Recently so called Activist Gautam Navlakha surrendered before the NIA when their last ditch effort of legal mechanism to get pre-arrest bail ran out. Last month SC had rejected the pre-arrest bail plea and directed him to surrender before the investigating agency. Also Anand Teltumbde (highly touted as ‘Grand-Son-in-law’ of Dr. Ambedker) who is the co-accused in the same Bhima-Koregaon Violence also surrendered in Mumbai before NIA.

All such chilling conspiracy, if you dig neatly always goes long back in time. In the early 1990’s. Pakistan was searching numerous ways to influence the U.S. government’s position on Kashmir. (by Kim Barker and Habiba Noshin Oct. 3, 2011)

Eureka! They found a perfect candidate – Ghulam Nabi Fai, a Kashmiri expat who had renounced his Indian citizenship to get a US one in the 1990s. I mean there will be no better man for this job when you are not only well educated (AMU) but also have your childhood friend as Hijbul Commander right? (The Hindu, Praveen Swami, July 21, 2011)

Behold!! THE KAC – Kashmiri American Council. Hence KAC was born with funding mainly from Pakistan ISI, which also became the reason for his arrest in the US and the later revelation of various skeletons (ours manily). For nearly 20 years he was secretly taking millions of dollars from ISI to peddle their agenda in the garb of this NGO- KAC. (Sandeep Unnithan, India Today 22 July 2011)

KAC was nothing but a propaganda vehicle created to shake the Kashmir Issue internationally. They used to hold annual gathering in Washington as ‘Kashmir Peace Conference’ and invited many so called intellectuals, academics, ‘HUMAN’ rights activists, and the whole usual lot to speak on this gatherings. Projected itself to be the most legitimate and independent voice of Kashmir and its people, in reality it was nothing but a puppet organisation of ISI. ISI not only funded Fai but also dictated his speeches, determined who was to be invited to the conferences and who were not. One of the main purpose of inviting eminent Indian journalists and intellectuals from India was to gain some kind of legitimacy for KAC.

Now why do we waste time on details about KAC when are talking about Urban Naxals.

Interesting things are yet to come. The frequent flier to this conference was our today’s hero – Gautam Navlakha. Not only him, there is a whole list of such ‘eminent’ personalities who had free pass in 10 years of Sonia led UPA government (I so much hate that period) (Outlook Lalit Jha 21 July 2011)

So called eminent journalist, Late Dileep Padgaonkar was the frequent speaker there. Remember he was appointed as the chief interlocutor to Kashmir in 2008 by Manmohan Singh, I meant Sonia. It gives me great apprehension to know that our Govt’s Chief Point man for Kashmir issue for so many years was cosy with an ISI’s puppet organization.

Some more others, to name a few were, – Late Retired Justice Rajinder Sachhar (Sachchar Commission infamy), best friend of Prashnat Bhusan and Arundhati Roy, so you can feel the rot.

Late Ved Bhasin, Editor of Kashmir Times, touted as the Grand Old Man’ of English journalism in the erstwhile state of Jammu and Kashmir. Journalist Harinder Baweja and the usual types. Most of them are ‘Late’ but do google them to know the rot.

I mean, it still beats me, how can people live off the land, earn so much from it, live a lavish life out of it and still have such vile feelings for the Country that gave you so much. There are still many such enemies within, which needed to be taken to task. Nobody but, this Government, with its massive majority can do something for this internal termites. Don’t know why its taking the slow route but we are still hopeful for good. 

Now back to KAC. United Nations has a wing called Economic and Social Council. It’s one of the 6 principal organs of the United Nations responsible for coordinating the economic and social fields. Mumbo Jumbo right? Leaving all this diplomatic jargon aside, one main aim (important for NGO dukan) of this organisation provides consultative status to various NGO’s. In simple terms that NGO becomes a branded NGO, It has a say on many forums on International Arena. मतलब NGO का वजन बढ़ जाता है।

KAC Controlled from Pak was inch closer to getting this status due to our home bred ‘Intellectuals’.

Unfortunately for them the plan failed badly when Ghulam Nabi Fai was arrested for Laundering $3.5 million from ISI to influence US Congress. Lucky for us Indians, this was also the time when the trust between US and Pakistan was at all-time low due to Osama Bin Laden, their most wanted man, who was killed by US Special forces in Abbotabad, was living comfortably in a house, just a mile away from the Pakistan Military Academy two months ago. At the same time frame US Secretary of State Hillary Clinton was on a state visit to India to discuss U.S.-India strategic partnership.

So, a Pakistan controlled NGO, almost got Consultative status on Kashmir from UN, part due to the hard work of our so called eminent personalities.  (PTI, Hindustan Times 27 Jan 2007)

Back to Navlakha! In one of those 2009 KAC conference, Gautam Navlakha, speaking in that session, ‘When Peaceful Protests Fail, What Next?’ , reportedly had warned that if the aspirations of Kashmiris continued to be ignored, the armed struggle could start again “which will have repercussions for all of South Asia”. A citizen speaking such words against his/her own country can only be termed as sedition, call for waging a WAR against a nation. Wonder why our Govt was in slumber in those days.

