अंधविश्वास की आग से झुलस रही मानवता

मौबलिचिंग की घटना तो सारे देश में चर्चा होती है लेकिन अंधविश्वास की आड़ में डायन–बिसाही जैसी कुप्रथा की शिकार होती महिलाएं की हत्या अभी भी सामान्य सी होने वाली कानून व्यवस्था के कमी के अंतर्गत ही देखा जाता है। परंतु डायन कुप्रथा के कारण होती महिलाओं की हत्या का सिलसिला झारखंड में थमने का नाम ही नहीं ले रही है। हाल ही में जनवरी माह के 2022 में झारखंड के सिमडेगा जिले में डायन के नाम पर एक महिला को भीड़ ने जिंदा जलाने का प्रयास किया गया लेकिन वह उसके चंगुल से बच निकली। पिछले साल ही झारखंड के ही गुमला जिले के एक ही परिवार के पांच लोगों की हत्या कर दी गई। पुलिसिया कारवाई होने के बावजूद घटनायें रुकने की नाम ले रही है। झारखंड के दूरदराज़ इलाकों में जागरूकता और शिक्षा के अभाव के कारण ऐसी अंधविश्वास को बढ़ावा मिल रहा है। लेकिन सबसे आश्चर्यचकित करने वाली बात यह है कि 21 सदीं के वैज्ञानिकता की इस दौर में भी डायन–बिसाही जैसी कुप्रथा के नाम पर हत्याएं हो रहीं हैं।

झारखंड में डायन –बिसाही की पहली घटना पहली बार साल 1991 में प्रकाश में आया, जिसमें उक्त महिला को डायन के नाम पर प्रताड़ित कर उसके पति और बेटे को हत्या कर दी गयी। इसके बाद सरायकेला–खरसवाँ जिले के पद्म श्री से सम्मानित छुटनी महतो का 1995 में मामला आया, और अपने ऊपर हुए जुल्म को सहा। दर–दर की ठोकरें खानी पड़ी। अपनों के द्वारा ही घर से बेदखल कर दिया गया था, इस विकट समय में अपनों ने साथ छोड़ दिया था। परंतु वे हार नहीं मानी और डायन कुप्रथा के शिकार अन्य पीड़ित महिलाओं लिए उन्होने जमीनी स्तर पर काफी काम किया, क्योंकि डायन-बिसाही के नाम पर हो रही महिलाओं पर अत्याचार दिन–प्रतिदिन बढ़ते ही जा रहे थे। उन दिनों कोल्हान प्रमंडल में ऐसी घटनायें लगातार हो रही थी। इस प्रथा के खिलाफ जमशेदपुर अंतर्गत सोनारी के प्रेमचंद ने फ्री लीगल एड कमेटी नामक संस्था खोली। इस संस्था ने यूनिसेफ के साथ मिलकर जागरूकता अभियान चलाया ।इस अभियान में  कई बार संस्थान के सदस्यों पर जानलेवा हमले हुए। परंतु संस्था अपना काम बड़ी ही मजबूती के साथ करती रही।

देश के जिस राज्य में आदिवासियों की संख्या ज्यादा है, वहां डायन–बिसाही की बहुत बड़ी समस्या है और डायन जैसी कुप्रथा से प्रभावित झारखंड है। अगर औसत प्रतिदिन के हिसाब से देखें तो 2 से ज्यादा मामले डायन–बिसाही का होता है। डायन से जुड़े मामलों की छानबीन में कुछ अहम बातें सामने आई हैं, इसमें ज़्यादातर हत्या निजी स्वार्थ की वजह से की गई है। जिनमें पारिवारिक विवाद और जमीन हड़पने की नियत प्रमुख है। एक और वजह बहुत से मामलों में देखी जाती है। किसी के बीमार होने पर इलाज कराने तांत्रिक और ओझा-गुणी के पास पहुंच जाते हैं और उसके इशारे पर भी हत्या की घटना को अंजाम दिया जाता है। आमतौर पर गाँव में प्रचारित कर दिया जाता है कि डायन तंत्र –मंत्र से किसी की जान ले सकती है। इसके पास इतनी शक्ति है कि हरे–भरे पेड़ को सूखा सकती है, बच्चों को पल में गायब कर सकती है। गाँव में खुद को ओझा कहने वाले लोग गाँव की कमजोर, विधवा महिलाओं को डायन घोषित कर देते हैं और ग्रामीणों को उकसा कर उनकी हत्या कर दी जाती है। उन्हें मैला खिलाना, नंगा घुमाने जैसी जघन्य अपराध की जाती है। यूं कहें तो महिलाओं के शोषण का सबसे सरल तरीका अपनाया जाता है।

महिलाओं पर हो रहे अत्याचारों के रोकथाम के लिए कार्य कर रही फ्री लीगल हेड कमेटी तमाम धमकियों के बावजूद डायन प्रथा प्रतिषेध अधिनियम का ड्राफ्ट तैयार कर तत्कालीन बिहार सरकार को दिया। तत्कालीन मुख्यमंत्री राबड़ी देवी व उनके मंत्रिमंडल ने ड्राफ्ट को सही माना। अविभाजित बिहार ने इसे कानून का शक्ल देकर सन 1999 में  लागू कर दिया। यह देश की पहली सरकार थी, जिसने डायन प्रथा के खिलाफ कानून बनाया और इसके बाद छह राज्यों में डायन प्रथा प्रतिषेध अधिनियम लागू हो गया। झारखंड सरकार ने इसे तीन जुलाई 2001 को कानून बनाया।

डायन कुप्रथा के उन्मूलन के लिए राज्य सरकार की ओर से लगातार जनजागरूकता अभियान चलाने की जरूरत है। डायन प्रथा प्रतिषेध अधिनियमन को मुस्तैदी से क्रियान्वयन होना आवश्यक है। कुप्रथा के खिलाफ प्रचार–प्रसार हो इसके लिए स्पेशल टास्क फोर्स गठित हो। लेकिन जमीनी स्तर पर इस पर अंकुश लगाने के लिए सरकार के तरफ से लगातार प्रयास की जानी चाहिए। सरकार के द्वारा सभी जिलों में साप्ताहिक हाट–बाजार में भी अभियान चलाया जाना चाहिए। माइक और औडियो–वीडियो के जरिए जागरूकता अभियान चलाने की अवश्यकता है। मुहल्लों, गाँवों, पंचायतों में नुक्कड़ नाटक के माध्यम से जागरूक करने का प्रयास होनी चाहिए। लेकिन सरकार इसे स्थायी तौर पर समाधान तभी कर सकती है, जब पूर्णइच्छा से कार्य किया जाय। इसके लिए समाज को शिक्षित किया जाना चाहिए तब जाकर समाज को जागरूक कर डायन–बिसाही जैसी अमानवीय कुप्रथा पर को समाप्त किया जा सकता है।

The Jesuit Loyola – A college of fame or scam?

