A look back in 2020 and planning 2021
Just months ago, we looked at our life in despair. We damned the year 2020 and the celebrations that preceded to greet and welcome the awful year.
As we were consigned to a life of hopelessness induced by the novel COVID19 pandemic, we began to feel the rough patches of confining ourselves within our homes even as the Human Saviours aka doctors, health workers, police personnel put their lives on the line to keep the virulent virus on the prowl at bay. Hat tip to them for sticking to their ground without backing down an inch.
We lost precious lives in the millions and we are still counting. But nevertheless, a ray of hope descended on humanity with some of the potential anti-viral vaccines – developed & manufactured on fast-track – being allowed emergency use authorisation globally.
The pandemic-driven year 2020 has awfully dealt a heavy blow to the livelihoods of many, some of whom downed their shutters to walk miles to homes. The silver lining, for now, is the vaccine that can give us a new lease of life or take us back to our normal life.
As we usher in the New Year 2021 with gusto, let’s not forget the lessons learned in the gloom and doom year. With these few words that crossed my mind, I would like to wish each one of you A very Happy New Year 2021!

आत्मकल्याण ही जीवन का लक्ष्य
एक नवयुवक एक साधु महात्मा के आश्रम में आया करता था। महात्मा उसकी सेवा से प्रसन्न होकर बोले- “बेटा आत्म कल्याण ही मनुष्य जीवन का सच्चा लक्ष्य है और इसे ही पूरा करना चाहिए” यह सुनकर युवक ने कहा- “महाराज वैराग्य धारण करने पर मेरे माता-पिता कैसे जीवित रहेंगे? साथ में मेरी युवा पत्नी मुझे अत्यंत प्रेम करती है, वह मेरे वियोग में मर जाएगी” महात्मा बोले कोई नहीं मरेगा बेटा, यह सब दिखावटी प्रेम है। तू नहीं मानता तो परीक्षा ले ले।
युवक राजी हो गया, तो महात्मा ने उसे देर तक सांस रोकना सिखाया। युवक ने घर जाकर वही किया। घर वाले उसे मरा समझकर हो हल्ला मचाने लगे और पछाड़ें मारने लगे। पड़ोस के बहुत से लोग इकट्ठे हो गए। तभी महात्मा जी पहुंचे और बोले – हम इस लड़के को जीवित कर देंगे. पर तुम लोगों को कुछ त्याग करना पड़ेगा।
घर वाले बोले हम सब करने को तैयार हैं। आप ही से जीवित कर दें। महात्मा बोले एक कटोरा दूध लाओ। तुरंत आज्ञा का पालन हुआ। महात्मा जी ने उसमें एक चुटकी भस्मी डाली, एक मंत्र पढ़ा और बोले जो कोई इस दूध को पी लेगा वह मर जाएगा और वह युवक जीवित हो जाएगा।
अब समस्या हुई कि दूध कौन पिएगा? माता पिता बोले- कहीं वह जीवित ना हुआ तो एक और जान व्यर्थ में जाएगी। पत्नी बोली- इस बार जीवित हो जाएंगे तो क्या कभी तो मरेंगे। तब महात्मा बोले- अच्छा मैं ही इस दूध को पी लेता हूं। सभी लोग प्रसन्न होकर बोले- महाराज आप धन्य हैं, साधु संतों का जीवन ही परोपकार के लिए है। महात्मा ने दूध पी लिया और युवक को बोले- उठ बेटा ज्ञान हो गया कि कौन तेरे लिए प्राण देता है? युवक उठा और तुरंत आत्म कल्याण की साधना हेतु थे निरत हो गया।
भारत और भारतवासियों की अपराजेय दृढ़ता, जीवटता एवं संघर्षशीलता का वर्ष- 2020
प्रकृति अपने ढंग से संतुलन साधती है और निरंकुश, स्वेच्छाचारी, भौतिकवादी सभ्यता को समय-समय पर सचेत करती हुई अविस्मरणीय सीख भी देती रहती है। और निश्चित ही कोविड-19 भी आकंठ भोग में डूबी मानव-जाति के लिए भयावह चेतावनी है। निःसंदेह संपूर्ण विश्व एवं मानव-समाज को अनियंत्रित भोग-लिप्सा एवं अतृप्त-उद्दाम आकांक्षाओं की पूर्त्ति के लिए प्रकृति के अंधाधुंध शोषण और पर्यावरण-प्रदूषण की बढ़ती प्रवृत्तियों पर अंकुश लगाना होगा और प्रकृति-पर्यावरण के संरक्षण हेतु सार्थक एवं गंभीर पहल करने होंगें।
2021 दरवाज़े पर दस्तक दे चुका है। बीते वर्ष का आकलन-विश्लेषण करने वाले बहुत-से विचारकों-विश्लेषकों का कहना है कि वर्ष 2020 शताब्दियों में कभी-कभार फैलने वाली कोविड-19 जैसी महामारी और उसकी विनाशलीला के लिए याद किया जाएगा। पर यह सरलीकृत एवं एकपक्षीय निष्कर्ष है। समग्र एवं सकारात्मक निष्कर्ष तो यह है कि 2020 मनुष्य की अजेय जिजीविषा और दुर्लभ प्राणशक्ति के लिए याद किया जाएगा। यह याद किया जाएगा पारस्परिक सहयोग और समूहिक संकल्प-शक्ति के लिए, यह याद किया जाएगा बचाव एवं रोक-थाम में अपना सब कुछ झोंक देने वाले कोविड-योद्धाओं और उनके फ़ौलादी हौसलों के लिए, यह याद किया जाएगा मानवता के प्रति उनके त्याग, समर्पण और कर्त्तव्यपरायणता के लिए, यह याद किया जाएगा प्रकृति-पर्यावरण के प्रति संवेदनशील मानव के चिंतन और सरोकारों के लिए।
