Gandhi – A Sainthood that never existed

My relatively recent acquaintance with Baba was through a video shared by a friend on Facebook. Baba was an unknown saintly figure, in his early thirties, wrapped in a Sinduri dhoti, reciting Shiva Strotram in a powerful voice at an ancient Shiva temple somewhere in Central India. Few months later, Baba was in the national news for his fiery speech at Dharm Sansad criticizing and condemning Gandhi for his role in the partition of India in 1947. 

Gandhi may be a saintly figure to many Indians but undoubtedly he was a key political figure in pre-independence India. We live in the times when political figures of present and past undergo daily scrutiny for their actions and views by the media, public, intellectuals and politicians. Why should Gandhi be spared? Does Gandhi’s well-documented life history elevate his status from being a key figure in the Indian freedom struggle to that of a saint or even a demigod?  Should a political figure not be criticized and assessed for his prominent role in shaping the geographical and political future of India?   

Gandhi’s principles of non-violence and civil disobedience evoked wide interest throughout the world. Witnessing two world wars, the era in which Gandhi lived, was one of the deadliest periods in the history of mankind. India too witnessed large scale religious conflicts and loss of human lives  when Gandhi was alive. In spite of the association of Gandhi with non-violence and compassion, his own response violence with profound Hindu casualties not only remained muted but he even forged alliance with the perpetrators.

In 1920, Congress Leader Gandhi had already partnered with Khilafat movement led by Ali brothers, a branch of which started Malabar rebellion in Kerala, and committed to work on the dual goals of re-establishment of Caliphate in Turkey and gaining the Swaraj in India. Reinstating Khalifa in Turkey to regain a foothold on world stage for political Islam was a sectarian cause having nothing to do with ambitions of the majority of Indians.  

Malabar rebellion triggered a genocide in India known as Moplah massacre. In the history schoolbooks in India, the Moplah massacre of 1921 in the aftermath of rebellion does not get a mention. In 1921, Agrarian Muslim workers, known as Moplah, rose up against the British colonial government and Hindu landowners. Inspiration for the rebellion was the Khalifat movement that was vying for the re-establishment of Caliphate in Turkey after the defeat of Ottomans at the hands of the British Empire in the First World War. Soon the fury of rebellion turned to all Hindus living in the Malabar region of Kerala who became the soft target of bloody retaliation. Several close associates of Gandhi brought the heinous crimes by Moplahs to his attention but he did not denounce them or asked Khilafat partners to intervene.

On the Moplah massacre, Annie Besant wrote that Gandhi did not feel even a little sympathy for the thousands of women and little children. Further she writes – “Can you conceive of a more ghastly and inhuman crime than the murders of babies and pregnant women?…A pregnant woman carrying 7 months was cut through the abdomen by a rebel and she was seen lying dead on the way with the dead child projecting out of the womb…”. 

Such a vivid description of Moplah massacre can shake the inner soul of a casual reader even a century later but Gandhi’s silence on it brings his principled stand on non-violence into question. He chose politics over principles and this was just not a one-off exceptional event when he turned a blind eye to violence. Sunday Guardian writes – “Hence, Annie Besant said, “It would be well if Gandhi could be taken into Malabar to see with his own eyes the ghastly horrors which have been created by the preaching of himself and his ‘loved brothers’ Muhammed Ali and Shaukat Ali…. “

Annie Besant’s sarcastic writing clearly indicate the closeness of Gandhi to Ali Brothers and their ideological backing to the Moplah massacre. Gandhi willingly ignored the obvious and miscalculated the high cost of Hindu Muslim unity that he wanted to establish.

Swami Shradhanand’s was a well known personality of Arya Samaj and proponent of Vedic Dharma and Vedic practices. He participated in the freedom movement from 1919 hand in hand with Gandhi and became his close associate. He worked on eradication of untouchability, a cause advocated by Gandhi too. Swami died tragically when a man named Adbul Rashid fired two bullets at him when Swami was at his home in Delhi. The assassin forced his way in the home of Swami at the pretext of having a discourse on Islam. Gandhi’s reaction to the murder of his associate in freedom struggle was essentially blaming the victim and calling the murderer his brother. 

Pattabhi Sitaramayya wrote, “At the Gauhati Congress Session of 1926, Gandhi expounded what true religion was and explained the causes that led to the murder. Now you will perhaps recall why I have called Abdul Rashid (the murderer) my brother and I repeat it. I do not hold him guilty but Guilty are those who excited feelings of hatred against one another”.

A popular quote of Gandhi on non-violence (Ahimsa) goes – “Ahimsa is the highest ideal. It is meant for the brave, never for the cowardly” .

As Gandhi said that violence is for cowardly, by calling a violent murder his brother he sided with a coward and not with a brave person who lost his life. 

According to an article in The Hindu Business Line:

“Mahatma Gandhi saw his alliance with the Ali brothers as “striving to be the best cement” between the Hindu and Muslim communities. It was his way of ensuring Muslim participation in national politics.”

Gandhi saw Hindu Muslim unity as a political tool and was willing to forsake his principle of non-violence for political gains which one could hardly expect from a person with saintly character.   

Maulana Mohammed Ali Jauhar, one of two Ali Brothers, at the zenith of Gandhi’s partnership with Khilafat movement in 1921 said: 

“However pure Gandhiji’s character may be, he must appear to me from the point of view of religion inferior to any Mussalman, even though he be without character. Yes, according to my religion and creed, I do hold an adulterous and a fallen Mussalman to be better than Mahatma Gandhi”.

Decades, after Gandhi joined hands with Khilafat leaders, were rife with Hindu Muslim political discords and bloody massacres proving that his Khilafat partnership neither fulfilled the lofty goal of Hindu Muslim unity nor did it make British India a non-violent society. Majority of Muslims despised Gandhi, let alone viewing him as their leader. 

Despite of Gandhi’s misplaced confidence in his ability to bring Muslim and Hindu on a common ground and to be seen as the leader of all in the freedom struggle against British, his mass followers were only the Hindu populace of India. Muslims either openly hated him or did not trust him. As the events leading up to the independence unfolded, direct action day in Calcutta in 1946 announced by Jinnah, communal riots in Noakhali in 1946 and partition time massacre in Punjab in 1947, indisputably proved that Gandhi could not win the confidence of Muslims. Muslim leaders viewed violence as a powerful and swift means available to them to achieve their political goals. In spite of Gandhi’s willingness to forsake his principle of non-violence, majority of Muslims did not rally behind him and remained loyal to Muslim League and Jinnah. 

During his lifetime, Gandhi came under fiery criticism from his colleagues and enemies alike for his actions. From far corners of India and the world, he regularly received letters against his decision to join Khilafat movement and over his silence on Moplah massacre, which he, in his characteristic Gandhian way, underplayed by blaming the victims and giving a clean chit to perpetrators for having polluted mind and holding nameless individuals who excite the hate guilty. 

In the recent past, Black Lives Matter (BLM) protests, Gandhi came under attack for his views. At the height of BLM protests, Gandhi was denounced for his anti-black racism and for not speaking against the brutalities of the British Empire against the native Africans. A petition to remove Gandhi’s statue in an Asian dominated city in the UK, Leicester, received 5000 signatures in 2020. 

Imagine somebody in our times calling George Floyd’s killer cops brothers. And saying in a Gandhian way – “I do not hold them guilty but Guilty are those who excited feelings of hatred against one another”. What will the world’s reaction be?    

Though the post-independence politics of India led to ‘beatification’ of Gandhi and his name became a passport for peaceful credentials of India on the world stage, the debate on Gandhi did not end. It shifted to private circles. At clubs, universities, hostel rooms and  tea stalls, people have debated Gandhi for not doing enough to prevent the partition of India and mused at his famous experiment with celibacy and criticized him for lacking the compassion for the freedom fighters on death row. Kowtowing to Jinnah and granting more concessions to Pakistan would have turned worse, is a view privately held by many, if Gandhi had not died an untimely death by the bullets of an assassin in Jan 1948.  

Gandhi’s sainthood exists on the official records but in reality Gandhi’s actions, principles and beliefs have come regularly under scanner and even got assailed and refuted by the general public, media and intellectuals. The act of arresting a virtually unknown Baba for expressing his views on Gandhi itself is a blatant violation of Gandhian way, for Gandhi accepted his criticism gracefully and non-vindictively regardless of how stinging the criticism was.