The Jesuit missionary run Loyola college in Chennai is a ‘well known’ educational institution in Tamil Nadu. But its still a matter of debate to say whether it’s the academic excellence or the anti-national, anti-Hindu activities that the college is famous for! Also, there are several sexual assault complaints filed against senior officials of Loyola, which are at various stages of judicial processing.

Once again, the Loyola institution got caught in a serious allegation. But this is related to misuse of funds granted for research purposes. Many might have heard of ‘University Grants Commission’ or UGC as it is commonly known. It’s a central government body that comes under the department of Higher education. The main role of UGC is to coordinate, determine and maintain the standards of ‘Higher Education’. UGC also offers financial support to premium institutions to do various high-end researches.

Memoir of Albert Muthumalai, which mentions scam done by Loyola officials using UGC funds

LIFE (Loyola Institute OF Frontier Energy) was a department of Loyola college, which was meant to carryout researches in multiple fields such as environment, biology and energy. It was started in the year 1995, with Fr. Francis P. Xavier as its first director. The researches needed advanced equipment for its laboratories which had to be imported from foreign countries. UGC offered 10 crore rupees, to support Loyola’s LIFE research. With that money, many equipments were bought. But it was said that locally made second grade faulty machines had been purchased for less money, than the estimated cost which went to the pocket of few Loyola professors. 

These allegations cannot be considered baseless because it was actually raised by the college’s former Principal Albert Muthumalai. It was during his tenure the above mentioned, scandal took place. Once during a review meeting Albert Muthumalai received a complaint from a staff, that the supposedly imported machine was faulty and not working properly. Immediately he set up an enquiry commission to find ‘What went wrong?’. After investigating for a month, the committee found out the scam. It was also found that, Selvanayagam a zoology professor was the one behind the scam. When Albert Muthumalai tried to take action on him, he was interrupted by Fr. Francis P. Xavier, the head of LIFE department.

Then principal was also warned of consequences and was forced to not take action. But after retirement, Albert Muthumalai has recorded the above events in his memoir published in the name as ‘IRAI SIRAGUGALIL KANINDHA SILUVAIGAL’. I found the overview of the above mentioned incident. Without wasting time I called the Rev. Albert Muthumalai and confirmed the allegations that he had recorded in his memoir.

It was a shocking revelation, that Selvanayagam, then zoology professor who was accused by Albert Muthumalai is the current head of research department of Loyola engineering college and Francis P. Xavier, the one who helped Selvanayagam holds the office of Rector, which is the most powerful position in the college.

Based on the above information, a complaint has been filed by me to UGC, asking for the immediate investigation into the matter and punish the guilty.

Though few medias in TN covered this issue, it was pretty much ignored by big medias of TN. Hope appropriate action is taken.

Astrological predictions are no magic

Exclaim the word ‘Astrology’ in a group of people and you will have ambivalent reactions. Many might say it’s magical, mysterious! While others might utter — it’s complete nonsense! In fact, these views are based on a misunderstanding of the nature of how astrology really works.

As life unfolds we often see that more often than not the circumstances are way beyond our control. We are mere spectators to this complex web of life. Nonetheless, there are situations over which we can exercise some degree of influence by using our free will. As a compass guides the sailor to navigate his ship, astrology can help us steer our lives and help us make the most of it while we are here.

Do you grab the newspaper supplement the first thing in the morning to read your daily forecast? The answer for a majority of us is obvious and i.e. yes. We often tend to ignore the fact that reading the forecast for the day can have a strong impact on our mind and can greatly influence our actions in both positive and negative ways.

For instance, if a persons forecast reads that an accident might happen today — reading that a few would like to take a day off from work and choose not to drive, others might drive more carefully, while there will be others who would say: ‘I don’t care’. A majority of us fail to understand that this forecast of course is not a precise prediction, but rather a statement, based on certain astrological techniques, about an increased probability of a certain type of event occurring. This is the true strength of astrology: not to tell you what is going to happen (since that is beyond its capabilities), but rather, to inform you about the probabilities of certain types of events occurring.

This might come as a surprise to the true believer and might even sound disappointing. Delving into it further can help banish this disappointment. God must have had a reason when He chose not to reveal the future to us before it’s time. The reason is straightforward — if the future was totally predetermined, and if it were possible to predict future events exactly, life would become so distressful. Imagine if something unpleasant was predicted for you, you would be living in constant dread, and if a positive thing was predicted, you would become complacent and wait for it to happen. Resultant, you will not experience the immense joy living in the present moment brings.

On the other hand, if these predictions are taken with sound judgment and the positive will to change circumstances, astrology can be a boon. Astrologers with sound knowledge in the field can help you identify the good and not so good trends for Love, Money, Health, Career, Business, Travel and everything else based on your natal charts. How you use this information depends on your free will. Astrology does not take your free will away from you.

For instance, an astrologer predicts that you can make loads of money this month in the stock market. You take his prediction seriously and do all you can to study market trends, meet stock brokers, buy/sell the right shares etc. and as a result you may end up making huge profit. Thus, you will realize that correct astrological predictions are no magic, but are often backed by the strong urge of the person seeking prediction to act and make the best of situations that life has unfolded for him.

This is the true value of predictive astrology: showing you the probabilities so that you may take full advantage of the fortunate times, and also to warn you about the negative tendencies, so that you may have better chance of avoiding mishaps, overcoming negative thoughts and making the best out of unpleasant situations.

In a world where more people possess cell phones than conventional bank accounts, digital currency is definitely one such idea.

Money is considered to be one of the greatest inventions by mankind, right beside fire and wheel. The fact that some pieces of printed paper can be exchanged for something of deep intrinsic value like land, food or fiber is mind boggling. The very notion that a few chunks of a low-grade metal are believed to be worthy of a hard day of back breaking labor is no less than the notion of God itself. While money has been around since the beginning of civilization, it is interesting to study where it is headed in the 21st Century.