Imagine a man with such great feelings for India could only be put out with Investigative Agency in the March this year. That too only when Supreme Court ‘requested’ them to surrender. In any country they would have been stormed by armed police or paramilitary in their own house, even at odd hours. And then you talk about PM Modi being a Hitler.

It is not that this Government and Modi has some political score to settle with Navlakha. His activities alarmed even people like Omar Abdullah. Navlakha was detained by his government in May 2011. Farooq Abdullah slammed him by saying, “What does that writer want here– to burn Kashmir? when Navlakha tried to enter J&K back then.

But his Golden Inning was yet to come. Come December 2017, Elgaar Parishad, an event to commemorate the 200th anniversary of the Battle of Koregaon Bhima at Pune’s Shaniwarwada Fort was held. It was the Bhima Koregain violence that can be said to be the height of his propaganda.

The alleged plan was to burn whole Maharashtra into caste related violence. Thanks to swift action taken by the Government, it failed.

Pune Police started investigation and on 8 June 2018, they arrested Surendra Gadling, Sudhir Dhawale, Rona Wilson, Shoma Sen and Mahesh Raut with alleged Maoist links for inciting riots.

On 28 August 2018, Pune police carried out more searches and arrested Maoist ideologue- Varavara Rao, lawyer Sudha Bharadwaj, activists Arun Ferreira, Gautam Navlakha and Vernon Gonsalves. The Supreme Court in turn ordered them to be placed under house arrest.

According to Pune Police, during their course of investigation they found various CD, Emails, Pen drives. Detailed plans for procurement of Russian grenade launcher, German automatic grenade launcher, Nitrate based explosives, nails, M4 rifles and 4,00,000 ammunition. The weapons and ammunition were to be brought in the country through Nepal or Manipur route. Money in tune of some 8 Crore was to be raised for all these escapades.

Such serious military hardware cannot be used for Diwali celebration obviously. So what was that secret plan?

Later on December last year (2019) Pune police submitted the draft charges, charging them with conspiracy to assassinate Prime Minister Narendra Modi, and eventually overthrow a democratically elected government.  The draft charge also mentions how the accused had planned to assassinate Prime Minister Narendra Modi during road shows and claims that the plan was to be carried out on the lines of Rajiv Gandhi’s assassination. Some more detail analysis by Pune Police and agencies of Pen drives, emails and CDs found Rona Wilson’s report that was supposedly made in 2013. It was revealed in that report that Navlakha was to use his old connections with ISI to procure arms through Nepal route. Navlakha was in touch with several separatists in Kashmir and some commanders of Hizbul Mujahideen, namely Shakil Bakshi and made several trips to Kashmir for the same. The report also states that Gautam Navlakha was working for the government and against Maoists on many occasions. He once tried to force Maoist into accepting offers from the UPA government to settle the Naxal armed movement. Double Agent Comrade!! eh!? The report also talks about his meetings with Sonia Gandhi and Ilena Sen, wife of Binayak Sen (another convicted Maoist, granted bail in 2011 by SC. Think??) and Chidambaram for his release from jail in 2009 (Divyesh Singh, India Today 25 July 2019)

Such heinous connections and escapades, Pune Police had all the evidence to arrest him. But as we all know its India, and there will always be some barrier and almost always will have a unique gem of a smarty pants who has a smart way to deal with our system.

On 28 Aug 2018 At 4 PM Navlakha applied for relief against the transit remand by Pune Police from Delhi and got it by 6 PM. Have you seen such speed in judiciary before? Okay! Okay! you have seen before in case of another terrorist Yakub Menon! But have you seen in case of common people? (THE HINDU, 28 Aug 2018)

Later after some more long strenuous homework, Police pressed UAPA (UAPA bars grant of anticipatory bail) and Sedition charges. Fought a long legal battle in Bombay HC and later in Supreme Court. Finally, Supreme Court refused their anticipatory bail and asked them to surrender within 3 weeks. Guess the names of lawyer who represented Navlakha and Teltumbde.

Kapil Uncle for Teltumbde and Abhishek Manu Singhvi for Navlakha, yeah the same one whose driver was very angry that he made some exciting video of Vakil Sahab doing things along with his colleague. Not to forget these are most expensive laywer in India.

After Navlakha’s surrender on Tuesday, many of his gang came to his support on twitter. Usual rants, touting him to be heroes of freedom and justice and similar words of Grandeur. One such नमूना is Harsh Mander, after recent Delhi riots everybody knows this Bandar, I mean Mandar. He is the Advisory Board Chair of George Soros NGO (OSF), (Google about it, its exciting)

Harsh Mander has worked many times with Usha Ramanathan on several occasions, including on Sonia Gandhi’s evil Communal Violence Bill, Now who is this new aunty- Usha now.?

Coincidentally she is the wife of ….. Surprise Justice Murlidhar. अब जस्टिस साहब का ट्रांसफर याद आया ??