चुनौतियाँ हमारे जीवन में केवल व्यवधान ही नहीं डालतीं, अपितु वह हमारे वैयक्तिक एवं सामूहिक सामर्थ्य, सामाजिक एवं राष्ट्रीय चारित्र्य और संकल्प-शक्ति की परीक्षा भी लेती हैं। वह हमें उन आंतरिक शक्तियों की अनुभूति भी करा जाती हैं, जो किसी व्यक्ति-समाज-राष्ट्र के भीतर होती तो हैं पर सामान्य परिस्थितियों में हमें उनका भान नहीं रहता। मानव-जीवन की सबसे बड़ी सुंदरता ही यह है कि वह प्रतिकूल-से-प्रतिकूल परिस्थितियों में भी निरंतर गतिशील रहता है। अपितु यह कहना चाहिए कि गति ही जीवन है, जड़ता व ठहराव ही मृत्यु है। विनाश और विध्वंस के मध्य भी सृजन और निर्माण कभी थमता नहीं। संपूर्ण चराचर गतिशील एवं सृजनधर्मा है। और मनुष्य की तो प्रधान विशेषता ही उसकी सक्रियता, संवेदनशीलता एवं सृजनधर्मिता है। उसे विषम एवं प्रतिकूल परिस्थितियों में से मार्ग निकालना आता है।
यों तो भारतीय जीवन-दृष्टि प्रकृति के साथ सहयोग, सामंजस्य एवं साहचर्य का भाव रखती आई है। पर यह भी सत्य है कि मनुष्य की अजेय जिजीविषा एवं सर्वव्यापक कालाग्नि के बीच सतत संघर्ष छिड़ा रहता है। जीर्ण और दुर्बल झड़ जाते हैं, परंतु वे सभी टिके, डटे और बचे रहते हैं जिनकी चेतना उर्ध्वगामी है, जिनकी प्राणशक्ति मज़बूत है, जो अपने भीतर से ही जीवन-रस खींचकर स्वयं को हर हाल में मज़बूत और सकारात्मक बनाए रखते हैं। और इस दृष्टि से भारत और भारत के अधिकांश लोगों ने विषम, प्रतिकूल एवं भयावह कोविड-काल में जैसा अभूतपूर्व धैर्य, संयम एवं साहस का परिचय दिया है, वह पूरी दुनिया के लिए एक मिसाल है। जहाँ कोविड के संक्रामक प्रसार, दुष्प्रभावों को लेकर कनाडा-अमेरिका जैसे विकसित देशों में लोग सड़कों पर तोड़-फोड़, आंदोलन-उपद्रव करते दिखाई दिए, तमाम पश्चिमी देशों की जनता अपनी ही सरकारों से क्षुब्ध और असंतुष्ट दिखी, वहीं आम भारतीय जनमानस का अपनी सरकार के साथ सहयोग एवं सामंजस्य का रवैया दिखा।
वे सरकार की नीति, निर्णय, नीयत और प्रयासों से कमोवेश प्रसन्न या संतुष्ट दिखे। और सरकार ने भी किसी प्रकार की सुस्ती, पंगुता या निष्क्रियता का परिचय न देते हुए कोविड-19 के अप्रसार हेतु निरंतर सजग, सतर्क एवं सक्रिय रहते हुए सभी आवश्यक क़दम उठाए। संक्रमण के संदिग्धों का व्यापक पैमाने पर परीक्षण करवाया, उसके लिए नई-नई प्रयोगशालाओं की स्थापना की, संक्रमितों के आइसोलेशन के लिए स्थाई-अस्थाई कोविड-केंद्र खुलवाए, माँग एवं आवश्यकता के अनुपात में वेंटीलेटर्स-बेड्स, स्वास्थ्य एवं सुरक्षा-किट्स आदि उपलब्ध करवाए, सोशल डिस्टेंसिंग, मास्क लगाने, हाथ धोने, सैनेटाइजेशन आदि के लिए जागरुकता-अभियान चलाया, कोविड-काल में यात्रा करने वालों की विधिवत निगरानी रखी, उनसे संबंधित सभी ज़रूरी ब्यौरों को सहेजा-संभाला-साझा किया। इतना ही नहीं बल्कि इस अवधि में सरकार अन्य तमाम मोर्चों पर भी चुस्त-दुरुस्त एवं मुस्तैद दिखी। खाद्य-सुरक्षा, गरीब-कल्याण, किसान सम्मान-निधि, मनरेगा रोजगार सृजन, उज्ज्वला जैसी तमाम जन कल्याणकारी योजनाओं ने सरकार की साख़ और लोकप्रियता को बनाए रखा। सरकार जनता के हितों एवं सरोकारों के प्रति प्रतिबद्ध एवं संवेदनशील दिखी।
इस कोविड-काल में भारत के आम नागरिकों की भूमिका भी योद्धा जैसी ही रही। यह कोविड-काल ऐसे तमाम योद्धाओं का विशेष रूप से साक्षी रहा, जो समय के सशक्त एवं कुशल सारथी रहे। जिन्होंने अपना सलीब अपने ही कंधों पर उठाकर प्राणार्पण से मानवता की सेवा और रक्षा की। वे कर्त्तव्यपरायणता के ऐसे कीर्त्तिदीप रहे, जिन्होंने प्राणों को संकट में डालकर भी मनुष्यता का पथ प्रशस्त किया। इन अग्रिम पंक्ति के योद्धाओं ने इस महामारी की चपेट से भारतीय जनजीवन को बचाए रखने में कोई कोर-कसर बाक़ी नहीं रखी। उन्होंने सेवा परमो धर्मः को सही मायने में साकार कर दिखाया। शिक्षा, सेवा, कृषि, सुरक्षा, सफाई, स्वास्थ्य, यातायात, जनसंचार (मीडिया) जैसे तमाम क्षेत्रों में लड़ते-जूझते ये योद्धा सचमुच किसी महानायक से कम नहीं! उन्होंने एड़ी टिका, सीना तान, बुलंद हौसलों से उम्मीदों के सूरज को डूबने से बचा लिया। समय के इन सारथियों ने संपूर्ण तत्परता एवं कुशलता से अपने उत्तरदायित्व का निर्वाह किया। एक ऐसे दौर में जबकि यह आम धारणा-सी बन या बना दी गई है कि समाज और तंत्र में अब ईमानदारी, सहयोग और कर्त्तव्यपरायणता नाम मात्र को ही शेष है, कोविड-काल में हमने पुलिस, पत्रकार, शिक्षक, चिकित्सक, स्वास्थ्यकर्मियों, सरकारी कर्मचारियों की कर्तव्य-निष्ठा एवं सेवा-भाव की ऐसी-ऐसी उजली-मनावीय-ईमानदार तस्वीरें देखीं, जो सहसा विस्मित करती हैं, भविष्य के प्रति उम्मीद जगाती हैं। कहते हैं कि बुरा-से-बुरा वक्त भी कुछ-न-कुछ अच्छा दे जाता है।