It is no news that, like everything else around, money too has become digital in the age of internet. In this age, the financial system is based on the existence of a central authority known as the Central Bank. Almost every country has one like the Reserve Bank of India, Federal Bank in USA, Bank of England for UK etc. Further, there is a Bank of International Settlements (BIS) situated in Basel, Switzerland which serves as the Central Bank of Central Bank. The task of these central authorities is to basically determine the monetary policies, the exchange rates and everything that goes around in the world of money. It is a high-handed, opaque, centralized system which haughtily decides who has the access to money and at what cost. Needless to say, like everything else political, this system too can get fairly unfair, fairly quickly. The ever-widening income inequalities, the perpetual death spiral of struggling economies, the crippling student loans and hypocrisies of rich nations in honoring trade deals are marked indicators of how this system has failed the vast majority of us. Hence, the need to establish an alternate system, preferably de-centralized, could not be clearer.

Digital Currency is one step towards establishing such a new-age, de-centralized financial system. Its foundational principle, in addition to de-centralization, is absolute transparency. Of the several technologies currently being explored in this field, Blockchain is indefinitely the most promising one. To understand Blockchain consider the following example. There is a group of friends A, B and C which frequently exchange money amongst themselves. They appoint one friend A as the account keeper. Whenever B transfers Rs 100 to C, the following happens:

  1. Rs 100 get debited from B’s account and Rs 100 get credited to C’s account.
  2. The role of A is to ensure that only Rs 100 get debited and credited from respective accounts.
  3. Also, A ensures that B had at least Rs 100 in his account to begin with. If not, the transaction will not complete.

The role of A in this case is similar to that of a Central Bank since only A has the power to verify transactions. In cases when the payer has lesser balance than required, A can chose to give him a loan. Similarly, it can choose not to. In every case, A is in a position more powerful viz a viz B and C. This imbalance of power is precisely what blockchain technology offers to solve. Via blockchain technology, every transaction will be verified by every participant before being completed. No single friend A, B or C will be in charge of verifying and maintaining account balances but all of them would be. Simultaneously. Let me explain how this works.

  1. B transfers Rs 100 to C. Rs 100 will be debited from B’s account and credited to C’s .
  2. The initial and final account balances will be verified not just for the participating members (B and C in this case) but for all 3 ie A, B and C.
  3. The account verification and maintenance will not be done by just one member (like A did previously) but by all 3 ie A, B and C.

Think of it as a balance sheet maintained, verified and updated by every participating member and not just one. And in case a new member joins- he would not only become equally participative; responsible in the all the subsequent transactions but would also have access to all the transactions completed before. In practice, no single participant would be more powerful than the others and each one would be equally placed. A truly de-centralized system.

This is just one manifestation of how blockchain technology works and its manifestations and applications go way beyond the world of digital currency. Several digital currencies including crypto currencies like Bitcoin, Ether, Ripple etc operate using blockchain. But it is important to understand why I mentioned digital currencies and crypto currencies separately.

Digital currency is an umbrella term which includes not only crypto currencies like bitcoin but also Central Bank backed digital currencies commonly called Central Bank Digital Currency (CBDC). But we just talked about decentralization. Then doesn’t CBDC sounds like an oxymoron? Well technically yes. A CBDC is basically a currency issued by a Central Bank but only in digital form. Understand it like the rupee printed by the Reserve Bank of India, but instead of printing notes- RBI simply creates a digital token. Like your PayTm balance. No physical existence but just as good as physical money to make transactions. So, a CBDC is exactly the same as a physical currency except it only exists in digital form. It is one example of digital currency which is not de-centralized. But why would central banks want to enter this domain of digital currencies? Well, because it is their only hope to maintain their control over the global money supply in the coming decades. With world-wide crypto currency market already valued at $2 trillion, these banks are way behind the curve.

According to a research paper by BIS, 86% of the Central Banks in world have shown interest in CBDC. A few like the Central Bank of Republic of China have already issued their CBDC in form of e-Chinese Yuan (e-CNY). The highest selling point of CBDCs is that they promote financial inclusion, which is true. But at the same time, they have the capacity to encroach on the privacy of individual users. Also, exactly how would they use blockchain technology to promote de-centralization; transparency is yet not clear. The Indian government had planned to table ‘Cryptocurrency and Regulation of Official Digital Currency Bill 2021’ in the last year’s monsoon session but a tempestuous parliament session made it impossible. With this bill, the government had sought to by-pass a 2018 judgement of Supreme Court. In this judgement the apex court had over ruled the decision of RBI to ban any kind of trading in private crypto currencies in India. This essentially meant anybody in India could trade in private crypto currencies like Bitcoin, Ether etc without breaking the law. Something which RBI did not want. For the obvious reason that if the market of private crypto currencies grows beyond a limit, RBI would eventually lose control over the money supply in India. However, fast-forwarding to the budget speech of 2022, our honorable Finance Minister has now declared that

“….any income from transfer of any virtual digital asset shall be taxed at the rate of 30%

With these words, our FM has done what could not be done in the last year’s monsoon session. The FM has not only hinted at the future of taxation regime in India but has also starkly underlined the Indian government’s serious intentions of dealing with this inevitable future of money. Possible consequences of the same merit some serious attention.

The ‘Cryptocurrency and Regulation of Official Digital Currency Bill 2021’ had sought to declare all the private crypto currencies in India illegal. In addition, it had proposed bringing out a CBDC in the form of e-Rupee. Madam minister, in her budget speech, replaced ‘illegal’ with ‘30% tax bracket’ and ensured continuity in the idea of an RBI issued CBDC. The merits and demerits of this change/continuity are obvious. Taxed private crypto currencies and a RBI issued CBDC would promote financial inclusion, prevent tax evasion, disrupt the flow of black money and make data about money market more realistic. In a country with a big shadow (cash only) economy the last point is of the highest significance. Because the monetary policies can be only as effective as the data they are based on. And hence rate cuts/ hikes by RBI fail to have the same effect as those by Federal Bank of USA, on the ground reality. Thus, a CBDC is a welcome step in an economy like India. And the proposed tax regime can be a promising start too. But there is an alternate side too.

If all the private crypto currencies will be taxed at such a high rate in India, it would simply push them underground, into the domain of illegal trade and dark web. Very much like what luxury products; gold was like before the liberalization reforms of 1991. The notorious gangster Dawood Ibrahim had famously said

“Gold mein paisa khatam”

i.e. “No more money in gold” when the then Finance Minister Madhu Dandavate had abolished the ‘Gold Control Act’ and reduced the import duty on gold from 20% to 0%. The hawala rate of gold and the official rate of gold became at par, rendering the smugglers out of a job. A highly tax regime for crypto currencies would force the investors to turn to dark web like high import taxes had turned buyers to smugglers. This would not only increase cyber-crimes in India but also make India lag in this fin-tech of the future. Second, when the government would bring out a CBDC- how would it teach it to the Indians in Tier 2 and Tier 3 cities, especially outside the demography of youth. Third, what will be the quantum of CBDCs issued. Today physical rupee notes are printed keeping the money supply and inflation in mind. What parameters would be kept in mind while ‘minting’ this digital currency? How would the monetary policy be decided with two types of fiat currency in circulation? Fourth- how would we keep people’s life savings in form of CBDCs safe from ransomware attacks? Are we as a society, technologically equipped and educated enough to handle the flood gates of cyber-attacks that would open? And many more such questions that we perhaps can’t even fathom right now.

