ऑपरेशन मेघदूत – सियाचीन पर सर्जिकल स्ट्राइक

आज से चौंतीस साल पहले 13 अप्रैल 1984 को पाकिस्तान की आईएसआई को मात दे कर भारतीय सेना ने ऑपरेशन मेघदूत के जरिये सियाचीन की चोटियों पर कब्जा जमा लिया था।

सियाचीन दुनिया का सबसे ऊंचाई पर स्थित जंग का मैदान है जहाँ पर भारत और पाकिस्तान सन चौरासी से लगातार एक दूसरे से जंग लड़ते रहे जब तक की 2003 में दोनों तरफ से सीज़ फायर नही हो गया।

आज भी सियाचीन की चोटियों पर छः हज़ार मीटर की ऊंचाई पर दोनों फौजों का जमावड़ा है एक अनुमान के मुताबिक अब तक दो हज़ार लोग इन ऊंचाइयों पर अपनी जान गंवा चुके हैं।

सियाचीन विवाद की नींव आजादी के कुछ समय बाद ही पड़ गयी थी 1947 की भारत पाकिस्तान जंग के बाद युनाटेड नेशन्स की निगरानी में भारत- पाकिस्तान के बीच सीज़ फायर हुआ और 27 जुलाई 1949 को कंरांची एग्रीमेंट में एक सीज़ फायर लाइन खींच दी गयी, जिसे शिमला एग्रीमेंट में लाइन ऑफ़ कंट्रोल मान लिया गया था। असल गड़बड़ इस सीज़ फायर लाइन में ही थी।

इसे प्वाइंट NJ9842 सियाचीन ग्लैशियर के तलछट तक ही खींचा गया था ये सोच कर कि छः हज़ार फीट पर कौन कब्जा करना चाहेगा। इसी गड़बड़ी का नतीज़ा ये हुआ की भारत और पाकिस्तान दोनों सियाचीन को अपना हिस्सा मानने लगे, अमेरिकी प्रभाव में अंतर्राष्ट्रीय मानचित्रों में सियाचीन ग्लैशियर पाकिस्तान के हिस्से में दिखाया जाने लगा।

सत्तर के दशक में सियाचीन पर अपना प्रभाव मजबूत करने के लिये पाकिस्तान ने कई पर्वतारोही मिशनों को इन चोटियों पर चढ़ने की परमिशन जारी की जिसके जवाब में 1978 में कर्नल नरेंद्र कुमार की निगरानी में एक पर्वतारोही मिशन ने टेराम कांगड़ी 2 की चोटी पर सफल चढ़ाई की।

असल आर्म्ड कांफ्लिक्ट की शुरुआत सन 84 में हुई। सियाचीन पर भारत की बढ़ती हुई सैन्य गतिविधियों को देखकर पाकिस्तान ने बिना देरी किये पूरे ग्लैशियर पर कब्जे का प्लान बना लिया। ऑपरेशन 17 अप्रेल 1984 को शुरू होना था लेकिन जल्दबाज़ी में पाकिस्तान ने एक बहुत बड़ी गलती कर दी।

पाकिस्तान ने अपने सैनिकों के लिये लंदन के एक सप्लायर से तीन सौ आर्कटिक वेदर सूट्स खरीदे। ये न जानते हुये कि वही सप्लायर भारत को इस तरह की सामग्री उपलब्ध कराता रहा है। नतीजा ये हुआ कि पाकिस्तान के इस ऑपरेशन की जानकारी भारत को लग गयी।

जिसके ज़वाब में भारत ने लेफ्टिनेंट जनरल प्रेम नाथ की कमांड में 13 अप्रैल 1984 को ऑपरेशन मेघदूत लांच कर दिया । जब तक पाकिस्तानी फ़ौजी यंहा पहुंचे तीन सौ के करीब भारतीय फौजियों ने छः हज़ार फ़ीट की ऊंचाई पर महत्वपूर्ण चोटियों सिया ला और बिलाफोंड ला पर कब्जा कर लिया था, जिसके बाद 25 अप्रैल 1984 को सियाचीन पर पहला सशस्त्र संघर्ष हुआ।