कोविड ने भी डिजिटिलाइजेशन को गति एवं विस्तार दिया। हमने कागज़ रहित कार्यसंस्कृति एवं कैशलेस लेन-देन को आत्मसात किया। नवाचार को अधिक-से-अधिक बढ़ावा मिला। 30 करोड़ से भी अधिक विद्यार्थी ऑनलाइन शिक्षा से सीधे तौर पर जुड़े। लॉकडाउन ने हमें कला, संगीत, साहित्य, संस्कृति से जुड़ने का अवसर दिया। इस अवधि में अपनी रुचियों को जीने के साथ-साथ लोग उसके परिष्करण-परिमार्जन के लिए भी समय निकाल पाए। कुछ ने तो पाक-कला जैसी भिन्न एवं नई चीज़ें सीखने में भी हाथ आजमाया। और इन सबसे अधिक कोविड ने हमें स्वयं से जुड़ने, चराचर में व्याप्त दिव्य संगीत को सुनने का अवसर दिया। यह आपदा सांसारिक राग-रंग, कृत्रिम एवं यांत्रिक दिनचर्या, गलाकाट प्रतिस्पर्द्धा में बेसुध वर्तमान पीढ़ी को प्रकृति के अनिंद्य सौंदर्य एवं अनिर्वचनीय सुख की न्यूनाधिक अनुभूति भी करा गई।
यों तो पूरी दुनिया के लिए कोरोना जैसी महामारी से लड़ना आसान नहीं था। परंतु भारत जैसे विशाल जनसंख्या एवं भिन्न भौगोलिक संरचना वाले देश के लिए तो यह और भी कठिन था। जहाँ पश्चिम के विकसित देश कोविड से लड़ते-जूझते हुए हाँफते या कदमताल करते दिखे, वहाँ सीमित पूँजी-संसाधनों वाले अंतर्बाह्य चुनौतियों से घिरे देश- भारतवर्ष का कोविड से लड़ना, दृढ़ता एवं सफलता से लड़ना अद्भुत, असाधारण, अभूतपूर्व एवं ऐतिहासिक है। और यह लड़ाई अभी भी अहर्निश-अविराम ज़ारी है। मानव-सभ्यता के इतिहास की सबसे भयावह महामारियों में से एक कोविड के विरुद्ध भारत का यह साहसिक संघर्ष इतिहास के पृष्ठों में स्वर्णाक्षरों में अंकित होने योग्य है। कदाचित आने वाले दिनों-वर्षों-सदियों में यह कहा जाए कि जब कोविड-19 नित नवीन-परिवर्तित प्रकृति और मारक-विध्वंसक क्षमता के साथ संपूर्ण भारतवर्ष को ही लीलने को उद्धत-आतुर था, तब वहाँ के निवासियों ने अपराजेय जीवटता एवं दुर्लभ संघर्षशीलता का प्रदर्शन कर विस्मयकारी इतिहास रचा। कोविड और भारतवासियों के संघर्ष की यह गाथा अभी अधूरी है। कोविड पर संपूर्ण विजय के साथ यह शीघ्र ही पूरी होगी।
कोविड-काल एवं 2020 के सर्वश्रेष्ठ मुख्यमंत्री: योद्धा संन्यासी योगी आदित्यनाथ
सच ही कहा गया है कि एक संन्यासी ही अच्छा राजा हो सकता है। प्राचीन भारत में तो ऐसे अनेक उदाहरण मिलते ही हैं। स्वातंत्रत्योत्तर भारत में भी इसके उदाहरण देखे जा सकते हैं। अधिक दूर क्यों जाएँ, उत्तरप्रदेश को ही देखें। उत्तरप्रदेश जैसे विस्तृत भूभाग एवं विशाल जनसंख्या वाले प्रदेश की जटिलताएँ और समस्याएँ कौन नहीं जानता! और विगत एक दशक से वहाँ पनपे अपराध, भयावह तुष्टिकरण, जर्जर तंत्र, राजनीति के अपराधीकरण आदि ने उसकी जो दुर्दशा कर रखी थी, वह किसी से छुपी नहीं। बाहुबलियों और शोहदों के हौसले बुलंद थे और सज्जन शक्तियाँ पस्त-विवश-भयभीत थीं। उद्योग-धंधे, कल-कारखानों के विस्तार के लिए प्रदेश में अनुकूल माहौल नहीं था। जो जमे-जमाए थे वे भी राज्य छोड़कर अन्यत्र जाने का मन बनाने लगे थे। ऐसे में योगी जी ने मुख्यमंत्री के रूप में प्रदेश का नेतृत्व संभाला। उनके अल्पावधि के शासन-काल में ही सुराज एवं सुशासन की आशा जगी। उनके अहर्निश परिश्रम-पुरुषार्थ एवं लोकमंगल की भावना को देखकर यह प्रतीत होता है कि एक संन्यासी यदि राज्य का मुखिया (शासक) हो तो जनता सचमुच रामराज्य की संकल्पना के साकार होने के उम्मीद सँजोने लगती है। कहा जाता है कि जीवन के आदर्श ही व्यवहार में परिलक्षित होते हैं। महान भारतवर्ष राजा राम को अपना आदर्श मानता आया है। गाँधी भी रामराज्य की बात करते थे। लोक-मन ने तपस्वी राम और राजा राम दोनों को सदा से अपने हृदय में बहुत ऊँचे आसन पर रखा। राजा राम का परिश्रमी, पुरुषार्थी, प्रजा-वत्सल स्वरूप और तपस्वी राम का त्यागी, वैरागी, निर्लोभी, जितेंद्रिय स्वरूप- निश्चित ही योगी जी को भीतर-ही-भीतर प्रेरित-प्रोत्साहित-आंदोलित करता होगा। वे राजा राम और तपस्वी राम- दोनों के पदचिह्नों के अनुसरण को अपना परम सौभाग्य मानते होंगें।