Money of the future is truly going to be different from the money present. Global financial system today stands at the same cross roads as it did after World War II. While India was too insignificant during the 1945 Brettonwoods conference, to have any voice- the tables have turned now. With dollar hegemony on the decline and Chinese honor questioned all around- the timing could not have been better for India to mark its presence. But are we smart enough to act? That is the question.

Endorse India’s strategic autonomy if want to contain prowling China

Quadrilateral Security Dialogue or shortly called QUAD, from its name itself, gets the impression, notwithstanding what many refuse to acknowledge, that it’s a security alliance of four like-minded democratic sovereign countries having common concern or threat from their security point of view. QUAD comprises two Asian countries such as Japan and India on which China has imposed territorial disputes and linger the same for decades. Here, it is to be noted that now China is the largest economy in world in Purchasing Power Parity (PPP) terms and second largest in US dollar terms, and the biggest military power in conventional term matching with the so far –since the end of Cold War- only super power, the US. Apart from Japan and India, Australia, and the US are other two members of QUAD. In fact, later two don’t have any border dispute with China, the kinds Japan and India face, which have been aggravated now-a-days after authoritarian China has empowered itself with new economic and military prowess.

Chinese new economic and military prowess -many experts allege- have been possible due to visionless greedy hug of China by 20th century world economic powerhouses including the US, Japan and EU partly with hidden agenda to weaken then communist ruled military super power, the Union of Soviet Socialist Republic (USSR) or shortly called the Soviet Union creating division among two communist ruled giants.

After ascendancy of Scott Morrison as PM of Australia in 2018, the country has become highly aggressive in opposing Chinese hegemony in the region. The dreaded pandemic Covid19, originated in China, and as now it has been very clear that the later literally allowed the virus to spread worldwide -with or without a strategic objective- disrupting human health and social life as well as world economy, has facilitated further Australia’s aggressive opposition towards China at a great cost to Canberra’s favorable trade. In 2020, Australia rejoined QUAD joint military exercise, she left in 2008 after the then head of government Chinese speaking Kevin Rudd became PM saying ‘Oceania cannot afford a Cold War situation’, annually held among member countries in Indo-Pacific region for military operability for future exigency. And the democratic US now found communist China is a competitor to her worldwide economic and military hegemony upsetting former’s assumption that her embrace of later through the membership in World Trade Organization (WTO) in early 21st century would incrementally democratize the communist country.

Here, the mention of so far India is not part of the US lead military alliance like QUAD other members Japan and Australia are is unavoidable. India has so far retained strategic distance from the US military alliance despite several inducing overtures in one hand and persisting threat from China in other since India’s independence.

So far, and since Joe Biden has been housed in The White House, QUAD has hold two summit meetings including one virtual, all at the new US President’s initiatives in the first year of his heading the super power administration. Apart from above, President Biden has endorsed his predecessor Donald Trump’s aggressive Indo-Pacific policies. During the latter’s regime, his Secretary of State Mike Pompeo had tried his level best to make QUAD a highly militarized strategic and diplomatic alliance vis-à-vis China but in vain as India had not cooperated beyond participating in joint military exercise with member countries of QUAD. In the latest in-person summit meeting in The White House, the QUAD restricted its cooperative activities over mainly four issues such as freedom of navigation in Indo-Pacific based on established rule of laws, efforts to reduce global warming, vaccine distribution to tame ravening pandemic, and cyber security; thus to note nothing so explicitly to join the US lead strategic military alliance.

In the meanwhile, despite the lurking threat of Countering America’s Adversaries Through Sanctions Act (CAATSA), India has procured S-400 missile defense system from Russia which readily supplied the same prioritizing India over China -the other buyers- during the time when two Asian giants are face-to-face on the not-demarcated border between two of them with full war-gears. They have already fought a bloody skirmish without fire during early phase of on-going face-to-face imposed on Indian Army by the aggressive People’s Liberation Army (PLA) on the hills of western Himalayas.

Here, this author likes to quote the suggestion of influential US think tank Stimson Center over CAATSA two weeks ahead of Russian President Vladimir Putin’s India trip to attend the annual summit on 6 December 2021. “CAATSA sanctions will trigger significant Indian political blowback, setting relations back a decade,” suggested Stimson Center in its report titled “Toward a Mature Defense Partnership”. “The United States should either issue India an enduring waiver or apply very light, symbolic sanctions once, with sufficient forewarning and dialogue with Indian leadership to mitigate political repercussions.”

This author is not discussing the content of Stimson Center’s “Toward a Mature Defense Partnership”. Just picking up the word ‘Mature’ from the title and opined that in view of unprecedented aggression that China exhibits under Xi Jinping, who is most probable going to be paramount leader of China, the second to dictator Mao Zedong, over East and South China Seas, and with all her neighbours, Russia joining hand with China would be biggest problem for all military or other alliances including the QUAD. Therefore, allowing India to have an alliance or close diplomatic relation with Russia while retaining membership in the QUAD despite CAATSA is a ‘Mature’ decision. This author strongly believes this is for what Stimson Center has chosen ‘Mature’ to be part of its suggestion’s title.

Recently, India remained absent along with other two non-permanent members in UNSC over votes for debate on Ukraine, which though gave morale booster to Russia in her fight against the US, it should be considered supportive to the efforts of the US lead alliance to contain China. This way the possibility that Russia feeling of it is not alone in larger international politics is demonstrated. Once Russia’s current leadership feels it is alone in the larger world politics it won’t hesitate to join China bandwagon, which China desperately looking for, though both have long border dispute and no mature Russia leaders can ever ignore threat from China over their country’s territorial integrity over the vast thinly uninhabited resource rich Asian part bordering China.

Already both the military giants (USSR, the Russia’s predecessor and China) fought a bloody war over the issue in 1969. The war though short was so furious that the then China’s paramount ruler Mao Zedong was apprehensive of USSR’s nuclear weapon use. Apart from the above, Russia needs a huge market for her natural resources, the major source of her foreign exchange reserve. And India is the big and growing market to substitute China for Russia’s plenty of untapped oil and gas. In recent past, India initiated Central Asia Region (CAR) countries summit between Indian PM and their head of governments, which Russia welcomed, has something to do towards Russia-India collaboration which may stand as a roadblock between China and Russia getting together.