As we all know now in INDIA, there is a huge spike in the COVID-19 cases from the last few days. From the starting of the year 2022, we have the sudden rise in cases.

If we look closely to this matter we can get to know that in India people can be seen flouting covid precautionary methods.

But, in India there can be seen that people are vaccinated, almost a huge percentage of Indians are vaccinated with atleast first dose of the Covid-19 vaccine. Teenagers from the age group 15-18 are also getting there covid-19 vaccine jab.

It’s my humble request to all our readers here to follow all the Covid precautionary methods also if you are not vaccinated yet, then please take your covid vaccine jab as soon as possible, if eligible.

Also even after getting fully vaccinated you need to follow all the Covid precautional methods, wear your mask, follow proper hygiene etc.

Nowadays, the most talking point about the covid-19 variant is the newly found OMICRON variant. As per the WHO, this variant is not very severe and in most cases hospitalization may not require, but this variant is very transmission (which means it can be transfer to others very easily). Well, it can be observed that the earlier most talking point variant of covid-19 was the DELTA Variant, which is still a matter of concern. Delta is more severe than the OMICRON variant, Also from daily news updates we can get to know that covid-19 virus is mutating itself to new-new variants. In India cases of OMICRON as well as DELTA are increasing on a daily basis.

As per, Dr Angelique Coetzee, the South African doctor who first founded the Omicron variant and then informed the authorities about the presence of the New COVID-19 variant, has stated that muscle aches, fatigue, a scratchy throat and night sweats and fever are the Omicron symptoms.

We need to remember that every variant of covid-19 is a mutation of the virus, so we shouldn’t take it lightly.

BrahMos: The Made in India missile will be exported to the Philippines

For the first time, India will export its BrahMos supersonic cruise missile system to any foreign country. The Secretary of National Defence of Philippines (equivalent to Ministry of Defence) has signed the ‘Notice of Award’ for the purchase of a shore-based anti-ship variant of BrahMos missile system from India. The Department of National Defence of Philippines has confirmed the notice of award. The contract will be signed soon and it is worth $374.96 million. The Philippinesj add will buy BrahMos for its coastal defence regiment which will enhance the defence capabilities of the Armed Forces of the country.

BrahMos Aerospace Limited; an Indian Russian Joint Venture between Defence Research and Development Organization (DRDO) of India and Federal State Unitary Enterprise NPO Mashinostroyenia(NPOM) of Russia produces the supersonic cruise missile ‘BrahMos’ that can be launched from ships, submarines, aircraft and even from land. The company was established in 1998 with India holding a majority stake of 50.5%. BrahMos is a medium-range ramjet supersonic cruise missile that is notably famous for being the World’s fastest cruise missile. India has already deployed a sizable arsenal of BrahMos missiles at key strategic locations. 

With India going ‘Atmanirbhar’ in all the fields and boosting its export, this made in India missile is an important asset for our defence export. India is one of the largest defence importing countries in the world. From our guns to tanks and aircraft, we have brought everything from the other developed countries. This is not good for any state as it drains money outside of their economy and second, it increases the security dependence on importing states. India has changed its stance in the last few years and started manufacturing inside the country. With the export of BrahMos missiles, India’s defence export will get a boost. The Indian Government is in talks with various South East Asian countries for BrahMos Missiles. Discussion with Indonesia is in the advanced stage, a defence official said. All these developments will help India’s defence export and boost defence manufacturing in the country. Even the export numbers are in the favour. India’s defence export has increased from INR 1,521Cr in 2016-17 to INR 8,434Cr and the government is aiming to achieve INR 35,000cr by 2025. 

China angle

The export of BrahMos missiles is also important in the current geo-political scenario. Philippines is one of the states that has regional disputes with China. The South China Sea which China claims as its own marine territory is a bone of contention in the region. Along with the Philippines, there are other nations that claim their regional rights on the South China Sea and its islands include states like Brunei, Vietnam, Taiwan, Indonesia, Malaysia. These South-East Asian Nations are important to India both economically and for security purposes. We already have economic relationships with these countries, but starting a new relationship based on security purposes will strengthen our ties.

Playing the role of defence supplier in the region, India can put checks on China through these nations. The current LAC scenario with China is a motivating key factor for India to supply arms and ammunition to those states which are having disputes with China. These states are geographically small and they require only small to medium-range missiles. BrahMos is a state of the art medium-range cruise missile with advanced ramjet that flies at nearly thrice the speed of sound in the air and this thus makes BrahMos perfect for the security of these countries. The BrahMos Diplomacy where the Government of India is pitching for the missile to other countries is now reaping fruits. This not only promotes our defence manufacturing sector but also strategically helps to counter China’s power.

What’s Next

With ‘Make in India’ and ‘Atmanirbhar Bharat’, our defence manufacturing sector is evolving. Though this sector still has a long way to go, we are catching up. To become a defence exporter from a defence importer, India needs to invest more in defence research and development. It needs to strengthen organisations such as HAL, DRDO, etc and promote joint ventures like BrahMos. Also, the Government needs to bring the private sector to help the defence sector grow. These all will promote scientific developments, infrastructure development in the country. The growing defence sector will create jobs and employment. Economically it will boost the country’s growth as the export will bring down the trade deficit of our country. And strategically speaking, it will play a crucial role in national security.

UP polls 2022: Defections of MLAs & ministers are a huge positive for BJP, provided..

Over last few days media has been hyping the news of several MLAs and a couple of ministers leaving BJP and joining opposition. It seems these defections have given a new life to the media, which otherwise was faced with a ‘dull’ one-sided elections, given the tremendous performance by Yogi government over last five years. An un-eventful election is usually least attractive for the media houses.

As a matter of fact, for last five years they were uncomfortable with streams of only positive and developmental news from UP under the Yogi government. The opposition was almost in slumber. In the circumstances the media sought to create motivated stories occasionally like Hathras, Covid deaths, and so on. That had made the opposition to wake up and react episodically.  But each time they went back to slumber after Yogi government handled each case with sensitivity and astuteness.

Then, for some time, the media tried to make a splash by trying to posit a former bureaucrat AK Sharma as a competitor of Yogi Adityanath, but failed again. Now they are sensing an opportunity to create excitement by according unduly high importance to this ongoing defections  and suggesting as if these can potentially upset Yogi led NDA’s return to Lucknow. As part of this design the media has gone to the absurd extent of projecting SP Maurya as a leader of such great stature who would potentially change the outcome of UP Poll.

This article examines these hypes in the light of facts on ground and comes to the conclusion that the ongoing defections are actually huge positives for BJP and come to it as God sent. There is an important caveat though. The opportunities that arise from these events must be handled with greatest care and diligence. In particular, the party must act keeping in view the lessons it got from West Bengal poll last year. The whole discussion has been organized under ten headings below.

Stellar performance of last 5 years suggests certain win for Yogi led government

To start with, the performance of Yogi government has been exceptional under various parameters and these benefitted the common people the most. To quote examples- law and order, crushing of mafia, women security, building roads medical colleges health facilities, giving free electricity and cooking gas connections, giving poor families homes under PM Awas Yojana, free health insurance to poor, improving road qualities and electricity supply across the state.

Another equally important fact attaching to these developmental work has been honesty, transparency and an unbiased approach in their implementation. That has further amplified the scale of benefits for the poor. As a matter of fact, so much of welfare work at such large scale with such honesty and transparency at such speed has never happened in any state in the history of independent India. No doubt and even the opposition parties will confess in private,  these have greatly benefitted very large numbers of poor and common people. They are the largest chunk of voters and Yogi should be their natural choice.

In that case, what makes some leaders leave the winning side?

The common sense conclusion is therefore a certain win for a regime that has done so much for the vast majority. Why then some of its MLAs and a few ministers are leaving the party on the eve of the poll?

To understand their behaviour let us first look at what these leaders cited as reasons for their exit. Their two common refrains are: (a) the government was not doing sufficient for the poor and down trodden; and, (b) they were not getting opportunities to work for common people or even getting suffocated in the Yogi government.

Prima facie, the first of the above two points is absurd in view of all round welfare work done by Yogi government during last 5 years. This logic merits no further attention. The second point however is intriguing. It is evident that these leaders’ feeling of getting suffocated in the government and inside the party were directly proportional to the scale and honesty of implementation of a stupendous volume of developmental work and welfare schemes. That itself speaks volume!

