Education is precious for Rural development

0

Education is the mirror of the society and is the seed as well as flower of the socioeconomic development. It transforms human beings from darkness to brightness of knowledge, from shades of social backwardness to light of social awarness and a nation from underdevelopment to faster social and economic development.

Now look at rural development part in that Education, economic development, physical and social infrastructure play an important role in rural development. Rural development is also characterized by its emphasis on locally produced economic development strategies. In contrast to urban regions, which have many similarities, rural areas are highly distinctive from one another.

Because of this, a wide range of rural development strategies are employed globally. The social and economic development of rural areas is the primary goal of rural development initiatives. In truth, many wealthy nations have robust programmes for rural development. The development of underdeveloped communities is the primary objective of rural government policy.

Rural development requires education that is regulated locally, functionally specialized, practical, applied, and problem-posing. It determines their needs, upholds their rights, and gives them more say in decisions that affect their lives. It also provides trained labour in rural regions, links the rural and urban economies, creates chances for employment and income, boosts labour force productivity, and fosters leadership.

Education has a desirable controlling influence over development of the rural individual, family, community, and society, leading to reduced poverty, income equity, and controlled unemployment. Education has a key role in rural systems of supply, production, marketing, personnel maintenance, education, health care, and governance.

Functions of education include imparting social change, improving individual social position and standard of living, activating participation in rural and cultural development, increasing critical abilities of rural people to diagnose their needs, assert their rights, and take greater control of decisions affecting their lives, providing trained manpower in rural areas, linking rural and urban sectors, providing employment and income opportunities, increasing labor force productivity, and developing leadership.

Rural development aims at finding the ways to improve the rural lives with participation of the rural people themselves so as to meet the required need of the rural area. The outsider may not understand the setting, culture, language and other things prevalent in the local area. As such, general people themselves have to participate in their sustainable rural development. Relevant, locally-controlled educational programs play key roles in rural development in developing nations.

Education oriented to urban rather than rural needs may do more harm than good by accelerating rural to urban migration, generating youth unemployment, and leaving students ill-equipped to succeed in a rural environment. As we educated from rural background we want to move away from that places and move towards urban area but as a educated person always tries to make that rural places as urban to live because development of rural area is biggest beneficial part of any country and education is the crucial ways to do it.

Demographic transformation of West Bengal

Millions of Bengali Hindu refugees migrated from East Pakistan to West Bengal mainly in three phases, namely: around 1947, in 1964 and during 1971. But, even after liberation of Bangladesh, migration of Hindus continued. Religious persecution of Hindus in Islamic Pakistan and Muslim Bangladesh was the single reason for that migration. This is objectively found in the steady decline of Hindu population in East Pakistan and Bangladesh through decades.

The proportion of Hindu population in East Pakistan / Bangladesh dropped steadily from 22.05 percent to 8.54 percent between 1951 and 2011. The present proportion is estimated to be 7.95 percent. The bulk of the migration occurred to West Bengal and rest to Assam and Tripura of North-East India. That way there was to be a surge in proportion of Hindu population in the state of West Bengal over the past decades. But surprisingly it happened in favour of Muslims of West Bengal instead.

Proportion of Muslim population in West Bengal between 1951 and 2011 steadily increased from 19.85 percent to 27.01 percent. The current estimated proportion will be about 33 percent. This increase was particularly stiff after 1971.

Such paradoxical situation occurred due to uncontrolled and continuous illegal infiltration of Muslims from Bangladesh to West Bengal after 1971 for economic and Islamic reasons. West Bengal has been a soft target for such illegal infiltration, because of its mis-placed sense of Secularism and uncontrolled weakness about some imaginary Bangaliana (Bengali-ness) on either side of Indo-Bangladesh border. The 34 years long Communist government of the state was notorious for allowing Muslim infiltration to serve its vote bank politics. This illegal infiltration of Muslims is still happening in the state for existing conducive socio-political reason.

As an additional proof, it can be pointed out that, while decadal growth of Muslims in West Bengal was 35 percent during 1981-1991, in Bangladesh it was as low as 25 percent during the same period. How that could happen, when awareness of family planning and its practices were almost non-existent in Bangladesh at that time in comparison to West Bengal? This could only be explained by illegal infiltration of a very large number of Muslims from Bangladesh to West Bengal.

