Palghar Hindu monk lynching

0

With a very pained heart and eyes full of tears I want to share something. On April 16 midnight a very very colossal inhuman barbaric incident took place in Palghar, Maharashtra where 2 Hindu Sadhus and 1 driver were brutally killed in spite of police being right in front of them. The police did not take any action moreover the visuals show one of the sadhus a 70 year old Chikane Maharaj Kalpavrikshgiri ji was holding hands of the constable for help but instead of protecting, the constable handed him to the crowd and silently saw the heinous crime happening in front of him. The other sadhu Sushil Giri Maharaj (35) also was attacked by the same mob.

Now the question arises is, how did a crowd of approx 100 to 160 people gather at midnight with prior to these sadhus passing from their village? Who alerted them? Why did the police remain silent? First time in the history of India I am seeing a man with uniform not performing his duty to protect the citizen. Why did this matter not come to the notice of administration for more than 2 days, and it took 72 hours to act on it by the Government led by the son of Balasaheb Thackeray. It is VERY VERY DISHEARTENING THAT ON THE LAND OF SHIVAJI MAHARAj and BALASAHEB all this is happening and yet his party remains silent. Are our saints, sadhus, monks really safe? I strongly feel this is premeditated otherwise how did the people gather before they reached? I also see the constituency under Kelva (the place of incident) is being governed by MLA of BVA(a close chamcha of CPI(M)). And I have also learned that the christian community over there are harassing the locals and forcing them to convert into Christians. You can see the rise of churches over the area. But no one will speak NOW.

When such incidents take place all the LEFTISTS, LIBERALS, LUTYENS..the Award Wapsi Gangs.. the Fake news peddlers like NDTV, THE WIRE, WASHINGTON POST.. Editors like Shekhar Gupta, Barkha, Rajdeep…people like Javed Akhtar, Shabana Azmi, Anurag Kashyap, Swara Bhaskar, Ram Guha, Aparna Sen..Naseeruddin Shah who feels his children are not safe in India..WHERE ARE THEY? WHY NO COMMENTING NOW? WHY SPECIFIC TARGETING just because they are HINDU monks they will not speak?

But when it comes to a minority in India these same people will go berserk fighting for their justice. If this had happened in a state ruled by BJP and if instead of Hindu the ones who had been lynched have been from any minority then these same would have all gone all guns blazing! All unethical practices have practiced under this TRICYCLE govt. I appeal a CBI level investigation for this incident and strongly say out to the worlds best CM if you have any courage then act strongly..stop being a rat in the bill. And mind me this IS BLOODY COMMUNAL because they were people wearing saffron clothes and could be easily identified as MONKS. They were brutalized nonstop with axes..sickles until their cries turn into silence and they die.

With a Heavy Heart REST IN PEACE.

Jai Hind.
Bharat Mata Ki Jay.

Hindus are not safe in Hindu land: 2 Sadhus brutally killed before police and media diverted them as thieves.

Bhārat being the land of Vedas, Upanishads, Yoga, Ayurveda, Alchemy, Astronomy, Arts, Architectures, Medicine, Mathematics and a overall diversified spiritual wisdom gave a reputation of Viswaguru. But now, it’s not the case after 800 years of Mughal invasion and 200 years of British dominance. As a result of 1000 year suppression, Bhārat’s national identity and heritage got ruined.

Add on to such obnoxious regime; few communal and agentic traits got canker. Christian conversions and Islamic terrorism are very intense but under the mat. Campaigning a religious faith, belief or practise is no where suppressed. Bhārat holds 9 to 20 official and unofficial religions (religious bodies) where one can not see such acceptance in any part of the world. Such toleration was taught by Adi yogi, Sikh gurus, Jain swamis, Buddha monks and Hindu pandits. So far so good Bhārat is known for its ‘unity in diversity’ but the future is frightened.

Recently, A brutal attack happened on 16th April, 2020 in Palghar, Maharashtra. Two monks, 70-year-old Kalpavrishka Giri Maharaj and 35-year-old Sushil Giri Maharaj along with their driver 30-year-old Nilesh Telgade were on their way to Surat to attend a funeral of another monk. When they reach Gadakchinchale village, a wild and insane crowd of over more than 110 people sheathed them and dragged out of their car. Till we don’t know the reason behind, but the mob beat them till death and anti-national media suspects that they were thieves. All this happened in front of a police and they are just eyepiece in the situation. Watch the blood-curdling video here.

Disclaimer: The videos contain violent actions, viewer discretion recommended.

How could any human can beat a 70 year old elderly man, that too a Monk! No where in the world it happens, but it happens in Bhārat.

After 4 days from incident, the Maharashtra government (Shiv Sena) on Monday suspended two policemen. On Sunday night, Palghar Police tweeted that 110 people have been arrested in this case out of which 9 are minors. The whole country is waiting for Maharashtra police investigation and their way of justice.

Police are meant to protect their citizens. In Bhārat, people treat them as Kshatriyas (Saviours of dharma and people) but when the monk in below video approach to save his life and trying to latch on to the policeman, he releases himself and walks away, by leaving the Monk to mobs. In around 43rd second of below video, one of the bystander scream “maar, Shoaib, maar”. Unfortunately, police or media don’t focus on this. Because we are seculars. By the way, that applies only for Hindus.