Defectors are helping BJP to get rid of public wrath against non-performer MLAs

These leaders through their ‘suffocation’ statement are sending a clear message. It is that they were not part of the development work for last 5 years and their re-election in BJP ticket could potentially impede the course of development and welfare schemes and work in Yogi’s next term. It is probable that their erstwhile party understood it and were not in favour of getting them tickets. If that is indeed the case, their defections have been good riddance for BJP. Simultaneously it spells bad omen for parties to whom they are defecting. They are carrying with them the negative feelings of constituencies they had earlier represented.

The defectors NPV or Net Present Value is ‘zero’ now

Let us look at the matter from a fresh angle. We know that upon election a MLA has a shelf life of 5 years. As one wins an election, the parliamentary system vesta a MLA with some value. That political value keeps declining with passing time. On the eve of next election, it becomes near zero. His value at that point of time then becomes fully dependant on quality and quantity of public service he or she has performed during last five years. It is not difficult to see that in case of these defectors, their value is almost zero now. Therefore, they are clearly non-factors and their defections would be non-events but for media highlighting them.

Defectors give BJP flexibility to choose new worthier candidates without frictions

It needs to be understood that these defections per se are inconsequential for the ruling party. As a matter of fact, the more non-performing MLAs of BJP defect, the greater is the advantage for the party! As already said, they are of ‘zero value’ and their desertions give flexibility in new candidate selections and reassure voters that the party would set better candidate in their constituencies in the present election.

However, there is an important caveat.  It need to be clearly mentioned that selection of right candidates will be the real challenge for the party in general applicable to all constituencies, and that task must be addressed diligently, more so in the defectors’ constituencies. Let us examine the issue in details.

Newly elected MLAs should be able to contribute more actively to building a resurgent UP

There have been several reports in social media that during his present term, the chief minister had to depend more on the bureaucracy than on his MLAs in general to deliver the extra ordinary performance that his government did. There is no doubt that the Yogi-led government’s performance was due superhuman efforts that owed mostly to a leader of exceptional vision and abilities. He was impatient to deliver and when many of his peers were not able to put in commensurate efforts, he leveraged bureaucracy to implement schemes. The lack of due initiative on the MLAs part was not quite unexpected as conventionally the MLAs across the country are accustomed to power and privileges than hard work. If Yogi returns to the helm in 2022, and the process of development has to be strengthened and made more sustainable, the new set of MLAs must participate in the ‘Karma Yagna’ in more wholesome ways. That alone would keep pushing the province to the centre stage of India, as a whole.

Viewed from the above angle, again, the spate of defections from BJP therefore comes as blessings in disguise to the party. Not only would their defections remove negative tinges of anti-incumbency for the party in those constituencies, it would give Yogi the much needed opportunity to identify able, loyal, hardworking, public service-spirited candidates who can work hand in hand with him in the next term.

The criticality of choosing right candidates is the biggest challenge for BJP

This said, now let’s examine the matter in greater details. It is about the principles of selection of candidates in general and these constituencies in specific. Keeping in view the need to keep the momentum of good work going, positioning UP on its trajectory as one of the most important economically and socially developed states, and putting up a shining example to rest of India what can the spirit of civilizational Bharatvarsha achieve, greatest care must be exercised in candidate selection. This cannot be done in the conventional way by mere imposition of High Command’s choice. Yogi Adityanath is the person in charge and he must be given as much weightage as he wants in the selection process. He has successfully implemented a model and must have full leeway to take that process forward. Therein lies the future of UP and India.

BJP must not fall into media trap

The media meanwhile is trying its best to influence this very process of candidate selection. It has been weaving stories of merits of caste-calculation and claiming caste-alienation associated with defection of individual MLAs. These are utter nonsense. Poll after poll have proved that good governance has swept aside all caste arithmetic and consideration. Voters are intelligent and they can discriminate. They know if Yogi does not come back, the host of developmental work will be put to backburner and their dream of UP’s emergence in the centre stage will vanish in no time. BJP must not fall into the media hype and trap. It must ensure putting up right candidates in the place of these defectors.

BJP can ignore lessons of West Bengal elections only at its own peril

In this regard, BJP must never forget the bitter lessons of West Bengal poll, of which wrong selection of candidates was probably most important. Unfortunately in that province, leaders from the centre and other provinces who did not have knowledge of the subtleties of local politics and issues had dominated over the selection process. Several defectors from other parties were given tickets ignoring the loyal old and trusted party leaders and workers. Result? Several of them acted as saboteurs and most of them lost badly. The position in the state is so bad now, the party workers so demoralised and public confidence in the party so much eroded that political analysts feel BJP probably may not be able to retain even half of the LS seats it had in 2019.

UP win is a must if BJP led NDA has to win Lok Sabha Poll in 2024

Clearly, BJP cannot take chances in UP yet again. If it fails to return with a good majority in this state, the hope of winning LS in 2024 will be badly thrashed. On the other hand, a convincing win will badly demoralise its opposition and keep at bay all anti-Indic civilization forces and pave ways for an easy victory for Modi-led NDA. Therefore the party must tread cautiously. It need to understand the spates of defections is a great opportunity to architect a bigger win now than 2017. It also must equally be aware that unless it puts right candidates it will squander that opportunity and spoil its chances in UP in 2022 and LS two years later!

UP + YOGI= UPYOGI, Let me explain why!

Once more, time to perform our democratic duty has come knocking on our doors. Once again, it’s time to make every individual vote to count in choosing the best possible candidate for the representation of millions. The collective wisdom of the society is put to test as the state gears up for yet another election.

As a ‘UP wala’, I am ready to play my role in this election that will decide the fate of my state from March 2022 to March 2027. In the last election, we voted without a ‘CM candidate face’ from BJP and gave a thumping majority by putting our faith and trust in Mr Modi alone. Fortunately, this time, we don’t have to rely on Mr Modi leadership alone, as his trusted appointee to the CM position came out with flying colours in his tenure from 2017 to 2022. It’s time to re-elect Shri Yogi Adityanath Jee based simply on his list of goals achieved as Chief Minister of UP.

UP always had all the resources, the funds, the will-power of people, the weather, water, fertile land, proximity to the capital and played a major role in nation’s politics. However, for unfathomable reason the state itself remained in pathetic condition, without basic facilities like access to electricity, water, housing, toilets, good roads, medical and engineering colleges of repute and to top it all a less than appropriate law and order situation.

We always had the best of students being selected for prestigious and ‘hard to get’ professions such as UPSC, Medical, Engineering and PHD fields. The state was the epicentre of spiritual, religious, cultural and education in India since ages. Yet, we remain less than developed, always to be smirked upon by other states and a synonym of poverty and corruption.

Did anyone bother to think what, where, why, when and how, it all went so horribly wrong for Uttar Pradesh? Possibly when a huge state walks like a giant, condition of tail dragged in mud is inconsequential for the head.

In my opinion, the root cause of all that ailed UP so far (no surprises here!) was the dismal Law and order situation. A weak law and order situation gives birth to ‘colony of small goons’ who create a localized ruckus and trouble for the local residents. This model scaled up to a district and state level and before you know what’s happening, big crime syndicates got established. The crime flourished and started to engulf everything that was good and gave birth to the moss of corruption and violence everywhere. Businessmen were troubled for ransom or protection money and then the ill-acquired wealth was distributed among policemen and politicians to make the newly developed business model of crime to become sustainable, scalable and gain permanence.

History clearly shows many CMs coming and going and fail invariably to do anything about the crumbling law and order situation. The state continued on the road to destruction despite giving clear majority to all politically available options. No one could control the criminal masterminds as all politicians, big or small, were somehow related to these syndicates in some manner or other and were the beneficiary of this system directly or indirectly.

Then came the election of 2017. The public was already disappointed with two of the major political forces that were elected with absolute majority, BSP in 2007-to 2012 and SP in 2012 to 2017, respectively. Having watched UP going worse to worst, citizens on a subconscious level decided to take a chance on BJP under the leadership of Mr Modi. By 2017, we had all witnessed Mr Modi leadership skills for 3 years in India and abroad and had accepted him to be the tallest leader in India. A ray of hope emerged. UP believed a better future, a Gujrat Model might just be possible and hence, BJP won majestically!

Mr Modi chose Shri Yogi Adityanath jee to be the CM probably because of his strict work ethics and the fact that he was detached from the worldly materialism and muddy politics. It appeared he would be the task master with “Seedhi baat, no bakwaas” approach and may be, just may be UP would be whipped into shape.