Apart from the above, if India succeeds in building a transit route via Iran’s Chabahar port for CAR and Russian natural resources, then it will lead to a win-win situation for all who see growing China is a major threat to them. India’s strategic autonomy therefore must be seen as an attempt to isolate China, which will be beneficial to the super power US and the democratic and developed West retaining their competitive edge over their new economic and military rival i.e. the prowling communist ruled Asian giant.

राष्ट्रवाद और राष्ट्रवादी क्यों जरूरी है?

देख लो जब अफगानिस्तान पर तालिबान ने आक्रमण कर कब्जा करना शुरू किया तो वंहा कि जनता के साथ साथ सेना ने भी बुजदिलो कि तरह आत्मसमर्पण कर दिया। उनके पास पेट्रोल, डीजल कि कमी नहीं थी, सारी दुनिया से मदद भी आ रही थी और अमेरिका तो था ही पर फिर भी ३.५ लाख सैनिको ने ६० से ६५ हजार तालिबानीयो के सामने आत्मसमर्पण कर दिया। कमी क्या थी? कंही तो कुछ ऐसा था जो इन लोगो ने अपनी जान की परवाह तो की पर अपने देश की परवाह नहीं की उसे जाने दिया तालिबानियों के हाथो में।

यूरोपियन देश यूक्रेन भी विकसित राष्ट्र कि श्रेणी में आता है। बड़ी बड़ी जगमगाती शानदार बिल्डिंगें है.. चमचमाती हुई सड़कें और लंबी लक्जरी कार गाडियां हैं सड़कों पर साइकिल तो क्या दोपहिया वाहन भी दिखाई नहीं देते क्योंकि सबके पास महंगी लक्जरी गाडियां है, अच्छे मेडिकल कॉलेज भी है, पेट्रोल है, डीजल है, महंगाई नहीं है, RSS नहीं है, भाजपा नहीं है, हिंदुत्व नहीं है, सेक्युलरिज्म है, लिबरलिज्म् है और समस्त भौतिक आधुनिक सुख सुविधाएं हैं।

बड़ी बड़ी युनिवर्सिटी है, बेहतरीन मेडिकल कालेज हैं, तभी तो शिक्षा के लिए भारत के हजारों छात्र यूक्रेन में पढ़ाई कर रहें हैं। अब हमारे यंहा के तथाकथित सेक्युलरवादी, लिबरलवादी, साम्यवादी और कांग्रेसवादी तथाकथित बुध्जिवियो के अनुसार यूक्रेन में चारों तरफ संपन्नता है।

पर इस सम्पन्नता के चक्कर में युक्रेन ने अगर कुछ नहीं बनाया तो वो है देश की सामरिक शक्ति, मजबूत सेना, अत्याधुनिक हथियार।

वंहा कि जनता भौतिक सुख सुविधाओं का भोग करने कि इतनी आदत हो चुकी है, कि उनके लिए ना तो राष्ट्र का कोई मतलब है और ना राष्ट्रवाद से कोई लेना देना। उन्हें इस बात की परवाह हि नहीं रही की युक्रेन उनका अपना देश है वो केवल इसे मिट्टी का एक टुकड़ा भर समझते रहे।

और अपने राष्ट्र के प्रति वहां की जनता में राष्ट्रवादी भावना ना होने कारण  मात्र दो घंटे में रुस ने यूक्रेन को घुटनों पर लाकर खड़ा कर दिया यूक्रेन के सैनिक उनका सामना नहीं कर पा रहे। यूक्रेन के राष्ट्रपति आम लोगों से युद्ध लड़ने की अपील कर रहें हैं, परन्तु भौतिक्तावादी जनता उनके इस अपील को नजरअंदाज कर केवल अपनी जान बचाने के लिए इधर उधर भाग रही है।

यद्यपि इसके लिए सारी पाबंदियां भी हटा दी गई है और यूक्रेन आम नागरिकों को युद्ध लड़ने के लिए हथियार देने की बात भी कह रहा है पर मजाल यूक्रेन का एक भी नागरिक (जिसने केवल और केवल आधुनिक सुख सुविधाओं से युक्त विलासितापूर्ण जीवन जिया है), युद्ध लड़ने को तैयार हुआ हो, क्योंकि यूक्रेन के नागरिकों में भारत या इजराइल के नागरिकों की तरह राष्ट्रवाद की भावना ही नहीं है।

वह तो एशो आराम की जिन्दगी जीने के आदी हो चुके हैं। जिसका परिणाम ये है कि यूक्रेन के स्कूल कालेज, युनिवर्सिटी, बाजार, दुकान,आफिस सब बन्द कर दिये गये हैं। सब कारोबार चौपट हो गया है। कारखाने फैक्ट्री सब बन्द हो गये। सब कारोबार चौपट हो गया है कारखाने फैक्ट्री बंद हो गई लोग रोजगार तो क्या अपनी जान बचाने के लिए सिमित संख्या में मौजूद बंकरों में छुप रहें हैं अंडरग्राउंड मेट्रो स्टेशनों में शरण ले रहें हैं। यानि सब कुछ होते हुए भी यूक्रेन आज जिंदगी की भीख मांग रहा है।

अमेरिका, ब्रिटेन, जर्मनी इत्यादि सभी ने युक्रेन को धोखा देते हुए सैन्य मदद देने से इंकार कर दिया क्योंकि रूस से कोई पंगा नहीं लेना चाहता। युक्रेन NATO में शामिल होना चाहता था और उसे भली भांति पता था कि रूस इसे बर्दास्त नहीं करेगा पर अमेरिका, ब्रिटेन और जर्मनी जैसे देशों के धूर्तता और मक्कारी के चक्कर में वो रूस की विश्व स्तरीय सामरिक् शक्ति को छोटा समझने कि भूल कर बैठा।

ये लेख भारत के उन लोगों को समर्पित है जो राष्ट्रवाद और राष्ट्रवादियों को गाहे बगाहे गालियां देते रहते हैं तथा सिर्फ महंगाई, बेरोजगारी और आलू प्याज टमाटर तथा मुफ्त की योजनाओं को ही देश के विकास का पैमाना मान बैठे हैं।

