One step closer to Congress Mukt Bharat

0

It is not the strongest of the species that survives, nor the most intelligent, but the one most responsive to change.
–Charles Darwin, 1809

This is the only reason why Indian National Congress’ extinction is inevitable. The party is simply not willing to let go off the practices that fructified handsomely in the past.

Protests, Demonstrations, Dharnas, Bandhs were, are and will always remain ways to seek attention; attention of people in the city, the state, the country and the world. But that’s it, nothing more nothing less. Some people are protesting now. The entire world has their undivided attention, everybody is looking at them, we all are listening and waiting for what they have to say. Now what?

What happens next is quite different from what used to happen earlier. The world in the current times, does not blindly believe in what the protesters or demonstrators say or claim. Whatever they say can be and is thoroughly scrutinized and verified. Internet provides easy access to a variety of information sources. We are living in the age of information fueled by cheap internet and are not dependent on a handful sources of information like television or news papers to keep ourselves up-to-date.

Congress today claims that the government is trying to get rid of the APMC Mandis and MSP. Even though I strongly disagree with this (I wrote a separate article pointing out the very reason why the government irrespective of the ruling party in Indian cannot even think of getting rid of APMC and MSP), but lets assume for the sake of an argument that BJP is indeed trying to eliminate MSP and APMC Mandis. How is it any different than what congress had wanted? Below is the screenshot from Congress’ 2019 election manifesto. Point 11 of the topic 7 – Agriculture, Farmers and Farm Labour on page number 17:

Not just this, Point 21 on the next page in the very same manifesto says this:

Now, why does the congress call it an anti-farmer bill when the recent one of the three bills related to Essential Commodities Act, does exactly the same thing?

In addition to this, I found something interesting in the manifesto. Point number 16

How? Ask a simple question, how will Congress encourage farmers for Crop Diversification?

With exorbitant mandi charges, taxes and commissions in the APMC Mandis, private players were complete thrown out in the states like Punjab. The government provides MSP on only 22 crops, how will you promote crop diversification and encourage farmers to grow crops outside the 22 MSP supported crops? The government will and can never procure all the crops and so will never provide MSP on all the crops. Find an answer to this diversification problem without using private players, I will be more than interested in listening to you.

Moreover, this does not end here. Crop diversification is a very critical issue. What happens when you keep growing the same crop over and over again? The productivity decreases! Following is the crop yield (kg / hectare) comparison for selected crops in different countries. The table is from the Swaminathan report. You can see, India’s productivity is the lowest.

This is one of the biggest problems in Punjab. Farmers grow, wheat and rice, wheat and rice, wheat and rice over and over again. Principle of Crop rotation did not come into existence in 2014 and has nothing to do with Modi or Ambani or Adani. More and more fertilizers are being required to furnish the soil with the necessary nutrients. Growing rice needs a lot of water, the ground water in Punjab is depleting at the highest rate in India as per Dynamic Ground Water Resources, 2017 report. At the current rate of depletion, Punjab’s entire subsurface water resource could be exhausted in a little over two decades. In short, the productivity is decreasing and the cost of farming (electricity, tube wells, fertilizers etc.) is increasing. Punjab’s Agri-GDP grew by 5.7% a year in 1971-72 to 1985-86 versus India’s 2.3%; both Punjab and India grew at roughly the same 2.9-3% in 1986-87 to 2004-05, but in the period since then Punjab’s agri-GDP grew at just 1.9% versus India’s 3.5%.

Let me ask you one more question, who is suffering more? Who is committing suicide? A farmer with a large holding, more wealth or a poor farmer with a small holding?

As soon as these three bills come into play, the farmers with small land holdings, the poor farmers would be the first ones to move out of the APMC mandis, willingly, on their own and change crops from the MSP supported crops like wheat and paddy to the ones which would reduce their input costs. Even in a worst case scenario where they get prices less than expected and the private players are pure evils as they are portrayed, they would make more profits because their input costs would be substantially reduced along with commissions and mandi charges eliminated.