और इसीलिए प्रदेश की सत्ता सँभालते ही उन्होंने शासन-प्रशासन को चुस्त-दुरुस्त करते हुए सबसे पहले अपराधियों, बाहुबलियों एवं शोहदों पर नकेल कसी। उत्तरप्रदेश को अपराध-मुक्त प्रदेश बनाने की दिशा में जो-जो कठोर एवं आवश्यक कदम उठाए जाने थे, उठाया। प्रदेश में दशकों से अपराध और राजनीति की गठजोड़ से समानांतर सत्ता चलाने वालों ने योगी जी की साख़ एवं लोकप्रियता पर ग्रहण लगाने के अनेकानेक कुचक्र रचे, उनकी छवि को धूमिल एवं कलंकित करने के ख़ूब षड्यंत्र किए। पर उनके लाख प्रयासों के बावजूद योगी जी संघर्षों और आरोपों की आग में तपकर कुंदन ही बने। उनकी चमक फीकी न पड़ने पाई। उनके विरोधी भी दबे स्वर में स्वीकार करते हैं कि आज उत्तरप्रदेश में क़ानून का राज कायम हुआ है और अपराधियों में इस प्रकार का भय पैठा है कि वे या तो राज्य छोड़कर अन्यत्र चले जा रहे हैं या जेल में ही रहना पसंद करने लगे हैं। योगी जी ने अतिरिक्त प्रयासों एवं नीतिगत पहल से प्रदेश में विकास एवं निवेश को गति प्रदान की है। उत्तरप्रदेश में विकास की गाड़ी पटरी पर आने ही लगी थी कि कोविड-19 के प्रकोप और प्रसार ने संपूर्ण विश्व में त्राहिमाम मचा दिया। जिस कोविड से लड़ने में पूरी दुनिया मुख्यतया विकसित देशों की सरकारें भी हाँफती नज़र आई, उससे योगी जी और उनकी सरकार ने अद्भुत लड़ाई लड़ी। जो योद्धा होते हैं वे अपने प्राणों की बाजी लगाकर चुनौतियों को भी अवसर में परिवर्तित कर देते हैं।
योद्धा संन्यासी योगी आदित्यनाथ जी ने भी कोविड और उसकी चुनौतियों को अवसर में परिणत कर दिया और ऐसे आशातीत-आश्वस्तकारी परिणाम दिए कि पूरी दुनिया दाँतों तले ऊँगली दबाकर बस देखती रह गई! उत्तरप्रदेश जैसे विशाल एवं घनी-बड़ी आबादी वाले प्रदेश में उन्होंने जिस सक्रियता एवं मुस्तैदी से कोविड की रोक-थाम के लिए काम किया वह अद्वितीय, असाधारण, अभूतपूर्व है। कोविड के संक्रमण को रोकने के लिए सरकार हर पल, हर कदम पर सन्नद्ध, सक्रिय और सचेष्ट दिखाई दी। तब्लीगियों पर कड़ी निगरानी एवं सख़्त कार्रवाई करने से लेकर पीपीई किट्स उपलब्ध कराने, व्यापक पैमाने पर परीक्षण कराने से लेकर संक्रमितों की विधिवत देख-भाल के लिए स्थाई-अस्थाई कोविड-केंद्र खुलवाने, कोविड-पीड़ितों के दस्तावेजीकरण से लेकर उनके आइसोलेशन की व्यवस्था, प्रभावित मरीजों के लिए वेंटीलेटर्स-बेड्स से लेकर चिकित्सकीय उपकरण-उपचार आदि उपलब्ध कराने तक, शायद ही ऐसा कोई मोर्चा हो जिस पर प्रदेश की सरकार नीति, निर्णय या नीयत के स्तर पर किसी प्रकार के द्वंद्व या अनिर्णय की शिकार दिखी हो।
केवल प्रदेश ही क्यों, जब कुछ राज्यों के मुख्यमंत्रियों ने कोविड से उत्पन्न विकट परिस्थितियों को अनियंत्रित होता देख अपने-अपने नागरिकों को उनके हाल पर छोड़ दिया तो योगी जी ने बड़े मन एवं उदार हृदय से उनकी भी सहायता की। सभी स्वास्थ्य एवं सुरक्षा-मानकों का पालन करते हुए दिल्ली से बिहार के लिए कूच कर रहे प्रवासी मजदूरों को राज्य की सीमा तक पहुँचाने का उन्होंने जैसा प्रबंध किया, वह उनके योग्य एवं कुशल प्रशासक होने के साथ-साथ मानवीय एवं संवेदनशील होने का भी प्रत्यक्ष प्रमाण था। लॉकडाउन के दौरान कोटा में फँसे उत्तरप्रदेश एवं बिहार के विद्यार्थियों को सकुशल उनके घर पहुँचाने का उनका प्रयास भी जन-सरोकारों के प्रति उनकी प्रतिबद्धता एवं संवेदनशीलता को दर्शाता है।
वे केवल कोविड के अप्रसार तक ही नहीं रुके। बल्कि इसी अवधि में वे शासन-प्रशासन के तमाम मोर्चों पर देश को राह दिखाते नज़र आए। नोएडा में देश के सबसे बड़ी फ़िल्म-सिटी निर्माण के लिए उनके द्वारा किया जा रहे अनथक परिश्रम और सार्थक पहल उनकी दूरदर्शिता की परिचायक है। और जिस दौर एवं परिवेश में उन्होंने ऐसी घोषणा एवं पहल की वह भी बहुत-से निहितार्थों और संदेशों को अपने भीतर समाहित किए हुए है। विश्व के सबसे बड़े हवाईअड्डे एवं विकास की अन्य परियोजनाओं पर भी उत्तरप्रदेश सरकार ने बड़ी तेजी से काम प्रारंभ किया है। एक ओर वे मोदी जी द्वारा आत्मनिर्भर भारत तथा लोकल फ़ॉर वोकल की अपील के बाद घरेलू निवेशकों को आमंत्रित करते नज़र आए तो दूसरी ओर चीन से खिन्न एवं क्षुब्ध विदेशी कंपनियों को लुभाने में भी उन्होंने कोई संकोच नहीं दिखाया। तमाम विकसित देशों की मिली-जुली संख्या से भी अधिक जनसंख्या वाले प्रदेश के मुख्यमंत्री होने के नाते योद्धा संन्यासी योगी जी ने जिस कुशलता, तत्परता एवं निष्ठा से कोविड का मुकाबला किया है वह उन्हें कोविड-काल के महानायक-सी हैसियत प्रदान करते हैं। नीतियों, निर्णयों, कार्यों और उनके बेहतर परिणामों के आधार पर योगी जी को वर्ष 2020 का सर्वश्रेष्ठ मुख्यमंत्री घोषित किया जा सकता है। उन्होंने इस संकटकालीन समय के सशक्त सारथी या जागरूक प्रहरी की भूमिका का कुशल निर्वहन किया। राजा जब संन्यासी हो या संन्यासी राजा तो प्रजा निश्चित ही सुखी और निश्चिंत और आश्वस्त महसूस करती है।

Immunity passports: An idea that needs to be carefully examined
