Delhi’s Bermuda Triangle

Has a leader of a ruling party ever been able to convince his voters that he is not responsible for any of the wrongs that happened during his tenure?

I think, Arvind Kejriwal would be the only leader to achieved this feat!

You could look back and try to find one instance where you were able to hold him accountable for anything, 2013 and onward, the first time we came to know about him; anyone but not him has been held accountable for whatever bad happened in Delhi.

The question is not why he did what he did. It is straight forward, there can’t be a better environment for a politician where he cannot be held accountable. The real question however, is “what did he do to create such an environment?”

Do you listen carefully to the fitness tips shared by a guy in the gym with visible six packs? Why do kids buy cricket bats with an MRF logo on it? Because the buyers want to be like the person who is endorsing the product. Every young cricket player wants to be Sachin Tendulkar so they buy bats with the logo MRF, even though the logo has nothing to do with cricket!. Every gym goer wants to be like the guy with the six packs so listens to him, even if the tips are complete bull shit. Every successful salesman sells himself before selling the actual product.  Have you ever seen a dark skinned person promoting fairness cream or fat person promoting a gym?

In case of Arvind Kejriwal, we bought him hands down even before he started to pitch, his superb credentials! We want to be like him, everyone wants to graduate from an elite institution, all engineering aspirants would do anything to get a place in IIT, half of the crowd would do anything to crack civil services and the other half would do anything to get married to a civil services officer. He comes from a middle class family, has a life exactly like what we want, a satisfactorily successful married life with two kids. So, when he started talking, we listened, believed and bought whatever crap he had to sell.

Even though a salesman and a con-man look alike, talk alike, sell alike, there is a small difference, a successful salesman sells something that is best of the customer and a con-man sells what is best for him.

Arvind Kejriwal sold a concept, an idea that says “we the common people of India are capable enough to understand the intricacies of the system; understand how different entities like different departments/authorities interact with each other” When he said we are in full control and can decide independently as to who/which department is at fault, we believed him.

He created a Bermuda Triangle like situation in Delhi with AAP, MCD and the LG as the three vertices of the triangle and made people run from one point to the other creating the edges of the triangle. This was just enough to disorient people. People could only see the edges which they traversed while running from one point to another, and the issues just disappeared.

We justified his resignation after a mere 49 days believing that Congress was not letting him work; RIP Janlokpal!! People voted him to power with an absolute majority i.e. 67 out of 70 seats. Little did the people know that they will be listening to the same rhetoric except he would blame BJP  this time.

Who should take the ownership of the fire in an illegal factory that killed more than 45 people a couple of months ago? If it were any other state be it congress ruled or BJP ruled or ruled by any other party, people would have pointed the fingers straight at the head of the state, end of discussion. Fair and square! But in Delhi, some died in the fire and many were busy finding out the department that messed up; was it the electricity department? or was it the fire department? was it a residential colony or something else? and so on and so forth.

This is not by far an isolated instance. For the first four years of his tenure he kept on blaming LG for obstructing his work. Every other week he would be on streets, LG is not letting them work. It indeed was an spectacular view, the government with an absolute majority protesting on streets. He spawned so much venom that in 2016 he was rated as the most hated person in India. Why did he do this? He is too smart to do anything this consistently for no reason. By pulling of this stunt, he engraved this triangle in the minds of the voters.  We, not only the voters in Delhi but everyone in India subconsciously started thinking on these lines “Let us figure out what is going on by ourselves” The point of discussion became if the LG, BJP, MCD are not letting him work rather than if Aam Aadmi Party is working at all.

Another example – why is Delhi so polluted? Because the neighboring states burn crop residue or fire crackers on Diwali! What is it?

What happened as a result? On the election day, the voters instead of answering the question “Did the government fix their issues?” They were finding an answer to “Did someone not let them work?” Voting was not done on work done, voters already knew there was hardly any work done; Pollution still on the rise, Yamuna still dirty, infrastructure for electric buses still missing, CCTV cameras for security still missing, 500 new government schools that were to be built in five years still missing, the list goes on. Voters voted on the tiff between authorities, who the voters thought was at fault. Some who could not find out did not turn up to vote, which might explain an extremely low voter turn out. Skip the question if you don’t know the answer, there is negative marking, every incorrect vote pushes the deserving party behind by 2 votes.  Many voted for the freebies that were offered and the Muslim community decided to vote for AAP instead of Congress.

I did not make the last line of the previous paragraph up. There are data evidences suggesting that. For example AAP’s biggest vote share gain compared to 2015 came from Mustafabad (23.07%)  which is the same constituency where Congress’ vote share decreased by 28%. Also about the freebies, the poor voters voted more for AAP and the percentage decreased with the increasing wealth of the voters. It was other way around for BJP. The following picture shows it clearly:

AAP did not win on the work they did in last five years, not at all. The very same thing is going to happen five years later, unless people stop trying to understand the system and simply start questioning the person they voted this time. The system is extremely complex, I guess the world complex would do injustice with its usage here.

I know it is extremely difficult with the people of my generation to say “I don’t know”, we are “we know it all generation” but that does not change the fact that understanding the intricacies of the system is not our cup of tea. But having said that, we can read. Have you read the report Kejriwal and his party published for showing the number of files struck down by the office of the LG? It would be interesting read now because now you would know why LG did not approve them (read AAP’s advertisement policies). You could read the summary of the report by me “SC’s (L-G vs AAP) verdict: An inevitable, silent but deadly storm approaching Delhi“. Mr. Kejriwal wanted the center to fund his advertisement schemes and the Great Delhi Sale (free free free) but the LG saw that coming way back.