While many Bengali Hindu refugees from East Pakistan up to 1971 were settled in Bihar, UP, Orissa, Jharkhand, MP, Chhattisgarh, Maharashtra, Rajasthan and Andaman by government of India, the illegal Bangladeshi Muslim infiltrators, in big number, are also found in Delhi-NCR, Mumbai, Bangalore, Hyderabad, Chennai and all other parts of India. So, the one cancels out the other. Thus, for each Bengali Hindu refugee from East Pakistan / Bangladesh, there were at least two illegal Bangladeshi Muslim infiltrators in West Bengal to make this demographic shift.

It is for sure that most of the today’s Bongs of West Bengal are proudly unaware of these facts and shout against BJP/RSS for communalizing the people of the state. While representatives of such Bongs were eating beef, the first thing after landing in Dhaka, to push their fraud of Epar Bangla Opar Bangla (This side of Bengal and that side of Bengal), Bangladeshi Muslims were successfully achieving the demographic transformation of West Bengal in favour of Muslims.

The Muslims of West Bengal (legal and illegal) had already shown their raw strength publicly in the issues of settlement of Rohingya Muslims, Triple Talaq Law and CAA. The anti-CAA agitation in West Bengal was highly violent with destruction of public properties for days together in different parts of the state. The New Market in Central Kolkata gives more a feel of Dhaka than Kolkata. Moreover, the Muslim dominated localities of Kolkata, as well as, the whole state, are like Islamic forts. Even Police cannot dare to enter those localities without permission of local Muslim leaders.

During past some years, we have seen Islamic disturbances / riots / explosions / burning / preventing from celebration of Pujas etc in many places of West Bengal like: Deganga, Noliyakhali, Gangpur, Hajinagar, Tultuligram, Telengepara, Sakrail, Chandannagar, Kolaberia, Ballabpurghat, Katoa, Kharagpur, Gopalbazar, Mallalpur, Kaliachok, Coochbehar, Khagragarh, Dhulagarh, Parui, Patra, Tehatta, Phulbari, Birbhum, Chanchal, Chopra, Mohana, Mohanpur, Naihati, Samudragarh, Rupnagar, Tarakeshwar, Taraknagar and Panchagram. Different Jihadi groups of Bangladesh are safely residing and growing in strength in West Bengal.

Blaming BJP/RSS by the Hindu Bengali of West Bengal for above mentioned mishaps is utter stupidity. This would further help in the Islamization of the state of West Bengal. While Hindu Bengali of West Bengal were busy in developing the culture of giving Azan from their Durga Puja pandals, Muslims indulged in riots in different Muslim dominated localities of Kolkata during first half of October 2022. Can any sane Hindu Bengali of West Bengal think of Hindus committing riots in Dhaka? Can any Hindu Bengali of West Bengal dare to think of playing Bhajan from Mosque?

Following Great Calcutta Killing and Noakhali Massacre of 1946, Bongs have become the perpetual victims of Stockholm Syndrome with a very intense Death Wish. Their bogus intellectuality and leftist indulgence made them feel pride in abusing and criticizing Hinduism on one hand and protecting and promoting Islam on the other. Their Bengali identity is more akin to Muslim Bangladesh.

The actual and universal intention of Muslim infiltration in West Bengal from Bangladesh can be seen in the famous Turkish TV serials Ertugrul and Osman. The serials advocated killing of Kafirs, to establish Islam. Increasing population through infiltration is the first steps to achieve that objective in West Bengal. The same Muslim infiltration in Europe is going on now with all adverse socio-political implications.

Islam, from the beginning, has been a socio-political doctrine. The doctrine is used to capture political power and control society as per the tribal norms of 7th century Arabia. For this reasons Muslims in India vote en masse for the cause and interest of the community and Islam only. But Hindus vote for different and diverse causes in fragmented manner. Thus, better demographic strength has given the Muslims of West Bengal a democratic advantage to dictate the election results.

After independence, Muslims voted for Congress in West Bengal, as the party supported their causes. Then they allowed the Communists to rule the state for 34 continuous years. In 2011, they shifted their electoral allegiance towards TMC to bring it in power. Their present allegiance continues to be in favour of TMC. The defeat of BJP in the hands of TMC in 2021 Assembly election was not at all unexpected. Mamata Banerjee and Prashant Kishor were wrongly given credit for the defeat of BJP.

In Assam, proportion of Muslim population is as high as about 35 percent. This happened due to indulgence of the ruling Congress Party through decades allowing mass illegal infiltration of Muslims from Bangladesh. But Hindus there, both Assamese and Bengali, have unitedly supported BJP in two consecutive Assembly elections to bring BJP to power.