इसके बाद चोटियों पर बैठे भारतीय फौजियों को हटाने के लिये पाकिस्तान की तरफ़ से कई बार कोशिश गयी पहले 1987 में ब्रिगेडियर परवेज़ मुशर्रफ के नेतृत्व में जिसमे शुरूआती सफलताओं के बाद पाकिस्तान को पीछे हटना पड़ा और उसकी खुद की एक और पोस्ट पर भारत ने कब्जा कर लिया और इसके बाद 1989 में भी पाकिस्तानी एग्रेशन का कोई नतीजा नही निकला।

2003 से सियाचीन पर सीजफायर है और भारत का इस पुरे क्षेत्र पर कब्जा है।

Telangana government wants to make the Municipal Administration Department corruption free. My suggestions sent MAUD are as follows;

Administration:

The Consumer Protection Act, 1986, aims to promote and protect the rights and interests of consumers. Unfortunately, municipal services including water connection are currently not covered under this law.

In case of such services, even if citizens use the RTI to get information, it is a tedious process to get justice. Unlike deficiencies in goods, those aggrieved due to deficiencies in essential services don’t look for financial damages but redressal of the complaint, which they expect to be delivered by the authority.

Unauthorized Construction Penalty – Regularisation;

It’s found under MCH act (GHMC) 1955 there are certain clauses under Section 220 A (1) on Unauthorised Construction issue. This act has been passed before formation of Telangana.

It says – Levy and Collection of penalty on unauthorized construction shall not be construed as regularisation of such unauthorized construction or reconstruction.

Penalty leviable under Section 220 A (1) shall be determined and collected by such authority and in such manner as may be prescribed. The penalty payable shall be deemed to be the property tax due [section 220 A (2)].

An amendment in clause section 220 A (1) of GHMC act of 1955 by removing words “Shall not be Construed” and “Shall be Treated as regularised” as the unauthorized construction penalty going to be recurring one per annum like property tax.

Multi Storied Residential Building’s Water Charges;

The need of the hour is to bring in amendments in Water Board Proceedings and Guidelines for New Water Connection especially under Category II related multistoried residential buildings which are enacted before 2014 (MD’s Procs. No. 24/E/1/97/2003-dt: 30/01/2013).”

“Because of existing working out charges and levies cost of an apartment dwelling becomes higher and recurring expenditure per occupant drastically shoots up for especially for drinking water than the billing amount as per monthly consumption.”

“When the water supply is going to from the same main lines and same time limit up to the sump point of any individual house or multi storied residential complex, Fixed Amount according to dia and plot size should be made affordable especially to the MSRB consumers?”

The Fixed amounts should be Rs. 1.5 lakhs for 20mm, Rs. 2.5 lakhs for 25mm, Rs. 3.5 lakhs for 40mm, Rs. 4.5 lakhs for 50mm, Rs. 5.5 lakhs for 75mm and Rs. 7.5 lakhs for 100mm, should drastically brought down.

The clause “Rate per each square meter of plot area in excess of the column (3) which is to be added to fixed amounts in column (5)” should be relaxed.

Under Category III Bulk Supplies vide Memo. No. MD/HMWSSB/BM-20/Bulk Supplies/2011, Dt: 12/09/2011, Relaxation are needed related to charges of sewerage connection, improvement, green brigade, rain water harvesting and source improvement to make the connection affordable.

When private water suppliers are able to supply at the doorstep ₹ 1/- per litre, the piped water supplied by the water is on the higher side. Because of such rules and charges of water board private drinking water suppliers out beat the quasi government establishment.

There should be rethinking and refixing on all present levies and charges for multi storied residential buildings.