Shri Yogi Adityanath jee created a task force of chosen bureaucrats and police officers to start cleaning of the law and order system. Many big names in the crime syndicates were either arrested or forced to leave UP. Once the whip was cracked at the top, the bottom dwellers thugs on street were straightened out automatically.

UP saw a big change in the law and order situation and rest everything started to fall in line as the hard working people knew how everything else could be done anyways and since ages. Shri Yogi Adityanath jee also completed many other developmental projects and that is a fact which can be noticed by the people who are willing to find it with their eyes and ears open. Neither the work can be proven to the agenda filled minds with perpetual hatred for the Bhagwa and nor it is needed to be proved to them. They are not the audience of this article anyways.

Now comes the election for 2022 and we all must realize the hard work that has gone into making UP what it is today and to note that smaller thugs were not put in jail and they are simply keeping a low profile and abiding their time. Within minutes of change of Government and change of CM, these small scale thugs will re-appear, unite and bring back the criminal syndicate alive as there will be no restrictions left. Recent social media clips give the tell-tale stories of such elements craving to re-appear and reclaim their syndicate.

Do we want that to happen? Do we doubt whatever is written here is beyond any solid background although with marginal assumptions? Do we choose a government for our caste members or for our society and state? Do we not have any obligation to make sure UP is not derailed from the path it has taken now? Do we?

India needs enhanced research funds in the 2022 budget for the global scientific leadership aspiration

Scientific research and development (R&D) is the foundation of productivity, progress, and prosperity of a country. Expenses on R&D is an investment for sustainable economic growth and, hence, is one of the indicators of the country’s vision of development. For this reason, developed countries SPEND more of the Gross Domestic Product (GDP) toward R&D.

The accelerated upward trajectory on the global scientific platform requires two focused fronts – first, the allocation of funds, and the second, research management creating an enabling ecosystem for research. Let’s look at India’s commitment on these two fronts in relation to its attempt to become a world leader on its own strength.

First, the budgetary provision in India for public sector research. In the 2020 Budget, the allocation for all the scientific and technical research was Rs 30516 crore. In 2021, it plunged to Rs 24815 crore, about 19% less than in the previous year. A similar reduction (20%) was reflected in the fund allocated to the Department of Science and Technology. Research projects run for several years. Such sudden reduction of funds in a year is the cause of instability in the research ecosystem and hence, research output.

It is true that the country’s 2021Budget saw a new visionary National Research Funds (NRF) of Rs 50000 crores for five years for research in all the disciplines. Another boost was Rs 4000 crore for Deep Water Mission. Competitive research projects got an impetus. With these additional funds, the total research allocation increased substantially and India jumped two positions up from 5th in 2019 to 7th in 2021 at the global level. But is it enough to become a global research leader?

In 2021, China with R&D expenses of US$ 621.5 billion occupied the first position followed by the US with US$ 598.7 billion. India’s expenditure was US$ 93.5 billion, accounting for 15% of that in China. Expenditure on R&D as a percent of GDP in 2019 exceeded 3% in most developed countries. Israel topped with 4.9% of the GDP. It was followed by South Kores (4.6%), Taiwan (3.5%), Sweden (3.4%), Japan, Germany, and Austria (each 3.2%), and the US (3.1%). China’s expenditure was 2.2% (14th position) as against 0.65% of India (54th position). However, the percent value on research should be taken in conjunction with the amount of GDP. The GDP of the US was more than US$ 20 trillion, China’s more than US$ 13 trillion, and India’s about US$ 2.6 trillion. Thus the low GDP and a small percent share together act as a barrier for the fast growth of the research in India.

On mining deep, the picture of India is still worse. South Korea ranks first on per capita expenditure on R&D (US$ 1935). It was followed by the US (US$ 1866) and Singapore (US$ 1832). The corresponding figure was US$ 368 for China (33rd position) and US$ 43 for India (70th position).

The low expenditure on research is chronic in India. But the worrying is that it continued to decline during the last 15 years. It declined from 0.81% in 2005-06 to 0.69% in 2015-16 and further to 0.65% in 2019. Only the 2021 budget saw some upward figure. It is noteworthy that the Economic Advisory Council to the Prime Minister recommended increasing the research share to 2% of GDP.

Impact of low R&D funds

It is difficult to directly link productivity with R&D funding on a year-to-year basis. However, immediate output from the R&D funding can be assessed indirectly. First, the number of researchers in India is a fraction of the most developed countries. For example, the number of researchers per million people in 2017 was 8342 in Israel, 7597 in Sweden, and 7498 in South Korea as against just 255 in India. Second, the immediate output from the research labs is scientific publication. Each year Nature publishes high-quality publications in natural science journals.  In 2020 the Index was highest, 20677 for the US, followed by 14256 for China. The corresponding count was 1039 for India. The third concern is the sliding downtrend of quality publications in India. Many Asian countries showed a positive gain in counts in 2020 compared to 2019. However, it declined in India by -3.8%. All these indicate that quality scientific research is the casualty due to the meager research funds.

Research Management

Enabling the research ecosystem is essential for quality research output. In addition to infrastructure, manpower engagement and timely release of funds are two other key factors for carrying out the research efficiently. Up to now, the research institutes are engaging the scientific and technical staff in schemes and the scheme-incharge is given the freedom to select suitable personnel through open advertisement. This established system got to change now. The Ministry of Earth Sciences issued an Office Order in December 2021 that all the scientific and technical staff of a project would be engaged through outsourcing agencies. Until now, the role of outsourcing agencies was restricted to supplying non-technical staff such as security staff and labourers.  In the new system, it is not known how the middleman is competent enough to scrutinize and shortlist the highly qualified research personnel. Further, the new process may not be likened by the self-esteemed research aspirants to go to outsourcing agencies. It is also possible that in the situation of widespread unemployment, less competent persons may manage to succeed by using influences.

The second aspect of good research management is the timely availability of funds. In the existing system, funds are released in installments. The installment at the beginning of a financial year is generally delayed for which the salary and wages are held up unpaid for a few months. It is high time now to change the system so that the research program should not suffer from the unavailability of committed funds. In the United States, National Science Foundation releases funds at one go. It is proposed that a similar system is needed in our country for the smooth running of the research projects, at least for the projects sanctioned under NRF.

The third point to be noted here is very interesting. In several Ministries and Departments, the share of administrative expenditure and salary from the allocated funds is quite high, leaving only a small amount for the purchase of research materials. As per the media reports, the quantum of administrative expenses (10%) in the Indian Council of Agricultural Research (ICAR) was nearly 1.5 times the research expenses (7%). The bulk share goes to salaries. It is time now to minimize these expenses and the savings from it need to go to the core expenses of the research. The reform needed is to reduce administrative manpower, enhance digital power and thus increase efficiency in research management.

Agricultural Research

Agriculture contributes about 14% of the country’s economy and 42% of total employment. September 2021 data shows that GDP from agriculture was Rs 4076 billion, which was much more than from construction (Rs 2405 billion) and about 70% of that from manufacturing (Rs 5867 billion). However, lion’s share of research funds goes to institutes of Engineering and technology. The share of ICAR was about 11% of the budgetary allocation of research funds in 2017-18 as against 32% to DRDO and 19% to space research. ICAR is one of the largest research organisations in the world. It provides research funds to 103 research institutes, 75 agricultural universities, 82 research projects, and 11 Agricultural Technology Application Research Institutes, networking 721 Krishi Vigyana Kendras. In 2020, it received Rs 7846 crore out of a total of Rs 14065 crore allocated to agricultural R&D. Of the amount received by the ICAR, only 7% was spent on research and operational expenses. As agricultural research is mostly field-oriented, much of the funds go to field works including the hiring of labours, and about less than 2% is actually incurred for research consumables.

In conclusion, it can be said that the prevailing scientific ecosystem in the country’s public sector needs to be enabled by incremental growth of the research funds by 22% each year over the base year 2021, so as to achieve the total budgetary research funds reaching 2% of the country’s GDP in next five years. Climate change requires more research on health, Lifesciences, agriculture, and climate science. Last year research funds on health sciences witnessed a quantum jump of 26%. But the health of humans, animals, and plants are integrated together as one health. It is prudent to strengthen our total research system and spend more on all the priority sectors for accelerating our upward research performance trajectory. It is hoped that 2022-23 Budget allocation will reflect such a new thrust to scientific research.