 यह लेख राहुल गांधी के उस  बयान को  मूर्खतापूर्ण बयान कि श्रेणी में रखकर आइना दिखाता है जिसमें राहुल गांधी ने कहा था कि सेना की मजबूती अत्याधुनिक हथियारों के जखीरे इकट्ठा करने से देश का विकास नहीं होता। कांग्रेस के युवराज राहुल गांधी जैसे मंदबुद्धि को रुस यूक्रेन युद्ध से शाय़द थोड़ी अक्ल आ जाये हम ईश्वर से यही प्रार्थना करते हैं और उन मुफ्तखोरों को भी समझ आ जायेगी, क्योंकि किसी भी देश के विकास का रास्ता उसकी सैनिक ताकत, सीमाओं की मजबूत सुरक्षा और अत्याधिक हथियारों से होकर निकलता है।

अब आप हि इस तथ्य से भारत के नामुराद छद्दम धर्मनिरपेक्षता वादियों, लिबरलवादीयो, साम्यवादीयो, कांग्रेसवादीयो को अवगत कराये और पूछें की बताओ भारत कि धरती पर बोझ बन कर जीने वालों बताओ ये सच है कि नहीं कि “राष्ट्रवाद हि नागरिकों को अपने राष्ट्र से जोडता है, अपने राष्ट्र की रक्षा के लिए अपना सर्वस्य बलिदान करने के लिए प्रेरित करता है। एक देश के नागरिकों के राष्ट्रवाद कि भावना ही राष्ट्र को मजबूत बनाती है, उसकी सुरक्षा करती है।

अब जरा यूक्रेन और रूस के भारत से सम्बन्धो के ऊपर भी गौर कर लें | ये बात किसी से छिपी नहीं है की जब जब भारत पर मुसीबत आयी है तब तब या तो रूस  भारत के पक्ष में खड़ा हुआ है या फिर इजराइल | इन दोनों देशो ने पूरी दुनिया से भारत के लिए पंगा लिया और इसलिए भारत ने भी इजराइल  और रूस का भरपूर साथ दिया | अब यूक्रेन की जरा बात करे तो क्या यूक्रेन ने कभीभी भारत का साथ दिया है , उत्तर होगा नहीं , क्योंकि नाटो की सदस्य्ता पाने और अमेरिका के नजदीक जाने में यूक्रेन ने इतनी दिलचस्पी दिखाई की हर बार उसने या तो भारत का या फिर रूस का विरोध किया |  भारत के विरुद्ध किये गए यूक्रेन के कार्य  निम्नवत है :-

१)यूक्रेन ने कश्मीर मुद्दे पर UNO में भारत के खिलाफ वोट दिया था।

२ ) यूक्रेन ने परमाणु परीक्षण मुद्दे पर UNO में भारत के खिलाफ वोट दिया था।

३ ) यूक्रेन ने UNO की सिक्योरिटी कौंसिल में भारत की स्थायी सदस्यता के खिलाफ वोट किया था।

४ ) यूक्रेन पाकिस्तान को हथियार सप्लाई करता है।

५ ) यूक्रेन अल कायदा को समर्थन देता है।

 उपर्युक्त कारणों से युक्रेन से भारतीय होने के नाते मुझे कोई भी सहानुभूति नही है। जब हमारे उपर प्रतिबन्ध लगा तो UNO मे उसने प्रतिबन्ध के पक्ष मे वोट किया। इसके पास यूरेनियम का भंडार था फिर भी बार बार मांगे जाने पर भी इसने कभी भी देना तो दूर हमारे तत्कालीन PM को टरका दिया। सीधे मुँह बात तक नही किया, जबकि भारत अपनी ऊर्जा के लिए यूरेनियम खोज रहा था। मैं  केवल  नागरिको के साथ सहानुभूति ही व्यक्त कर सकता हूँ । कमज़ोर युक्रेन(जो की अपने आप बना) के साथ वही हो रहा है जो  नेहरू जी के समय 1947 से पहले और उसके बाद हुआ। अर्थात विभाजन और देश के सीमा पर अतिक्रमण। इसलिए जो लोग यूक्रेन के समर्थन में दुबले हो रहे है उनको समझना चाहिए कि यूक्रेन हमारा एक दुश्मन है जिसने कभी भारत का साथ नही दिया।

आज भारत में रह रहे यूक्रेन के राजदूत भारत से गुहार लगा रहे हैं की वो रूस के क्रोध से यूक्रेन को बचा ले | भारत ने मानवतावादी दृष्टिकोण को कायम रखते हुए मोदी जी के नेतृत्व में  रूस के महानायक पुतिन से बात भी की और मामले के शांतिपूर्ण हल ढूढ़ने की सलाह दी परन्तु समस्या ये है की नाटो के हाथो में खेलता यूक्रेन, रूस के लिए कभी भी खतरा बन सकता है , क्योंकि नाटो का सदस्य बन जाने के पश्चात यूक्रेन की भूमि का उपयोग अमेरिका और ब्रिटेन रूस के विरुद्ध आसानी से कर सकते हैं अत: रूस अपने दरवाजे पर दुश्मन को खड़ा होने का मौका क्यों देगा | अब इस एक्स प्रश्न का जवाब और समस्या का हल दोनों यूक्रेन के पास है , रूस के पास नहीं |

यूक्रेन ना तो अपने को ताकतवर बना पाया और ना अपने नागरिको के दिलो में राष्ट्रवाद को जिन्दा कर पाया और परिणाम ये है की यूक्रेन के नागरिक अपने देश को नहीं अपितु अपनी जान बचने के लिए इधर उधर बहग रहे हैं, अफगानियों की तरह |

Foreign funding of Indian NGOs

Abstract

Indian NGOs receive about 2 billion USD annually from foreign sources. The donors and recipients of these funds have come under greater scrutiny by the current government. One of the stated goals is to reduce the misappropriation of foreign funds for non-charitable purposes. As a result, a new law passed in September 2020 required all foreign funded NGOs to open a bank account in a specific branch in New Delhi, limited the transfer of foreign contributions to other NGOs or persons, and lowered the administration expense cap from 50% to 20%. Information on the donors, recipients, and funds is openly available on the FCRA website. The annual return of every foreign funded NGO is published on the website and is listed by year, state, and district. Data from about 90,000 annual returns filed by NGOs over a five year period from 2016-21 was extracted to a database (available on Github).