Raw mechanic & IIT engineer give same suggestion

Jotting down own observation on people from two different backgrounds. It requires a description in the way their feeling covered that unimportant tip. It certainly draws readers’ attention but seldom receives a typical reaction. What was ably suggested by an aged mechanic at the company’s workshop was for a second time hinted at by an IIT engineer. This was what surprising for the two-wheeler owner out and out. It was also a complete and total surprising experience. He never imagined hearing just the same suggestion from a raw experienced mechanic and a degree holder engineer from famous IIT.

The piece of advice which came out before the vehicle possessor from both the sides was focused on a simple matter. It was pointed on the pair of keys that the vehicle purchaser secures from the company on purchase of the motor vehicle. Normally two keys in a ring with a number mentioned on the soft-metallic tiny leaf are given to the buyer. The company supposes that the customer would preserve one key at some safe place and carry out the driving exercise with another spare key.

Nevertheless, the indigenous habit restraints the owner from being so cautious and careful. The vehicle runs without giving this important instruction into practice. This applied to that particular owner too. Both the keys were generally used, one for ignition and another for opening the dickey or covered space under the seat.

As the two-wheeler was booked for the servicing, the owner thought of mending the bowed key herewith. The slightly deformed key was brought into its original shape. Looking at the keys the mechanic suggested the man remove one key from the ring. He even kept on saying that one key was enough to serve both the purpose. That suggestion was repeated by an IIT engineer also. His advice was also centered on carefulness. He stressed that it would not only save him from unnecessary trouble but also save him from any kind of monetary burden. Keeping one extra key with its number leaf at the safe place helps avail a duplicate key if the extra key gets lost, he stated.

That man began to think there was no difference between a mechanic’s advice and the engineer’s hint. One was perfect because of his knowledge learned through experience after long avocation at the workshop while another was complete with the bookish awareness at one renowned engineering institute. That mechanic was nowhere lesser than the degree holder in this matter.

It has been rightly said that experience makes a man wise. The bookish knowledge shapes the mind in a sophisticated way but the experience remains nowhere substandard in our day-to-day life. That’s why Shakespeare said every person plays a role in life.

Who should maintain peace, State or Supreme Court of India?

Today on 12th April 2019, Supreme Court of India, dismissed a petition to allow Puja in the makeshift Ram Mandir in Ram Janmbhoomi, Ayodhya. The reason given for dismissal is that, if Puja is allowed in Ram Mandir it will disturb peace in the country. The CJI even rebuked the petitioners saying, “You will not let India be in peace”. All this looks fine on the surface. However, has the Supreme Court is being consistent in its rulings? The answer to this question is an emphatic no. Let’s go through some of the judgments given by the highest court of this nation.

Some NGOs who have never gone to a temple filed a petition in Supreme Court to allow women to enter sanctum santorum of Shani Shinganur temple in Maharashtra. The State Government said that allowing women to the temple may create law and order problems. The court simply said they can’t decide the case based on whether or not it creates law and order problem but based on merits of the case. It is the duty of the state to maintain peace irrespective of the verdict. The court allowed entry of women to the temple.

Emboldened by this, few more NGOs who were out there to desecrate every Hindu tradition filed a petition to lift the ban on entry of women in menstruating age in Sabarimala Ayyappa Temple. The opposition to this petition was based on the basic character of the diety i.e of Naistika Brahmacharya (Eternal celibacy) and not because of perceived impurity of menstruation as alleged. Even in this case, the state also mentioned that the verdict to allow women would disturb peace in the state of Kerala. Supreme court again put the ball in the state’s court saying the state is dutybound to maintain peace. After the verdict, Kerala literally burned and even after that Supreme court just asked the state to maintain law and order. Court decided to remain oblivious to the situation in Kerala while deciding the case.

Even when petitions were filed to allow entry of women to Haji Ali Dargah, to control noise pollution caused by Aazan from mosques, etc., the court didn’t take state’s argument that peace would be disturbed if the verdicts were to be implemented. Even during convictions of Sant Ram Rahim, Asaram Bapu the supreme court unequivocally reiterated that maintaining peace is the responsibility of the state and court cannot give judgments taking its effect on law & order situation into consideration.