Commission agents would clearly lose with these bills, farmers selling to private buyers means no commission for the middlemen. The state would also lose a lot of money in the form of mandi charges and taxes, Punjab charges 14.5%, the highest in the country. PDS in India is an open ended procurement i.e. when the grain arrives, it is procured even if the government storages are on full capacity and there is no demand. This means it is a safe bet for a farmer who can overlook the input costs. In one line the nexus between the wealthy farmers with large land holding, commission agents and the state is threatened. This is why you see people from Canada and Australia protesting on streets. Have you ever seen a poor person let alone a poor farmer sending his kids to study/live in Canada and Australia?

This does not end yet. 22 out of 28 states in India have already legalized Contract farming by tweaking one or the other provision of the model APMC Act, 2003, which by the way was again brought to life by NDA government under the leadership of Atal Bihari Vajpayee. If Congress had a problem with contract farming as it would force farmers to be on the mercy of private players, why didn’t it do anything about it in the ten years of its honest and farmers friendly rule from 2004 to 2014? Now it has a problem when the current government is trying to standardize and bring uniformity among different states so as to make it one nation one market.

It looks to me that Indian National Congress is trying to create chaos, crisis and spoil the decorum of the country for its political benefit. You will find them saying “there have been so many protests and riots in last years.” The party knows very well that these reforms were long due. Swaminathan Commission filed all its reports before 2007, but the UPA government had no intent to do anything of the report. Why? Because they knew there would be some people who would not like it. Now they are trying to exploit the situation for their own politics. Its always the same, they made situations worse by dragging issues for decades be it 370, CAA, NRC, Ram Mandir or these bills. BJP fixed them all in just six years. At least now we move on to other issues.

Why blame only Congress, a dozen other political parties are doing the same thing. It looked as if Bharat Bandh was more visible in the state of Bihar. These farm bills were brought to life in July/Aug time frame. I wrote an article (Farm Bills 2020) in Sep about the same. But Tejashwi Yadav, who is now on streets protesting, whose party workers are now burning tires, had no words to say against the bill in the elections that happened in Bihar just a month ago. As a matter of fact, even after massive internal differences, NDA won the majority and the highlight was that BJP not only won its own conventional seats but also the seats that had Yadav and Muslim dominance. You must read The reality of Bihar Election Results analysis. Isn’t it ironic that the same farmers who were supposedly unhappy because of shutting of APMC Mandis in Bihar as claimed by various political parties, voted for BJP?

K Kavitha, daughter of K. Chandrashekhar Rao, sister of K.T. Rama Rao, running a family enterprise, now claims that the bills are anti-farmers. Her party TRS, just lost 40 plus of its conventional seats to BJP in GHMC elections. There were tons of local elections in Rajasthan recently, Jila Parishad & Jila Panchayat types, even when INC is the ruling party, BJP kept winning. Who are these people who are against the bills but some how go ahead and vote for the very party that came up with these so-called anti-farmer, anti-everything bills?

The Dharna queen of Indian Politics Mr. Arvind Kejriwal, on one hand is supporting the protest and the protesters but on the other hand was one of the firsts to implement The Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Ordinance, 2020, as notified on November 23.

I can keep going on and on and on and just increase the length of this blog by adding pictures and screenshots. Sharad Pawar wanted to get rid of the regressive provisions of APMC act within six months and invite private players in the market. But now he is against the very same reforms.

At the end of the day, it is the information that matters. This farmers Protest brought spotlight to their issues, and Congress exposed itself.

I did not have to move an inch away from my desk to get the necessary reports, documents, etc. to verify the claims made. Thanks to internet! No need to remember anything, who said what, when, where and in what condition; just search. That’s it!