Data Collection

The web portal fcraonline.nic.in is a gateway to access information about any Indian NGO receiving foreign funds. The type of information includes the list of NGOs whose registration has been cancelled, the list of NGOs who have or have not filed annual returns for a given year, and associated returns for each NGO. In particular, the web pages describing the annual returns filed by NGOs has detailed information on the source of funds and amounts received by each NGO. This study collected data for a period of five years from 2016 through 2021 for all states and districts. For each Block Year (a fiscal year period), State, and District, the list of associated NGOs with filed returns was extracted. An entry in a database was created for each NGO with information that included –

  • Registration No.: This is an unique FCRA identification number for an NGO
  • Association Name: The name of the NGO which is not necessarily unique
  • Address: The address of the NGO location, which corresponds to the selected state and district
  • Amount: The amount for foreign currency received in INR for the block year
  • State/District: The state and district where the NGO is located
  • Block Year: The year associated with the annual return

For the five year period from 2016 through 2021, about 90,000 annual returns were filed by over 25,000 NGOs. Table 1 shows the number of annual returns filed by block year. Since 2018, the number of annual returns filed has dropped by almost 30%.

Table 2 summarizes the funds collected for three years for the top five states that receive the highest donations. Although, the number of NGOs declined by about 25% in the three year period, the total amount of donations received by all NGOs remained constant at about 2.1 billion USD. The list of top five states are the same as the list from 2010-11.

Distribution of Donations

The distribution of donations to NGOs is far from uniform. A small percentage of NGOs receive large donations, while the remaining receive much smaller amounts. A sizable percentage (33% – 50%) of FCRA registered NGOs also do not receive any funds. A very small percentage (about 2%) receive over half a million USD in a year (see Figure 2). The vast majority of NGOs receive less than half a million with an average annual donation of about 223,000 USD and a median of 42,000 USD.

The top 100 (or 0.7%) NGOs in Figure 2 received about 32% of all donations made in 2021 to 14,497 NGOs. This type of skewed distribution is fairly common in other areas and is captured in income and population distributions. The top 10 NGOs are listed in Table 3 below. A few of the names in 2021 are identical to the names of NGOs receiving the highest donations in 2011.

Distribution across States

The distribution of donations across the states follows a similar pattern. The top five states / union territories – Delhi, Karnataka, Tamil Nadu, Maharashtra, and Andhra Pradesh receive close to two thirds of all donations. A number of large international NGOs such as Plan International, SOS Children’s Village, the William J. Clinton Foundation, Oxfam India, United Way of India, and the Salvation Army have their offices in the capital. Over 1000 NGOs in Delhi received a total of over 500 million USD in 2020-21.

Some of the observations that can be made from Figure 3 include

  • The four southern states of Andhra Pradesh, Kerala, Karnataka, and Tamil Nadu together received over 800 million USD
  • With the exception of Delhi and the central state of Maharashtra, Northern states have received much lower funds compared to the funds received by the Southern states.
  • North-eastern states also receive fewer funds compared to the Southern India.

The list of top 15 states in Figure 3 for 2020-21 has more or less been the same as the list of top 15 states from the government report published in 2010-11. The states of Telangana and Assam have replaced the states of Odisha and Jharkhand.

Distribution across Districts

Although there are about 750 districts in India (in 2021), the FCRA online website published data for about 570 districts. Roughly one hundred districts received no donations in 2021. About 300 more districts received less than one million USD.

Figure 4 shows the donations to the top five districts and the distribution across the remaining 565 districts. The top five districts receive over a billion USD or about half of all donations. The remaining one billion USD donated is spread across a large number of districts.

Conclusion

The total amount of over 2 billion USD donated to NGOs in India is distributed unevenly with the top 7% of NGOs receiving over 75% of all donations. The top NGOs are mostly located in the large metropolitan areas of Delhi, Mumbai, Bangalore, and Chennai. While the number of NGOs has fallen by over two thirds in the last 10 years, the amount of donations has not fallen by a similar amount.

Irresponsible and juvenile Behavior of Mr. Rahul Gandhi in the Indian Parliament

If democracy is to thrive and function in an orderly manner, the elected officials must behave in a disciplined manner. Indian Parliamentarians have failed to meet that standard. The opposition party routinely breaks the parliamentary rules and hurls unfounded accusations against the ruling party without facts to confuse, stall and delay the normal proceeding of the Parliament.

The speakers according to established rules of the house must implement the rules of the house to discipline the members depending on the severity of the offense by disallowing their participation for a limited period or complete removal of the member from the regular session. The current outburst by Rahul Gandhi is born out of his dismal performance in the opinion polls and that proves him to be unworthy of the positions he is elected for.

The voters who vote for these types of people need education about their responsibilities or lose their voting privileges. We don’t want people who are anti-national to their bones to hold any position of influence or authority. The people who lack knowledge on national affairs and the process of policy makings should not be voted in office. Those who are engaged in the criminal enterprise should be disqualified by the Election Commission to contest elections as per the Supreme court directive. Equally responsible are the parties, who issue the permission by granting them tickets as the party candidates. Those parties who systematically engage in recruiting the rogue and criminal elements should be barred from contesting the election. If you don’t follow the basic rules of a clean democracy, sooner or later you will lose your freedom and the country will fail.

Rahul Gandhi by all measures of mental aptitudes and erratic behavior should be disqualified by the speaker or expelled from his party.

The nations of the world formulate their foreign policies based on their perceived national interests. The national interest change from time to time. Rahul Gandhi’s statement in the parliament regarding China and Pakistan lacked any understanding of the history of their relationships. Rahul has no expertise in this area. The question and answer raised in parliament should be properly framed and answered. Just shooting off from the mouth to spread a lie or smear others when his party brought this situation on people’s heads is a bit devilish in motive or exhibits poor mental strength to comprehend the overall understandings. Every time Rahul speaks, he continues to exhibit such a lack of depth in understanding the complex geopolitical environment India is facing. The outlandish claims and statements of lies are unhelpful.

For the record, the history of their relationship goes back to the Vietnam era when the United States was trying to extricate itself out of a quagmire. Soviets and China were allies assisting North Vietnam. Nixon-Kissinger duo bought the Chinese the same way China is buying Pakistan. Their closeness was brought about when Pakistan was an American client and surrogate who helped Nixon-Kissinger to wean China away from Russia. Under various concessions granted by the USA, including the permanent member seat at United nation, China backstabbed Russians and initiated border conflicts with Vietnam and Russia both. This diversion accompanied by peace negotiation ended the war. However, the end of the Vietnam war was similar to what we saw during the Afghan pullout. Rahul and his party signed an agreement with China when his party is out of power. It was dumb for Rahul to sign it and equally dumb for us to allow China to hold a private meeting with a pollical party of irrelevance.