Not just matters related to religion, verdicts on Bollywood movies were also given without considering the effect on peace in society. When some states banned the movie Padmavat, the producers went to Supreme court for redressal. When the states argued that the release will disturb peace in these states, Supreme court rebuked them saying it is the sole responsibility of the state to create a peaceful atmosphere so as to allow the release of the movie.

In the light of these many judgments by the Supreme court itself, it is quite baffling that the court dismissed the petition to allow puja in Ram Mandir on the basis that such a verdict would disturb peace. Most importantly the state, which the court says is responsible to maintain peace in no uncertain terms, has not raised an objection to this petition. This means the state was ready to maintain law and order if the court had allowed this petition. Any rule is considered law if it is applied consistently. If it is done on the whim then it is tyranny. Unfortunately, this ruling of the supreme court falls in the latter category.

Aadhar: The solution to bogus voting

I am hoping that sooner rather than later, we might move to an Aadhar + EPIC based election. Let me put my views here. 

Firstly, the Voter ID (EPIC) needs to be linked to the Aadhar. There is no reason for it not to be. Once that is done, a lot of ghost voters will disappear. Secondly, Aadhar shall be able to create the Voter ID as well (through EC), if used judiciously. As you turn 18, you get your EPIC. As you move to another place and update your Aadhar, your EPIC is transferred accordingly. People moving across cities need not miss their vote. But they will need to have their Aadhar up-to-date. 

How is voting done today? As of now,  

  1. You show your Voting Slip 
  2. You are verified by an ID proof 
  3. You verify and sign  
  4. You get another slip, which you pass to the next officer,  
  5. Get inked, 
  6. Vote then check the VVPAT 

If you use Aadhar + EPIC based voting, stages 1 to 5 can be digitalized. The new process would be: 

  1. You scan the QR code of your AAdhar card.  
  2. Post validating that your vote is at this booth and you have not already voted, Biometric activates. 
  3. You use your fingerprint (Or retina) to identify yourself 
  4. EVM activates. 
  5. Vote & Check VVPAT. Get SMS confirmation that you voted.

As Aadhar is only a validation database and not transactional, the transactional information shall need to be maintained in the Election Commission Servers. EVM gets activated, but there is no data connectivity between the EVM and the Biometrics.

It seems to be a rather simplified version of the whole thing. But it will make booth capturing totally irrelevant. Most people manning the booths fear the goons, especially if the local police are involved. This will safeguard them as well, as they just can not influence the process any more. In fact, the total number manning (Inside) will be reduced to just one or two. It will also help save a few tons of Paper.

I do hope that this will be coming in near future. 

PS: It is quite possible that these ideas have been put forward by others earlier. If so, I am not aware of them. Being a technology person, I have expressed my thoughts in this matter.

Nyay as proposed by Congress is Anyay

Rahul Gandhi’s Congress announced a manifesto ahead of the upcoming elections in India. The manifesto in its entirety can be read here. As an Indian I am deeply troubled by some aspects of this manifesto and wanted to write a short note to outline my concerns.

A wise man once said “If you want to make a show about changing a system you change the rules of the system, if you want to actually change the system you change the incentives in the system”. In my lived experiences I have found the insights of this quote to be very deep. Humans as a species are hardwired to deduce the incentive structure of any given situation and then maximize their rewards from the incentive structure. One can think of this as a deduce/optimize cycle, where we are always trying to understand how incentive structure changed and once we understand the change we adapt our behavior to optimize our chances of doing well in the new incentive structure.

It is an odd trait for a species to have, but it does make us an interesting species because this deduce/optimize feedback loop in our minds causes us to be creative and competitive. As incentives adapt we take great pleasure in anticipating and recognizing the change in incentive before others, and then getting a juicy reward under the changed incentives gives us the dopamine high that pushes us to the next deduce/optimize cycle.