After suffering mental agony for nine months by being socially isolated, wearing masks ad nauseam, and not to mention being imperiled by emerging mutated infectious strains of the virus, it seems, shimmering hope is finally on the horizon in the form of the vaccine. Since the onset of this tumultuous pandemic, there wasn’t clear trailblazing progress that showed a clear exit from this despondent situation. Now, vaccines being invented in jaw-dropping time could have a staggering effect on efforts to curb the spread of the Corona Virus, revive the plunging economy, and restore certain beleaguered industries. #Immunitypassport or #vaccinepassport is touted to be the only way out from restrictive quarantine protocols to blithesome normal life. If a vaccine passport gains momentum, it could be a momentous reset for the beleaguered airline and tourism industry, assuming travelers will take to the skies again in large numbers. With passenger volumes plummeting way below 2019 levels and economic growth nose-diving south, vaccine passports — would be most welcome by airlines and industries alike. Vaccine passports may infuse a fresh lease of life for employers, colleges, and schools by creating an easy way to admit only those who are inoculated against #COVID.
This situation of brandishing immunity status is akin to WWII where wearing insignia to describe one’s affiliation was taken to a whole new level. Immunity from disease (or lack thereof) as health status is not a novel concept as the concept of Carte Jaune or Yellow Card for yellow fever/meningitis is trite, hackneyed, and has been there for too long. Immunity passports are similar to international certificates of vaccination such as Yellow Card. Many West African countries, including Ghana, require a Yellow Card attached to the passport as proof of a yellow fever vaccine and won’t permit you to enter the country without it. This Yellow Card was introduced as the international travel document by WHO amid yellow fever epidemics, in the 1960s. In workplaces where human blood is handled e.g. hospitals, labs, etc., staff usually need proof of Hepatitis B vaccination for their own safety and also as a part of occupational health requirements. Immunity passports record facts about your inoculation, including the date you received the vaccine and the type you received.
The availability of vaccines has offered a phenomenal and unprecedented opportunity for startups and tech behemoths to create apps that would capture vaccine and testing information in real-time. IBM, the front runner is starting to accelerate away from the rest through its Digital Health Pass app which allows customers to log and maintain custom indicators of their choice including but not limited to COVID tests, body temperatures, and vaccination records. But the Commons Project’s flagship app – Common Pass is making a huge marketing splash leveraging scannable QR code technology, in this nascent segment. Common Pass app is yet to make a global debut. It is still in the trial phase but is touted to become an overnight leader as it is already being endorsed by the World Economic Forum. The app aims to just sweeten the pot enough for those still sitting on the fence by notifying users about local travel rules, virus test results, vaccination details, etc. enabling them to board international flights. The IATA (International Air Transport Association), the aviation industry’s umbrella organization which represents some 290 airlines and 83% of global air traffic is developing its own app which might see the light of day in early 2021. By its sheer reach, it can easily become the most widely adopted app for vaccine passports. Apart from accommodating vaccination and testing data, the IATA app will also provide travelers with a heap of literature on health requirements and testing/vaccination centers. This burst of early excitement will have to come to grips with some real challenges like early technological hiccups and public apprehension about privacy risks.