धर्मनिरपेक्षता की लक्ष्मण रेखा

वैशेषिक दर्शन मे महर्षी कणाद ने कहा हे कि लैकिक एवं परलौकिक सुख प्राप्ति का मार्ग ही धर्म है। लौकिक हेतु श्री समृद्धि युक्त स्वस्थ एवं सुखी जीवन एवं परलौकिक हेतु निष्ठा पूर्वक स्वधर्म पालन आवश्यक है। इसमे राजकीय हस्तक्षेप बाधा ना बने यही धर्मनिरपेक्षता है। परंतु स्वधर्म पालन दूसरों के लिये समान लक्ष्य प्राप्ति मे अवरोधक ना हो यह धर्मनिरपेक्षता की सीमा है। यह सीमा अलंध्य बनी रहे एवं संविधान निर्दिष्ट नागरिक कर्तव्यों के दायित्व बोध, की सजग निगरानी सरकारों का कर्तृत्व है। जिसके निष्पादन मे मामूली विक्षेपण सांप्रदायिकता रूपी अग्नि प्रज्वलन का हेतु बनता है। यह अग्नि ना केवल समाज अपितु राष्ट्र एवं लोकतंत्र को भस्म कर देने मे समर्थ होती है। इसके भयावह चेहरे से भारत अपरिचित नही।

सन 1947 के विभाजन की विभीषिका स्मरण करें जब सिंध पंजाब एवं बंगाल जल उठा था एवं धार्मिक उन्माद की अग्निशिखा ने संपूर्ण भारत वर्ष की आत्मा को झुलसाया था। दोबारा साम्प्रदायिकता के इस विषधर ने 1990 मे कश्मीर मे फण फैलाया एवं समूची मानवता को तार तार किया। सत्तासीन जिम्मेदार लोग आंखों पर धर्मनिरपेक्षता की पट्टी बांधे मौन रहे। स्थिति आज और अधिक चिंताजनक है, क्योंकि तथाकथित धर्मनिरपेक्ष राजनैतिक दल इस आग की ओर से ना केवल आंखे मूंद रहे वरन् क्षुद्र राजनैतिक हितों के ख़ातिर सांप्रदायिक तत्वों को प्रश्रय देने का महापाप भी कर रहे है।

ताज़ा उदाहरण प्रधानमंत्री की पंजाब यात्रा मे राजनेताओं द्वारा उत्पन्न अवरोध सहित बंगाल उत्तरप्रदेश पंजाब आदि प्रांतों का वर्तमान राजनैतिक परिदृश्य है। जहां येन केन प्रकारेण सत्ता हथियाने के लिये लोकतांत्रिक मूल्यों की धज्जियाँ उड़ाते अधिकांश राजनैतिक दलों के लिये मानो क्षेत्रीयता एवं सांप्रदायिक विद्वेश को हवा देते भड़काऊ बयानों के अतिरिक्त कुछ भी करणीय शेष ना हो ऐसे विष वमन द्वारा समाज मे उत्पन्न आपसी वैमनस्य कालांतर मे हिंसक उत्पातों मे बदल जाता है। प्रधानमंत्री एवं मुख्यमंत्री के कार्यकाल समाप्त होने पर पुलिस कर्मियों को देख लेने जैसे बढ़ बोले बयानों के साथ देशभर मे हिंसक घटनाओं के विस्तार की खुली धमकी पानी के नाक तक पहुंचने का पूर्व संकेत है। ओर राजनैतिक लाभ हानि का सतत आकलन करते राजनेता इसे समयानुसार एवं क्षेत्रानुसार हवा देकर भारतीय लोकतंत्र की श्वास अवरूद्ध करने पर आमादा है। इस दिशा मे इनके कुत्सित प्रयास का आरम्भ कोरोना महामारी के विरूद्ध जंग मे झूठी अफ़वाहों द्वारा धार्मिक आधार पर विघ्न डाल कोरोना वेक्सीन कार्यक्रम को असफल करने का षड्यंत्र, किसान आन्दोलन की ओट मे मृत खालिस्तान आन्दोलन के पुनर्जन्म की देशद्रोही साजिश को मौन समर्थन, राष्ट्रीय संपदा को क्षति पहुँचाता गत वर्ष गणतंत्र दिवस पर दिल्ली मे अराजक तत्वों का उत्पात, प्रधान मंत्री की सुरक्षा में चूक पर मुख्य मंत्री द्वारा अपने लोगों पर कार्यवाही ना करने वाला बयान आदि घटनाओं मे देखा जा सकता है।

एक मुख्यमंत्री ने पुन: देश विभाजन की भूमिका के रूप मे बेशर्मी से देश मे चार राजधानियों का सुझाव दिया था यद्यपि ये घटनाऐं प्रकट रूप से सांप्रदायिकता या धर्मनिरपेक्षता से संबद्ध नही लगती तथापि कानून एवं व्यवस्था को बहाल करने हेतु अंतिम विकल्प के रूप मे शासन द्वारा बल प्रयोग करने पर ये आन्दोलन निरंकुश होकर सांप्रदायिक रूप ले सकते है। स्वातंत्र्योपरान्त प्राय: ऐसी घटनाओं की परिणति शासन द्वारा बल प्रयोग ना करने पर भी सांप्रदायिक दंगों मे होकर उत्पाती तत्व धर्मनिरपेक्षता के आवरण मे कानूनी कार्यवाही मे रियायत पाते देखे गये हैं, क्योंकि लोकतंत्र मे किसी भी मुद्दे पर निर्णायक लड़ाई के लिये संख्या बल का विशेष महत्व होता है और धर्मनिरपेक्षता के कवच मे सांप्रदायिक ध्रुविकरण संख्या बल जुटाने का आसान मार्ग है। खास तौर से जब मुद्दे लचर एवं प्रभाव हीन हो तब धूर्त आयोजक कमज़ोर होते आन्दोलन मे साम्प्रदायिकता का परोक्ष तड़का लगाकर आमजन को भ्रमित कर सरकारों को झुकाने मे आंशिक ही सही कामयाब हो जाते है इसका प्रत्यक्ष उदाहरण किसान आंदोलन की परिणति है। उचित अनुचित का भेद किये बिना सांप्रदायिक तत्वों के मंसूबे नाकाम करने के लिये सरकार ने कृषि कानून वापस लिये क्योंकि यहां सरकार को किसान से अधिक सिक्ख, जाट एवं पंजाब विरोधी प्रचारित करने का कुचक्र चल रहा था।

ऐसे आंदोलनों मे शरारती तत्वों द्वारा प्रायोजित हिंसात्मक गतिविधियां कानून व्यवस्था का विषय होने पर भी धर्मनिरपेक्षता की जंजीरों मे जकड़ा प्रशासन जाति व धार्मिक समुहों पर सख़्त कार्यवाही से परहेज़ करता है। ऐसे आंदोलन सांप्रदायिक रूप तब लेते है जब बहकावे मे आकर आम निर्दोष जन इसमें भागीदारी करते है और दूसरा पक्ष भी इससे संक्रमित हो स्वाभाविक रूप से समान प्रतिक्रिया व्यक्त करता है ऐसी सभी घटनाओं मे प्राय: असामाजिक तत्वों को राजनैतिक दलों का परोक्ष संरक्षण प्राप्त रहता है। सत्तारूड़ दल कभी भी जन विरोधी विरोधी नीतियाँ नही थोप सकते यदि विपक्ष अपने उत्तर दायित्वों के प्रति सजग रहे असल मुद्दों को छोड़ केवल विरोध के लिये विरोध करना कमजोर एवं अकर्मण्य विपक्ष का लक्षण है। अपने पैरों तले खिसकती ज़मीन बचाने के लिये यदि सरकार का विरोध अनिवार्य हे तो पेट्रोल रसोई गैस एवं अन्य अनिवार्य जीवनोपयोगी सामग्री की कीमतों में हो रही बेलगाम वृद्धि, बेकाबू बैरोज़गारी, निजीकरण आदि मुद्धों पर आन्दोलन कर विपक्ष वांछित जनसमर्थन हासिल करने का प्रयास करे सामाजिक सौहार्द, देश हित एवं सामरिक विषयों पर सरकार का अंधा विरोध कतई आवश्यक नही है, विपक्षी दलों को विदेशी राष्ट्रघाती शक्तियों का मोहरा ना बन देश हित के लिये अनिवार्य निर्णयों मे सरकार का समर्थन करना चाहिये। राजनैतिक प्रतिबद्धताओं से मुक्त हो देश हित मे धर्मनिरपेक्षता जैसे संवेदनशील विषय की सर्वसम्मत लक्ष्मण रेखा का निर्धारण आवश्यक है। धर्मनिरपेक्षता और तुष्टीकरण पर्यायार्थी शब्द नही है। इस गणतंत्र दिवस पर सभी जागरूक नागरिक देश विरोधी गतिविधियों पर मौन राजनैतिक दलों के बहिष्कार का संकल्प लें यह सभी देश भक्त भारतीयों का राष्ट्रीय कर्तव्य है।

पिछले ५ वर्ष में योगी जी ने कौन सा विकास किया?