Present BJP government of Assam is engaged in course correction now. But, in case of West Bengal, a large section of the Bongs is staunchly anti-BJP like their Muslim brothers. May be, they are waiting for their merger with Muslim Bangladesh. However, a better option for them can be a Kashmir-like situation.

The S.C. finally took cognizance of religious conversions

0

‘Forced religious conversion may pose a danger to national security and impinge on the religious freedom of citizens, the top court had said recently and asked the Centre to step in and make sincere efforts to tackle the “very serious” issue. This warning by the supreme court is a corrective step for the society though came belatedly. The apex court also had warned a “very difficult situation” will emerge if proselytization through deception, allurement and intimidation is not stopped.’— it is heartening to note that the S.C has taken cognizance of the situation prevailing. Religious conversions in India mainly target the majority religion i.e. Hinduism.

Mostly, in the western countries, the number of people attending the church have dwindled. The latest census shows the number of people who call themselves Christians are less. This is at one level by taking up humanism more than religion in those countries. Hence, whatever funds the evangelical groups are getting in the developed nations, are all siphoned off to poor third world nations to convert the poor masses in them.

With the lure of money, many change their religion but not out of any spiritual consciousness/ awareness in choosing one over the other. The converts, by and large, have neither the wisdom to judge on religious matters at the spiritual level nor the mental framework to do so. Specially, in the southern states of India, these conversions have been taking place since ages on allurement to increase their fold by the evangelical groups.

Goa is a textbook example for Portuguese Christian missionary conversion. The missionaries called themselves “a civilizing force” and for them the Indian masses were pagans (idol worshippers), hence barbaric and uncivilized. However, this kind of jargon is not used, overtly, by the missionaries now, but they say, they are converting to elevate the “social status” of the downtrodden, as Hinduism is caste-ridden and hierarchical. Christianity and Islam have been branded by our secularists as “egalitarian i.e. everyone is treated equally” religions.

Eventually, after converting by the inducement of money and brainwashing of equality in status, they seek reservations in education and in all places of work, citing that they are “lower castes” among the minority religions also. After converting into “casteless” religions/society, how could they seek for reservations on the basis of caste? Since castes are specific to Hindu society, all Hindu Scheduled Castes get reservation as per the 1950 Presidential Order. By converting into a minority religion, the converts get minority privileges. In that case, seeking reservations on the basis of caste would not be fair.

The Congress party with its appeasement policy of minorities turned a blind-eye on religious conversions. They should be reminded of what Gandhi ji once stated on religious conversions. He said, “This proselytization will mean no peace in the world. Religion is a very personal matter. We should be living the life according to our lights, share the best with one another, thus adding to the sum total of human effort to reach God.”

The missionary work in Africa is interesting. All native pagan religions in Africa are well-subsumed into a single Christian faith. According to Jomo Kenyatta: “When the missionaries arrived, the Africans had the land and the missionaries had the Bible. They taught us to pray with our eyes closed. When we opened them –they had the land and we had the Bible.” Even in independent India, the missionary work goes unabated just because India is a secular country.

“Incidents are reported every week throughout the country where conversion is done by intimidating, threatening, deceivingly luring through gifts and monetary benefits and also by using black magic, superstition, miracles but Centre and States have not taken stringent steps to stop this menace,” said the plea filed, of late, through advocate Ashwani Kumar Dubey.

Hope the BJP government would draw a curtain to these wrong practices of conversions, which are dubiously done on proselytizing missions. Freedom of Religion guaranteed in the Constitution of India should not be misused or abused.

Need of rewriting history to make it ‘narrative less’

0

Rewriting history is a hot topic of discussion, particularly when it comes to what happened during colonialism. Some individuals think that in order to truly depict what happened, history must be rewritten, while others think that it is preferable to keep history as it is.

Personally, I think that history has to be rewritten, especially in regards to what happened during colonisation. The history books, which were produced by the colonists do not fully portray what actually occurred, are the source of this. We may make sure that future generations know the real tale of what occurred during colonialism by rewriting history.

It might be challenging to determine which of the various historical accounts about Indians is correct. The history of India as described by the British is substantially different from the history as narrated by the Indians. Additionally, there are several regional histories inside India that could be at odds with one another.

Indian history is currently a topic of dispute and contention. It might be difficult to choose who to believe and what actually transpired in the past. To better comprehend India now, it is crucial to retain an open mind and continue learning about all facets of the nation’s past.

It is no secret that India’s past has been marred by violence. There have been innumerable incidences of violence and prejudice in India. In order to better truly represent the experiences of all Indians, not just those from a segment of the population, several people have asked for a rewriting of Indian history.