For example, the LG did not approve of the Delhi Government’s request of installing large displays in the public areas for “conveying information in case of natural calamities” that would have costed more than 100 crore to the center. Why?  If you were watching TV before Delhi elections you could just count the number of minutes the advertisements for AAP are aired in one hour. I mean come on, you can be a graduate from IIT but you cannot expect the LG to be that dumb that he would sanction 160 crores to you from the center for your own advertisements in the name of natural calamities. Those displays would all be displaying the same advertisements that were being aired on the TV. Another interesting point was opening Mohalla Clinics in the school premises. This is one of the best ways to manipulate a voter’s mindset through his/her children and no body would ever understand what just happened. You can make a parent do a lot of stuff through their children. He used his own children to get into the CM’s chair, do you think he would spare yours? Since, elections are over, instead of trying to understand how the system works we should start questioning the person we elect, it is their duty to get the work done, it does not matter how they do it. Politics does not end with winning an election. The elected government has to get the work done, if it can’t it has no right to stay in power.

करीब करीब एक दशक से दुनिया अपने दिन की शुरुआत, चाय कॉफी के साथ-साथ तुम्हारे लिखे हुए विचार पढ़ने के साथ करती आयी है। आज भी बहुत से घरों में लोगों के सुबह की शुरुआत ऐसे ही होती है, हो सकता है, हाथ में अख़बार न हो कर टीवी का रिमोट हो। अख़बार तुम्हारे विचारों से भरे हुए, मासिक पत्र-पत्रिकाएं, कम्पटीशन के लिए पढ़ी जाने वाली किताबें, स्कूल में पढ़ाई जाने वाली किताबें, एन.जी.ओ., समाज सुधारक, लेखक, कलाकार, गायक, पत्रकार, कहानीकार, कवि , रचनाकार, शिल्पकार, चित्रकार सब के सब तुम्हारे और सिर्फ तुम्हारे विचारों से लबालब भरे हुए। हम अपने घर के बड़े बूढ़ों को तुम्हारी और तुम्हारी बातें करते देखते थे। एक समय था, जब सचमुच में लगता था, हमारे माँ बाप से ज्यादे बड़े हितैषी तुम सब हो। तुम्हारे कथन युवा पीढ़ी के लिए किसी वेद वाक्य से कम नहीं थे। हमारे दिल दिमाग और आत्मा भी अगर उस समय जागृत थी, तो उस भी तुम्हारा और सिर्फ तुम्हारा कब्ज़ा था। तुम्हारे विचारों के सामने बाकी और कोई विचार टिक नहीं पाते थे। गलती से कभी कोई अल्टरनेटिव व्यू पढ़ भी लेते थे थे पढ़ना ख़तम होते ही उस पर लानत भेजते थे। हाउ अनकल्चरड ! वही दकियानूसी विचार। मार्क्स और लेनिन पूरी दुनिया के संकटमोचन लगते थे। बड़ा गर्व महसूस होता था, जब हम किसी मीटिंग में कहते थे की हमको रामायण, महाभारत या गीता के बारे में नहीं पता।

मेरे प्यारे लिबरल्स लगभग पूरे सौ साल तक तुम्हारा डंका बजा है। तुमने हर जगह, पूरी दुनिया में लगभग हर संस्थान में अपने लोग भर रखे है, सिर्फ और सिर्फ तुम्हारी छत्र छाया में ही प्रतिभाएं पनपती है, बाकी सब तो घास छीलते हैं। हमारे भारत को तुमने पावर्टी पोर्न बना कर दुनियां को पेश किया, हम उस पर भी बड़ा इठलाते थे, कि हमने अमुक पुस्तक पढ़ी है, या फलां पिक्चर देखी है, बहुत कूल है, इतना कहने पर मित्र मंडली के बीच कूलनेस के कुछ छींटे हम पर भी पड़ जाते थे.

लगता था कि सोवियत रूस और अमेरिका के बीच सब तनाव हमारे गुट निरपेक्ष देश ने ही दूर किये है। दुनिया को नेहरू जी ने अल्टीमेट गिफ्ट , गुट निरपेक्ष देशों का गुट बना कर दे दिया है। हम भी यही मानते थे कि जितना विकास हो सकता था, सब नेहरू जी ही कर गए। अब किसी और विकास की ज़रूरत हमारे देश को नहीं है। गरीबी ही सबसे बड़ा सुख है और गंदगी से बढ़ कर कोई ख़ूबसूरती नहीं। हम यह भी मानते थे कि हमारे धुरंधर पत्रकार दिन रात हमारे लिए नेताओं से लड़ते रहते है और इसके लिए अपनी जान पर भी खेल जाते है। हमारे जीवन में जो भी कमी हैं, एक दिन कोई समाज सेवक या एक्टिविस्ट आ कर सब दूर कर जायेगा। प्रिय लेफ्ट लिबरल्स तुम दिन रात हमारा अस्तित्व बचाने में लगा देते थे! तुम्हारे सिवा हमारा था ही कौन? पुलिस, नौकरशाही, अदालतें, तुम सबसे हमारे लिए लड़ते थे।

फिर एक दिन कुछ बिग बैंग जैसे साइंटिस्ट्स के ऐसे ही बैठे ठाले इंटरनेट बना दिया।हनुमान जी की तरह, बिचारों पता ही नहीं था, कि इस खोज में कितना बल है। उसके बाद तो भइया मत पूछों। जैसे प्याज़ की परतें उतारते जाओ, उतारते जाओ तो अंदर कुछ नहीं मिलता है, सिवाय के, तुम सब भी वैसे ही निकले। तुम सब तो सत्ता के साथ ही नूरा कुश्ती खेल रहे थे। हम तो सदियों से अनाथ थे। हमारा तो कोई था ही नहीं। तुम सब न जाने कब से हमारी पीठ पर छुरा घोंपे जा रहे थे और हमको लगता था, तुम थपथपा कर हमारी हिम्मत बढ़ा रहे हो। इतना बड़ा धोखा?