China wants to be a hegemon of Asia and she sees India as her main competitor. China-Pakistan’s “surrogate” relationship goes back several decades. China is using Pakistan as a tool to slow down India’s rise either through acts of terrorism, spying, hacking, occupying territories, or promoting division among Indians to encourage discords to disorient India. Make no mistake, China is a national security threat.

When Rahul’s mother roost the kingdom, she and her puppet Prime Minister did nothing regarding China and Pakistan and here an “awakened Vibhishana” accuses the people who are more experienced and knowledgeable in the game of geopolitics. Rahul in the parliament makes an ill-informed and false statement, disowning the failed policies of his party. Such irresponsibility deserves punishment, and the speaker needs to consider barring Rahul for the entire session of this parliament for his demagoguery.

The United States at its initiative condemned Rahul Gandhi’s statement.

बजट और उत्तराखंड का भविष्य

1 फरवरी को भारत के केंद्रीय बजट लोक सभा में पेश हुआ था। भारत का अमृत महोत्सव के तहत ये बजट महत्वपूर्ण था। उत्तराखंड में विधानसभा के चुनाव की वजह से कोई घोषणा उत्तराखंड के लिए सीधे तौर से नहीं की गयी परंतु उत्तराखंड एक पर्वतीय क्षेत्र है हिमालय की गोद में बसा एक राज्य हैं। उत्तराखंड का चुनाव उत्तराखंड की दिशा सुनिश्चित करेगा। भारत के अमृत काल में उत्तराखंड का योगदान महत्वपूर्ण होगा। उत्तराखंड एक पर्वतीय है और पर्वतीय राज्यों के लिए की गई घोषणाएं, उत्तराखंड पर भी लागू होंगी। उत्तराखंड के लिए अनेकों योजनाएं, राज्य के लिए एक आशीर्वाद के रूप में साबित होंगी।

प्रधानमंत्री जी का नाता उत्तराखंड से साफ तौर से सामने आता है। इसी रिश्ते का स्वरूप आम बजट में देखने को मिला। पर्वतमाला योजना के अंतर्गत कनेक्टिविटी और सुविधा उपलब्ध कराने पर जोर दिया जाएगा। इस योजना से पहाड़ में आने जाने में सहूलियत मिलेगी। ये पहाड़ों पर रास्ते और यात्रा सुगम करने में मददगार साबित होगा। इस योजना से पहाड़ों पर आवा – जाही में भी मदद मिलेगी। इससे पर्यटन में भी अनेकों अवसर मिलेंगे। उत्तराखंड में जारी ऑल वेदर रोड का कार्य ज़ोर शोर से जारी है और एक बार ये पूरी योजना पूरी होने पर राज्य में पर्यटन और विकास को नए आयाम मिलेंगे। उत्तराखंड में युवाओं के लिए रोज़गार के नए अवसर पैदा करने के लिए ये बजट मील का पत्थर साबित होगा। स्वरोजगार की धारा को नई दिशा देने के लिए आम बजट कारगर साबित होगा। इस बजट से आंगनवाड़ियों का ग्रेड बढ़ाएंगे। महिलाओं को अपना स्वरोजगार स्थापित करने के लिए इस बजट में विशेष ध्यान दिया गया है। डिजिटल यूनिवर्सिटी और एवीसीजी से बच्चों और युवाओं को नई दिशा मिलेगी।

गंगा किनारे जैविक खेती की योजना को लागू कर उत्तराखंड में खेती और किसानों को बल मिलेगा।गंगा किनारे बसा उत्तराखंड राज्य, प्राकृतिक सौंदर्य से परिपूर्ण हैं। जैविक खेती से प्रकृति का संरक्षण हो पाएगा। प्रथम चरण में ५ किलोमीटर का लंबा कॉरिडोर गंगा किनारे बनाया जाएगा। झंगोरा, कुट्टू और चौलाई आदि की खेती करने वालों को प्रोत्साहित किया जाएगा और उनकी राष्ट्रीय, अंतराष्ट्रीय स्तर पर ब्रांडिंग की जाएगी। तिलहन की खेती को बढ़ावा देने के लिए योजना का प्रावधान है। सौर ऊर्जा के क्षेत्र में भी उत्तराखंड को लाभ होगा।

उत्तराखंड में स्वास्थ्य सुविधा को दुरुस्त करने के लिए, जीवन की गुणवत्ता को बेहतर करने के लिए भी इस बजट में घोषणा करी गई है। गांवों तक इंटरनेट सुविधा का विस्तार किया जाएगा। गांवों तक इंटरनेट सुविधा उपलब्ध कराने से गांवों को मुख्यधारा से जुड़ने का अवसर मिलेगा। सीमावर्ती क्षेत्रों के गांवों में वाइब्रेंट विलेजिस कार्यक्रम के तहत विकास किया जाएगा। विकास में सड़कों का पहुंचना, स्कूल का निर्माण, इंफ्रास्ट्रक्चर का कार्य है। ये योजना उत्तराखंड के लिए वरदान साबित होगी। उत्तराखंड को इस बजट में बहुत कुछ मिला है। कहीं न कही इससे पलायन को रोकने में मदद मिलेगी। विकास के कार्य अभी भी राज्य में जारी है। उत्तराखंड में पर्यटन को बढ़ावा देने के कार्य जारी है। हर घर जल की योजना उत्तराखंड के पहाड़ी और ग्रामीण इलाकों में एक वरदान साबित हुई है। बड़े – बुजुर्गों, महिलाओं और युवाओं के लिए अनेकों कार्य प्रगति में हैं।

केन्द्र और राज्य सरकार मिलकर पहाड़ों पर रेल पहुंचाने का काम जारी है जिसमें ऋषिकेश – कर्णप्रयाग रेल परियोजना, गंगोत्री यमुनोत्री धाम तक रेल पहुंचाने की परियोजना का भी काम चल रहा है। गौरा देवी योजना, विद्युत परियोजनाएं भी उत्तराखंड को नई दिशा दे रहे हैं। सैनिक कल्याण के कार्य भी विगत वर्षों में केन्द्र सरकार के नेतृत्व में हो रही हैं। उत्तराखंड की सांस्कृतिक विरासत को संजो रखने के लिए भी बहुत से कार्य चल रहे हैं। पहाड़ों तक जन सुविधाएं, बुनियादी सुविधाएं पहुंच रही है।बहुत से कार्य हुए हैं पर बहुत से कार्य अभी करने बाकी है। आशा है, कि उत्तराखंड देवभूमि, वीरभूमि आने वाले वर्षों में नए आयाम लिखेगा। भारत के अमृत काल में उत्तराखंड का ये दशक बहुत महत्वपूर्ण होने वाला है।