Rewriting Indian history is vital for a number of reasons. Priority should be given to recognising the contributions made by all communities to Indian society. And also, altering history can encourage the development of a society that is inclusive and accepting in the future. It is crucial that we recreate Indian history in a way that is accurate and representative of all Indians if we are to move ahead as a country. We can only aspire to build a good future for everyone after that. In reality, our past is rich in diversity, beauty, and culture. If Indian history were to be rewritten, it would appear considerably different from what we now know.

To begin with, the revised history would emphasise the many good facets of Indian history and culture. It would draw attention to the fact that India has a rich cultural legacy and is home to some of the oldest civilizations in the world. The country’s variety, represented by its numerous languages, faiths, and ethnic groupings, would also be highlighted.

Overall, a revised version of Indian history would present this wonderful nation and its people in a more truthful and fair manner. It would portray India in a more favourable light and highlight its advantages rather than disadvantages. We might change the stories that have been taught about our nation and people if we rewrite Indian history. We would have the opportunity to clear up any misunderstandings that had developed through time and to tell the truth about what had transpired in the past. Rewriting Indian history will also increase Indians’ pride in their culture and heritage. Additionally, it would help to better comprehend the present and how prior actions have impacted it.

There is no question that Indian history has to be revised. The narrative as it is is biased and fails to capture the genuine variety of India’s past. By rewriting history, we can give those who have been silenced a voice and demonstrate to the outside world the actual depth of Indian culture.

Don’t defy Prof. Babones bravado, instead introspect

Australia’s Sydney University Associate Professor of Sociology, Salvatore Babones, came to India invited to attend India Today’s Mumbai Conclave and was interviewed by the group’s Consulting Editor-cum-Anchor Rajdeep Sardesai, who has been often found controversial and so apologized for misrepresentation and twisting of news and facts and was suspended in January 2021 by his current employer, on performance of India Democracy which is now celebrating its Azadi Ka Amrit Mahostov.

Prof. Babones statements on Indian Democracy and the country’s intellectuals as a class have generated a monstrous hurricane. In fact, his statements have brutally flattened many Indian intellectuals as if they had never expected such kind of statements and analysis from someone from the West which had been Indian intellectuals’ intellectual inspiration since independence.

In the end of the interview, Sardesai himself was visible so frustrated that he couldn’t resist the urge to brand Prof. Babones a ‘Modi Bhakta’ and ‘Foreign Agent’, and asked sarcastically, “Who is Prof. Salvatore Babones, an American in Australian University, an Associate Professor of Sociology and visiting India for the first time, to brand Indian Intellectuals ‘Anti-India’ and questions their ‘patriotism’?”

To prove his branding of Indian Intellectuals ‘Anti-India’, Prof. Babones placed some facts which haven’t been countered by any Indian intellectuals by their worth so far. Here, there are some star examples. To the question that Indian Democracy has been rated negatively by the Western rating agencies and branded as an ‘Elected Autocracy’, Professor replied, “Indian Democracy is a greatest success story post colonial era in the world. All over the world, there is no example of sustained democratic country, which has per capita income less than $10,000, but in India where per capita income is $2,000.”

And he alleged that the Western rating agencies for their above conclusion are heavily relied on Indian intellectuals’ publications and talks in Western media and universities respectively. In regard to the question that journalists aren’t safe and ‘freedom of speech’ has been compromised in India in comparison with the same in the Western democracies, he replied, “In the Western democracies, per one billion population 6.5 journalists are killed while performing their job, but in India only 3.5 journalists were killed per one billion populations.”

And Professor told Sardesai on his face confidently, “You as a journalist are the safest in India than you would have been in the West.”

The Babones issue did not end in the hurricanian India Today Conclave. Latter, Prof. Babones visited New Delhi, bought some books to further educate him about India from the Khan Market of the much talked about Khan Market Gang fame and addressed a programme in Indian International Centre on the neighbourhood of the very same Khan Market.

Over the credential of Prof. Babones, some Indian eminent journalists and authors published columns in which they accused him derogatorily as an officially designated ‘Foreign Agent’. But, when Babones responded to all these accusations with interpretation of ‘Foreign Agent’ as per his native and employer countries’ laws, there is no substantially justified response from his Indian critics.

Though he has left India after the above discussed short itinerary, he has not given of his effort to tell the truth about India to all who continue to troll him over his research findings and expressions about Indian intellectuals’ activities. He has been since then very active in social media responding every charge against him.