लेकिन प्यारे लेफ्ट लिबरल्स, तुम एक बात भूल गए, तुम न जाने कितने दशकों से एड़ी चोटी का जोर लगा रहे हो, लेकिन हमारी सभ्यता, संस्कृति, आदत, खान पान, शादी विवाह, परिवार, बच्चे, करवा चौथ, होली, दिवाली, रक्षाबंधन, भाई दूज, पोंगल, खिचड़ी, छठ, कावड़ यात्रा, अर्ध कुम्भ, महा कुम्भ, राम नवमी, शिवरात्रि, विजयदशमी, दुर्गा अष्टमी, चारों धाम, गंगा दशहरा, पांच कोसी परिक्रमा, लाल बाग़ के राजा की शान कछु नाही बदल पाए।

इतना घटिया काम, वह भी तुमसे? परफॉर्मेंस अप्रैज़ल तो तुम्हारा माइनस में चला गया। अब तो मंदिर में एक से बढ़कर एक ड्यूड भी शान से आवत हैं। हर परम्परा और त्यौहार में डाइवर्सिटी बढ़ गयी हैं। कितने कूल बच्चे शान से फेसबुक और ट्विटर पर पहला शिवरात्रि व्रत का अपडेट डालते हैं। बॉलीवुड तो जाने दो, हॉलीवुड की पटकथा में भी आजकल एक लाइन ज़रूर होवे है, “फॅमिली फर्स्ट!” तो इ है, तुहार सौ साल की मेहनत ! अब इतने दशक और न जाने कितनी पीढ़ियों के लगा देने के बाद यह परिणाम है तुम्हारा, तो कौन से कोने में जा कर सर पीटोगे, इट्स योर चॉइस. हमारी तरफ से पूरी छूट है।

The kernel of anti CAA riots

Why it’s different this time and how it’s designed to undermine Indian Nationhood.

The image of the Rioter, pointing revolver from point blank range at a Policeman was quite startling! The complete disdain towards law and order and no fear of Law enforcing agencies portrays a much troubling scenario. And no, Riots are not the point here. India has a long history of communal strife and riots. But somehow we manage to forget the wounds, put our lives together and carry on as if nothing happened. But this time the defiance in the body language of rioters and impunity with which marauding mobs have held capital to ransom seems far more organised.

For example, most analyst agreed that Shaheen Bagh was organised to mobilise votes against BJP. But it is continuing long after Delhi elections are done and dusted. To add to that, a new protest was being planned 20 kms away in another corner of Delhi. What it means is that the Left-Liberal-Cong-Islamist lobby has tasted blood, with its new strategy. And it is determined to bring the Government of day down to its knees. What it also means is that the eco system is actually done with electoral politics and it’s giving a message to its core constituents. It’s a fight to finish. And it will be fought on roads! This is it! This looks like Jihad!

As you read this more than 40 people have died and more than 200 are injured in the riots which started on 23th February. To which few people can react -can’t we leave if for later? What’s the point in raising the pitch so high that it incites fringe groups and situation goes out control; which then can result is loss of many more lives and can create permanent chasm between two communities. You see as I mentioned above, Riots though are our immediate concern, that’s not point here. The point is the reason behind conflict.

If you look at the history of riots in India, almost all of them, other than direct action day in 1946 and pogrom of Kashmiri Pandits in January 1990, were triggered out of spontaneous reaction. The systematic targeting of Pandit community in Kashmir, raping their women and killings of their men is one of the most painful chapters in annals of our history. However the scale and impact which 1946 incident had, deserves more attention.

The Direct Action Day in 1946 was a result of planned assault on Hindus of Kolkata, by Muslims led by Mohammad Ali Jinnah. Who had declared unambiguously that we will have “A India destroyed or divided”. And on that 16th Aug 1946 rioters as decided came out and went for Hindu shop owners for a start. Eventually houses were attacked and burning rags were pushed in.  Within few hours the riots spread beyond Kolkata. Such was the complicity of British that no Police protection was offered. Even the traffic police were withdrawn. Which allowed the madness to go on 3 full days, resulting in more than One Lakh deaths. Almost all of them Hindus. Within one year Islamists and Congress had, what they wanted. Congress had its own Prime Minister and Islamists had Pakistan.  Now Shaheen Bagh and the another planned protest in Jafrabad have a ring of Direct Action Day to it.

One may ask what the Eco System led by Congress is going to achieve by these riots? There are no elections before Oct. So why create a ruckus now? Please appreciate the fact  that Congress has suffered humiliating defeats in two successive General Elections. It has been reduced to a fringe player in many states. Increasingly  within the party, turf battles are fought between old guard and young Turks openly. The fact  that, Rahul Gandhi, has the authority within the party but clearly no popularity amongst masses  is making  matter worse. If things continue the way they are, by the time next General Elections are upon us,Congress may not be in a position to be principal opposition. This possibility surely multiplies the prospects of a mutiny against Gandhis. Time is running out for dynasty. It has to show to everybody, but specifically to own party members that Gandhis are not irrelevant. What better way than to create unrest on roads with the help of willing  Islamists and a pliable Delhi CM?

There’s  another factor at play. There was a time when Congress was able to block legislations in Rajya Sabha. Steadily BJP is closing on to majority mark here too and very soon will be in a position to pass laws without much hindrance. Once that happens, Congress and effectively dynasty will stop having veto on policy making in India.

The Left-Liberal-Cong-Islamist lobby senses it can repeat The Direct Action Day again! It feels the average Muslims, are seething with anger against Modi Government. And is ready for vicious attack on Hindus. It also has the support of local and global Media outlets which basically are hideout of Leftists and Liberals; who are itching to get back at Conservative Governments world over. God forbid, if there is a Islamic uprising in India and bloodletting comparable to Direct Action Day, most of Media will  look away. Not to mention how our hostile neighbors, namely Pakistan, China and Bangladesh will react to this opportunity.