Chile is so far the only country to launch an official immunity passport scheme. As more governments and health care organizations strive towards achieving equitable care and administer ubiquitous equitable privileges, immunity passports would be more prone to disparities, privacy risks, willful abuse, intentional discrimination, counterfeiting, fraud, unconscious bias, or stereotypes. Immunity passports might herald the genesis of a bio-surveillance state dichotomized into immunes and non-immunes. Civil liberties experts believe that a cabal of nefarious big pharma folks have hatched a plot to create an invasive system of social control, akin to the heightened surveillance that China adopted during the pandemic. The prospect of utilizing these digital passes inevitably raises the specter of a blight society divided into passports haves and have-nots. What would be more unsettling is the fact that these passports might be deemed as de facto entry passes to get into restaurants, bars, shopping malls, schools, companies, etc. It would be more precarious if private entities begin mandating the vaccine passport apps as entry tickets. Private players like employers, restaurants, colleges, etc. then would determine who can and cannot access their services. This will further entrench the prevalent inequalities in society. What happens to society when the immune starts taking jobs from the non-immune? Restraining people from ordinary activities on the basis of their vaccination status brings up serious ethical and legal considerations. We rightly would consider it unthinkable nowadays to bar someone from a public venue for being disabled or being HIV positive, so why allow the barring of someone for not having a COVID vaccine? If immunity reduces transmission, those with immunity represent no threat to others. It is outrageous that their liberty is being infringed. It is like imprisonment without a just cause. Additionally, if we don’t grant freedoms to the naturally immune, it will be difficult to ethically justify giving freedoms to the vaccinated, unless there are differences in transmissibility.
Immunity passport idea to achieve herd immunity is pointless without research data about the average immunity lifespan. Even if all the necessary layers of vaccine passport apps and vaccines are in place, we still don’t know whether vaccination keeps people around us safe. The data from vaccinated people following vaccination has not been released in the public domain yet. This is an important part of the puzzle because if we don’t understand the key ingredients for protection such as spike protein data, we can’t monitor immunity effectively to understand who is likely to be safe and for how long, following vaccination. Without this, immunity passports or equivalent can only tell us when someone was vaccinated or infected – not whether they are still protected. None of the clinical trials underway have proved that the vaccines fully prevent either infection of vaccinated subjects or their continued exterminating of the coronavirus. So asymptomatic transmission remains a live threat. This sort of uncertain reliability could have public health ramifications – a false result might lead to an individual changing their behavior despite still being susceptible to infection, potentially becoming infected, and unknowingly transmitting the virus to others. For a host of reasons, the use of vaccine passports should be strictly restricted for virtually any purpose other than guiding individual medical care.
Immunity passports if universally exercised need a system of verifiable exceptions. Immune compromised individuals, those with previous anaphylaxis or who are allergic to vaccine components, infants – are all advised to not be vaccinated. There are many legitimate reasons for not having the vaccine, for example, pregnant women have been informed not to have the vaccine. A proviso as it turns out that there might be some certified medical reasons for being unable to take the vaccine should be rolled out.
Future historians will marvel at how human civilization survived the Black Death but came to an end over a cold virus that half the population was immune to and 99.5% of those who caught it survived. When vaccination reaches over 70-80% of the population, the virus will run out of places to hide. This is how we eradicated smallpox in the past, how we reduced polio cases close to eradication, and how we can eliminate SARS-CoV-2 as a threat to humanity. Mass vaccination at this point in time is more important than having vaccine passports. Though the goal for a digital vaccine passport is the same as for a vaccine itself- to keep us safe, it needs careful reconsideration.

एक ऐसा देश जहां नज़रिया मायने नहीं रखता, मायने रखता है तो सिर्फ राजनीतिक दलों की निष्ठा। हम इन दलों के प्रति इतने निष्ठावान हैं कि हमें देखकर तो भेड़ भी शर्मा जाती है। हम निष्ठा के चक्कर में सच झूठ, मान अपमान, रिश्ते नाते सब भूल जाते हैं। हमारी निष्ठा इतनी पक्की है कि हमारे आंख के सामने राजनीतिक दल हमे धोखा देते हैं लेकिन हम इसे सिर्फ आंखों का भरम ही मानते हैं।
अब बात करते हैं हमारे देश के मीडिया चैनलों की। यहाँ सच नहीं बल्कि टी आर पी बिकती है साहब। यदि गलती से आपने किसी दिखाई हुई खबर को सच माना तो साहब कुछ ही पलों में आपको अपनी राय को गिरगिट की तरह बदलना पड़ेगा क्योंकि जो सच वो चैनल दिखा रहा होगा उसका कुछ दूसरा रूप आप किसी अन्य चैनल पर देख रहे होंगे। अब ये न कहना आप की सच कैसे बदल सकता है तो इसका जबाब सिर्फ एक ही है खर्च करो यार। जिस देश मे घर बैठे संसद भवन और ताजमहल को बेचा जा सकता है वहाँ एक छोटे से सच की क्या औकात। बस ताकत आपकी जेब में होनी चाहिए क्योंकि हमारे देश में नियम कानून सिर्फ बिना पैसे वालों के लिए है।