Rahul Gandhi goes to ten different rallies and comes up with ten different variants of the very same thing. He forgets that it is twenty first century and not his dadi’s era. People in those rallies most probably have seen his videos as to what he said in a different place even before he opens his mouth on the stage. If it was not for the internet, I would have convinced myself that since there are so many people protesting outside, the bills must be flawed, and since some shops were shut, the bandh was successful. Now, every one has a camera in his pocket, the smart phone. Before the media even reaches the markets, the videos of party workers threatening and forcing the shop owners to shut the shops were all over the internet, be it whatsapp, facebook, twitter, youtube, v-blogs and countless other places. Infact the mainstream media also telecasts the same videos created by faceless individuals. In addition to this, CCTV footages would have definitely exposed a lot of hooliganism in case these videos weren’t available.

The farmers protest and Bandhs failed because the leader and parties are simply caught lying and spreading fake news. All the parties supporting these irrelevant protests will lose their vote shares as and when they go for elections. Congress’s strong bastion in the name of Punjab slipping out of its hands in 2022 might just be the last nail in the coffin.

Hijacked farmers’ protests

0

‘We are farmers, if we will not feed you then who will? So, listen to our demands!’

You might have heard these words many times from the farmers doing the protests. The initial demands of the farmers were either to take back the farm law OR just do the amendment by assuring the MSP. But slowly and steadily as the protests grew, Maoists, Khalistanis and other ‘so-called’ politicians and intellectuals turned into farmers, increasing the demand list of the farmers. The final demands of the farmers are as follows:

1. Repeal the three recent agriculture laws, besides the Electricity (Amendment) Bill 2020.
2. Implement a Universal Public Distribution System (PDS) throughout the country and include in it all essential food and non-food items of basic necessities.
3. Implement the formula recommended by Swaminathan Commission to fix profitable MSPs for all crops.
4. Legally ensure government procurement on MSP for all crops.
5. Also implement other pro-farmer recommendations of Swaminathan Commission.
6. Rollback steps directed towards deregulating and decontrolling trade and commerce of farm produce in favor of big Indian and foreign traders and multinational companies.
7. Put an end to farmers’ exploitation by big traders and MNCs in government-regulated agriculture produce markets.
8. Put an end to the monopoly of Indian and foreign corporate and multinational companies over the trade of agriculture inputs. Make these inputs available to farmers at subsidized rates.
9. Immediately release detained and imprisoned intellectuals, democratic rights activists, and student activists all over the country. Withdraw false cases registered against them.
10. Withdraw all restrictions imposed against the right to struggle. Take steps to ensure the right to struggle.
11. Repeal the ordinance imposing a fine of Rs one crore and imprisonment for five years on helpless farmers burning paddy stubble.
12. Make full arrangements for the harmless disposal of stubble according to directions of the Supreme Court and National Green Tribunal. Else, pay Rs 200 per quintal bonus on paddy in lieu of extra expenses for this purpose.
13. Marginal relief of not imposing interest over interest given to other loanees should primarily be given to farmers.

There are a total of 23 Kisan Unions involved in these protests which are non-political and belong from Punjab. These are:

  1. Krantikari Kisan Union
  2. Bharatiya Kisan Sabha Dakaunda
  3. Kisan Sangharsh Committee
  4. Azad Kisan Sangharsh Committee
  5. Jai Kisan Andolan
  6. Kisan Mazdoor Sangharsh Committee
  7. Kisan Sangharsh Committee
  8. Bharatiya Kisan Union Tkta Ugraha
  9. Bharatiya Kisan Union Krantipari
  10. Bharatiya Kisan Union Sidhupur
  11. Bharatiya Kisan Union Kadian
  12. Bharatiya Kisan Union Rajewal
  13. Bharatiya Kisan Union Doaba
  14. Bharatiya Kisan Union Mansa
  15. Majha Kisan Committee
  16. Indian Farmers’ Association
  17. Lok Bhalai Insaaf Welfare Society
  18. Doaba Kisan Samiti
  19. Doaba Kisan Sangharsh Committee
  20. Ganna Sangharsh Committee
  21. Azad Kisan Committee
  22. Kisan Bachao Morcha
  23. Bharat Kisan Union

There are 8 Associations in the protests which are politically affiliated and from Punjab. These are :