One year after Direct Action Day, in 1947,India was partitioned. One fears this is what is being planed again. India’s bordering areas with sizable Muslim Population will be lost. We will have a much smaller India. Nationalists will be defeated in next elections for stoking communal violence and for being responsible for deaths of few Lakhs Hindus. Congress and Islamists will have what they want. Congress will have its PM in Delhi and Islamists will have new promised Land!

Only way to avoid this kind of grim situation is to take the Left-Liberal-Cong-Islamist lobby head on. And not allow sit outs like Shaheen Bagh or Jaffrabad should to fester on. Kapil Mishra rightly swung into action before another in-your-face agitation was about to begin. Leaders like him are our hope to stop another Direct Action Day.

Lessons from Trumpland: Until the police arrive

It is painful to see the innocent lives lost due to Jihadi riots that have gripped the northeast part of Delhi. Every time there is a terrorist attack or riots by the Jihadis, we sympathize with the victims and move on. This gets repeated after some time and our response is the same. Leaders make speeches, relatives mourn for dead, and others move on with their lives. Amidst all this handwringing and the shock this time round in Delhi, the TV screens were showing the split screen of President Trump departing in Air Force One just several kilometers from the burning stench of lives ruined, and homes and businesses destroyed. I wondered if we can do anything positive and not be the fodder for the Jihadi mob.

It wasn’t the first time and I am sure that this is not the last time that the Jihadis have gone on a rampage. Many aspiring Indians look up to the USA as a successful country and hold in high regard many of the traits that make it a superpower. While Trump was leaving from Delhi on the one end, the rioters were causing mayhem at the other end in hopes of getting attention from him and the world media accompanying him. I thought of the lessons that we can learn from American society.

First thing first, the Jihadis occupying the arterial road in Shaheen Bagh, Delhi, thereby inflicting pain on millions of commuters for the last 70 odd days would not have lasted 70 minutes on road in the USA. They would have been blown out of existence with military-style weapons without any sympathy from the general public. Democracy doesn’t mean anything goes. Rule of law is a tenet of all modern and prosperous societies.

Second, even the attempt to harm a police officer in the US is met with overwhelming force, no matter what the provocation. The cold-blooded lynching of police officer Ratan Lal and the intelligence officer Ankit Sharma by jihadis shows the extent of fearlessness and the impunity these rioters enjoy due to patronage provided by left-wing politicians, media and judges.

When Narendra Modi got elected in 2014 as Prime Minister of India the first time, he came to Varanasi to thank his constituency. He was generally distressed about the chalta hai (anything goes) attitude and spoke about citizens’ participation in governance. He was referring to his favorite program of cleanliness and admonished people in jest that by electing him they have not outsourced their responsibility to keep their streets clean. Even as Prime Minister, he understood the limitation of government. Alas, most of the people in India still look up to the government to solve all their problems.

Most people who would never think about sending their kids to government school would still trust their safety to the same government-provided security. There is generally a cavalier attitude towards personal safety and security in India. This is my third point regarding lessons from American society. Americans fiercely protect their right to bear arms and know that government law enforcement has its limitations. I know that many critics point to the high rate of death caused by gun violence in America, but they don’t count and cannot count the death and mayhem that gun ownership helps prevent every day.

In this latest round of violence in Delhi, I saw an elderly Sardar ji pleading on camera to send police because his shop was being looted and burnt by Jihadis. It was a sad spectacle but made me wonder many what-ifs. What if he had thought about his security beforehand? What if he had prepared for his security? India has arcane firearm possession laws largely derived from British rule that were meant to disarm the people and rule over them during colonial times. Despite all the limitations of the law, everyone should think of the eventuality; what if Jihadis show up at my locality, at my doorstep tomorrow.

Only recently, illegal Bangladeshi Jihadis created panic and mayhem in NOIDA just outside of Delhi on some flimsy pretext and the people living in the housing society were panicked and beaten up. Even in the US, Hindu homes are disproportionately targeted because criminals don’t fear getting shot. Most of the Hindus who have migrated from India to the US have no idea how to handle firearms and naively believe that they are bad. If possession of arms was so bad, why would almost every deity in Hindu pantheon be adorned with sophisticated weapons? Why would Lord Krishna have a flute in one hand and Sudarshan chakra in another?

Please mark that I’m not advocating that people take law in their hands and do justice as they please. Law enforcement is the state’s responsibility and in any civilized society, only the state has the monopoly on violence and coercion. What I’m talking about is armed self-defense until police arrive.

Most of these rioters are cowards who take strength from the mob they are in and would likely not risk their lives if confronted with resolve. In the US, it’s common to see a sign on homes that display security tags to deter would-be criminals. Most of the looters in the mob are looking for easy targets, they would move to the next easy opportunity if they feared that they would be met with Glock-19. Even if the outcome is the same if you did have the weapon, wouldn’t it be better to not die as Bechara (hapless) but get Veergati (die fighting)? You would have lived with dignity and valor and if successful in your attempt to protect yourself, you could send the Jihadis to their desired place in the company of 72 virgins.

Please note that a Jihadi does not discriminate whether you are communist, socialist, left-wing, right-wing, upper caste, scheduled caste, rich or poor. They display true bhaichara (brotherhood) in the killing because anyone not Muslim is Kafir who needs to be killed to establish Darul Islam.