Now, let’s discuss what is the reality in India? And should Indian intellectuals afford to defy the facts, forget about what Prof. Salvatore Babones bravadoed? If so, how long? Mind, not for long! Indian Democracy needs intellectuals. Don’t be pariah any more. Let bygones be bygones. Indians at large are very forgetful in nature. Try to come to reality. Reality is: India is now 5th largest economy, and by every estimate going to be 3rd largest economy within next half decade in dollar term.

And as per purchasing power parity, it is by now the 3rd largest economy. Alongside, it is a mighty military power in the region, which has been the pivot of world economy, and as a result of this, has started leading the world politics if one goes by the role India played during two years long unprecedented Covid19 pandemic havoc, and now the world at large look at her to mediate in devastating Russia-Ukraine war which has pushed world economy but Indian economy to possible all time long recession.

In the meanwhile, Indian leadership without much hullaballoo helped Russia-Turkey-Ukraine to come to an understanding to evacuate lakhs of tons of long stacked food grain in the Ukraine ports on The Black Sea to take care of food crisis in several countries.

In the given situation, the Western white supremacists and Abrahamics preachers’, who consider themselves as custodian of the Western so-called liberal value system, long persuaded anti-India activities may not be sustained in the long run. Today, Professor Salvatore Babones, brought up in the above system, revolted. It is not known whether Babones’ recent outburst against Indian intellectuals is due to his recognition of India’s truth or he is an opportunist. But, it is certain that he has set a trend which Indian intellectuals cannot afford to ignore.

Tomorrow, some more foreigners may follow Prof. Babones a la Indian intellectuals follow the Western value-system defying with Indian truth for some obvious monetary gains which has seen fast tracked post-George Soros Davos 2020 $1 billion investment announcement. Prof. Babones statements are not all. Even the Western political class started accepting India’s truth. Despite present Indian leadership’s defiant neutral stand over Russia’s aggression against Ukraine, the Western leadership could not abandon India, and literally allow and in many issues cooperate with India to pursue her policy of strategic autonomy and independent foreign policy.

While concluding the column, this author like to remind Indian intellectuals the followings believing these issues among others must be in Prof. Babones mind when he told with confidence that Indian intellectuals are ‘anti-India’. They are: Were Indian intellectuals not in the pay roll of KGB and CIA during Cold War period?

Are not they now silent over Supreme Court’s self-designed and implemented Collegium System of judges recruiting judges –not seen in any Indian intellectuals valued Western democracy- who often encroaches Executive and Legislative domains, and recruited Markandey Katju and Abhay Thipsay –now retired- kind elements to Supreme Court and High Court benches respectively, who inflicted unrepairable damage to Indian judiciary in London Westminster District Court in fugitive Nirov Modi case, and the sitting apex court judges, who recently have exposed their lack of understanding of criminal laws of the land, not to forget that one of them is going to succeed the present Chief Justice of India after two years.

During the course of above quoted interview, Prof. Babones asked, “Will the UPA, if comes to power in future, reverse Ram Temple?” Here, I may dare to ask Indian intellectuals, “Who opened the Ram Temple-Babri Masjid gate in 1987 in tearing hurry, which was locked in 1949 by Congress leader and Iron Man Sardar Patel? And why?” Their branded fascist BJP, with only two MPs in the Lok Sabha, was not in power then and was rejected comprehensively by electorates in 1984 general election.

Remember: India is secular only because it is Hindu majority, the faith which is a minority religion in the world and the most persecuted, and struggling to survive on the face of several centuries’ long brutal aggression of Abrahamic faiths which have policies of swallowing others with bloody sword in one hand and Bible/Koran in the other.

India that is Bharat: Heading towards Sanatani libertarianism

0

According to Advocate J Sai Deepak, any ideology that has not originated in this land is necessarily antithetical to this land. This is the most important warning and framework for a discussion on reconciling free-market principles, libertarianism, and the idea of “small government” with Sanatan Dharma, based on this land’s history of resistance to foreign ideas.

First, let us analyze what is Libertarianism and whether it is harmonious or antithetical, and to what degree to Bharat and Sanatan Dharma. Libertarianism essentially is the polar opposite of the socialist/Ashokan “nanny State” or, as is known in more respectful terminology, the “welfare State”. Therefore, effectively, libertarians are opposed to the idea and demand that the State be the all-encompassing caring, loving parent who is always there for his/her child every step of the way, regardless of the child’s own choices and decisions. The intended/unintended consequence of such an arrangement is that the State has almost complete power and authority over every matter concerning the daily actions of its citizens because with great responsibilities, come great powers.