आओ हम तुम्हें बताते हैं गौर से पढना कि पिछले ५ वर्षों में कैसे एक योगी ने उत्तर प्रदेश को देखते हि देखते उत्तम प्रदेश बना दिया। जैसा कि पवित्र ग्रंथ भगवत गीता के अध्याय ९ श्लोक २२ में परमयोगी भगवान श्री कृष्ण स्वय कहते हैं:-

“अनन्याश्चिन्तयन्तो मां ये जना: पर्युपासते।

तेषां नित्याभियुक्तानां योगक्षेमं वहाम्यहम्।। गीता ९/२२।।

अर्थ: जो भक्तजन अनन्य भाव से मेरा चिंतन करते हुए मुझे पूजते हैं, ऐसे नित्ययुक्त साधकों के योगक्षेम को मैं स्वयं वहन करता हूं।
व्याख्या: जिस व्यक्ति के मन में हर समय केवल परमात्मा ही बसें हों और उनसे बढ़कर दुनिया में उसके लिए अन्य कोई न हो, वही भक्त है। भगवान कह रहे हैं कि जो भक्त केवल मेरा ही हर पल चिंतन करते हुए अन्य कोई भी भाव को अपने भीतर नहीं लाता और केवल मेरा ही पूजन करता है, ऐसे निरंतर परमात्मा से जुड़े साधकों की साधना की रक्षा मैं स्वयं करता हूं।अर्थात भक्त ने जो भी साधना आज तक की है, वह संस्कार रूप में चित्त में जाकर इक्कट्ठी हो जाती है, फिर उसका नाश नहीं होता, क्योंकि परमात्मा उसकी रक्षा करते हैं और वह साधना, साधक को अध्यात्म मार्ग में आगे बढ़ने के लिए प्रेरित करती रहती है।

उत्तर प्रदेश के सम्माननीय मुख्यमंत्री श्री योगी जी ऐसे ही भक्त हैं, जिन्होंने अपने सेवा धर्म का ह्रदय से पालन करते हुए उत्तर प्रदेश की धरती पुन: पवित्र कर दिखाया। एक योगी के धर्म का पालन करते हुए उन्होंने भेदभाव रहित सुशासन किया और अत्योन्दय के परिकल्पना को साकार करते हुए समाजिक सरंचना मे सर्वाधिक उपेक्षित गरीब, वंचित, शोषित और पीड़ित को मुस्कराने का अवसर प्रदान किया।

सर्वप्रथम हम किसान भाइयों के विषय में उल्लेखनीय कार्यों कि सूची हम दर्शा रहे हैं, आप भी ध्यान दे दीजिये:-
किसान:
१:- प्रदेश के ८६ लाख किसानों का ३६ हजार करोड़ रुपये का कर्ज माफ कर दिया; २:-सरकार द्वारा ४३५ लाख मीट्रिक टन खाद्यान्न की खरीद की गई और किसानों को ७९,००० करोड़ रुपए का भुगतान किया; ३:- ४५.५ लाख से अधिक गन्ना किसानों को १.३५ लाख करोड़ से अधिक का भुगतान किया; ४:-३.५ लाख करोड़ से अधिक का फसल ऋण वितरण किया;
५:-३.७७ लाख हेक्टेयर से अधिक अतिरिक्त सिंचाई क्षमता में वृद्धि कि गई; ६:-निराश्रित गौवंशों के लिए आश्रय स्थल का निर्माण करवाया; ७:-गौवंशों के पालकों को प्रति गौवंश प्रति माह 900₹ की सहायता देना; ८:-एमएसपी पर रिकॉर्ड खरीद करने वाला प्रदेश बना; ९:-कोरोना कालखंड में ३७८ लाख मीट्रिक टन खाद्यान की खरीद की गयी; १०:-उत्तर प्रदेश किसान समृद्ध आयोग का गठन करके १.८० करोड़ से अधिक किसानों में किसान क्रडिट कार्ड बांटे गए; ११:-२० नये कृषि विज्ञान केंद्रों की स्थापना की गयी;१२:- ४५ कृषि उत्पाद मंडी शुल्क से मुक्त की गई; १३:-मुख्यमंत्री कृषक दुर्घटना कल्याण योजना के तहत 500 करोड़ का बजट बनाया गया;१४:- मंडी शुल्क में १ प्रतिशत की कमी की गयी; १५:-भारत सरकार ने योगी सरकार को २ करोड़ रुपये के कृषि कर्मण पुरस्कार से पुरस्कृत किया; १६:-मछली पालन के लिए ठेका की अवधि तीन वर्ष से बढ़ाकर 10 वर्ष कर दी गयी; १७:- कृषि फसल बीमा योजना, प्रधानमंत्री सीचाई योजना, प्रधानमंत्री आवास योजना और हर वर्ष किसानों के खातों में ६००० रुपये डालने से किसानों कि स्थिति में अभूतपूर्व सुधार हुआ है।और उपरोक्त सुधारो को विपक्ष आँखे खोलकर अनदेखा करता रहा है।

अब् आइये देखते है कि योगी जी ने स्वास्थ्य के क्षेत्र् में क्या विकास दिया है उत्तर प्रदेश को:-
१:-उत्तर प्रदेश के ५९ जिलों में से प्रत्येक में कम से कम १ क्रियाशील मेडिकल कॉलेज की सुव्यवस्था;२:- ३५ नए मेडिकल कॉलेज का निर्माण कराया; ३:- पीपीपी मॉडल पर १६ जिलों में शुरू हुआ मेडिकल कॉलेज का संचालन; ४:-गोरखपुर व रायबरेली में एम्स(AIIMS) का संचालन; ५:-पूर्वांचल में इंसेफेलाइटिस की गंभीर बीमारी में ९५% कमी

१:- ८२ लाख एमएसएमईज को २१६० करोड़ रुपये का ऋण मिला है जिससे लगभग 2 करोड़ लोगों के लिए रोजगार के अवसर का निर्माण हुआ; २:-४.५ लाख सरकारी पदों पर नियम क़ानून के साथ भेदभाव रहित भर्ती कि गई; ३:-कोरोना कालखंड में दूसरे राज्यों से आए ४० लाख से अधिक श्रमिकों को रोजगार से जोड़ा गया; ४:-मनरेगा में १.५ करोड़ श्रमिकों को १०१ करोड़ से अधिक मानव दिवस का रोजगार दिया गया; ५:- प्रधानमंत्री मुद्रा रोजगार योजना ने युवाओं को मालिक बनने का सुअवसर प्रदान किया; ६:-स्टार्टअप इंडिया और मेक इन इंडिया ने रोजगार के नए अवसर प्रदान किए।

रोजगार, स्वास्थ्य और इन्फ्रास्ट्रक्चर के विकास के पश्चात शिक्षा के क्षेत्र् में किया गया योगी जी का विकास, एक दृष्टि तो डालिये:- १:-मुख्यमंत्री अभ्युदय योजना के तहत प्रतियोगी अभ्यर्थियों को परीक्षा की तैयार के लिए निःशुल्क कोचिंग सुविधा; २:- ३ नए राज्य विश्वविद्यालय की स्थापना; १९४ राजकीय माध्यमिक विद्यालय और ५१ राजकीय महाविद्यालय की स्थापना; ३:- २८ इंजीनियरिंग कॉलेज की स्थापना; ४:-२६ पॉलीटेक्निक कॉलेज की स्थापना; ५:-७९ आईटीआई की स्थापना; ६:- २८४ इंटर कॉलेज की स्थापना; ७:- ७७१ कस्तूरबा विद्यालयों की स्थापना; ८:-१.३५ लाख से अधिक सरकारी स्कूलों का कायाकल्प; ९:-प्राथमिक विद्यालय में बच्चों को निशुल्क ड्रेस, जूते मोजे, स्कूल बैग और पुस्तकों का वितरण; १०:-बालिकाओं के लिए स्नातक तक निःशुल्क शिक्षा; ११:- १.७८ करोड़ से अधिक छात्र छात्राओं को १३,६00 करोड़ से अधिक की दशमोत्तर छात्रवृत्ति का दिया जाना। इस प्रकार योगी जी ने बचपन से लेकर पोस्ट ग्रेजुएशन तक शिक्षा के प्रबंधन में अभूतपूर्व और अति उल्लेखनीय कार्य किया।