The single largest reason that the Congress manifesto bothers me, is that it changes the incentive structure of our country in a very significant way. The Assured Income Scheme announced in the manifesto guarantees a minimum income of Rs 12000 to every Indian, irrespective of their ability, background or current standing in life. And therein lies the rub – this changes the deduce/optimize framework of every single Indian. If implemented, this scheme would mean that going forward in all perpetuity, productive Indians in the middle class will part with sizable portions of their income to fund the minimum income scheme.

For every day where they work hard they will have in their mind a few recurring questions – are there other lower tax countries where they could save more, is their hard earned money being used by the recipients wisely, is the government wasting large portions of it as an overhead? Basic questions of fairness will haunt their minds – should they not be saving for their retirement, or for their health expenses, or children’s education or for any of the other reasons that are close to their heart. What do people do when faced with such questions? How do they react?

In trying to answer questions on how middle class will react, we are lucky that Rahul Gandhi is not the first politician to have thought of such a scheme. We can look at other places where such schemes have been tried and see if we can learn something. In all the places such schemes have been tried, they have ended with utter failure. There is a common narrative that unfolds in the following way

There is initial euphoria about the scheme and for first couple of years poor sections of the population are able to enjoy goods and services they were unable to in the past. All the freshly flowing money increases a demand for goods, causing markets to do well since there are a lot of new consumers in the economy. At the same time not everyone is happy, productive members of society in the Middle class notice that they are left with much lesser money at the end of the month, since the Government is taking a large part of their paycheck as a tax to fund the Income scheme for the poor. These middle class citizens see that the Rich are not paying their fair share in taxes as usual and feel victimized as the only section of society who is being asked to sacrifice to fund the minimum income program.

As the middle class is unable to fund their children’s education or health expenses due to shortage of money, they start looking for other options. They realize that not all countries have such wealth redistribution schemes and their friends who live abroad pay half the taxes (~30%) vs the 70% that they do. In a couple of years this middle class starts leaving for other countries to ensure a good life for their family. Middle class professions with transferable skills like Engineers, Teachers, Accountants are the first to leave. The country starts losing key skills from its talent pool.

In few years the euphoria starts settling down, effect of waning entrepreneurial activity and flight of productive middle class professionals starts to make a dent, but money is still flowing and hence inflation picks up. Goods and services both become more expensive. Everyone nervously knows good times are over but no one says anything. As inflation rises the same people who cheered for the initial socialist impulse, pressure the government to do more and ask for ever larger handouts. Governments can’t stand up to the public because they trained the same public that “Government will take care of you and make sure you can afford the necessities in life”. Governments cave in and give ever larger handouts. In the end we have a failed state which cannot fund its obligations.

On some level I do not particularly care whether @narendramodi wins or not, but I am very concerned that a great nation is possibly going to make a very dark choice. I hope we look at Rahul Gandhi’s scheme for what it is – a cynical ploy to revive the fortunes of the Indian National Congress by reinventing it as a Communist party. In our rush to dispense with the current government, I hope we do not destroy our country irreversibly. A good litmus test for middle class voters to think about is – “Can I live all my life with 70% of my income taken away by the government?”. If the answer to that is no, please vote against Rahul Gandhi’s Minimum Income Scheme.

“भाव भागवान छे” गुजरातियों की ये कहावत शेयर बाजार के लिए इस्तेमाल किया जाता है। इसका मूल यह है की शेयर बाजार पहले ही समझ जाता है की आगे का रुख कैसा रहने वाला है, और बाजार का भाव ही सर्वोपरि है।

मोदी 2014 में जब सत्ता में आये थे तब शेयर बाजार का सूचकांक निफ़्टी 7203 के भाव पर था और अब इसी सूचकांक का भाव 11602 (11अप्रिल) के भाव पर है यानि की 4372 अंकों का उछाल मोदी के कार्यकाल में आया है। निफ़्टी ने अपना सर्वोच्या स्तर भी मोदी जी के कार्यकाल में ही छुआ है।