Bharat’s tryst with an almighty welfare State has given us ample data to reject the idea because of the semi-irreversible damage it did to its economy and the way it carried forward the baton of dehumanization of its citizens post Independence up until 1991. We started getting the first sniff of libertarianism since 1991 as one no longer had to stand in queues, beg, borrow and steal for licenses or wait anywhere between 6 months to a few years for basic commodities like a radio or a two-wheeler. That regressive mindset of governance has not been done away with completely but, seems to be getting decommissioned gradually, without ruffling too many feathers.

Libertarianism, on the other hand, is synonymous with the idea of a “small government”, which is fiscally conservative and leaves the markets free to operate as they please which ends up giving normal citizens more liberty to lead their life the way they wish to with dignity and without having to go to the local party’s office to get things done. The gist of this school of thought is: “the market will take care of it”.

If one analyzes the economic causality of any situation, one will see, that the market does take care of things better than the State. The fundamental reason is, that the State is an unaccountable faceless entity, whereas, a private firm providing a particular service is accountable every step of the way because it fears going out of business. The State never goes out of business.

Only its CEOs and CFOs, so to speak, keep changing. Therefore, the State lacks the incentive to allocate resources efficiently. A political party’s only job is to come in control of the State using any number of ways to proselytize citizens to make them think that, their party is better than the other party. Critically, this nature of “Rajneeti” which translates to “policy of governance” and not “politics”, happens to be analogous to the general Abrahamic nature of present times. Politicians are secular equivalents of missionaries going door to door telling people, “You are in darkness, and I have the ‘light'”.

This form of a political system results in a sympathetic way of looking at humans instead of empathetically. Sympathy is antithetical to respect. Sympathy is the notion that the “victim” is in a tough spot and has no way of getting out of it unless the saviour gives him a hand. The prior sentence may as well have been the summary of Abrahamism. Therefore, this saviour complex is inherently Abrahamic in nature and opposed to Dharma, which along with the Indic ways of societal harmony, stands on the pillar called respect.

Respect for that same “victim” in the same situation would cause one to listen to the victim’s predicament, understand the gravity of the situation, and appeal to the victim’s inner strength to stand up and fight and at best, construe a framework wherein the victim is empowered to get out of the situation and to not be a victim again. This is where the trifurcation between Libertarianism, Dharmic governance, and “welfare” begins.

The solution to any problem according to welfarists, seems to be to throw money at it. Suffice to say, they do not use their own money for throwing around. They use the State to force people, under threat of imprisonment, to come up with the money that they intend to throw around at problems either not faced or not even considered to be a problem by the people paying that money. Here, they start creating unintended consequences of incentivizing counterproductive behaviour that further dehumanizes the very people they wish to uplift. While for some, that is the intended consequence because a population in perpetual need of welfare is the fixed vote bank that will vote for anybody coming up with the biggest welfare announcements.

Other than the fact that this welfarist mindset is applied not just to the avenue of “freebies” but to a plethora of other situations, the most significant consequence is that the people in need of the welfare, remain so for the rest of their lives. Anyone may be born in an economically disadvantaged situation but curiously, the more the welfare mindset of a society, the more the chances of the families there remaining poor for generations. The common welfarist argument that “the poor are getting poorer” is devoid of data on specific people and is based on overall population data of the number of people under a certain income level, which includes immigration of poor people from other countries.

With a variety of employment opportunities, a poor person does not stagnate in an economic class, as is the case in nations where welfarism is looked down upon. It is in instances where employers are threatened with unimaginable numbers of licenses, “responsibilities”, and other laws that force them to pay less, not hire or downsize, that the citizens stop experiencing upward economic mobility. Therefore, the hypothetical victim’s poverty and sub-human welfare-dependency stem from the fact that the freebie given to him has come from impoverishing potential employers who could have hired him and paid him enough to lead a life of self-respect. Of course, the secret sauce to the discipline of being in employment for years, saving responsibly, which then leads to the person’s economic upliftment is also their family values but that is outside the scope of this essay.

Welfarists think they are creating an atmosphere of philanthropy and charity. In other words, they want the government to ensure that people are “moral” citizens. Although welfarists more often than not, are opposed to the idea of culture, religion & Dharma and thus end up creating a society where no morality exists, they show an incomparable faith in the government to manipulate human behaviour, thus ending up giving it powers beyond what it should wield. There are two other significant problems created by this framework of governance.