अब हम क़ानून व्यवस्था के बारे में कैसे भूल सकते हैं, इसका उल्लेख तो होना हि चाहिए:-सुशासन: १:-गुंडे माफियाओं की २,००० करोड़ से अधिक की संपत्ति जब्त; २:-स्वामित्व योजना का सफलतापुर्वक क्रियान्वयन; ३:-वीरासत अभियान के तहत जमीन से जुड़े ८ लाख से अधिक मामलों का निस्तारण; ४:-२०१३ के बाद यूपी में क्राइम रेट सबसे कम; ५:- सभी १५३५ थानों पर महिला हेल्प डेस्क स्थापित; ६:-दंगाइयों के खिलाफ कानून;७:- लव जिहाद, जबरन धर्मांतरण के खिलाफ कानून; ८:-प्रदेश में २१३ नये थानों की स्थापना की गयी; ९:-प्रदेश में ई-टेंडरिंग की व्यवस्था शुरू की गयी; १०:- रोमियो दस्ते का निर्माण और क्रियान्वयन; ११:- खूंखार अपराधियों का एन्काउन्टर;१२:- आतंक और अपराध के प्रति zero tolerance कि निति का कड़ाई से पालन। इस प्रकार जनता को खुलकर जीने और अपराधियों को खौफ में जीने का अवसर योगी जी के सुशासन ने दिया।

सबका साथ सबका विकास के कथन को चरितार्थ कर दिया योगी जी ने, आइये देखिये कैसे:-
१:-हर घर नल से जल योजना के तहत ३० हजार ग्राम पंचायतों में शुद्ध पेयजल की योजना लागू की गई है; २:- प्रधानमंत्री आवास योजना के तहत ४२ लाख से अधिक घरों का निर्माण किया गया और आवंटन किया गया; ३:-मुख्यमंत्री आवास योजना (ग्रामीण) के तहत १,०८,४९५ आवासों का निर्माण किया गया; ४:-बिजली की हर गांव, हर घर में पहुँच,, बिजली का दाम आधा किया; ५:- १.२१ लाख से अधिक गांवों को निर्बाध बिजली आपूर्ति; ६:-निःशुल्क कोविड जांच, निःशुल्क टीकाकरण और निःशुल्क उपचार ; ७:-९ करोड़ से ज्यादा लोगों को टीका लगाने वाला देश का पहला राज्य; ८:-२.७८ लाख COVID परीक्षण प्रतिदिन करने वाला पहला राज्य; ९:- COVID जाँच के लिए २३४ प्रयोगशालाओ का निर्माण; १०:-१.८ लाख कोविड बेड्स की उपलब्धता; ११:- ५५५ ऑक्सीजन संयंत्र स्वीकृत, ३९२ कार्यशील; १२:-वर्ल्ड हेल्थ ऑर्गनाइजेशन ने यूपी सरकार के कोरोना प्रबंधन प्रयासों की प्रशंसा की और इसका महत्व हम इसी बात से लगा सकते हैं कि अमेरिका दुनिया का सबसे विकसित देश होने के और सबसे बढ़िया स्वास्थ्य सम्बन्धित सुविधाएं जुटाने के बावजूद भी अपनी ३५ करोड़ कि आबादी में ६ लाख लोगों कि मौत को नहीं रोक पाया वही उत्तर प्रदेश में योगी जी के नेतृत्व में २५ करोड़ कि आबादी में से केवल २५ से ३० हजार नागरिकों को हि खोया, ईश्वर उन सबकी आत्मा को मोक्ष प्रदान करें। यही नहीं योगी बाबा ने हर वरिष्ठ नागरिक, विधवा, दिव्यांग और बेसहारा महिला को पेंशन देने का लक्ष्य निर्धारित किया और अब तक ९० लाख वृद्धों, दिव्यांगों, विधवाओं और निराश्रित महिलाओं को ₹५०० मासिक पेंशन देना शुरू कर दिया गया है इसके आलावा शादी अनुदान योजना के तहत १.५२ लाख गरीब कन्याओं का विवाह, अनुदान राशि ५१००० की गई वही ७ लाख से अधिक गरीब कन्याओं की पढ़ाई के लिए कन्या सुमंगला योजना के तहत सहायता पहुंचाई गई और तो और मुफ्त राशन के अलावा ८.८० लाख पटरी दुकानदारों को कोरोना कालखंड में १०००₹ का पोषण भत्ता भी प्रदान किया गया।

डबल इंजन का दम भी उत्तर प्रदेश में खूब दिखा जब योगी और मोदी जी कि जोड़ी ने विकास के नए नए आयाम स्थापित करना शुरू कर दिया उदाहरण के लिए:-
१:-यूपी में पीएम जनधन योजना के तहत ७.५३ करोड़ खाते खुले;२:- स्टैंडअप इंडिया योजना के तहत यूपी में १४८७२ खाते स्वीकृत हुए; ३:-प्रधानमंत्री सुरक्षा बीमा योजना के तहत यूपी में ५,२१४ दावों को १०४ करोड़ का भुगतान किया गया;
४:-प्रधानमंत्री जीवन ज्योति बीमा योजना के तहत यूपी में ३६,७२३ दावों को ७३४ करोड़ का भुगतान किया गया; ५:-यूपी में ५१.४० लाख लोगों को मिला अटल पेंशन योजना का लाभ;
६:-मुद्रा योजना के तहत यूपी में २.९० करोड़ लोगों को १.५० लाख करोड़ से अधिक का ऋण दिया गया; ७:- यूपी के १.५ करोड़ से अधिक परिवारों को मुफ्त उज्जवला गैस कनेक्शन दिया गया; ८:-२.६१ करोड़ से अधिक शौचालय का निर्माण कराया गया; ९:-आयुष्मान भारत योजना के अंतर्गत यूपी के १.२ करोड़ परिवारों को ५ लाख का स्वास्थ्य बीमा दिया गया; १०:-प्रधानमंत्री मातृ वंदना योजना से २५ लाख से अधिक माताएं लाभान्वित हुई; ११:-प्रधानमंत्री किसान सम्मान निधि योजना के तहत २.४१ करोड़ किसानों के खातों में ३० हजार करोड़ रुपये की राशि भेजी गयी! और ये सब हुआ जब केंद्र और राज सरकार के मध्य अद्भुत तालमेल हो।

योगी जी के द्वारा किये गए विकास के कार्यों का उत्तर प्रदेश को क्या फायदा हुआ? आइये देखें कैसे उत्तर प्रदेश बना उत्तम प्रदेश:- १:-भारत की जीडीपी में सर्वाधिक योगदान करने वाला देश का दूसरा राज्य; २:-प्रदेश की अर्थव्यवस्था १०.९० लाख से बढ़कर २१.७३ लाख करोड़ हो गयी; ३:-ईज ऑफ डूइंग बिजनेस रैंकिंग में यूपी 14वें स्थान से दूसरे स्थान पर पहुंचा; ४:- यूपी में १.८८ लाख करोड़ से अधिक का औद्योगिक निवेश हुआ; ५:-इन्वेस्ट समिट में ४.६८ लाख करोड़ के MoU पर हस्ताक्षर हुए; ६:-कोरोना कालखंड में ५६ हजार करोड़ का विदेशी निवेश प्रस्ताव प्राप्त हुआ; ७:-यूपी में सैमसंग का सबसे बड़ा मैन्युफैक्चरिंग प्लांट स्थापित किया गया; ८:-नोएडा में पहले डेटा सेंटर का निर्माण; ९:-यूपी में प्रति व्यक्ति आय दोगुनी हुई; १०:-दूध उत्पादन में उत्तर प्रदेश देश में पहले स्थान पर है; ११:- यूपी इलेक्ट्रॉनिक मैन्युफैक्चरिंग हब बन रहा; १२:-इसरो का RAC-S एकेडमिक सेंटर बन रहा; १३:-२०३० तक २३.५ गीगावाट का सोलर हब प्रस्तावित हुआ।

अब विपक्षियों योगी जी को शिक्षा, स्वास्थ्य, सुशासन, सड़क और बिजली पानी पर घेरने से पहले उपर्युक्त वर्णित अकाट्य तथ्यों व आकड़ो पर एक दृष्टि डाल लेना।

UP election: The perfect blend of “Kamandal and Mandal” politics

With more than 400 state assembly seats and around 80 loksabha seats UP tops the priority meter of any political party weather it is a National party like BJP or any small regional party. UP has more state assembly seats than all the seats of four states combined together (Manipur, Uttarakhand, Punjab, Goa). This clearly indicates the importance of UP elections. Political pundits too claim that the way to Delhi goes from winning in UP.