लोकसभा चुनाव का प्रथम चरण समाप्त हो चूका है और बाजार अपने उच्चातम स्तर के करीब मंडरा रहा है इस तेजी को आग तब लगी जब चुनाव आयोग ने लोकसभा के चुनाव के तारीखों का एलान किया। विदेशी संस्थागत निवेशकों द्वारा सबसे ज्यादा पैसा मार्च के महीने में ही झोंका गया है।

अब सोचने वाली बात यह है की अगर बाजार को पहले ही ये समझ आ जाता है की आगे का भविष्य क्या होने वाला है तो इस हिसाब से मोदी की जीत पक्की है।अंग्रेजी की एक कहावत है “price discounts everything” और अगर ऐसा सच में है तो ये मानना पड़ेगा की बाजार लोकसभा चुनाव में मोदी की जीत को पहले ही भुना रहा है।

अगर महागठबंधन के सरकार बनाने की जरा सी भी उम्मीद होती तो बाजार उत्तर की दिशा को कूच न कर के दक्षिण की दिशा की ओर गोते लगाता, और जिस तरीके के ‘न्याय’ की बात कांग्रेस पार्टी द्वारा की गयी है उस हिसाब से आम लोगों के साथ साथ बाजार के लिए भी यह अन्याय ही होगा, क्यूंकि इसका सीधा असर बाजार पर पड़ेगा और कुछ समय के लिए ही सही लेकिन निवेशकों को एक झटका जरूर लगेगा।

वैसे तो बाजार को इससे फर्क नहीं परता की किस पार्टी की सरकार आ रही है लेकिन इससे फर्क जरूर परता है की पूर्ण बहुमत की सरकार आ रही है या खिचड़ी सरकार।बाजार कंपनियों के द्वारा हर तीन महीने के प्रदर्शन को कंपनियों के शेयर के भाव में दर्शाता है और चाहे किसी की भी सरकार हो कंपनियां तो चलेगी और यह देश भी चलेगा, तो बाजार थोड़े समय के लिए गोते लगा सकता है लेकिन लम्बी अवधी में बाजार इन सब चीजों को तवज्जो नहीं देता।

वैसे तो इस समय के बाजार भाव को देख कर लग रहा है की मोदी जी की वापसी तय है लेकिन वक़्त की गर्भ में क्या छुपा है ये तो कोई नहीं बता सकता।मेरी तो ईश्वर से यही कामना है की बाजार को गोते लगाने की आवस्यकता न परे और यह भी मोदी जी की लोकप्रियता की तरह नई ऊंचाइयों को छूता रहे।

Deva Gowda wants Chandrababu as PM while his son want Rahul Gandhi, PM on sale, none propose Mamata

To make the election campaign of TDP attractive and its leader Chandrababu Naidu look tall, the father of yet another dynast chief Minister of Karnataka, Deva Gowda has proposed the name of Naidu for Prime Minister of India. Whereas the dynast son of Deva Gowda has already proposed the name of Rahul Gandhi and later the name of Mayawati for PM post. The dynast of DMK too has proposed the name of Rahul Gandhi as PM candidate of the united opposition in Chennai while in the Maga rally organized by Mamata Banerjee of TMC in Kolkatta, remain tight lipped, did not utter any word about Rahul Gandhi or others for PM post.

In the above huddle, Yeshwant Sinha too looks like, was testing the water and was trying his luck to be Prime Minister of India. It looks like the opposition parties are contesting the election not to win or make their respective state progressive but how each one of can become Prime Minister of India and can develop own dynasty, create a club of sycophants to promote nepotism, scam and corruption.

The self-appointed crusader and the sole trade mark and patent right holder of anti-corruption mission, Aravind Kejriwal is willing even to propose the name of Rahul Gandhi for the Prime Minister of India provided congress show some mercy towards him to accommodate and help AAP to win at least one of his candidates in Delhi.

So long Sitaram Yechuri of CPIM was batting for congress party and also played the role of goal keeper of congress party to promote the dynast but suddenly lost his love and romance over congress. Congress on its part, has recently served delicious Rasagulla to CPIM in Kerala, cooked in its kitchen by making the dynast contest from Wayanad constituency of Kerala and made the contest is between BJP and congress.