As usual, the anti national media in present Bhārat taking every chance to manipulate the situation from CAA, NRC to today’s incident. NDTV, Scroll.in, the Wire and other media just projected the dead men as thieves.

Here are the screenshots of such baseless news

https://www.newindianexpress.com/nation/2020/apr/17/three-lynched-by-villagers-in-maharashtras-palghar-on-suspicion-of-kidney-theft-2131412.html

People of the monk community said the village is tribals dominated and most of them are Christians while some are Muslims. Some even say that the police, out of fear of the tribals, handed over the Sadhus to the mob which later beat up those Sadhus to death with sticks. luckily, someone captured these videos, if not, the media and Shiv Sena’s Maharashtra government may not investigate nor intervene.

What questions raised in people of Bhārat ?

How could those mob gathered in such quick time, was it a planned attack?
If the villagers suspect these monks are thieves, why don’t they handover to police?
How can the villagers get such sticks without planning?
Why the police behave such undefended?
Why the attack was hidden for 3 days?
What’s the shiv sena’s step in giving justice?
Leftists and liberal media use to claim Modi government is in favour of Hindus? What’s their take on this attack?

Akhil Bharatiya Akhara Parishad President Mahant Narendra Giri hinted at a bigger conspiracy over the murder of these Monks. Indeed, everyone believe the same. Hope the Maharashtra police and shiv sena government would respond work well for better justification. If not, People are very much ready to give support and strengthen BJP in Maharashtra.

Beware of Contract Tracing (CT)

Beware of Contract Tracing (CT). It makes robust common, logical and practical sense to practice Social Distancing and Stay Home. Ramaswami (name changed, request or no request) is a classic example as to how/why CT happens, once there is a trace/hint/suspicion that you may have come in contact with a Covid-19 – symptomatic or asymptomatic entity. It seems far scarier than the pandemic itself. If the message of ways and means of Contract Tracing is driven home, all the Covidiots may voluntarily get themselves shutdown by choice, not compulsion.

It was 11.00. a.m. on a week day. Ramaswami was out on an errand, to pick up bread, cheese and bananas. Nothing more, and he decided to take a circuitous route to the shop than the 200 metre distance from home.

Without telling his family, he went monileless to the supermarket, as he assumed, he would be back in ‘10 minutes flat’ How wrong and stupid of him? It was after 36 hours to the hour, when the family lost touch with him, that they got to know what had come of him. This is what transpired, as Ramaswami has now been traced and found to be in quarantine, and likely to be back in the pink of his health, in two weeks from now.

Ramaswami took a circuitous route and arrived at the supermarket, around 11.10 a.m., to pick up bread, cheese and bananas. At 11.12 a.m., a jeep with masked men appeared, followed by an empty passenger carrying bus. The ‘few’ entered the supermarket, with a couple of policemen in tow. They forcibly only pulled down the shutters of the shop. And one loud mouth shouted, “Silence. Stand where you are. Let there be distance maintained between each of you . Stop any activity you are engaged in. Be you an employee, or a customer come visiting, cease your activity.”

There were murmurs among the assembled, as they were hushed into silence, with a blowing whistle, from one of the policemen. The loud mouthed went ahead, “Please be informed that a customer who had visited this shop, one hour ago, has been found to be Coronavirus positive. He was asymptomatic, but he had offered himself for testing ultra cautiously.”

“He was ‘requested’ to be in quarantine, as he was an official in subordinate judiciary, but chose to breach and come out. He has now been tested to be positive. We are now engaged in Contract Tracing. He had visited only this supermarket, and was here for less than 20 minutes, out of which 18 minutes he stood in the queue waiting for billing process. We are now constrained to round you all up and take you for testing. We cannot take any chances. We request you not to resist. It is in your interest. Please get out of the shop, one by one, duly practising Social Distancing. We will allow you to make calls to your immediate family, from a common mobile, after you undergo the testing. Drop your mobiles, as you file out, in the basket provided for it, as we need to sanitise them as well. No questions. None will be answered.”

One by one, the assembled complied with the directions, and filed out. Ramaswami was crying and asked, “Sir, I just entered the shop. A couple of minutes ago. In fact, if I had not taken the circuitous route, I may have come and gone. I have no symptoms. I am healthy. I do not want to go through this exercise. I am scared I may contact Covid-19 during avoidable testing, as Dr. Devi Shetty suggests. Please Sir, let me go. I will runaway in a minute.”

“Shut up, go sit in your allotted seat in the bus. We are doing it for your own safety and health, and you were inside the venue, when we pulled down the shutters and that will do. And even if you had come and gone, we would have traced you and taken you in. So follow our instructions”.

Ramaswami acquiesced. In the meanwhile, not finding him, as lunch time approached, the family called his mobile and found it inside the house. They went in search of him. A Whatsapp message came “A gentleman on X Street was found to be Covid-19 positive. The Y Supermarket has been closed and sealed”. A visit to the supermarket confirmed it. The coconut water seller, in the corner of the street, updated that a Bus and jeep came, and several persons inside the supermarket, were rounded up and driven off. Putting two and two together, the family concluded that Ramaswami may have been among the ‘rounded up’. But they were hugely anxious.