Firstly, a large number of government officials, think tanks, and academics are kept on permanent payroll on public money to collect data and distribute the welfare, all of whom have a direct financial incentive to not eradicate the problem because they will be out of a job the moment they solve the problem. Additionally, it means the tax “acquired” from people is not just for solving the problem but includes the salaries of the people in the middle, which also creates the need to have “contacts” to get facilities from the government that one has already paid for (the tax). Secondly, from the perspective of the “victim”, receiving monetary help from the State is equal to money simply falling from the sky as opposed to actual philanthropy.

Simply because, charity is received from a person, or a face, to whom one feels gratitude, perhaps hopes to return the favour one day, if not vowing to never be in the situation ever again. On the other hand, the government is a faceless entity to whom a person feels no personal attachment. As with lottery winners, the money simply disappears with time, no matter how large the amount, because managing money happens to be a separate skill set altogether. Therefore, taking people’s money without their consent, and throwing it in such bottomless pits is both bad for the nation’s economy as well as the person receiving it, because he is disincentivized to pursue other avenues.

Another shameful example of an unintended consequence of operating from a mindset of sympathy is that most students who get into institutions out of their intellectual league because of reservation, drop out because they cannot keep up with the rest of the students who get in based on their past performance in exams which predicate their knowledge, learning pace and most importantly, knowledge retention skills. Not only does this create avoidable dropout statistics, but it also negatively affects the life of the student who would have done well in the institution but could not get in because he was not from the right social group and as well, the life of the student who got in, because she could have done better in a scenario where her academic peers are her intellectual equals.

For welfarism to work, the population under the government cannot be too diverse, or too big, and the government officials must be honest citizens. This is where Libertarianism offers the better alternative because with profit as the basis for the functioning of every societal institution, one’s inherent honesty or loyalty to the citizens is not a big factor. Quality of service becomes the foremost priority, devoid of which, the service provider goes out of business, adding to the fact that competition among multiple firms to provide the same service incentivizes innovation and also reduction of prices, both of which are absent when the government decides to provide the same service.

Here, the history of Bharat gifts us Sanatani Libertarianism. The “Kautilyan State”, as described by Kautilya in the 2300-year-old seminal treatise on governance and economics, the Arthashastra, is a strong sovereign State (while being ever suspicious of government employees), but sticks to creating frameworks, that facilitate a lifestyle of dignity and freedom, without handing out special treatments based on the suffering of one’s ancestors or their current financial condition, and without treating the environment as just another resource to be exploited. The only instances of freebies were that people with special intellectual contributions to society were not to be charged for salt and while traveling in ferries.

Kautilya describes a large number of job opportunities as well as entertainment avenues ranging from consuming art, alcohol, to prostitution, which was also State-sanctioned and took place in State-maintained institutions (being an era before the advent of Victorian hypocrisy). Here, the welfarist would argue that the “Kautiliyan State” is heartless for not having elaborate freebies for everyone in need while the libertarian would argue that there was no need for the State to take care of these things as the market could have done it. Here, the libertarian’s implied end goal is that there be no State and everyone magically live happily ever after without conflict, also known as Anarcho-Capitalism.

This idea of a borderless society has no real-life use because it is dependent on everyone else in the world following the idea word for word. The welfarist argument is based on more patronizing premises. The welfarist assumes that any person who is not as wealthy as the wealthiest person around him is surely leading a life of shame and no worth. The welfarist projects his world view of jealousy on every non-wealthy person (interestingly, the translation of the words “jealousy” and “violence” are interchangeable in Indic languages, which is, “Hinsa”).

Therefore, Sanatani Libertarianism, the Bharatiya option simply adds “providing frameworks of entrepreneurship without trampling on nature” to the list of the otherwise standard libertarian position that a State, if existent, should stick to protecting life, liberty, and property.

Is EWS actually beneficial to the Brahmins?

A background:

The present issue and tussle surrounding the upholding of the 103rd Amendment to the Constitution by the Supreme Court, which introduced the reservation policy under Articles 15 and 16 of the Constitution for the economically weaker section other than those who are eligible for the reservation benefits deems it necessary to understand the nature of this policy and other ancillary outcomes.

The Economically Weaker Section (EWS) policy introduced via the 103rd Amendment to the Constitution in 2019 has amended the Constitution by including a new clause (6) under Article 15 and 16. Under the ambit of this amendment, special provision with respect to economically weaker sections of citizens who do not fall under the categories of citizens eligible for reservations, can be made with respect to educational institutions and posts and the maximum bar set on this special reservation is 10%. The following are the prescribed eligibility criteria for EWS of citizens:

  • Person is not covered under the scheme of reservation of SCs, STs and OBCs
  • Gross Annual Family Income does not exceed Rs. 8,00,000
  • Should not own agricultural land in excess of 5 acres
  • Residential flat should not be more than 1000 sq ft.