What is Kamandal and Mandal Politics?

BJP in the late 80s started the Ram Janambhoomi Andolan and majority of the Hindus attached themselves with it and this also helped him in the next series of elections, to counter this then Prime Minister Narsimha Rao in 1993, implemented the recommendations of Mandal Commission after green signal was received from Supreme Court of India.

This somehow divided Hindus in castes and finally provided the required and much needed oxygen to the various regional political parties which are mainly based on caste.

BJP in UP Elections 2017

After gaining more than 300+ seats in the 2017 elections on this own, BJP proved that it is not only concentrated in the Upper caste voters. BJP make coalition with small parties which have a strong hold in their caste. With one Deputy CM from Backward community one from Brahmin community BJP quite firmly balance the Mandal and kamandal politics in 2017. BJP also handed several turncoats politicians cabinet ministry.

About U.P Elections 2022

With BSP not soo active in this election and congress party with more than 30+ years out the govt in UP also not soo strong and faceless this time the only party to challenge the heavyweight BJP is for now is SP.

SP had managed to won the 2nd position in UP election soo far and now making it’s effort for the top.

For securing the top position, on the one hand SP chief Akhilesh yadav is merging small regional parties mainly the one from backward class, on the other hand he is also trying too woo Brahmins who are reportedly angry with the current Yogi government. For Jaats they have coalition with RLD, for non yadav OBC they have newly inducted Swami Prasad Maurya with them, for non Jaatav Dalit they have Rajbhar and some other too.

BJP on the other hand have Yogi from the Upper caste and Keshav Prasad Maurya from the backward caste. Also they a magnificent face of game changer Narendra Modi and Political expert Amit Shah with them.

With the beginning of Ram Mandir and Kashi Vishwanath corridor BJP manages Kamandal politics and with many prominent OBC, SC politicians and PM Modi have a strong hold in OBC and somewhat even Dalits BJP is also trying to strike other castes.

Congress government in Punjab has endangered Prime Minister and also the entire nation

“Divide & Rule” policy of Colonial East India Company continues to be the main strategy of Congress even in present day. Post independence congress party has been working for the interests one of family only and not for the nation. Congress party did not give due respects to non-dynast, non-Gandhi Prime Ministers of Congress party like Sri. Lal Bahadur Shastri & Sri. P. V. Narasimha Rao. Even the death of former PM Sri. Lal Bahadur Shastri is alleged to be a conspiracy. Congress can go to any extent to grab power. Ambush that happened in Punjab during visit of PM Narendra Modi is not a lapse of security, but a well-planned conspiracy executed deliberately with a malicious intent to harm Prime Minister of world’s biggest democracy. Congress government has colluded with protestors.

Punjab congress government was in collusion with the protesters in the pre-planned conspiracy

-SPG clearly provided intel input to Punjab state police on January 1 & 2, 2 to 3 days before visit of PM to Ferozepur. State police were provided information about protesters and possibility of road blockade by SPG. Intel notes clearly mentioned threat to PM from Pakistan based Islamic outfits, Khalistani groups & terror organizations. It was clearly mentioned that Pakistan based outfits wanted to revive militancy in election bound Punjab and were procuring militant hardware. It was clearly mentioned that PM visit on January 5th in Ferozepur could be blocked.

-Special Protection Group (SPG) clearly conveyed to state police about two options of travel from Bhatinda airport to proposed area of visit in Ferozepur. If climate conditions permit PM will reach site by helicopter. It was clearly intimated to state police that climatic conditions in that place are unpredictable and land route will be taken if climatic conditions do not permit.

-PM Modi was supposed to go by helicopter which was cancelled due to weather conditions and road route was taken. Information about the change of route was conveyed to state police. Congress govt alleged that plan to take road route was sudden. If it was suddenly changed how did the information leak to protesters?

-UPA denoted Maoist outfit Bharatheeya Kisaan Union E – Kranthikari (BKU) in Punjab was allegedly tipped off. BKU leader on camera told that state police informed them of PM’s schedule & path of journey.

-PM land route was informed to DGP.PM started after clearance from DGP. There was an estimated time gap of 145 minutes before PM reached the site.12 times there were phone calls between SPG and State police. Crowd gathered in this time. Why was SPG not informed about gathering of protesters? PM was allowed to travel on the proposed route only after clearance from state government. What was state police doing all this time?

-PM’s convoy was stuck for 15-20 minutes. During this time only SPG was protecting PM. State Police were not there.

-It was a known fact that the area is a sensitive border zone just 15 – 20 kms within artillery zone of Pakistan. State government knew this fact.

-Pro Khalistan outfit,Sikhs for Justice (SFJ)leader released a video threatening PM Modi. He clearly said PM Modi life will be endangered if he comes to Punjab.

-A video was released almost a year back by alleged protesters which had striking similarities in the way blockade happened over flyover. The video showed protestors blocking flyover using tractors & heavy vehicles, isolating PM Modi and surrounding him later.

-Gurupatwant Singh Pannu, Founder of “Sikhs for Justice (SFJ) released a video threatening Prime Minister. He went on to say that Khalisthan supporters showed their strength,humiliated PM & will continue to do in future.

-The Punjab government allowed protesters to gather. Congress spokesperson said that there were 10000 police personnel on duty during visit of PM. But, hardly few hundred police men were seen actually. The reality was only SPG was protecting PM when he was stuck on fly over. There were hardly few police men of Punjab on the fly over.

-As per section 14 of blue book of SPG the safety in the proximity of PM is the responsibility of SPG. State Police is responsible for security away from vicinity of PM, security along the route of PM, avoiding blockade along the route and sanitization of area of visit of PM.

-Punjab CM himself told that on January 5 early morning several protesters blocked the way from 3 AM to 6 AM near Ferozepur. Police cleared the route later. Punjab government very well knew about protesters and the site of block. Later, Punjab government allowed protesters to block the site.This clearly shows that it was planned and deliberate attempt by Punjab government to allow protesters to gather at the site and cause blockade.

-PM name was not mentioned in FIR. Trivial charges punishable up to fine of just Rs200 were levied on the protesters. Why put such trivial charges over a serious offence?

-CM of Punjab updated about security lapse to Priyanka Vadra. Why should Chief Minister of Punjab report to Party General Secretary?

-Supreme court lawyers received death threats from Khalistan terror outfits.

-A video showed police on duty revealing the details about role of Punjab government. Police himself told that Punjab congress government specifically instructed police not to take action against protesters and police were asked to tell details to protesters about route of Prime minister. Police informed the state government about the possibility of road blockade. State government specifically asked police not to clear the road blockade.

Conspiracy was against Prime Minister of nation and nation itself

The above facts clearly show that it was not just a breach in security, but a well pre planned conspiracy of Punjab government. Congress government with the intent to harm PM has harmed security of nation actually. It has emboldened the Khalistan separatists and encouraged terror outfits. The actions of congress government may also create Hindu-Sikh divide in Punjab. Punjab shares border with Pakistan. Pakistan based terror outfits are already encouraging Khalistan terror outfits in Punjab. Pakistan has used drones near Punjab border. Punjab police arrested SFJ leader recently in Ludhiana court blast case. Under such circumstances Punjab congress government has deliberately blocked PM Modi in such a precarious area just 15 km from Pakistan risking life of PM.SPG protected PM and took him safely back to airport.

Real situation in Punjab will be depicted by words of PM which he said to Police of Punjab while leaving Punjab “Say thanks to your chief minister that I could return alive till Bhatinda airport”.