As Ramaswami was getting into the bus, he tried to run off. He was chased by a policeman and received a couple of hefty lathi blows. “Sir, I promise I came in just a minute before you came. If I had seen you coming, I would not have stepped into the shop.” “You fool, we are all risking our lives and working 24×7 and you idiot is scared, to come for testing. You would be in quarantine for 2 weeks, in a safe and secure place, after being tested. You will be fed and given sanitised alternate clothing also. You can contact your family also and will be given access to your mobile, after it is sanitised.”

But, Ramaswami was not listening. He was wailing why he was in the midst of this torture for the simple sin of being at the wrong place for all of 2 minutes. No one was listening either. He was lathi bundled into his seat on the bus. Off the bus went, they were all tested and quarantined and it was 36 hours before the family got confirmation of Ramaswami’s whereabouts. Until then, it was hell for the family. Message from Ramaswami’s experience, is to each one of us.

Covid-19 alone is not killing. Contract Tracing is killing too. Of a different genre. Not physical, but mental. The torture that you and your family may have to go through is unimaginable. It is surely not worth the bread, cheese or banana. There would be absolutely no justification to blame the Covid-19 warriors on the front, middle and back lines. The police and officials who are ‘rounding up’ suspected symptomatic and asymptomatic individuals, are risking their lives. However, compassionate they may behave, and in the larger public interest, the traumatic experience that we may have to go through, if caught in the net, even accidentally, as Ramaswami was, is surely not worthwhile. Hold your tongue, tighten your stomachs and belts, and walk inside your house and Stay Home. Keep Safe. Think of those who do not have a home and lacking in resources too. The migrants, for one. Let us be grateful for the big not small mercies, we are blessed with, in these Social Distancing climes. You violate the Stay Home Lockdown retinue, at your own peril, if Contract Tracing comes calling. It is up to We The People to make the choice.

Can China be sued over COVID-19 in The International Court of Justice?

As the novel CORONA virus incubated in Wuhan from Mid- December to the Mid- January the Chinese state made evidently international misrepresentation to its people and to the world about concerned out break hence The Republic of China led entire mankind to the unprecedented biological calamity. Which has been witnessing the mass death across the world and still no remedy, medicine confirmed to be   invented to prevent or to cure out of deadly COVID-19. In such a situation, entire mankind is criticizing about the gross negligence and irresponsibility and wrongful act of The Republic of China.

Taking into account, the international treaties, conventions on human rights. Undoubtedly, China has violated Human Rights by violating international health measures.

China is signatory of Human Right Convention & permanent member of UNSC. Since a responsible country, China must have informed the WHO about pandemic but rather inform or alerting the world, China has not only misrepresented the facts and figures but also misguide the WHO on Novel CORONA Virus. This is not the first time; China is repeatedly committing the same act. The world has still not forgotten the SARC.

International Health Regulations

As one of 194 members to the legally binding 2005, International Health Regulations, China was duty bond to rapidly gathering of information and contributing it to the member countries.

As per Art. 06 of the International Health Regulations, it is mandatory for the state to provide expedited, timely, accurate and sufficient information to WHO about potential health emergencies. However, the China has repeatedly failed to inform to the WHO, which led to massive transmission of Corona virus across the globe.

As per Art. 10, WHO also has a mandate to seek verification from the state with respect to unofficial reports of pathogenic microorganisms and states are bound to provide timely transparent information to the WHO within 24 hours and participate in collaborative assessment of the risk presented. Yet china has rejected repeated offers of epidemic investigation assistance from WHO without any explanation.

COVID19- China’s legal responsibility

From the above act, one can say with conviction that, one cannot expect china to fulfill its obligation or to take required steps.

As per Art. 01 of International Law commission 2001, all states are responsible for their intentional wrongful conducts. However, for this wrongful conduct, if responsibilities to be checked, the responsibility flows from Wuhan Lab/Authorities to President Xi himself.

Wrongful acts are those which constitute breach of international obligation and As per Art. 11 A Breach is an act which is not in accordance with obligations. China’s failure to share information transparently in accordance with international norms is breach in its legal obligation. China did not only intentionally create a global pandemic, but its negligence is certainly the cause of it.

Many Scholars have claimed that China’s conduct with respect to COVID-19 (and the novel coronavirus SARS-CoV-2) violated the International Health Regulations, in particular the obligations of timely notification and information-sharing in Articles 6 and 7. Had China complied with these obligations, there would arguably be exponentially fewer cases of COVID-19 today. This has led many scholars to state that China “can and should be sued for the enormous damages they caused to the world”, Nevertheless to say, but main constrain to sue against China is the Jurisdiction. all of these scholars have one thing in common: they fail to identify a jurisdictional basis for an international court or tribunal to hold China responsible for these violations. At least two scholars have pointed to the dispute settlement mechanism in Article 56 of the International Health Regulations , but this art. Provides exclusively on arbitrational jurisdiction & this is unlikely, because, this jurisdiction can only be operated only if China consents & it is totally, unlike.