Another poor Activist in the list is Vernon Gonsalves. In 2007 he was arrested in the suburb of Mumbai along with another Naxalite -Sridhar Krishnan Srinivasan with two pistols, explosives like gelatin sticks, detonators, walkie-talkies, 106 CDs with Naxal literature, a laptop and a pen drive. Internal migrants in peril

Viruses are egalitarian. Coronavirus certainly is. It isn’t selective in whom it should affect. It can be rich or poor, male or female, whatever the age group and economic status. Undoubtedly, there are variations within each country on who is more affected by the coronavirus, but that is mostly because of who is most exposed to it and certain external conditions rather than the virus itself like people who are aged above 80 and among the people with other diseases such as diabetes and cardiovascular diseases are prone to high fatality rates.

But indirectly, this virus dragged many sections of the society into troubled waters. This is also because of ineffective action from the government side to protect those people. One such a section is the internal migrant workers, who are mostly seasonal and daily wage workers, who moved from rural areas to urban spaces for work, within a district or within the districts of a state or between states in India. Most of these internal migrants are landless agriculture labourers who migrate to urban areas for work, leaving their families behind in the villages in non-agricultural seasons.

They are employed in construction sector, manufacturing sector, transportation and trade related activities. These internal migrants are more likely to be poor people, with no formal education and minimal or no assets, and with many liabilities in the form of loans mostly from informal sources. The vulnerability of internal migrants is increased because of their backward caste identities: 39.9% migrants belong to Other Backward Castes and 41.7% from Scheduled Castes and Scheduled Tribes.

From the news reports emerging since the beginning of the lockdown about the perilous conditions of the internal migrants, it is very evident that they are one of the most affected because of the lockdown imposed in the country. In this lockdown period, they have no jobs in their hand, they can’t go back to their native places and they are uncertain about their future after lockdown.

Another aspect of this problem is its effects of the rural economy. A large number of rural households depend on the domestic remittances that they receive. Now that the migrants from their families are not earning any income or in a position to send money to their families in rural areas will put their families in trouble, especially on the states like Bihar, Uttar Pradesh and Orrisa for their high dependency on domestic remittances.

A survey report titled ‘Voices of the Invisible Citizens: A Rapid Assessment on the Impact of COVID-19 Lockdown on Internal Migrant Workers- Recommendations for the State, Industry & Philanthropies’ released by an NGO Jan Sahas, found that 42% of labourers had no ration left even for the day. Their either did not have money to buy rations or have no ration cards or did not know how to access the rations in their current locations. This also poses the problem of inaccessibility. Central Government and various state governments released various directives and schemes for the same. Now the question is how effective are there schemes and will they reach the targeted groups.

In the survey report of Jan Sahas, it is found 62% workers did not have any information about emergency welfare measures provided by the government and 37% workers did not know how to access the existing schemes. These is another dimension to this problem- 94% of the labourers do not have Building and Construction Workers identity card (BOCW) and 70% do not have MGNERGA job card, which makes them ineligible for availing any benefits released by the Government under BOCW Cess Act and under MGNERGA respectively. Their data also suggest that many labourers did not get avail the benefits of the schemes because they do not have bank accounts. This shows that these schemes have less chances of reaching to the vulnerable migrants.

In this period of lockdown, overcoming the coronavirus epidemic is crucial task at hand and certainly we will be able to accomplish that task. But at the same time, it is important to ensure that no individuals should be deprived of their right to dignified life. Governments should be more consciousness about the conditions of internal migrants. Directives should be brought out immediately to increase the coverage of beneficiaries of various government schemes. Unemployment allowances should be provided for all the people who lost their employment due to lockdown. Charity work done by various citizen groups and NGOs is highly commendable and along with them it is responsibility of government to ensure the welfare of internal migrants and protect their livelihoods. 

युद्ध और शांति

युद्ध और शांति दोनों एक ही सिक्के के अलग अलग पहलुओं के समान है। युद्ध होने के पश्चात विजयी पक्ष भी यथार्थ की कसौटी पर पराजित ही होती है। क्योंकि उनके चक्षुओं की रोशनी को चिताओ की अग्नि भस्म कर देती है, फिर उनके समक्ष घोर अन्धकार के शिवाय कुछ नहीं बचता। इतिहास गवाह है कि युद्ध के परिणाम कभी भी सुखद नहीं हुए। फिर चाहे वह कुरुक्षेत्र का रण हो या अशोक का कलिंग युद्ध। दोनों ही युद्ध के परिणाम से भलीभांति परिचित हैं। एक ओर जहां अर्जुन को अपने ही प्रिय पितामह व आचार्य द्रोण पर बाण चलाने पड़े थे और अंत में उनके चिताओं की अग्नि से सामना करना पड़ा था, वहीं दूसरी ओर कलिंग विजय के पश्चात सम्राट अशोक की आंखे भी असंख्य शवो को देखकर लज्जित हुई। यहीं से अखंड भारतवर्ष में राज करने वाले मौर्यों का भी पतन आरंभ हुआ था। यदि अब ऐसे युद्ध होते है तो ना जाने कितने ही अभिमन्यु वीर गति को प्राप्त होंगे और कितने ही मौर्य साम्राज्यों का पतन आरंभ होगा। वर्तमान में युद्ध तो उस कड़वी दवाई के समान है जिसे मनुष्य हर छोटे मोटे रोगों के लिए ग्रहण करता हैं। परन्तु वह भूल जाता है कि यह रसायन उनके शरीर के प्रतिरोधक क्षमता को दिन प्रति दिन न्यून कर देती है। कलियुग में तो युद्ध के परिणाम और भी ज्यादा भयावह होंगे। क्योंकि इस कालखंड में ना ही कोई श्री कृष्ण है और ना ही कोई श्री राम, जो धर्म और अधर्म को प्रमाणित कर सके।