अब एक वर्ग जो इस देश में राज करता है बिना उसकी कहानी के ये मुद्दा खत्म ही नहीं हो सकता। असल में वो भी राजा नही है बस उसे राजगद्दी दे दी जाती है पर राजकाज चलाते उसके मंत्रिपरिषद वाले ही हैं। राजा तो राजगद्दी पाते ही राजसुख में तल्लीन हो जाता है। वो इतना ऊपर हो जाता है कि प्रजा की आंख तक नही पहुंच सकती है। प्रजा तो उन राजा के कर्मचारियों के ही चरणपादुका को देखकर संतुष्ट हो लेती है।
तो इस विषय का सार सिर्फ यही है कि आप एक ऐसे देश में रहते हैं जहां नियम कानून के विषय में सोचना नही। बस अपने अनुसार चलते रहो। खुश रहो और अपने को राजनैतिक दलों का भेड़ मानते हुए बस निष्ठावान बने रहो।

महाराष्ट्र में हुए हिंसा को दलित हिंसा कह रहे थे कुछ लोग,नहीं साहब ये कोई दलित हिंसा नहीं था ये उस सोंच की हिंसा थी जो अंग्रेजों को अपना उद्धारक मानती है। बताइए आजाद भारत में अंग्रेजों के जीत की बरसी मनाई जाती है, क्या यह गाँधी जी का अपमान नहीं है? अरे आपके इस आंग्ल विजय की बरसी में तो भगवान बिरसा मुंडा जो आदिवासी समाज से आते हैं उनका भी अपमान है जो अंग्रेजों से लड़ते हुए केवल अमर ही नहीं हुए बल्कि आम जनों के, देश भक्तों के भगवान बन गए। मित्रों माफ़ करियेगा गाँधी भी केवल महात्मा से संबोधित होते हैं पर मुझे गर्व है आदिवासी समूह से आने वाले पूज्य क्रन्तिकारी बिरसा मुंडा पर जिन्हें हम आम जन भगवान कह संबोधित करते हैं और कुछ लोग ऐसे क्रांतिकारियों का अपमान कर अंग्रेज विजय का बरसी मना रहे हैं। आप इस बरसी को दलितों से जोड़कर हमारे पूज्य दलित क्रन्तिकारी तिलका मांझी, सिद्धु संथाल, गोची मांझी, चेतराम जाटव, बल्लू मेहतर, वीरांगना झलकारी बाई, मेंकुलाल, नेता जी के साथ के चमार रेजीमेंट जैसे वीरों का अपमान कर रहे हैं जिन्होंने अंग्रेजों के खिलाफ बड़े वीरता से युद्ध किया मैं लिखकर देता हूँ कि जो स्वयंभू दलित नेता हैं वो इन क्रांतिकारियों का कभी नाम भी नहीं सुने होंगे। अरे आपको दलित उत्सव आदि ही मनाना था तो आप कभी और मना लेते डॉक्टर आंबेडकर की जयंती पर मना लेते, भगवन बिरसा के अवतरण दिवस पर मना लेते पर यह अंग्रेज विजय दिवस पर ही क्यों?
अगर अंग्रेज दलित समर्थक थे तो बताएं कितने दलितों को अंग्रेजों ने अपने शासन के समय उच्च प्रशासनिक पोस्ट को दिया या आप बताएं अंग्रेजों ने दलितों के लिए दलित उत्पीरण कानून क्यों नहीं बना दिया अगर उन्हें दलितों की चिंता थी तो? अंग्रेजों ने बाबा साहब को पढने में मदद क्यों नहीं किया? मित्रों मेरे दलित भाइयों का प्रयोग तब अंग्रेजों ने किया अब मेवणी जैसे लोग कर रहे हैं। आप ही बताएं उस हिंसा के बाद वहां उमर खालिद पहुँच गया यह वही उमर खालिद है जो अफजल की बरसी मनाता है अर्थ साफ है मेरे मित्रों पहले अफज़ल की बरसी फिर अंग्रजों के विजय की बरसी। सच कहूँ तो ये मेरे ये भोले दलित भाई तो बस हथियार हैं। इनका इरादा तो देश को तोडना है बहुत सुनियोजित साजिस है इनकी। हम आम लोगों के अन्दर एक दुसरे की लिए कोई नफरत नहीं है पर देश विरोधी ताकत अभी देश में अस्थिरता लाने के लिए दोनों ही पक्ष के कुछ लोगों को पैसों से खरीद हमारे बीच नफरत बोने का काम कर रहे हैं आप खुद ही देख लीजिये इस हिंसा में किसका फायदा हुआ उसे ही न जिसे कल तक कोई पूछता नहीं था और आज वो हर न्यूज के लाइव डिबेट में आ रहा है और कोई खुद को खुद से एक समुदाय का नेता बताता है तो कोई दुसरे समुदाय का।

2020: A year of pain
We entered this evil year 2020 with the anti CAA protests followed by riots, killings and arrests in the national capital. Then came the evil virus which was a gift from our neighbor to the whole world which brought the globe to a standstill. Covid-19 changed the way this world lived and those changes are now permanent. It took lives, took businesses, brought worldwide unemployment, brought recession, ruined careers and whatnot. Some people are even running a narrative on social media about this year being positive as families finally lived together inside their homes for several days and the earth recovered a bit during the lockdown.
International-
2020 revealed how dumb our leaders, international organizations and a huge junk of population can be. Stupid’s are everywhere and it’s now very rare to find people with a decent IQ.
Trump was against masks and he is the most ‘powerful’ man on earth and the leader of the world’s most stupid nation. God knows who got the votes and won the elections this year but we all witnessed something was not correct. It’s the end of 2020 and the country which is sending Falcon 9 to the space is still using ballot papers for choosing the world’s strongest man, wow!
Trump and Obama both have commented on India and the conditions of the minorities living here. But the country which was picturized as the world’s most perfect country revealed its true colors. The Blacks in the US are still being harassed and maltreated by the government authorities whereas in India the SCs, STs and Muslims are becoming DMs, IPS officers, IAS officers, Chief Justice and even the President. US had to call the army against its own citizens protesting against the atrocities with the Blacks whereas India is still witnessing a nationwide protest and witnessed another protest earlier but handled the situation much better than the so called ‘perfect’ nation.
We then witnessed our world’s one of the most important and responsible organization’s corrupt work. WHO, who is responsible to inform the world about deadly diseases and their cures was found to be working under the payroll of China. Tedros as usual did nothing this whole year and just tried to save himself and his boss Xi Jinping. Many new facts regarding the UNO and its organs came into light when we all saw the reality of WHO. Most of the organs are directly or indirectly under the control of China and the funniest part is that the anti terrorism Department is under the control of China and Pakistan.
The countries need to introspect the need to be a part of the UN and to fund such a corrupt organization.
As the media portrays, 2020 even showed us a version of ‘World War 3’. Many soldiers lost their lives at the India-China border, China is at a trade and diplomatic war with Australia, it is having territorial war with Japan, Taiwan, Philippines and even has a huge number of problems with the US. China proved to be the worst of all to ruin the year and lives of millions.