A Jurisdictional Basis

The most not talk about article is Article 75 of the WHO Constitution. Article 75 provides: “Any question or dispute concerning the interpretation or application of this Constitution which is not settled by negotiation or by the Health Assembly shall be referred to the International Court of Justice ….” Indeed, the Court itself has acknowledged that “Article 75 of the WHO Constitution provides for the Court’s jurisdiction” (Armed Activities (New Application), Jurisdiction and Admissibility, Judgment, para. 99). As per this verdict the ICJ having jurisdiction to try & entertain the matter against China.

Question of Law

How can a State frame its complaint over China’s conduct as one concerning the interpretation or application of the WHO Constitution? The WHO Constitution does not appear to contain substantive obligations of international health law. Rather, as its name suggests, it is primarily concerned with establishing a constitutional framework, dealing with matters such as membership and institutional structure. All this said, there appear to be a few claims concerning the interpretation or application of the WHO Constitution, presented below, that a State could potentially lodge against China.

Whether claim can be made Under the WHO Constitution

First of all , taking shelter of Art. 75 of the WHO Constitution – a State could try to claim violations of the International Health Regulations through Articles 21 and 22 of the WHO Constitution. Article 21 allows the World Health Assembly the authority to adopt regulations like the International Health Regulations & any other there in by time to time, and Article 22 provides in relevant part that “regulations adopted pursuant to Article 21 shall come into force for all Members after due notice has been given” by the healkth assembly. One could thus firmly argue that, in light of Articles 21 and 22, China’s alleged violations of the International Health Regulations concern the interpretation or application of the WHO Constitution.

As discussed above how China has violated Art. 06,10,11 of the International Health Regulations, A State could also try to claim that China has violated Article 64 of the WHO Constitution in accordance with International Health Regulations , which provides: “Each Member shall provide statistical and epidemiological reports in a manner to be determined by the Health Assembly.” The Health Assembly has, expressly under Article 64, determined that statistics must be prepared in accordance with Nomenclature Regulations,

Finally, a State could consider relying on the obligation under general international law not to defeat the object and purpose of a treaty claiming that China has defeated the object and purpose of the WHO Constitution, which, if equated with the objective of the WHO, would be “the attainment by all peoples of the highest possible level of health” (WHO Constitution, art. 1). Such a claim could potentially encompass all the aforementioned allegations, as well as others, such as those concerning restricting the China on COVID-19 at the UN Security Council. Now in the view of Military & Paramilitary activities  Merits, Judgment ,Para- 271, it should be kept in mind  that the Court has stated that a jurisdictional clause like Article 75 of the WHO Constitution would not be able to cover a claim based on this obligation under general international law But one can have chance to try to challenge the continuing validity of this 34-year-old dicta, or attempt to distinguish it

While Concluding –

In my entire discussion, I have tried to explore, all the parameters, jurisdictional provisions to bring the wrongful acts of China and how a state can sue against the China before International Court of Justice. However, all these remedies are up to the will of a state to sue china before International Court of Justice. However, it is not an easy task but not impossible indeed.

The glory of Palkhed

0

It all started when Mohammed Shah appointed Nizam-Ul-Mulk as Vazir or Prime minister at Delhi. Though Nizam-Ul-Mulk was not happy about the same, he was fed with the caprices and conspiracies of the Emperor and the Delhi Court, blatantly resigned and marched off to Deccan. Thereafter, he defeated, Mubrez Khan, the Mughal Governor of Hyderabad, and Nizam took over the reign of Mughal Deccan, with Aurangabad as his capital. The year was 1722.

Deccan was divided into two sets of powers, the Marathas and the Nizam, and the clash was inevitable. Both were conscious of each other’s power and capacity, Nizam, at the beginning was cautious for two reasons, first, he was aware and conscious of the power and capacity of the Marathas, with Baji Rao I leading from the front. Second, Baji Rao had helped Nizam in the battle against Mubrez Khan. Year after year, the Marathas claimed their dues in Malwa, Gujarat and the six subahs of the Deccan, which included Nizam’s territory.

Nizam-Ul-Mulk by the year 1726, slowly eradicated the enemies propelled against him by Mohammad Shah, and was well placed and entrenched in the Deccan. He realized that he was strong enough to wage a campaign against his old antagonists, the Marathas. The design to humble Marathas was exceptionally planned.

The first step was to transfer his capital from Aurangabad to the more distant and military strategic city of Hyderabad.

Thereafter, the Nizam tried to sow seeds of dissent among the military chiefs of Shahu by offering them Jagirs and other incentives to lure them in his side. Chandrasen Jadhav, who already had a feeling of hatred towards his former master Shahu was a new ally of the Nizam and soon others joined the Nizam.

Now, the new target of Nizam was Pratinidhi Shripat Rao, the old rival of Baji Rao. Nizam offered him a rich Jagir in Berar, as equivalent for the Chauth payable on his new Capital, Hyderabad. Pratinidhi, flamed and blinded by his hatred towards Baji Rao, urged Shahu, to accept the Jagir in exchange for Chauth, otherwise the Nizam would feel deeply insulted at the paying of this import on his Capital.

Shahu couldn’t comprehend the underlying mechanisms of Nizam Ul Mulk and despite the strongest warnings from the Peshwa, approved the dubious exchange of a Jagir for Chauth as recommended by Shripat Rao.