द्वापर और त्रेता युग में तो युद्ध एक ही प्रकार का होता था जहां अस्त्र, शस्त्रों की भाषा बोली जाती थी। परन्तु वर्तमान तो सर्वशक्तिमान है, इसने अपने विनाश के लिए विभिन्न प्रकार के मार्गो का आविष्कार किया है। आज मनुष्य अस्त्र शस्त्र के अलावा जैविक युद्ध, व्यापार युद्ध इत्यादि जैसे युद्ध कौशल में निपुण है। अन्तर्राष्ट्रीय स्तर पर आज हर राष्ट्र अपने आप को सबसे आगे चाहता है परन्तु यह मुमकिन तो नहीं। वर्तमान में होने वाले सभी युद्ध इसी खींचातानी का परिणाम है। इसके अलावा धर्म के नाम पर भी कई अशांत दल व समुदाय युद्ध की स्थिति के लिए जिम्मदार हैं। द्वितीय विश्व युद्ध के बाद शान्ति के नाम पर बना संयुक्त राष्ट्र संघ भी अपने अस्तित्व का बचाव करता नजर आ रहा है। संयुक्त राष्ट्र संघ भी आज उन्हीं के इशारों पर काम कर रही है जो इसके कर्ता धर्ता होने का दावा करते हैं। इसलिए भारत को यहां से अपने स्वर्णिम इतिहास की छांव में जाना चाहिये और वहां से आगे बढ़ने की सीख लेनी चाहिए।

और हमारा इतिहास हमें यही सीखता है कि शांति ही परम आनन्द है, शांति ही परम विजय है, शांति ही परम धर्म है। अशांत व्यक्ति या समूह कदापि आनन्द, विजय व धर्म की प्राप्ति नहीं कर सकता है। अशांत व्यक्ति की बांहे सदा ही दूसरों के धन, वैभव और प्रतिष्ठा की ओर फैलती है, इस स्थिति में वह सदैव युद्ध को आमन्त्रित करता है। यही प्रवृति त्रेता युग में लंकेश रावण व द्वापर युग में दुर्योधन को ले डूबी थी। आज के परिप्रेक्ष्य में शांति परम आवश्यक है। अन्यथा आज सभी शक्तिशाली देश ब्रह्मास्त्र जैसे परमाणु हथियारों से लैस हैं और शांति का पहिया फिसलते ही पृथ्वी भी अन्य ग्रहों के भांति जीवनहीन हो जाएगा।

Hindu renaissance and utilitarianism

A reader who has read previous posts written by me would manifestly be aware of my advocacy of a right-wing emergence, a veritable Hindu Renaissance in India. This would be achieved by means of intellectual consolidation of the masses and invigoration of institutions dedicated to research in history and even Hindu philosophy, such as Sangam Talks, The Jaipur Dialogues, Indic Academy etc. In one of the posts, I had stated that celebrated author Amish Tripathi has mentioned, time and again, that India possesses 3 million non-printing press manuscripts whose, let alone in-depth analysis, even mere translation has not commenced. This number, he says, is greater than the rest of the world combined. Imagine the sheer amount of philosophical, scientific and mathematical knowledge we must be missing out on!

In his words, we certainly did not go to Mars in the past, but our country was indeed the provenance of surgery. I would go on to ask: who is so omniscient as to insist that the ancient Indians definitively did nothing other than give zero to the world, invent surgery and the like? There may be much more. Trust Indians to abnegate their past on account of contorted construals of modernity!

My advocacy of a Hindu Renaissance, however, is not on account of any dogmatic belief. This is only because I am aware that there is much to be learnt from our past that may be applied for a good future, which is a belief and not a fact. One does on occasion come across some among the Hindus on Twitter, who would like to suppress the Muslims. I do not remotely endorse it. I am aware of the fact that a substantial percentage of the Muslim community is illiterate, and can easily be goaded by fanatical religious clerics into hating the Hindus and even rejecting the notion of India. I am not comfortable with the dominance these clerics enjoy over the layman Muslims. I, in fact, am an advocate of incorporating them into the Hindu Renaissance. Let them use the proposed Hindu Renaissance to enlighten the Muslim masses as well. Let them also appreciate the ancient Hindu culture and disown their clerics.

