms of her Bose.

There are also some girls who have fallen victim to their cruelty. And then Commits suicide when the day our girls be free when will they get their rights. Seeing this attitude of the people, the government implemented an act The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 is a legislative act in India that seeks to protect women from sexual harassment at their place of work. It was passed by the Lok Sabha (the lower house of the Indian Parliament) on 3 September 2012. It was passed by the Rajya Sabha on 26 February 2013.[1] The Bill got the assent of the President on 23 April 2013.[2] The Act came into force from 9 December 2013.[3] This statute superseded the Vishaka Guidelines for Prevention Of Sexual Harassment (POSH) introduced by the Supreme Court (SC) of India. It was reported by the International Labour Organization that very few Indian employers were compliant to this statute.[4][failed verification][5] Most Indian employers have not implemented the law despite the legal requirement that any workplace with more than 10 employees need to implement it.[6] According to a FICCI-EY November 2015 report, 36% of Indian companies and 25% among MNCs are not compliant with the Sexual Harassment Act, 2013.[7] The government has threatened to take stern action against employers who fail to comply with this law.

Despite all this, people did not give up their bad habits that is why parents does not send his daughters out of the house alone Because they know that these acts are nothing Girls are always bad everyone will say the same then what will parents do for their daughters because they know the government will do nothing. Girls will never get their rights, they will not always be expected And this is very true Now-a-days, those who save respect also rob the honour Of girls When girls request someone for their rights, So he also looks from the front with a bad attitude and behaves badly And always try to make girls feel bad When will it all end When will girls get their rights, Have read her daughters so that she can fight for her right from the world So that she can stand up for herself and do something For your rights Let your daughters have freedom so that they can tell you everything Whatever is bad with them If bad happens to some girls in a work place She doesn’t come to her house and tell It seems that our parents will think us wrong And She tolerates the evils that happen to her If you will teach your daughters. Nothing bad will happen to them if a girl is educated, she can raise her voice anywhere for her rights.

To some extent girls get justice And there is another reason for those who do not get Is the same If a girl is seeking justice from order man Like judge Or administration It happens many times those who are against the girl give bribe Get the decision in its favour Girls don’t get their rights. There is some reason and some people ask for money from them to pursue their case while there is nothing every girl’s case is free in court. But these people have a habit of taking bribe And those who have money, let’s get our work done. And those who are poor come back She can’t even ask for her rights. It should not happen with everyone we should stop all this and everyone should get their justice Everyone has the right to be happy in the World.