  1. Kul Hind Kisan Federation (MCPI)
  2. Jamhuri Kisan Sabha (Revolutionary Marxist Party)
  3. All India Kisan Sabha (CPI-M)
  4. Kirti Kisan Union (CPI-ML)
  5. Punjab Kisan Union (CPI-ML)
  6. Kul Hind Kisan Sabha (CPI)
  7. Bharatiya Kisan Manch (Akali Dal)
  8. Bharatiya Kisan Union Lakhowal (Akali Dal)

There are 4 associations from Haryana and Madhya Pradesh. These are:

  1. Bharatiya Kisan Union Tikait
  2. Bharatiya Kisan Union Chaduni (AAP)
  3. Bharatiya Kisan Union Mann (Congress)
  4. Rashtriya Kisan Mazdoor Mahasangh

Therefore, there are 31 farmers’ unions out of 35 in these protests, who are representing the whole nations’ farmers. So, the first question arises that if Punjab’s farmers have so much problem with the farm bills then Punjab has the right to not notify the laws in their state. Punjab CM has already passed the laws to nullify the effect of those 3 farm bills. Then why so much of hullabaloo?

Now let’s focus on the new set of demands by the farmers’ unions. Almost all the demands are for the security of farmers and they have the constitutional right to ask for it but there are 2-3 such demands which can’t be fulfilled. The first is: To repeal the commission on Air Quality Management in the National Capital Region and adjoining Areas Ordinance 2020. Stubble burning is one such problem that makes Delhi and surrounding areas, a gas chamber, and many intellectuals beat their brains on Twitter, run a campaign on pollution in Diwali. But now when the government wants to solve the issue after the SC advisory, the Kisan Unions wants it to repeal!

The second surprising demand of the farmer unions is to release the arrested pro-democracy intellectuals and anti-CAA activists, poets, farmers’ leaders, and student activists. Now which anti-CAA activists and student activists do they want the government to release? Umar Khalid or Sharjil Imam, who have been charged with UAPA? Do they want to release Varavara Rao, Sudha Bhardwaj, and Gautam Navlakha, who have been arrested for suspected Maoists links? Even SC has turned their plea for bail due to ample evidence in hand with the authorities.

The government yesterday admitted all the demands of the farmers and agreed on to do the amendments.

Yesterday, the farmer unions did a press conference and have put forth the following points.

  1. We reject the government proposal and reiterate the demand for repealing the laws.
  2. We will boycott Reliance business establishments and products including Jio Sim.
  3. Gherao of District headquarters across India on the 14th of December.
  4. Protests will continue.
  5. Agitation on 14th December 2020 across India.
  6. Jaipur-Delhi Highway will be blocked either before the 12th of December or on the 12th of December.
  7. Gherao and boycott of homes of BJP leaders.
  8. India will be made Toll mukt on the 12th of Dec.

The basic question that must be asked from the farmer unions is – Why boycott of only Reliance? You were against the privatization and private companies then why only Ambani? You must also boycott all the private companies who have involved in contract farming with the farmers of Punjab to grow potatoes to make chips. Why this hypocrisy?

Therefore, it can be clearly states that these farmer unions have put the real demands of farmers on mute and put forth their own agendas. Khalistani voices can be clearly heard.

As Indian Army chief lands, Saudi-UAE say Modi-Bibi, Habibi

0

Believe it or not, Saudi-UAE could be one of the first countries in the World to declare Pakistan occupied Kashmir as India’s territory whenever Delhi attempts. Crown Prince MBS and MBZ now seems to hold a strong bond of partnership with PM Modi & Netanyahu. From 2016 the scene of the Gulf started sliding towards de-radicalization agenda. In this new realization, the Arab Gulf realized that the free crude oil stock is limited and Islam has to work out on adopting modernization and de-radicalization or else it will be back to the camels. Of course, they don’t want to become a begging state like Pakistan. It’s rather a good idea to ally with a big consumer market and a regional military power like India which can roll-out 5G by next year end and also mass manufacture vaccine for corona for the World.