Before moving towards an analysis of the arguments, it is pertinent to look at the statement of objects and reasons behind the 103rd Amendment to the Constitution and the true legislative intent.

Statement of Object and Reasons:

As per the Parliament, the economically weaker sections of citizens have largely remained excluded from attending the higher educational institutions and public employment on account of their financial incapacity to compete with the persons who are economically more privileged. The benefits of existing reservations under clauses (4) and (5) of article 15 and clause (4) of article 16 are generally unavailable to them unless they meet the specific criteria of social and educational backwardness.

Moreover, the Government has adhered to the DPSP under Article 46 to provide for special care, the educational and economic interests of the weaker sections of the people, and, in particular, of the Scheduled Castes and the Scheduled Tribes, and shall protect them from social injustice and all forms of exploitation, through clause (5) of Article 15 and clause (4) of Article 16.

The Parliament is however of the opinion that it did not fully implement the mandate of Article 46 which was actually to provide for the benefit of economically weaker sections of the society and in nature of equality it has introduced the present 103rd Amendment.

Discussions:

The first argument against the EWS policy posed by media and other members of the society is that it is unreasonable, specific to only brahmins and provides benefits for the brahmins, who already hold a high position in society and through past experiences do not need any particular reservations. This argument fails at recognising that the EWS is posted specifically for those who are not covered by the reservation under SC, ST and OBC categories.

This does not only include the Brahmins but people coming under the General Category. The General Category includes the Kshatriyas, sub castes like the Rajputs, Vaishyas and sub castes like Marwaris, Jats, Khatris, Baniyas, Pathans, Patidars, Marathas, Kammanas, Reddys, Khandayats, Ahoms, Nairs, Indian Christians, Indian Muslims, etc. So, to make the argument against EWS specific to Brahmins is highly unjust and truly portrays their anti-Brahminical character, which frankly has been the nature of the society for time immemorial.

Another point which needs to be stressed upon is that these members are receiving this 10% reservation purely based on their economic status. The same has been given to the SCs, STs and OBCs much before and if the society which so opposes this EWS scheme is truly following the Constitution, it must compulsorily accept the socialist nature of this Constitution.

In addition, they must embrace this socialism in all spheres of their lives and must be unhesitant in accepting the position that irrespective of caste, category or position by birth, any person can come under the purview of being economically weak. There is no certainty that a person belonging to the General Category should always be economically well set and that a person belonging to the reserved category must be economically and financially unsound.

What will happen in a case where a person who is a Brahmin (considering with regard to relevance of argumentation in society), who is poor, not having the required resources, seeks education or employment and the State, in the name of protecting the rights of the reserved sections of citizens denies him this right, even after such an individual has passed the basic qualifications? Will it be right for a Socialist State to deny such an access? This is the essential and most important question which has been considered by the Parliament in providing such a reservation.

Another interesting argument arises from those opposing the EWS. In a situation where there is a person from the reserved category and a person from the EWS category, having similar qualifications for the job post, and due to the EWS, such a person is considered for that post, thereby, leading to the rejection of the person of the from the reserved category, will such a situation, not obliviate the constitutional mandate in providing reservation and protection of interests of the reserved sections?

To answer this, it is significant to understand that the post was given owing to the 10% of the seats which was allocated for the EWS category. Another quantum of close to 50% of the seats are freely available for the person from the reserved category, and additionally, he can even get the posting of the seat from the remaining general 40% of the seat, which is available for all. It is therefore, important to understand that person from the reserved section will not lose out on his reservation merely because of the EWS reservation.

Personal Comments:

The EWS may be beneficial for few who come within the 8 Lakhs per annum bracket. However, as a middle or an upper-middle class member from the General Category, who may be placed better economically will be put under greater duress. The already existing reservations vary from state to state and in some states, these reservations are upto 50% of all seats.

An additional 10% will lead to only 40% of the seats to be open for everyone, wherein, the reserved persons will also be able to fight for the seats. Hence, to answer the title of this blog in a crisp, the brahmins will not be benefitted as a group out of the EWS policy. It is high time for the reservation sequence to be eradicated in Bharat and move towards a Bharat, which gives preference to merit before class, to become the most developed country in the world.