Be that as it may, the attraction to our glorious past must strictly be utilitarian. We must not merely cling to it without purpose. For instance, the government could revive the Rig Vedic Sarasvati river, at least in part, and undertake a comprehensive project of linking the seven rivers, always described with reverence in our scriptures, for solving the problem of drought. I am no fan of the theological aspect.

Do I hate the concept of bhakti? Not really. One is indeed free to pursue the path of bhakti. My mere apprehension that we have in the past made the gravest error of trusting devotion more than action. As described in Dr. Ambedkar’s book Pakistan or the Partition of India, intemperate reliance on the power of an imagined god was precisely what led to the pious devotees to ignore the looming threat of invasions from the Middle East. They, with benumbing inanity, believed that their god shall descend on Earth to defend his worshippers and drive out those who dared cast an evil eye on the Dharmic lands. The Hindus, therefore, must turn to pragmatism.

My advocacy of a Hindu Renaissance is on account of a materialistic element incidental thereto. I see in it a potential to herald an intellectual revolution in India. Let us not forget that the ultimate truth is death. Both the successful and well-connected billionaire as well as the reclusive and lonely vagabond, shall experience the same final truth; the truth of death. The rest is, in fact, illusion, or as the Dhārmic shāstras say, the rest is māya. Nations, cultures, communities, religions are all māya. I agree with Professor Anand Ranganathan when he says that every individual is merely a bunch of cells that shall eventually wither away.

But if indeed death is the ultimate truth, why must I be concerned with this Hindu Renaissance? Why think of such profound concepts when we could simply live and die? Because all said and done, we are to live, and to make our lives utilitarian, we must conform to extant realities. Why must I be concerned about the providence of this nation called India? Do I believe in the concept of India? The answer is in the affirmative, for this is the era of nation-states. Humans have constituted societies, and because we live in societies, we cannot afford to ignore religion and culture. The ancient civilization that started on the banks of the Sarasvati and whose residents developed a set of philosophical values by which to abide, must indeed have the right to reclaim its past heritage. For it is expedient in the interests of stability for the diversity across the subcontinent to consolidate itself as a single nation-state.

Eventually, there shall be no India, for the Earth has a limited lifespan. Five billion years later, the Sun shall no longer exist and life on Earth shall come to an end. Much prior to it, life on Earth may evolve to a stage where it requires no independent nation-states and may succeed in constituting a world government. It is only the evolution of intellect and only an evolved species that can not merely conceptualize but also implement the idea of one world. Thus, that India as a nation-state shall efface one way or the other is an apodictic truth. For the foreseeable future, however, it is expedient in the interests of the teeming sixth of humanity in this nation-state to witness this country becoming tremendously powerful and developed on the parameters of health, education and overall sustenance. The philosophy is strictly utilitarian.

People can be provided with the motivation to propel the nation in its voyage when this idea is made sacrosanct. Thus, we have the concept of nationalism. It is nationalism that enthuses the spirited youngster to be ready to relegate his life to the background as he makes the defence of his country, whether at sea, in the air or at the borders, a sacrosanct mission. Thus, nationalism must extensively be propagated.

This rise in the spirit of nationalism in India must be used to advantage by the Hindus. This is the perfect opportunity to investigate with greater depth into the teachings of the past. I gave an example earlier of linking the rivers after reviving the Sarasvati. I cite another. There is an idea popular with the right-wing: the idea of reclamation of temples. Why not study the architecture of the temples and inculcate all of it in the syllabus of architecture? I would go so far as to say that we must frantically dig for information from the past that can be useful to us in the present and in the future. Research into the past must be seen as an investment.

The renowned freedom fighter, author, poet and social reformer Vinayak Damodar Savarkar had once written to a British communist leader Guy Aldred as follows:

I hold that although Mankind must march on through nationalism and federalism, through larger incorporations to their ultimate political goal is not and cannot be nationalism but Humanism, neither more nor less. The ideal of all political science and art must be a Human State. The earth is our Motherland, mankind our Nation and a Human Government based on equality of rights and duties is or ought to be our ultimate political goal.

If we are to adhere to Savarkar’s universalist view, we must first cement the nation. I have no doubt about the fact that ancient Indian wisdom possesses the requisite intellectual corpus that is needed to enable Indians to employ a universalist view. In that sense, India may indeed be a vishwaguru in the distant future. For this, however, the nation-state of India must be firm enough to withstand such intellectual projectiles as are hurled at its integrity.

The problem with the Left, as I see it, is its forceful imposition of this universalist view. The Indian Left is an incongruously different breed. I would go so far as to say that it is extraterrestrial. When I refer to “Left”, however, I refer to its ideology in general. It insists on a world without borders, which though paradisaical, may indeed be a desiderative concept. However, it is impatient; it wants it now. Did not Marx give the call, “Workers of the world unite”? One must pose his adherents the question, “and then what”? Overthrow the bourgeoisie? It is not that elementary. In his An Introduction to Political Theory, O.P. Gauba points out that as opposed to the Marxist worldview, the division of people into classes is not austere and there indeed is mobility from one class to another. As opposed to Marxian thought, the middle class has not disappeared and indeed has burgeoned. In such a scenario, the simplistic worldview of an overthrow by the proletariat is not even conceptually possible.