The active diplomacy of India and Israel sniffed the opportunity. Along the alliance, the US started producing and selling crude oil. India swiftly altered its crude oil basket more towards non-gulf countries like US, Russia, Venezuela, Nigeria and so on. This put further pressure on the Gulf. One by one with multiple other economic deals too at offer, many gulf states started honoring the Indian PM with their highest National Civilian Awards. Falling oil prices and consumption brought a sudden shock of a reality check to the Gulf that half of the Petro dollars wealth of decades got wasted into funding jihad in the middle-east and South Asia. Crown Prince MBS was looking for a big bang IPO for Aramco and the alliance facilitated by sanctioning Iran. It is important to note that MBS has deep imprints of his mentor MBZ of UAE. With concrete rule of MBS in Saudi, tiny UAE now holds tremendous influence all over the Gulf region.

In 2018, UAE prince visited Delhi’s Akshardham Temple for considering a debut of an optimal mix of Temples, Yoga and Ayurveda to push the de-radicalization agenda in the gulf region. Meanwhile, the Israeli Mossad started helping Crown Prince MBS in the kingdom with defense and surveillance assistance. It is important to note that the first debut of opening of Saudi Airspace for travel to Israel was by none other than the Indian Prime Minister Modi. Diplomacy and military operations under him are acing all over the region. Saudi-UAE made way for the first ever invitation to an Indian Foreign Minister in an OIC meeting. India and Israel started jointly making moves to outpace US from the Gulf as Trump looked for a withdrawal from an active military and diplomacy role and rather focus at economy building back home. Pakistan’s CPEC and Iran’s massive deal with China are direct economic and existential dangers for UAE, Saudi and Israel. India and Israel are now jointly offering everything which US alone used to offer to Saudi-UAE. The alliance is obliged by Saudi-UAE pressure on Pakistan to return back the extended financial aid and stopping deferred supply of oil.

Saudi-UAE gradually withdrew from supporting Palestinian cause and supported India’s Kashmir moves of removing the special provisions. Jared Kushner, Netanyahu and Dr. S Jaishankar seems to have personally took the lead in the peace deals idea. President Trump was made to showcase the peace deals just days before the elections to get him back in office. Saudi-UAE went on taking steps from slowing down raising of new mosques to keeping a check on radical migrants from Pakistan to diluting the Islamic kafala system and so on. Israeli companies are now doing contracts which means from next year start Jews will start landing in the Gulf for permanent job and stay. Saudi Arabia now uses Mossad’s technology extensively for security and defense purposes. Netanyahu recently displayed its precision strike capability deep inside Iran by knocking a top nuclear scientist. US has signed some big defense contracts with Saudi-UAE. India is securing defense contracts and diplomatic alliance with Saudi-UAE aiming to further corner Pakistan in the region and is raising claims to re-occupy POK soon. India is also offering a big Reliance-Jio and Aramco business deal to Saudi Arabia. There could soon be talks on opening investments opportunities for friendly nations like Saudi, UAE and France in Kashmir to open resorts or adventure sports jointly with Indian partners. UAE is also being offered joint defense production contracts. All these even as India stays put in Chabahar project of Iran which to an extent saves Tehran from quick attack by its enemies. The diplomatic heft of Delhi is mind-boggling as it conducts exercises and seals similar contracts with both Moscow and Washington. While Delhi silently urges the West to put economic sanctions on the belligerent Chinese, it goes on to sign rice export contracts with China while the violent face-off still continues with Beijing in the north.

This week is a historic moment for India as its army chief will be on his first ever visit to the Kingdom and the UAE. The visit is a big move amid uncertainty in the US governance and clarity of Saudi-UAE with respect to long term alliance with Israel. The visit might see vetting over some game-changer weapons platform or military deal with India. The days of Pakistani workers in the Gulf looks numbered looking at the potential inflow of Jewish employees and de-radicalization agenda of the Gulf rulers. Crown Prince MBS looks all set to sort out the Al Saud family members if they come in the way of modernization once the aged and ailing King Salman is no more. India and Israel look committed to give a leadership in the middle-east so as to cut out the concept of violent jihad from the very place of its origin.