To add ‘chutney to Rasagulla’, the dynast further stated after filing his nomination in Wayanad that he would never speak about or criticize the left party in his campaign, in other word, he prefers to ignore the left as they are non-existent and insignificant.

The question is whether Mahagathbandan is fighting from within for who should become Prime Minister of India or are jointly seeking people to vote for them? Interestingly, in Bihar, the big Lalu family is fighting for power, where, the eldest son is revolting against his younger brother who is the de facto chief of Rashtriya Janatha Dal in the aftermath of conviction of Lalu Prasad in several corruption cases.

In the entire theatrics, the biggest looser is Mamata Baneerjee as she did not get any proposer to propose her name for the Prime Minster of India.

Mayawati got a proposer from Kumarasamy and Akilesh Yadav, Chandrababu got a proposer from Deva Gowda, Rahul Gandhi got proposer from Stalin of DMK and Kumarasamy of JDS, but Mamata Baneerjee did not unfortunately get any such proposer. Yeshwant Sinha was on the other hand counting his stars and destiny, but lost hope it looks like.

Millions of Indians must ask to their conscience before they cast their vote.

Is their vote going to strengthen India, going for the development, national security, sab ka vikas or going to make the contest of several PM applicants and cause instability, upspring of corruption, scam, nepotism, dynastic politics, zero development etc.,?

Need of the hour is not a debate on what Narendra Modi has to do but what Narendra Modi has done in the last five years when compared to 60 years of congress rule must the yardstick people should use.

Development, reduction in corruption in high places, ease of doing business, tax reduction for middle class, price control, cooking gas connection of poor, drinking water supply, electrification, building of toilets, promoting entrepreneurship through Mudra loan, medical insurance coverage for poor, direct transfer of government schemes to the account of the beneficiary, integration of poor people into the banking sector by opening account for them……. Etc., are some of the achievements of Modi government in the last 5 years.

People of India must realize that the election is not between BJP and others or Narendra Modi versus none but is about the continuation of good governance versus corrupt forces waiting to grab power, honesty versus dynasty, development of the country versus development of the own family, sab ka vikas versus apna vikas.

The responsibility of people of India is as enormous as Narendra Modi and BJP. Therefore they must vote for stability, national security, development, corruption free governance, governance free of nepotism and dynasty, governance centring over sab ka vikas. Hope Narendra Modi led BJP will get massive mandate to develop India and destroy dynasty and corruption.

Modi’s Outreach: Identity and Realist Foreign Policy

In 1950, India became a republic headed by Jawaharlal Nehru, a silver tongued orator, one with a fine command of the English language and part of the Cambridge mold. The constitution was written by B.R. Ambedkar, a man who preferred a suit to traditional Indian garb and who had his intellect trimmed at Columbia University in the United States. Unquestionably, India’s founding members and their western cultural influences have played a significant role shaping its identity.

However, an independent republic did not mean social cohesion nor freedom for all. India was still grappling with princely states and there were fresh wounds like that of the partition. In order to mend fences within the nation and abroad, India’s first Prime Minister, Nehru, took on a socio-capitalist model wherein a large number of industries were state owned and operated with little room for private sector participation. Politically, Nehru’s approach was of a pacifist, keen on not having bad blood between neighbors, at least not more than that which prevailed already.

This model of governance for over 70 years with the Indian National Congress Party had left the electorate aching for a change from the policy and from the Nehruvian dynasty. Systemic corruption, bureaucracy, nepotism and most important of all, India’s identity being limited to a former colony of the British Empire exacerbated the pains of the common man.

‘Bharat’ under Modi and changing relationships

Over 70 years into independence, India under current prime minister Narendra Modi’s leadership seems to be establishing its countenance. A humble man who has his chai piping hot and his food meatless seems to have resonated with a billion plus population. His persona is a breath of fresh air for a populace that is used to its leaders orating in English and taking pride in their western cultural influences. This has aided Modi’s ambitions of reviving India’s historical roots and connections to those countries with whom India has a shared history and culture.