In the gloomy atmosphere of death and destruction, if there is anything positive that can come out, it is the resolve that no one dies as the next victim and does everything in their power to avoid that fate. Again, it is extremely dangerous to outsource your family’s security totally to the state. Remember, the army and the state could not protect Kashmiri Hindus from genocide. Arguably, the most ‘Hindu’ of the independent India central government could not protect the Hindus of northeast Delhi. You can only imagine if the levers of power had been totally in the hands of people who are paying exorbitant doles to Maulanas from public exchequer to buy their votes and are protecting them from law enforcement.

I pay tribute to Veer Savarkar, a visionary who had called upon Hindus to militarize long ago. He had seen this predicament and knew that Hindus need to be militarized to survive against a bloodthirsty ideology after centuries of subjugation. It is time to think about self-respect and self-preservation. Most Indians are fond of Hindi movies. If there is one positive lesson you can learn from them, it is that the police always arrive after the crime has occurred. Would you wait for that fate? Don’t listen to moralizing politicians who discourage you from making your security your priority. After all, the politicians have state-provided security; it’s a luxury ordinary people don’t have.

Again, think about how you would protect yourself until the police arrive and what if it’s too late for you? What would be your legacy, a bechara? We ought to learn from Trumpland.

The slippery slope

For the past few months a section of our population has been holding the rest of the country hostage. Exploiting the rights guaranteed to them by virtue of India being a functional democracy – freedom of expression, right to protest – abusing them to actively undermine democracy itself. When a bill is passed by a democratically elected government with majority in the parliament, it becomes a law of the land. Those who don’t agree with such a law have various democratic recourse open to them. These include challenging the constitutionality of the law in the Supreme Court and/or mobilizing public opinion against the law to influence the government. Peaceful protests are an accepted method for such a mobilization.

But what we have witnessed in the past few months steps beyond the bounds of democratic methods mentioned above. Violent protests, arson, instigation of minorities, rabid fear mongering and rabble rousing to the extent of urging minorities to physically cut of the North East from rest of the country. Even the so called peaceful protest at Shaheen Bagh are causing a great deal of inconvenience and losses to other citizens like commuters and traders, thus infringing on their rights. The ‘protestors’ have, through their actions and even statements, vociferously expressed their lack of faith in any of the democratic institutions of the country – be it the parliament, the government, the judiciary or the constabulary.

So ironically, the fear (without any substantive basis except wild imaginings and rumours fueled by those with vested interests) in such an environment the bulk of people, those who elected the government and repose trust in it, have started to feel disenfranchised. Right to protest has been carried to an extent where it has become disruption, and has started interfering with the rights of others. There have been instances of major protests in the past few years – like the Anna Hazare Lokpal protests and the OROP protests by armed forces veterans – wherein the protestors voiced their demands without disrupting normal lives or resorting to violence. Those feeling aggrieved by the passage of the CAA should emulate these and protest without disruption or violence.

The terrible events in North-East Delhi the past few days are a chilling trailer of what the slippery slope down the anarchy route could lead upto. If rule of law is allowed to fall by the side, with neither the government nor the judiciary willing to take a firm stance to enforce it, law of the jungle is what prevails. We, as citizens, can not and should not allow this to happen, irrespective of our religion, caste, creed or political leanings. The only way to ensure this is to stick to democratic, constitutional methods even if we want to protest, and to refrain from getting swayed by political or religious rhetoric that is being used by vested interests from various sides to ignite passions. Because, at the end of the day, whether its the lives that are lost, or the property that is damaged, the loss has to be borne by ordinary citizens like us.

Satyagraha in ISIS style

It has been 72 years since India got independence but Delhi riots has shown us what was it like to live during those communal charged atmosphere of 1947 India. From poisonous speech of young comrades of JNU to Jihadis propagating violence under the garb of democracy, all this clearly indicates that they are fed up with this idea of India.

Coming to Delhi riots now as a common man through my lenses I see it as a blackmail to Indian government machinery this violence that started as a sign of protest against CAA (Citizenship Amendment Act) was not a protest but a message to all that we will run this country according to our needs and you all have to oblige our wish. None of us could imagine with how much cruelty did the rioters killed Ankit Sharma an IB officer, 400 stab wounds. We have seen ISIS like beheadings but never thought that it would come to our doorsteps.

On reasoning with intellectual on this attitude of Islam they quickly reciprocate that other side are equally responsible. I think it is high time for India to shed the secular load which is only resulting in the carnage of majority community. From refraining to chant Vande Matram to blocking roads all these are clear indication that their demand is something bigger than just exercising their rights they are trying to create an Islamic revolution in India by showing their strength while all of us are cheering them as sign of healthy democracy and fake liberal communists are rejoicing that women are breaking the chains of patriarchy. It has been rightly said by our Prime Minister that it is not a protest but an experiment of theocracy combined with socialism and the mixture is dangerous this same type of protest happened in Iran. and in 1947 for separate nation on the basis of religion.

When ISIS was strong in Syria everyday foreign media showed their brutal killing and assassination, this Islamic radical organisation clearly showed the world that if its not happening near you don’t think it is not happening and Delhi riots clearly spreads this message.

दिल्ली दंगे से अमित शाह बच निकले

जो लोग दिल्ली दंगे के लिए गृह मंत्री अमित शाह और दिल्ली पुलिस को जिम्मेदार मानते हैं, आईये उसका क़ानूनी पहलू और कुछ आकड़ों को समझें.

पहले क़ानूनी पहलु :

पुलिस कभी भी हथियार बंद लोगों का सामना नहीं कर सकती फिर उसके लिए दंगा नियंत्रक वज्र वाहनों को ही क्यूँ ना बुला लिया जाय. ऐसे दंगे या तो खुद रुकते हैं जब एक पक्ष दूसरे पर पूरी तरह हावी हो जाता है या फिर देखते ही दंगाइयों को गोली मारने का आदेश दिया जाता है. अंतिम विकल्प आर्मी को बुलाना होता है. दिल्ली में इससे पहले 1984 में आर्मी बुलाई गयी थी. पर उस समय दिल्ली में मुख्यमंत्री नहीं होता था, तब दिल्ली पुर्णतः केंद्रशासित प्रदेश हुआ करती थी तो सारी जिम्मेदारी केंद्र सरकार के पास ही थी.