The pandemic is a stumbling block in the fight to ensure literacy: But, what next?

0

Around 320 million students in India have been affected due to the lockdown of the schools and institutes. That covers around 23.7% of the population of India. What do you think will happen if we don’t come up with a solution now? Every minute of delay in correcting or implementing solutions for this situation will probably make a child leave education forever. I don’t want to think of such a scenario, and neither should you.

The only way to prevent this situation from happening is to act now. The future doesn’t seem favourable for the people doing mundane or repetitive work as artificial intelligence is almost at our doors, and the future is not looking bright.

India is one of the youngest countries globally as it is in a period of ‘demographic dividend‘ and we need to leverage this, rather than make it a burden, by upskilling the youth and investing in education. When you compare the population in the age group 0–9 that is 241 million, with the age group 10–19, which is 252 million, one can see that India is at the peak of its demand for education. We need to act now.

Due to the lockdown caused by the COVID-19 pandemic for the past seven months, schools and institutes have shifted to the online mode of teaching. But, at least 27% of students do not have access to smartphones or laptops, according to an NCERT survey with over 34,000 students and parents. Our focus should be on how to cater to these children’s problems. When you think of how many from this 27% of children will go back to school once the school opens, the situation is bleak. They might not want to pursue an education in the future once they see that they are lagging compared to their peers. If we improve the infrastructure of online education, it will help us with the present situation and build towards the final goal of digital India. We can later use this existing infrastructure to improve education quality by leveraging the digital medium.

We have proposed some models on how the government can improve the existing online medium of education to accommodate the 27% of children and work towards digital India. When the lockdown started, BYJUs had added free live classes on its platform. They said that their live classes would “remain free for students across the country until the current situation persists.” Similarly, Toppr.com started the Toppr Asha program, supported by the Michael and Susan Dell Foundation, as a part of its CSR activity. But it was limited in its scope, because it has some conditions, as the students had to be comfortable taking tests in English and had to have a smartphone at home with a stable internet connection. Such conditions do not ensure a pan-India approach, and hence the solution has to be more inclusive.

The NEP 2020 Advantage

The education sector can leverage the aspects of the National Education (NEP) Policy 2020 to build its infrastructure. The current spending of the Gross Domestic Product (GDP) in the education sector is around 1–2%, which is not sufficient to meet the required criteria for education standards.

With NEP 2020, the percentage spending of GDP towards the education sector is kept at 6% which substantially increases the weightage to the education sector. This increase can significantly help in building the education infrastructure in India, by delivering online tools which is the norm of the future. Increased spending on developing the virtual infrastructure will help in increased internet penetration in the villages which will aid in the continuity of education to the children in villages.

One more advantage of NEP 2020, I feel, is the inclusion of vocational skills in the school curriculum. These skills include Programming, Data and Analytics, Marketing, Communications, Design, and more. These kinds of skills are essential to the job markets but not included in the curriculum till graduation level. So, teaching the aspects of technology and Programming will help the children gain technical knowledge pertaining to technology, which will help them continue with their education during pandemic times.

Leveraging Doordarshan And All India Radio (AIR)

During the pandemic, the Indian government can also leverage media channels like Doordarshan, and radio channels like the All India Radio (AIR), to provide education to the school children. Detailed schedules of classes and teachings can be made and circulated to students through these media channels.

Students can then watch the classes through Doordarshan or listen to them via radio and continue their education through virtual means. This method has been experimented with in some states like Andhra Pradesh, Maharashtra, to name a few, and it has seen some significant results in the continuing education of the school children.

In Andhra Pradesh, the teachers in government schools are made to continue with the class activities like assignments and homework by making use of technological tools like WhatsApp, Telegram, and more. Teachers are made to create a WhatsApp group consisting of their respective class students and the children are asked to submit the assignments based on the classes telecasted in the Doordarshan and AIR. This helps the students to apply the theoretical knowledge learned through virtual means.