Nizam-Ul-Mulk encouraged by the story so far resolved to press harder and refused to pay to the Maratha government the Chauth and Sardeshmukhi from the entire dominion composed of six subahs of the deccan. He refused to pay it until the question of the Maratha leadership was sorted. The feud was longstanding, and Nizam wanted to deepen the old wound and twisted the knife further when he invited both Shahu and Sambhaji II to send envoys to Hyderabad, where he would act as the principal adjudicator and decide who among the princes had the better title to the crown of the Marathas.

Shripat, in his ordeal to frustrate Baji Rao, encouraged Shahu to agree. Baji Rao assessed the whole scenario and laughed scornfully on his rival’s face and suggested Shahu ‘You must understand the significance of every step the Nizam has taken in the recent past. The shifting of his capital, the subversion of our sardars, the refusal to pay Chauth on Hyderabad and how this is the greatest provocation of all; he has questioned our right to our revenues. It all fits into a pattern, and the aim is the destruction of the Marathas. The leopard will not change its spots. If we do not destroy him, he will destroy us. Let us go to war, there is no other way’.

The suggestion of Baji Rao fueled Shahu’s animosity to the highest degree and Shahu able to comprehend the underlying intentions of the Nizam declared war. Nizam-Ul-Mulk scored an important strategic goal by winning Sambhaji II to his side. It was an important strategic move. Sambhaji II was the rival Maratha king of Kolhapur and joined Nizam with his larger force. Now, Nizam was confident that he had won the battle to a great extent, by this impeccable move. His plan was simple, to involve and plunged the Maratha’s into a civil war. The only element he failed to assess was the military genius of Baji Rao.

Nizam-Ul-Mulk’s three consecutive victories over the armies of the Mughal emperor raised his status as a great Indian general. Each battle projected him as a superior general, his talent for organization, supported by the efficient and modern artillery. Baji Rao devised altogether a new branch of warfare, namely the ‘light foray’ tactics. This form of warfare was even new for the Nizam. Baji Rao’s full-fledged campaign against the Nizam was remarkable, and the same must be described.

One has to first understand that Nizam’s army was well equipped, heavily armed, and the same was brilliantly supported by the strong and efficient Mughal artillery. The Nizam’s adopted the classic Mughal formation of a vanguard, behind which came the main army–left wing, Centre (the strongest and where the Nizam stationed himself) and the right wing. In the rear stood the reserve. The artillery in the days of Mughals was drawn by bullocks and was too heavy to be moved freely or easily. The Mughal formation was followed by clerks, accountants, couriers, contractors, spies, shopkeepers, dancing girls, and faqirs too. It was natural and usual in those days for non-combatants to outnumber the soldiers.

Peshwa’s army was without pomp and baggage. There was no artillery. Not even handguns. The troops were equipped only with swords, shields, and long lances. Peshwa’s troops were well accustomed with the equipment, moreover they were high-spirited. The lightning speed of the horses created terror and aroused astonishment in their enemy’s hearts. Baji Rao’s forays, raids, and marauding were quick and deadly. Baji Rao’s banner was the saffron flag; the color “Saffron” is associated with renunciation and sacrifice. His war cry was “Har Har Mahadev”, the reward awaited his men was plunder.

Nizam and Sambhaji’s combined forces were ready for the invasion and the same was scheduled for November 1727, after the rainy season. Baji Rao’s intelligence network was working full time, and he was fully aware of the plot. He devised to surprise the enemy and strike first before the enemy did. In August, when it was still raining, Baji Rao started his expedition. His force was composed of 6000-7000 light cavalry. He understood that the expedition must run according to the plan, otherwise it would prove to be a disaster for Shahu and his kingdom.

Sir J.N. Sarkar said, ‘Everyday marching stage of Baji Rao is known with its date from the Maratha official diaries. We thus can accurately calculate the miles daily covered by the Maratha horsemen, the impediments on the way that they overcame and the length of time they could march without rest and contrast them in these respects with the regular army of the Mughals as led by the Nizam.”

Baji Rao never stood in one place for a long to fight formal battle, he carried sword and fire, as he raided deep into the Nizam’s domain. 17th October, Peshwa stormed into Aurangabad. Nizam’s old capital laid waste and plundered the adjoining city of Jalna. Nizam immediately sent a force under Awaz Khan. Baji Rao engaged him, briefly outmarching his enemy, to storm another city–Mahur. The route of his expedition was marked by blazing torches and houses, thick clouds of smoke. He ravaged and burned city after city as he continued. In late November, Baji rao was resting his men and horses, regrouping his army near Jafarabad. On a strange note, the constant plundering hardly supplemented the Maratha baggage. They only took jewelry, gold and silver ornaments.

In Mid-December 1727, Baji Rao moved again, crisscrossing the area of North Berar. He suddenly changed direction, turned north to Hadgaon and next he circled Khandesh in west. He stalked towns, plundered treasuries, emptied arsenals. For record, he marched 30-40 miles a day. Nizam was clueless about Baji Rao’s next move. Baji Rao avoided pitched battles, and began a series of incredulous rapid marches, shocking the enemy out of his shadow. It was a cross-country war over vast rugged terrain. The Nizam with his large army and heavy artillery couldn’t plan what to do next? Or which to attend? And what to leave?