Thus, look to the renaissance in the Indian Right. Is it, however, a complete procedure to merely do so at the level of common citizens? Should not the same extend to government? Who but the government can officially change our history textbooks and inculcate a sense of pride among the student generation?

Doing so, however, shall be a test of patience for the Hindus, for the process shall be prolonged. No government shall undertake such a comprehensive revaluation of our textbooks. Therefore, it is imperative that the Hindus take matters into their own hands. They must enlist their children into the RSS, where they shall be raised rooted to our culture. As they grow up, they must be encouraged to join government services and even active politics. It is only once they assume positions of power in the bureaucracy and politics that they shall be able to effectuate a change. Much of our bureaucracy is accused of being elitist. The onus of making it more rooted to the civilizational ethos of India is on us. The process, as I said, shall be prolonged, but indeed useful.

Hindu Renaissance is an opportunity that may not herald itself again should we fail to seize it. To use the phraseology of Sardar Patel, although he used it in a different context, “This must, must and must be done.”

Why I believe Arnab Goswami

Personal attack on anyone is not acceptable. There is absolutely no doubt about it. I will never support someone calling out Sonia Gandhi just because of her history. If you have a problem with her politics, do a political attack.

But the same people who are saying this call Arnab as BJP’s lapdog. Calls anyone who supports the BJP as Bhakt. Aren’t these personal comments? Where do people’s morality go then? You cannot have it both way. If you can’t stop making personal comments on people opposite to your ideology how do you expect others to do the same?

Coming to the Arnab’s incident, the reason for whatever happened is not because he spoke of her past. It is because he asked Sonia Gandhi to speak up on the Palghar incident. An incident where the police, which reports to an administration run by the Congress, Shiv Sena and NCP, handed over two Sadhus to the mob who then killed them. An incident, which the liberal left have tried hard to hide from the mainstream media and making sure that it doesn’t come into the class of communal lynching (because its communal only when a non-Hindu is lynched).

During all the other ‘communal’ lynchings that happened in the country, she was desperate to hear Modi/Shah speak. Arnab reminded her of this hypocrisy and asked her to speak up. That is what her sycophants couldn’t take.

Let’s go back in time. Remember Natwar Singh’s ‘One Life Is Not Enough’, where he claimed a newspaper refused to publish one of his articles article because the editor felt “Soniaji would get angry”. This is what it has always been. Sonia Gandhi has never like people asking her questions that would make her uncomfortable. Remember her 2016 interview with Rajdeep? Rajdeep is a journalist who has even managed to piss a former President. Even he couldn’t gather the courage to make her uncomfortable. Not a single questions about her politics. There was a time when she was at the control of things in this country and the media in Delhi, while addressing her, had to be very careful because if they somehow pissed her off, they would be beaten up by goons.

Another questions these days has been the attack on Arnab. Was Arnab really attacked or is he just pretending. Well, I do not have the answer to that. I have always believed that things like this is not up for trial on Social Media. It’s the job of the police to investigate and find out the truth. That doesn’t mean I do not believe Arnab. The benefit of doubt has to go to the person being attacked. You cannot say that the victims must be believed in some cases and the victim cannot be believed in others just because of an ideological difference. As I said, you cannot have it both ways. Why do I believe him apart from the fact that he is the victim? Because Sonia Gandhi and her goons have had an outstanding history. Remember how she became the Congress President? By locking the then president Sitaram Kesari in a toilet so that he doesn’t create obstacle in her crowning. That is how it has always been.

The problem for the Congress and Madam Sonia is that the country has changed now. It is no longer ready to accept her and her kind of politics. And she is not able to bear that. She cannot accept that the country is not a puppet for the family anymore. That is the reason that she has appointed a new advisory committee for Rahul Gandhi to come back as the Congress chief. She still has hopes of saving the power of her family. And that is where the Congress fails to recover.

She and her party have failed to understand that the decision of taking action on Arnab instead of coming out and answering his question on Palghar has further degraded the image of the party and given Arnab an audience that he didn’t have. This incident will do nothing but allow Arnab to up his game.

Jordan Peterson and the radical left

I am appalled by the hate which has been heaped upon Dr Jordon Peterson by the radical left. At this moment professor is recovering and millions of his readers are wishing him speedy recovery. In his absence I have seen many people publishing articles ridiculing his analysis and few are going to an extent of dismissing him as a scholar. The radical left should be ashamed of itself for ridiculing a man who is fighting for his life and not able to defend himself. (Thankfully professor is recovering now)

I haven’t read one get well soon sentence in these articles. Radical left is consumed by the hate and they don’t have an iota of space for difference of opinions and surprisingly these people claim that they support freedom speech.

It’s a high time that radical left learns something from bill Maher. I can see that lot of people from right side are going to Bill Maher show because there is a possibility of debate where one can exchange views without being dismissed out-rightly!

I am not a fan of extremist views, be it from right or left. But it is evident that the radical left has become more intolerant, when they don’t have any answer, they start calling people names. Common people are distancing from the left because the radical left has taken over the moderate left.