The ‘JIO Effect’

JIO has been a major disrupter in the telecom network, dismantling the hegemony of such players as Airtel. Considering how Reliance is such an important player, the government could join hands with Jio to not only increase telecom infrastructure and network penetration to the more undeveloped and inaccessible areas of the Indian geography but also provide the necessary means to access that network, i.e. basic smartphones.

Though it might increase losses at first, in the long run, this will go along with Jio’s current policy of market expansion through penetrative pricing. We have done an estimate for how much the government might have to spend on this initiative. We assume the government will subsidize the JIOs tablet by contributing to 50% of the cost of the tablet that will come around to be 1750 (50% of 3500) and because of the same government can make a deal with JIO to subsidize internet monthly expenses for the students for around 100 rupees per month. So, we estimate the cost to be around two thousand crores. But I feel this will be a huge boost to the ultimate plan of digital India also.

I believe that to avoid the situation and to move towards a ‘Digital India’, we must work towards removing the education divide caused by the unavailability of services to the students.

Animal welfare and food safety law violations in chicken production

A second new study by Animal Equality brings to light the cruel practices followed by chicken farms that violate the most basic animal welfare and food safety standards.

Animal Equality, an animal protection organisation based in Pune, investigated several chicken farms and meat markets from Feb 2019 to Oct 2020 in Maharashtra, Gujarat, Andhra Pradesh and Telangana which are known for their chicken production. They found:

It is a standard practice to give feed laden with antibiotics to grow the bodies of chickens unnaturally fast. Their legs get crippled because of the unnatural weight gain. They can’t walk or reach the food or water. Many chickens fall ill and die of starvation, others die of heart attacks or respiratory infections. The carcasses are left to rot among living birds. Once they reach their maximum weight, the chickens are crammed into the transport truck in large numbers.

The birds are sent on rigorous journeys which last for hours, sometimes days without food or water. Many die while the rest are barely alive.

The live chickens are brutally pulled out in groups and weighed by hanging them upside down. At the meat market chickens are crammed into small cages for hours and sometimes days without any food or water.

Many chickens lined up for slaughter develop various infections and diseases. There is no health inspection conducted on them. Their throats are slit and they are thrown into drain bins where they languish in pain for several minutes before they die.

The meat is prepared in the most filthiest conditions.

Amruta Ubale, Senior Director of Public Affairs says, “This is our second study into chicken farms. After exposing the cruel and illegal practices on chicken farms in 2017, we presented our findings to the government along with a list of recommendations to reduce the suffering of chickens. Some of these recommendations are included in the Law Commission’s proposed rules for the welfare of chickens. And we are requesting the government to also introduce our other recommendations.”

Animal Equality has also requested the government to:

1. stop the slaughter of chickens at meat shops, markets, etc and implement the slaughter provisions in the Food Safety and Standards (Licensing and Registration of Food businesses) Regulation, 2011 and the Prevention of Cruelty to Animals (Slaughter House) Rules, 2001.

2. introduce in ovo sex determination technology to avoid the killing of male chicks

3. form a central committee to monitor welfare of farmed animals and appoint a sub committee at every district and taluka level

Agriculture reform: Policy and perception

Mihir Bholey

The impasse between the government and the farmers of Punjab and Haryana continues following the new farm act. Rounds of inconclusive discussions have led to the call of ‘Bharat Band’ while the cease by the farmers of the two states continues at the borders of Delhi. There is a sense of bewilderment both among the government and the common man about what the farmers exactly want. Nobody including the government wants the interest and the legitimate demands of the farmers overlooked.

This is a common sentiment that runs across the nation. However, the common man of the nation is somewhat worried about the inflexible and resolute approach of the agitating farmers who want nothing less than the complete revocation of the Act passed by the parliament. If we set such a precedence in the country then no elected government will ever be able to function leave aside legislating new laws or reforming the existing ones. Democracy will have to surrender before mobocracy and the nation will lose its spine. However, if the farmers agree to negotiate, it will only reinforce their respect in the eyes of common Indian. We must appreciate them for not resorting to violence or allow their agitation to be hijacked by the political parties or vested interest groups so far. But do we know how long will it remain insulated from such imminent threats?