Up mountains, across rivers, through ravines, cutting valleys, Baji Rao pressed forward and sideways. It seemed like a four-dimensional attack, though in reality it was not. This kind of warfare was new for the Nizam, and he felt soon has to devise a mechanism to curtail this expedition before the damage becomes irreparable. Baji Rao, revealed (not to be), that his next target was the wealthy city of Burhanpur, to burn it down to ashes. To fortify the false impression, he made a move with a small detachment towards the city. Nizam was alerted, and with Awaz Khan moved to save the city. Awaz Khan leading the vanguard followed the Marathas, with Nizam coming up on stage for rallying support. Exhausted by the hardships supplemented by the adversity of the waterless tract, the forces of Nizam wearied out. But there was no sign of Baji Rao, as if he and his army evaporated into thin air. Nizam roared; ‘Where is that son of Satan? Is he in behisht (heaven), is he in Dozak (hell) where he belongs? Where he will strike next?’

The question was, where was Baji Rao? Baji Rao, was far away out of the clutches of the Nizam, crossed two major rivers, Tapi and the Narmada, and stormed Gujarat, to the utter shock and confusion of the Mughal Governor, Sarbuland Khan, the pledged enemy of the Nizam. Here, the Peshwa did something, which might have had made the Nizam smile (in anguish), when he might have unraveled the mystery. Baji Rao informed Sarbuland Khan that he stormed Gujarat under the orders of Nizam.

Now, Sarbuland Khan, for some unknown reason, believed the fake story, that the invasion had the approval of the Nizam. Thereafter, Baji Rao sent a message to Sarbuland Khan; ‘I have no intention of doing you any harm. You remain Sarbuland (head held high) and never ‘Sarneechay’ (head bowed down).’

Nizam, also no amateur, was one of the tallest general of his time, devised a counter move. He stopped chasing Baji Rao, and instead with his strong army, headed for Pune. This was a brilliant counter move as Pune was devoid of its defenders. When, Baji Rao started his campaign of lighting foray tactics, he had a small force of 6000-7000, but with the days of campaign, he needed reinforcement, because of which, more units from Pune, leaving the city vulnerable.

The move by Nizam frightened Shahu, and he, with his entire court, took refuge in the Purandar fort. The situation was delicate. The Nizam ravaged the entire district and entered the city of Pune with no resistance. Here, supported by much ostentation and grand ceremony, he supported Sambhaji’s II claim and authority over the country and further celebrated the marriage of Sambhaji II with a Rajput princess of Ramnagar. According to Maratha official records, the time was mid-February 1728. Baji Rao received distress messages from Shahu to return soon to defend the Maratha heartland.

Baji Rao needed to act, act more tactfully, so he did something unprecedented. Instead of going to Pune, with his reinforced Cavalry, turned South-East and along the Godavari river and like an Avalanche, descended into the Nizam’s territory, heading straight for the capital, Aurangabad. Ravaging, plundering and turning the city into ashes. It is hard to conceive how the Nizam may have had reacted when he came to know of this onslaught.

Nizam acted quickly and as an expected move, he immediately set out for Aurangabad from Pune, with his troops in pursuit of Baji Rao. Baji Rao was near Palkhed, about 28 miles from Aurangabad. For the next six days, he plundered on both planks of Nizam’s line of advance to provisions of food grains, goats, vegetables, so that nothing was left for the Nizam’s army.
‘Whenever the Deccan army had to cross a ravine or a stream. Baji Rao used to launch a furious attack but when fighting began he took to flight and engaged in Cossack-like-tactics.’

The Nizam had to cross the Godavari river at Puntambe, along with his Cavalry, Infantry and artillery- a strong force of 40,000 nearly. So, the crossover had to be in phases; the advance party crossing the river on the first day, the Nizam and his main troops, on the second day, the artillery crossing the third day. The artillery would not be there to support the Nizam’s army for a day, and it was a big opportunity for Baji Rao.

Baji Rao struck the moment Nizam and his troops crossed the river. His repeated cavalry raids forced the Nizam’s army to move into a waterless tract. They were already deprived of all provisions of fodder and rations. The load carrying carts, mules and donkeys were destroyed or been driven away.

Outnumbered, Nizam’s army including Nizam himself, was surrounded by the troops of Baji Rao. Nizam and his army had to face irreparable damage, hardships, but Nizam in his spirit never gave up. Finally, with the artillery to support (he had got across the river, few of his big cannons), he siege a better position near the town of Mungi Shivagaon on the Godavari river.

The Nizam, not willing more casualty and in deep anguish and in utter disgust, sent Awaz Khan to draw up the terms of settlement. Baji Rao demanded immediate surrender of Sambhaji II and recognition of Shahu as the only sovereign of the Marathas. Payment of all arrears of Chauth and Sardeshmukh from the six subahs of the Deccan and various other Maratha claims.

Nizam, on a humble note, agreed to all the terms of the settlement, but refused to surrender Sambhaji II.

Eventually, it was settled, that the Nizam would send Sambhaji II to Panhala, and it is upon the discretion of Shahu, to deal with him, as he deemed fit. The treaty of Shevagaon was signed in March 1728. The Nizam retired to his dominion. This is how the first encounter between two giants came to a closure.