Samuel P. Huntington in his book Clash of Civilizations and the Remaking of World Order put forth the argument that the world of the future would face a clash along civilizational lines and growing democracies like India would look to align themselves with the West.

Modi has picked up Huntington’s playbook in part, while also diverging from it by proselytizing the Eastern dictum of “Modernizing without Westernizing.” Since independence, India chose allies and foes based on the electorate’s sentiment and even took a stance of nonalignment during the Cold War, matching its socio-capitalist economic model, i.e. capitalism from the United States and Socialism from the former Soviet Union . In order to appease the Muslim voting bloc, the Indian National Congress pursued a nonaligned strategy even with the Israel-Palestine conflict.

With elections looming in April 2019, Modi’s term in office has changed India’s conventional alliances. India’s foreign policy shed its non-alignment when its prime minister visited Tel Aviv in 2017, skipping Ramallah. The protocol for previous state level visits was to travel to both the capitals of Israel and Palestine. This is a clear sign of changing geopolitical priorities.

Modi, with probably the most stamps on his passport has pursued civilizational outreach as a way to foster friendships. Modi’s “Act East” policy of forging stronger ties with ASEAN countries and his welcoming reception to foreign leaders at his home state of Gujarat, combined with his trip to Israel prove that India has come of age and intends to play a larger role in the world and it plans to pursue it through a Hindu, Jewish and Buddhist civilizational triangle, i.e. forging deeper ties through religion, culture and shared values.

Modi’s visits to Buddhist temples in Sri Lanka, Japan and Russia between 2014 and 2017, and the International Solar Alliance are symbolic of this intent. Modi’s embrace of Yoga, bringing it to four corners of the world with Yoga Day and branding it as a symbol of India has enhanced the country’s identity from being limited to the land of the Taj Mahal—built by the 17th century Mughal ruler—to a broader well-represented symbol found in other countries.

Can Nationalism and Multilateralism work together?

Modi’s initiatives are nationalistic, though nationalism in the case of India, a former colony is one of decolonizing the Indian mindset and taking pride in its rich heritage.

One such effort was the statue for one of India’s pioneers – Vallabhai Patel. On October 31st 2018, the “Statue of Unity” was unveiled by Modi to celebrate India’s first deputy Prime Minister Sardar Vallabhai Patel and his contribution to the nation’s unity. It is worth noting that even though Patel was a member of the Indian National Congress, his views were more of a realist in contrast to the pacifist prime minister to whom he was reporting. His skepticism towards China and his regrets over the lack of support from India’s side to the Tibetan cause made him one of India’s early realist thinkers. While Modi’s initiatives are nationalistic, his commitment to international treaties and multilateralism has not wavered.

A signatory to the Paris climate agreement and other multilateral accords, Modi’s India has spoken highly of international courts of justice and has voiced its support for the judgements on the South China Sea dispute. Even its apprehension in committing to the Regional Comprehensive Economic Partnership (RCEP) at the 2018 Asia Pacific Economic Cooperation summit can be attributed its strong stance on Chinese trade practices and not an aversion to free trade. The primary fear for Indian industry has been China’s enhanced market access to India, resulting in a ballooning trade deficit with the communist nation.

India’s ‘Act East’ policy has gained momentum and with Modi’s actions the cloud has cleared around India’s strategic and civilizational allies. Modi has engaged partners around the globe while driving a hard line for Indian interests, ensuring it has a unique voice on the global stage.

The question will be whether the Judeo-Christian West will ally with the Judeo-Hindu-Buddhist civilization of the East that Modi seeks to build, under shared values of democracy and sovereignty. Modi’s commitment to broadening India’s identity through his party’s nationalistic fervor has not limited his foreign policy objectives. The commitment to multilateralism abroad and nationalism at home do not have to be mutually exclusive. Modi’s India is a case in point.