1993 से चीजें बदली जब दिल्ली को भी राज्य का दर्जा मिला पर अन्य राज्यों के उलट यहाँ पर कानून व्यवस्था की जिम्मेदारी केंद्र सरकार के पास ही रही. अन्य राज्यों में डिस्ट्रिक्ट मैजिस्ट्रेट के पास किसी भी गैर-क़ानूनी भीड़ को सँभालने की जिम्मेदारी होती है (सी. आर. पी. सी. का सेक्षन 129 और 130 पढ़ें).

Cr. P. C. के सेक्षन 129 के अनुसार डीएम् पुलिस से किसी गैर-क़ानूनी भीड़ को हटाने का आदेश देता है पर यदि पुलिस ऐसा करने में नाकाम होती है तो सेक्षन 130 का उपयोग करते हुए केंद्र से आर्मी का उपयोग करने की प्रार्थना कर सकता है. वदित हो कि डिएम राज्य सरकार के अन्दर आता है तो डीएम् का कोई भी रिक्वेस्ट राज्य के मुख्यमंत्री से होकर ही केंद्र तक जाता है.

तत्पश्चात केंद्र ऐसे मामलों में आर्मी को हस्तक्षेप करने का आदेश देती है. हालाँकि डीएम् यह रिक्वेस्ट सीधे आर्मी के एरिया कमांडर से करता है पर आर्मी बिना केंद्र के आदेश के हस्तक्षेप नहीं कर सकती.

अब आते हैं दिल्ली पर. दिल्ली राज्य का गठन 1991 में संविधान की धारा 239AA और 239AB के तहत हुआ.

दिल्ली सरकार का राष्ट्रीय राजधानी क्षेत्र अधिनियम, 1991 के अनुसार दिल्ली में कानून बनाने और प्रशासन की जिम्मेदारी विधानसभा अर्थात राज्य को दी गयी लेकिन सार्वजनिक व्यवस्था केन्द्रीय गृह मंत्री के जिम्मे रहा. पर ऊपर चर्चा की गयी Cr. P. C की दो धाराएं दिल्ली सरकार के पास ही रही.

क्योंकि डीएम् राज्य के अधीन होता है तो सारी जिम्मेदारी राज्य की ही होगी. डीएम् राज्य के मुख्यमंत्री से अनुशंसा करेगा और फिर मुख्यमंत्री उस अनुशंसा को केंद्र के गृह मंत्रालय के पास भेजेगा.

ये देखने से पहले कि ऐसा हुआ या नहीं हम कुछ आकड़ों और तथ्यों को देख लेते हैं.

दिल्ली की कुल जनसँख्या लगभग 2 कड़ोर है जिसपर अधिकतम 90 हजार पुलिस है. इस तरह हर 1 लाख की जनसँख्या पर 380 पुलिस हैं. यूएन के हिसाब से यह संख्या 222 होना चाहिए. मतलब दिल्ली में प्रयाप्त पुलिस की संख्या है.

ध्यान देने वाली यह है कि जबसे नागरिकता संसोधन अधिनियम आया है, दिल्ली कुछ कुछ कश्मीर घाटी बना हुआ है. इसलिए जनसँख्या और पुलिस के अनुपात का तुलना कश्मीर से करना बेहतर होगा. कश्मीर में 1 लाख की जनसँख्या पर 627 पुलिस है . कश्मीर पुलिस के उलट दिल्ली पुलिस को इतने बड़े स्तर पर हथियार बंद दंगाईयों से निपटने का अनुभव भी नहीं है.

एक विकल्प दूसरे राज्यों से पुलिस मंगाने का हो सकता है पर दूसरे राज्यों की स्थिति भी कुछ अच्छी नहीं है. खास कर उक्त कानून के बाद तो हर राज्य की पुलिस स्टैंड बाई मोड पर ही रहती है. दिल्ली के पड़ोसी राज्य उत्तर प्रदेश और हरियाणा में नागरिक-पुलिस का अनुपात प्रति 1 लाख नागरिक पर क्रमशः 90 और 165 है, जो कि तय मानक से काफी कम है.

मुख्य रूप से क़ानूनी पहलू और आकड़े यहीं समाप्त हुए आगे मेरे अपने विचार हैं.

आकड़े व तथ्य और भी हो सकते हैं पर वापस चलते हैं क़ानूनी पहलु पर, जिसका विवरण पहले ही दिया जा चुका है. कानून के अनुसार आर्मी या अर्द्धसैनिक बल बुलाने के लिए पहले डीएम् मुख्यमंत्री से और फिर मुख्यमंत्री केन्द्रीय गृह मंत्री से इसकी अनुसंसा करेंगें. दिल्ली के मुख्यमंत्री ने यह करते हुए काफी देर कर दिया.

24 फ़रवरी को दंगा भड़कने के बाद 25 फ़रवरी को मुख्यमंत्री अपने कुछ विधायकों और मंत्रियों के साथ राजघाट चले गये. अव्वल तो उन्हें अपने मंत्रियों के साथ लोगों के बीच जाना चाहिए था. पर ये तो दूर उन्होंने क़ानूनी प्रक्रिया भी पूरी नहीं की, और राजघाट पर जाकर अगले गाँधी बनने लगे.

जो क़ानूनी प्रक्रिया उन्हें पहले पूरा करना चाहिए था उसे लेकर वो बस राजनीति करते रहे. सार्वजनिक रूप से तो आर्मी उतारने की वकालत करते रहे पर इसकी लिखित अनुशंसा दंगा भड़कने के 2 दिन बाद किया गया.