This campaign propelled sir Jadunath Sarkar to describe Baji Rao as a Heaven born cavalry leader.

West Bengal and politics

0

On Tuesday evening, Ministry of Home Affairs warned Government of West Bengal to co-operate with two specially constituted inter-ministerial central teams (IMCTs) to monitor Covid-19 status. The IMCTs were set-up by the Union Ministry of Home Affairs to assess the coronavirus situation on-ground, out of six teams that were sent to Rajasthan, Maharashtra and West Bengal, two such teams were sent to West Bengal because of the hotspots identified. The decision has been taken after ground reports and intelligence inputs suggested that the West Bengal government and the local police are involved in the violation of lockdown guidelines.

The seven districts identified include Kolkata, Howrah, North 24-Parganas, Medinipur East, Darjeeling, Kalimpong and Jalapiguri. In the past few days, MHA has regularly notified the Govt. of West Bengal on complete violation of social distancing norms outside banks, PDS shops, and markets, and movement of private and commercial vehicles with passengers in urban areas, among others. Many people including politicians, spokesperson had alleged that data given by State Government is not transparent. According to reports by ANI, several medical organizations have also written to the CMO, West Bengal regarding the same issue.

In this time of trouble when people from every age groups, every field of work are coming forward to help doctors by providing them PPE and N-95 masks. Doctors in West Bengal are looking patients in raincoat as the State Government refused to allow doctors to use PPE sent by GOI. The reason to not use PPE sent by central government was pretty bizarre. As tweeted by many it was the color of the PPE due to which Govt. of West Bengal didn’t allow it.

Further even the areas which are identified as hotspots are not strictly in lockdown. In India ,states as big as Uttar Pradesh are strictly ensuring lockdown but in areas of West Bengal it has seem quite impossible. Why Mamata Govt. is not going for all lockdown atleast for the hotspots area.

Why West Bengal cannot ensure strict lockdown like UP?
It is because infrastructure of West Bengal is not as strong as the government advertises. Uttar Pradesh has a very strong infrastructure. They are providing rations to needy people in the states.Police are also helping people by delivering the rations.UP police has also been very active on social media like twitter and when tagged with their twitter handles they are helping the needy whereas West Bengal has not such plan ready to deliver ration to people at their doorsteps. Therefore, strict lockdown is not possible but this also points towards what this government has done since 2011.

Anything is possible in West Bengal under DIDI’s rule whether it be detention of CBI officers by State police, arresting people over chant of JAI SHREE RAM, putting doctor’s life at risk by not providing them PPE just because of its color or not co-operating with ICMT. The picture is very clear that politics has already begun for the elections coming in 2021.

Challenge of Covid-19 pandemic: The Buck will finally stop at the Centre’s doors

0

We are in the midst of Lockdown 2.0. The fact that the country could allow some relaxations in specified sectors from April 20, is a matter of reassurance about the effectiveness of strategy followed so far. Everything said and done, there are however pockets of concerns.

Despite a marked decline in death rate as a percentage of closed cases with corresponding improvement in recovery rate, the cases of new infections have begun to pose concern. In a way though it was bound to be so in the wake of scaling up ‘testing’.

However, the concern is due to different reasons. Regrettably in some states and areas, the period of lockdown was not capitalized to home-confine people, test sufficient numbers, isolate positive cases and treat them. As a result, extremely valuable time was lost to the peril of not only those states, but the whole nation. Nothing can make good that loss!

What causes more disquiet is that a few states do not seem to have appreciated the gravity of the issue. Even on 20th April, the home ministry expressed concerns about the lack of seriousness in enforcing the lockdown in parts of a few states including Maharashtra, West Bengal, Rajasthan and Madhya Pradesh. The Home Ministry has also drawn attention of Kerala  government over non-adherence to lockdown guidelines in the state.

It is important to recognize that Covid-19 still remains a dangerous and inscrutable foe. Reports keep coming in that add to concerns. For example, South Korea, which had become nearly free of Covid-19 cases, recently reported over 150 cases of relapse in recovered patients. Some experts attributed this to low level of immunity in the affected persons upon whom the incidence of the disease was mild and not produce sufficient anti-bodies.

In India, we are still struggling to know about the actual numbers of Corona positive cases. To that end, the numbers of test-kits are still not enough, but being worked upon. Meanwhile, the challenge has grown bigger due to likelihood of presence of ‘asymptomatic carriers’ in population. A report attributed to WHO reveals that nearly 25% of Covid-19 cases in China were asymptomatic. This raises the needed threshold of the ‘test’ considerably. India needs to meet all these challenges and additionally prepare to tackle cases of re-infection, should such situation arise unfortunately.

Adding to the concerns of the world as to if countries could be assured of the safeguards they have adopted to fight it, the WHO served another chilling warning now saying that the worst of the virus is still ahead.

If one recognizes the immensity of the challenges, it calls for total mobilization and complete co-ordination between the centre and the states down up to the district level administration. That message does not seem to have percolated in good measure yet!