While the final outcome of the agitation and negotiation is still awaited, one good thing that has happened is the ongoing discussions and debates have opened up the underbelly of the farming sector to a common man. So far he only knew that all is not well in this sector. Now he can also identify the caucus, the systems, outdated policies and people who keep millions of our small and marginal farmers in permanent quandary. The facts and data which hitherto were the privy of the experts, policymakers and the seasonal farmer leaders are now out in the open. For the first time a common man is able to comprehend the problems of the small and marginal farmers and also the dilemma of the government.

It would be unfair to believe that the previous governments were not interested in farming reforms. As a matter of fact, it has been the outcome of the successive agriculture policies by all the governments that the nation which suffered from serious food insecurity post-independence has now become not only a food surplus but a food exporting nation too. As per the Food and Agriculture Organization (FAO) data India today is world’s second largest producer of food grains, fruits and vegetables. In 1950 we only produced 50 million tons of food grain. In 2019-20 it reached to 295.67 million tons. The contribution of agriculture in Indian economy is higher than the world average of 6.4%. The agricultural exports as a percentage of India’s agricultural GDP has increased from 9.4 % in 2017-18 to 9.9 % in 2018-19. Not only that, even during the period of pandemic the exports of agri-commodities from India kept rising. During March 2020 to June 2020 it rose from Rs. 25552.7 Crore against an export of Rs. 20734.8 Crore during the same period in 2019. The increase was a sharp 23.24%. These are no mean achievements.

But what surprises is to see the political opposition of the present Act which aims at taking the previous achievements to further heights. The hypocrisy stands exposed when one sees some of the most revolutionary recommendations of the seminal Swaminathan Report viz contract farming, allowing farmers to sell their produce outside Mandis and APMC also being opposed ostensibly for scoring political brownie points. Despite making lesser contribution to the GDP (15.4%) in comparison to the service (61.5%) and industry (23%) agriculture sector remains the jugular vein of the Indian economy due to the high dependence of people (42%) on it for direct and indirect employment. As such, any policy decision in this sector should be better based on the advice of the experts rather than being subjected to politically motivated misinformation and opportunism.

So when the Prime Minister says we ‘can’t build new century with old laws’, it makes tremendous sense. All public policies require periodic revision. Agriculture policies having roots in the previous decades also require the same. What’s wrong if setting aside the previous policy paralysis the present government seeks a landmark agriculture reform through this Act? The food insecurity era has gone. Today the massive gains from the green revolution need integration to the free market economy both at the national and global level. That will change the fortune of the farmers. From over dependence on subsidies, mandis and middleman farmers need to move to freedom of choice in terms of market, price and produce. Niti Aayog observes if India’s GDP has to grow at 9-10% for the next 30 years, it cannot be without bringing revolution in the agri sector. However, it needs a policy with futuristic outlook and liberal provisions. That’s what the government has tried to do.

Governments are expected to transform, reform and perform. Nevertheless, transformative policies bring some initial disruptions. The present one is no exception to that. Farmers’ concerns and anxieties are also not completely unfounded. Through this new act if we want our small and marginal farmers whose only core competence is to cultivate to become agri-entrepreneur by adopting new methods of contract farming etc., it’s a bit ambitious for now. We will have to hold their hand and win their confidence first. It’s true that even if they adopt contract farming as an option they’ll never lose their land. But the confidence will not build until it has been demonstrated with institutional handholding by the government. It’s like a father holding the little hands of his child who wants to take his maiden steps. Institutional support will make our farmers future ready. Besides making policy reforms, government should also work on perception management among the stakeholders. There is an old legal adage; justice should not only be done, it seem to have been done. Government must ensure farmers also realize that.

#anigam