केजरीवाल के ट्विट में देखा जा सकता है कि उन्होंने ने गृहमंत्री को लिखा नहीं है बल्कि वो ऐसा करने जा रहे हैं. Image may contain: text

इस सबके बाद भी इसे रोका जा सकता था यदि अमित शाह चाहते तब. पर इसके लिए उन्हें वो कदम उठाना पड़ता जो लोकतंत्र के लिए अच्छा नहीं होता. अमित शाह संविधान के अनुच्छेद 356 का प्रयोग कर सकते थे. मतलब राष्ट्रपति शासन.

ये एक प्रकार का आपातकाल ही होता पर वदित हो कि इसका प्रयोग देश में अब तक 20 बार से अधिक हुआ है.

Poor primary care, overcrowded tertiary care

Mumbai is the financial capital of the country, which is plagued by financial woes. The city sits atop a rapidly outdated and crumbling infrastructure, dismal roads and the worst, killer trains with nearly a dozen passengers dying every week on its suburban system, the city seriously needs a healthcare overhaul.

In contrast with OECD countries, the population to bed ratio is particularly low in India, in Mumbai it’s dismal. With the probability of closure of the 800 bed Wadia hospital for children, there will be a further reduction in the number of affordable hospital beds for the population who needs it the most.

In the previous decade, China invested significantly in its frontline health services, to create capacity and improve the quality of healthcare delivered and the results are evident. The infant mortality rate in China (IMR) is at 7 in India it is 30 per thousand births as per the United Nations Inter-agency Group for Child Mortality Estimation. In 2018, an estimated 882,000 children under five died in India, which is highest in the world, whereas the Central government in this health budget has only nominally increased the allocation to healthcare spending by 10 percent. Considering the nominal inflation of 7.5 % what is this government trying to achieve?

Traditionally, the maximum city has been neglected in terms of allocation for health resources. In comparison to any similar financial center in the world, the ratio of population to publicly available beds is dismal. This leads to the vulnerable class of the population, the marginalized slum dweller, who is already struggling to meet his basic necessities grapple with the situation.

Facilities for the relatives of the visiting patients is yet another area of disparity. Seeing intubated patients along with their relatives living on the payments opposite major hospitals in makeshift shanties is all to familiar sight. Even though there are a significant number of NGOs working towards creating some facilities to them, in the wake of lack of systemic action from the local government, they are woefully inadequate.

Most tertiary care centers are medical colleges, which are best in class in the entire country. Admission in these institutes is most competitive and attracts the best talent in the country. Yet, the accommodation facilities are extremely sub-par. It is a common sight to find a number of students crammed up in poorly maintained rooms with very basic facilities. The cases of medical students contacting transmissible diseases because of a lack of adequate facilities are not uncommon.

Mumbai needs a much larger share of central investment in its health services. The creation of AIIMS like hospital with provision of various tertiary specialties under one roof will save inconvenience and hassle to a large number of its residents. Instead of spending enormous sums of money on memorials, it’s about time that the government looks into this lacuna.

Nearly all major government hospitals are located in the city, with very few in the Suburbs. That is where the population growth is high, yet the facilities at these institutes are inferior to the ones in the city. With the BMC being the largest grossing municipal corporation in the city, and Maharashtra being the richest state in India in terms of revenue, its about time that Mumbai gets its fair share in healthcare allocation.

These hypocrites disregarding constitution and misguiding people are to blame for Delhi riots

There is a Hindi phrase -“Ulta Chor Kowtwal ko Daante”. It means “The thief blames and abuses police on getting caught”. Those hypocrites who directly or indirectly responsible for Delhi riots are blaming Police and Center. This hypocritic lobby time and again disrespected constitution, disregarded law, spread lies, misguided people, selectively targeted a party or faith and hence responsible for the present scenario directly and indirectly. Even now these hypocrites are blaming selectively one party and faith spreading lies and fear. The lobby includes some media, journalists, politicians, movie stars and social activists.

Disrespect of Constitution and law. Misguiding people.

Constitution gives parliament to regulate citizenship by article 11. Citizenship Amendment Act (CAA) was passed in both houses of parliament with good majority. Citizenship is a matter of central government, is in the Union list and states cannot reject it. National Population Register (NPR) was a old exercise of maintaining a census of Indian residents which was started by UPA in 2011. Our democracy is vibrant and has one of independent judiciary which can be approached in any discrepancies. Accordingly, Supreme court took up the matter of deciding the constitutional validity of CAA, but refused to stay the implementation of CAA and NPR.

Taking oath in the name of constitution, knowing these facts chief ministers of opposition parties of different states like Mamata Benarjee, Pinarayi Vijayan, Amarender Singh, K.Chandrashekar Rao, Aravind Kejriwal, Ashok Gehlot, Kamalnath, etc., immediately spoke that CAA was against Indian constitution. Some assemblies passed resolution against CAA. Then, they behaved in a similar way about implementing NPR. By doing so, they disrespected constitution, law of the land and judiciary. These actions by state heads gave many people the impression that CAA and NPR were against constitution. Some media, journalists , movie stars also started speaking in a similar way further enhancing the false impression. Similarly, in Jamia violence and JNU violence, the court said “Being students does not mean you can burn properties. What option do police have when rioters hold sticks and attack police?”.

But, the lobby went and stood with the protesters. Court also said regarding Shaheen bagh protests that “In the name of protest roads cannot be blocked”. Still, the lobby supported them. Some like Mamata Benarjee, Kamalnath, Ashok Gehlot, Amarender Singh, Owaisi, openly conducted and lead rallies against CAA and did not take any action against rioters who damaged properties worth crores. All these actions resulted in confidence in rioters that the inconvenience, destruction and riots caused by them in name of CAA are justified.