Radical Islamists in the Europe also came out to show their true colors to the European population which welcomed them with open arms. Sweden, Norway, France all witnessed numerous bloodiest attacks on the innocent local population and when leaders like Macron tried to keep this radical ideology under control he had to face criticism and hate from clowns like Imran Khan and Erdogan who never said anything for the Uighurs being harassed in China till date.

Now there’s another weapon which was seen this year known as ignorance. The population across the globe is being fed with misinformation through various platforms. The people, especially the youth takes their daily dose of news from social media platforms like Facebook, Instagram and Twitter, the present generation is far away from the concept of TV news or newspapers. This stupidity helps the greedy politicians to spread their hate against the governments and fulfill their personal agendas. Anti CAA or the ongoing protests on farmers bill all are based on ignorance, protesters are not even aware about the whole law and its positive or negative aspects, they are just enjoying their pizzas and biryanis.
2020 even brought back the memories of British rule through the Maharashtra government. It started with the death mystery of Sushant Singh Rajput which then led to the drug cartels working inside the Bollywood industry and eventually with the arrest of Arnab Goswami and demolition of Kangana’s office. What more filth can we expect from this year?
2020 was a year with full of negativities but it brought out many issues in the open which need a thorough examination. Whether it’s our personal relationships, international relations with nations like China and Turkey or the baseless issues raised by liberals in irritating protests, everything is in the open to be given a final thought and kick out from the system.
Why an MSP law would be absolutely ridiculous
The farmer delegations meeting with the government of India representatives, led by the agriculture minister Shri Narendra Tomar, have arrived at consensus on two of their four demands: the decriminalization of stubble burning and continuation of electricity subsidies. However, the two major demands of the farmers: repeal of the farm laws, and a new law guaranteeing MSP to farmers, are still on the table. In this article, we will discuss why the second of these demands: a law guaranteeing MSP to farmers, is absolutely untenable.
MSP is a price guarantee offered by the GoI to farmers at or before sowing time that removes the risk due to price volatility of crops. It is only offered on 24 crops, and most of the GoI’s MSP procurement happens for the two grains of wheat and paddy. Punjab grows these two grains almost exclusively, and sells almost 90% of its production of these grains to the GoI at MSP. Other states are very different in both ways: no other state (with exception of Haryana) grows only these crops almost exclusively, and no other state sells almost all of its production of these grains to the GoI at MSP. MSP varies from season to season, but is typically considerably more than open market mandi prices by 20-40%.
MSP procurement vs production for Punjab vs other states
Because of the factors that make Punjab very different, what Punjab has is an extremely cosy arrangement where it has no risk AND gets a higher-than-market price for nearly all its agro production. Simply put, Punjab’s agriculture has one customer—the GoI—that buys nearly all its production at higher-than-market price. Who wouldn’t want such a charmed existence. Punjab’s farmers and its APMC-mandi Arhatiyas realize this more than anyone else, which is why they are trying hard to continue this cosy arrangement. Hence the “kisan protests” in Delhi and the various acts of vandalism in Punjab. It is basically a subsidized crowd that wants to hold on to its subsidy.
What the farmers now want is a new law: a law that would guarantee MSP prices for their produce. This would go one step further than the current situation. At the moment, even though Punjab enjoys all of this monetary benefit from the GoI, there is no law saying that the GoI MUST buy Punjab’s produce at MSP. Why does the GoI do it, then? It is partly for legacy reasons: this arrangement debuted during the 60’s and the food shortages, and partly for political reasons: no one wants to ruffle the feathers of the huge Punjabi vote bank that enjoys these subsidies.
But taking it to the next level would be absolutely untenable. Why? Because let us suppose such a law were to be passed. Then, it would not really change anything for Punjab: after all, they already sell all their produce at MSP to the GoI. But once such a law is passed, every farmer in India would be entitled to do the same. Let us take one state: UP, which produces the most wheat in India. UP produces 18% of India’s wheat (to Punjab’s 12%). But it sells only 10% of its wheat to the GoI at MSP. In other words, UP does not avail of this huge central government subsidy and risk-reduction. It’s own farmers bear the risks of crop production, and typically they sell their wheat at local mandis at roughly 30% lower price than MSP. If an MSP law were passed, just in UP alone, the GoI would now be liable to pick up almost 10 times the wheat it does, at high price. Now imagine the effect for both the grain crops: wheat and rice, all across India. Take the case of W. Bengal, which is the largest paddy producer in India. If an MSP law were passed, GoI would be obliged to buy ALL of its production of paddy at top cost, compared to the near ZERO it does today.
But isn’t that fair? In other words, the argument against an MSP law seems to be that “if we pass such a law, every farmer would get the sweet deal that today only Punjab farmers get.” In a sense, yet. But more realistically speaking, MSP itself has to be restructured. Punjab’s special privileges must go. If the GoI procures grains at MSP, let it do so on a state-by-state quota system so that UP, Bengal, and Punjab each contribute to the FCI’s procurement, in proportion to their population, their production, and their percent of people that live below poverty and avail of the public distribution system. That is the only realistic way in which fairness in procurement can be reached. A MSP law for all of India would be a financial disaster that no government could tolerate. Already, the FCI, to placate the Punjab farmer, buys far more grain than the demand of that grain. At the moment, FCI surplus stocks are at 2-3 years of demand. Going by market forces, the FCI should NOT be procuring more grain, yet it does. Why? For political reasons, so that Punjab farmers “don’t get upset.” This state of permanent appeasement of a single state is not tenable. It is certainly not repeatable for all states across India. Already the FCI has huge financial burdens: to replicate them all over India would be ruinous.
It is time to be honest with ourselves: how much longer can the GoI act as the single client for Punjab’s entire farm production? What wrong have states like Bihar, UP, W. Bengal, MP, and other grain producers done that the GoI procures very little from them, and everything from Punjab? Isn’t it time to restructure FCI procurement and make it more fair across the spectrum of Indian states? I think so. What do you think?