Radical left should immediately stop promoting cancel and outrage culture, the false Utopian idea where everything is perfect doesn’t exist in real world. The real world has real problems which have to be dealt by taking the ground reality in consideration.

Dispelling the prevarications against Savarkar’s petitions once and for all

For we have had enough of the Left-Liberal prevarications as regards the petitions that had been written by Savarkar to the Government of British India. Verily, one may trust them to quote lines and paragraphs from his petitions out of context in a frantic attempt to prove Savarkar a traitor, when, it is needless to say, he was not.

Dr. Vikram Sampath, the biographer of Savarkar, has included the petitions written by Savarkar in the Appendix section of his epochal book Savarkar: Echoes From a Forgotten Past. Upon reading them, I realized that the pandemonium raised by a section of the self-professed nationalists and the Left-Liberal brigade is indeed unfounded.

In the petition dated 14 November 1913, Savarkar dedicates the first four paragraphs to highlighting the malicious manner in which the British subjected the political prisoners to inhuman treatment, although they were political prisoners and not hardened criminals who were notorious for dacoity, rape, murder etc.

He clearly highlights in the fifth paragraph:

I am not asking for any preferential treatment, though I believe, as a political prisoner, even that could have been expected in any civilized administration in the Independent nations of the world; but only for the concessions and favour that are shown even to the most depraved of convicts and habitual criminals.

Dr. Sampath goes so far as to say that it was an indirect mockery of the British system being uncivilized. Verily, a traitor would not have mocked the enemy’s administration in so direct a manner.

The following paragraph is generally used by vested interests as evidence that Savarkar had “gone over to the British:

Now, no man having the good of India and Humanity at heart will blindly step on the thorny paths, which in the excited and hopeless situation of India in 1906–1907 beguiled us from the path of peace and progress. Therefore if the government in their manifold beneficence and mercy release me, I for one cannot but be the staunchest advocate of constitutional progress and loyalty to the English government, which is the foremost condition of that progress.

There are two very simple points that can explain this paragraph. The first is that while this language may appear servile today, it was in fact very common to employ such polite words in those days. It would be unfair to ignore the fact that Savarkar had studied law, and a legal document, in particular one addressed to a higher authority, uses such language quite routinely. Secondly, for a petition to be effective, one would have to strive one’s hardest to present logical arguments to convince the British that the author is willing to shun armed revolution. Of course, one cannot write, “Please release me in order that I may commence revolution against His Majesty’s Government once more”.

Now, the Congress was also campaigning for constitutional reforms. It could not have done so without some degree of loyalty to the British, for such bargaining for concessions would have required the Congress to accept the British authority over India in the first place. This is common sense. If one does not recognize the authority of a particular government, how could one demand constitutional reforms from the same government and cooperate with it for the same purpose? Thus, loyalty to the English government was implicit in participation in constitutional reforms. Dr. B. R. Ambedkar, while campaigning for the depressed classes, deposed before the Southborough Committee, the Simon Commission and simultaneously continued with his legal practice. Evidently this implies an acceptance of the British authority. Can one term Dr. Ambedkar a traitor on that account? Such an allegation would not be logical even in one’s wildest dreams. How can Savarkar then be called a traitor? He only made explicit what was indeed implicit; loyalty to the British was a prerequisite of constitutional reforms. Remember that the Congress had not called for complete independence at that time. If Savarkar be declared a traitor, so must the Congress stalwarts like Gopal Krishna Gokhale and Dadabhai Naoroji. But that would be inappropriate. The same yardstick must necessarily be applied to Savarkar.

There is another line touted by the vested interests who do not like Savarkar:

I am ready to serve the government in any capacity they like, for as my conversion is conscientious so I hope my future conduct would be.

As highlighted by me earlier, loyalty to the government is implicit in the participation in constitutional reforms. You are, in legal terms, indeed serving the government if you have accepted a position of authority to implement these reforms. The words “serve the government” must, therefore, be seen in this context and not in the sense of slaving for them.

One would do well to not ignore this line from the same petition that immediately precedes the line pertaining to serving the government:

Moreover my conversion to the constitutional line would bring back all those misled young men in India and abroad who were once looking up to me as their guide.

It is no secret that Savarkar spearheaded the organized armed revolutionary movement, and many revolutionaries therefore looked to him as a guide. This line shows how much he cared for his fellow revolutionaries. If he could guide them under constitutional reforms, they would have no need to take recourse to arms and, therefore, their lives would have been saved. Since they looked up to Savarkar as a guide, seeing him turn to the path of constitutional reforms could very well have prompted many of them to do the same.

Then there is the following line from the petition that is quoted as an apparent proof of his treachery:

The Mighty alone can afford to be merciful and therefore where else can the prodigal son return but to the parental doors of the government?

Strange that this line must be construed as proof of being a turncoat. The prodigal son is a Biblical reference. Look up “The parable of the prodigal son”. It is quite possible that Savarkar was appealing to the religious sentiments of the British. If one goes through his book Majhi Janmathep (My Transportation for Life) one would find that Savarkar had indeed read the Bible and it did have an impression on his mind. Therefore, the case that he was appealing to the religious sentiments of the British is very much founded.