Hypocrisy and selective targeting

Bollywood celebrities like Deepika Padukone, Swara Bhaskar, Anurag Kashyap, etc and politicians like Priyanka Gandhi, Kannaiah, etc.. and a section of media went and stood in support with the leftist student leader of JNU, Aishi who instigated violence. Lobby stood with the rioters of Jamia violence and did not condemn AAP leader Amanathulla Khan who made provocative speeches and mobilized crowd in Jamia violence. Congress leaders like Mani Shankar Ayyar, Shashi Tharoor, AAP leaders like Manish Sisodia, Amanathulla Khan openly supported Shaheen Bagh protesters who were blocking roads causing inconvenience to a lot of people. They are not cared about the people who died or injured or who lost their properties or the damage of properties caused by arson.

They remained silent on provocative speeches of Sharjeel Imam, one of the master minds of Shaheen Bagh, asking Shaheen Bagh protesters to cut off North East from India or Waris Pathan in front of Akbaruddin Owaisi that 15 crores are enough to take care of 100 crores. They remained silent when AAP member Kapil Gujjar fired a gun in Shaheen Bagh. None of them condemned when provocative slogans like “Free Kashmir” or “Jinnah wali Azadi” or “Hinduon se Azadi” or religious slogans raised in these protests. Some of them like Priyanka Gandhi went to the houses of rioters. But, none cared about the victims or injured or destruction. Such selectivity and hypocrisy gave confidence to the rioters that the lobby will back them under any circumstance in spite of destruction of lives and properties.

Culmination

On February 22nd a mob of anti CAA protesters sat in Jaffarabad, blocking metro and roads. Locals there requested them to not block roads and metro. US president Donald Trump was to arrive to Delhi on 24 February evening and to return to America on February 25. Police was mainly focusing on Trump’s visit. This was the time exactly when the rioters started clashes, on February 24 evening. Clashes became very violent and continued on February 25. The way riots happened suggests they were pre planned and orchestrated in a brutal manner. Nearly 500 rounds were fired by rioters on police. Rioters wore helmets. They had native guns, rods, sticks and assaulted police and innocent people on roads.

Petrol bombs and acid pouches were thrown at people and police. Police and CRPF Jawans had acid burns. Shops, Houses, Petrol bunk and school were set on fire by rioters. Rioters entered houses, assaulted people and set houses on fire. Many people fearing arson and assault jumped from houses and got injured fatally. Nearly 42 people died and 200 injured were admitted in hospital.

Spreading lies

They continued this usual habit of spreading lies. They unilaterally declared Police was absent or remained silent. But, Police constable Ratan lal was died due to native gun shot by a rioter. Many police and CRPF jawans had gun shot and acid injuries. Two police stations ran out of cartridges combating these armed rioters. Some media like NDTV and journalists ran false stories like creating a false story of “ Sharukh was actually Anurag Mishra and deliberately posed as Sharukh”. In reality, Sharukh is Sharukh only and projected gun at point blank range on a police man. They decided in few hours without any evidence that BJP leaders were responsible for riots. Later, the evidence showed involvement of AAP leader, Councillor Tahir Hussain. Several videos show Tahir Hussain holding stick, mobilizing rioters and orchestrating riots.

Evidence and videos of building of Tahir Hussain in Chandbagh showed sacks of stones, bricks, sticks, rods, inflammable liquids, explosives, catapults, slings, petrol bombs and acid pouches. Witnesses claim from the top of this building stones, acid pouches and petrol bombs were hurled. Murdered Intelligence officer Ankit Sharma’s family claimed that Tahir Hussain and his gang dragged Ankit and brutally murdered. The worst lies spread by media is Hindus doing genocide on Muslims, which is absolutely false. NDTV, wire and other media selectively photoshopped photos giving false impression. NDTV allegedly photoshopped a drone photo to hide photos on mosque. Wire, Rana Ayyub and other liberals circulate false news about mosque vandalized in Ashok vihar, Delhi.

The bitter truths

The truth is these riots were pre planned and orchestrated in the name of anti CAA protests to malign Indian government. The timing coinciding with arrival of US president is in reality not a coincidence, but a deliberate attempt to defame Indian government globally and create communal tension. 42 people died, 200 hospitalized, 50 had native gunshot wounds and crores of properties vandalized by these rioters in the name of CAA. Alleged reports suggest involvement of terror organizations like ISI as a part of bigger conspiracy beyond CAA protests.

The true brutalities which took place

  • IB officer Ankit sharma was brutally stabbed 400 times over 4 to 6 hours, after death also and thrown into gutter. AAP leader Tahir Hussain is allegedly involved in this murder.
  • Vinod kumar was stoned to death in front of his son Monu
  • 19-year-old Vivek’s head was drilled by drill machine in his own shop

And here is the reaction from:

  • No Bollywood star or liberal person went to visit the victims
  • No media published the news about AAP leader Tahir Hussain involvement in bold letters in main paper
  • Both Tahir Hussain and Sharukh are absconding
  • Still no one from the liberal lobby says blocking roads or Vandalizing properties or killing people in the name of CAA protests is wrong.

Would things would have come to this brutal stage if the hypocritic lobby of opposition political parties, media and Bollywood have said truths to the protesters that

  • CAA is a law passed by both houses of Parliament
  • CAA has nothing to do with any Indian citizen irrespective of religion.
  • If still any citizen has any apprehensions any one can approach court.
  • Court has taken up the petition regarding the validity of CAA and refused to stay implementation of CAA or NPR.
  • When the matter is already in court blocking roads or vandalizing properties or killing people in name of CAA protests are not acceptable.
  • Dissent is a part of democracy, but destruction is not.