Few states have been claiming how gloriously they dealt with the corona challenge. There are talks about Kerala model, Maharashtra model, Odisha model, West Bengal model and so on. Media is hyping these claims to suit own interests- political or business or both. One state says, the path it showed today, India would tread it tomorrow. Another says what it did today, India would do it tomorrow, et al.This is not to deny good work really done by a few states. But there can be no doubt it is not time to brag but work with total dedication.

In the midst of the grim challenging times, there are some extremely worrying news. One can never exaggerate the need to provide food to the poor during the lockdown. This is the single most important imperative. Even before the lockdown 1.0 started t was reassuring to listen from the Union minister of Consumer Affairs, Food & Public Distribution 3-4 days ahead of Lockdown 1.0 that 75 crore poor beneficiaries under PDS would be allowed to lift their quota of 6 months at one go. In less than a week into the lockdown, Union Finance Minister assured providing 5 kg of grains and 1 kg of pulses per head to 80 crore poor people free of cost for a period of 3 months. One does not know, how the centre has worked with the states to implement that promise! There is obviously a gap. A yawning gap!

The first is the communication gap. Many in the country do not even know that the centre has committed to supply free food stuff to a staggering 80 crore poor people. One does not know why this was not given the widest publicity through every possible way. For example, Door Darshan, which has arguably the highest TRP, thanks to its Retro programs like Ramayan, Mahabharat & more, could have been used to let people know that it was their right to get the free food. That awareness was the first condition to make the public demand what was their right.

This failure, together with lack of energetic proactive programs by the ministry in the centre in association with the states to ensure food reaches the poor, have given scope to political parties in some opposition ruled states to play havoc with the scheme of free food. Today, one hears about distributing food items as ‘relief materials’ amongst poor by branding them as if they were gifts by select political parties! The question is why at the outset the centre, which decided to embrace such a mega operation at such humongous cost allowed the issue to get politicized? One thing is however certain. If people are kept hungry, the dam of patience may burst with unpredictable consequences! This issue has to be managed proactively, by whatever it takes.

The other lapse, on parts of governments at various levels, that has already cost the country heavily is the timidity to deal with the violators of lockdown and relevant measures. While many countries dealt with even innocent transgressors of guidelines with severity, in India severe brutalities were unleashed on Covid -19 warriors including medics and police in some states with impunity. There cannot be any doubt that the full might of the state must descend on them, if reasonable persuasion does not work. This ought to be treated as matter of ‘law and order’ impinging on national safety.

Immediate and on the spot action without regard to the caste, community or class of the violators not only serves the interest of all sections of people, but also enhances respect for the government. Instead, procrastination and hesitation and doing hair splitting analysis of political dividend only help in communalizing and politicizing the issue at the cost of the nation at large. The experience of the ruling regime on the CAA issue is a case in point. If the same mistake is repeated, the fight against Corona may go haywire!

No less importantly, such decisive and prompt action must descend with unmitigated force on intellectuals of doubtful integrity and also some presstitutes who leverage their brand image (however suspect) to spread fake stories  to communally divide the nation and wilfully denigrate the image of India overseas! Even section of TV media is wantonly spreading false stories to demoralize the nation. Recently, NDTV spread an unconfirmed news in social media claiming some people in Arunachal Pradesh were eating cobra for want of rice in the lock down times. Knowing their capacity to incite people to violate lockdown and other preventive measures, ignoring their repeated transgressions do not vest the ruling regimes with nobility but does incalculable harm to the nation at large. As a matter of fact, the unscrupulous elements continue to hammer the body of the nation with no fear of consequences!

Though ‘health’ is essentially in the state ‘list’, a pandemic’s implication is far greater transcending borders of states and domains of governance whether food security, finance & fiscal measures, exports and imports, external affairs, civil aviation, railways, and so on.

Even purely from the ‘health’ perspective, a pandemic cannot be sole concern of the state. The problem in one state, not tackled for whatever reason, can imperil the lives of people all across the country. Therefore, there should not be and cannot be any politicization of it.

While the pandemic is threatening the nation, the centre cannot sit idle whiling away precious time fearing strict action will fail to secure others’ approval. One attribute of the present ruling regime at the centre seems to be its obsession for ‘consensus’ on every issue.

It is time to put its slogan ‘sabka sath sabka vikas sabka viswas‘ to serious introspection. In the practical world, a leader, however great, can only work for the ‘good’ and ‘vikas of all’. Whether others will give him ‘saath’ or vest him with their ‘viswas’, or withhold is beyond him. Both of the latter are too idealistic than real. There can be no good to chase these mirages at the cost of doing something urgently to protect the whole nation. The civilizational values of India ordain that one has right only over his own actions viz., ‘Karmanye Vadhikaraste’. It is pointless to wait indefinitely to discharge one’s own duty hoping for honest co-operation by others. One has to go forward, in any case. Time is most precious. ‘Ma Faleshu Kadachana..‘. should be the road map.

If one, two, or more states do or do not do acts that pose threat to the whole nation, the centre cannot sit idle, whether or not its intervention serves its partisan political interests. These are difficult times and the centre must have its contingency plans ready in national interest. The buck finally stops at its doors. Should things go out of hand, it can not escape by pointing fingers at any other. The ruling regime has a massive mandate and it is duty bound to protect the Nation of over 130 crore people.