The petition dated October 1914, while different in its usage of words, pretty much covers the same topics. For instance:

. . .and moreover when the Royal Road of constitutional success is thrown so wide open as Lord Hardinge has done, who is so depraved and fanatical as to hang to the thorny paths of blood or crime?

Now, there is a very important sentence from this petition that all vested interests deliberately ignore. I suspect malice prepense in their doing so:

If the Government suspect that my real intention in writing all this is only to secure my release, then I beg to submit let me not be released at all, with my exception let all the rest be released, let the volunteer movement go on—and I will rejoice in that as if myself was allowed to play an active part.

In effect, he makes a case for all the others to be released and displays his willingness to stay in prison to emphasize that he was not writing merely for himself, but for others. Why is this sentence ignored by those who quote his petitions?

In terms of content, his petition dated 4 October 1917 is even better. He cites examples from around the world to make a case for the release of the political prisoners.

In Canada, revolts and rebellions were the order of the day; a bold statesman like Lord Durham rose and showed confidence—and now the grandsons of the Leaders of those rebellions are fighting in Flanders on the British side. The Boers fought and lost the day; but the English realizing the gravity of the situation and remembering the history of America and Cape Colony, behaved as a wise conqueror should do, and gave them autonomy and the result is that though a Dewett did rebel, yet there only a Dewett to be put down and not a Botha, too! Or can India be suspected of being less confiding and less generous in her response to any magnanimous and sincere dealing of the British people?

He points out that the British were being magnanimous to prisoners in other countries but discriminated against Indian prisoners. In the very next sentence, he proceeds to highlight:

History shows that the fault of India, if fault it was, had been, not that she was less but that she was too generous and too confiding.

Ibid.

This cannot be a line that a traitor would use. This sentence is clear proof of his continuing patriotic fervour. The implication of the sentence is that the invaders took advantage of the generosity of India (which, manifestly, includes the British themselves).

The paragraph thereafter again emphasizes that no one would participate in revolution were constitutional reforms to be implemented, for there was simply so much to do in terms of social reforms. For instance, this portion from the petition is a good illustration of his disposition:

When there was no Constitution, it seemed a mockery to talk of constitutional movements. But now if such a constitution exists, and Home Rule is decidedly such, then so much political, social, economical and educational work is to be done and could constitutionally be done that the Government, may securely rest satisfied that none of the present political prisoners would choose to face untold suffering by resorting to underground methods for sheer amusement!

This is not treason. This is pure logic. He again emphasizes the importance of releasing all political prisoners:

How can there be peace and mutual confidence and love in the land in which thousands of families are literally torn to pieces and every second home has either a brother or a son or a husband or a lover or a friend snatched away from its bosom and kept pining in the prisoner? It is against human nature, for blood is thicker than water.

Thereafter, he again cites examples from the world over:

Fourthly, all over the world the prisons have been thrown open to those who had been pent up for the sake of political principles. Not to mention Russia, France, Ireland and Transvaal. Even Austria could not refuse amnesty to her political prisoners even while the war is still hanging heavy over her. Nor could it be said that the prisoners thus released were convicted of ‘general participation only’ for in the case of suffragists, almost all of them had been convicted of ‘individual acts’, to quote Mr. Bonar Law, including arson, and yet were released immediately after the war broke out. It could not be that a step, which had been thought beneficial in all the nations of the world should prove disastrous only in India.

The impassioned appeal to the British that they must not discriminate against Indians is very clear. Obviously, why should India alone be bereft of the release granted to prisoners, when all other countries had decided to do so in their respective territories?

The next sentence is even more significant:

Fifthly, as long as some of those whose names are rightly or wrongly, but undoubtedly revered by thousands of souls are still kept in the Jail; and are looked upon as foes to the present order of things, so long the tradition of opposing authority would continue to produce its own devotees and even blind followers.

This is, in fact, a warning to the British that keeping political prisoners, who were so respected, in imprisonment, would continue fostering resentment. He follows by repeating that the followers of such prisoners may also switch over to constitutional reforms should the prisoners themselves do so.

He repeats what he had written in his petition preceding this one:

In conclusion, I beg to add, in all sincerity, that if the Government thinks that it is only to effect my own release that I pen this; or if my name constitutes the chief obstacle in the granting of such an amnesty then let the Government omit my name in their amnesty and release all the rest; that would give me as great a satisfaction as my own release would do.

Can these ever be the words of a traitor? Of course not! He goes further to include even those who had been exiled, and not merely those who had been imprisoned.

It was not only Savarkar who wrote petitions. In his petition dated 20 March 1920, he highlights:

Well, the monster petition that the Indian public had sent to His Majesty and that had been signed by no less than 5,000 signatures, had made a special mention of me in it. I had been denied a jury in the trial; now the jury of a whole nation has opined that only the eagerness for political progress had been the motive of all my actions and that led me to the regrettable breaking of the laws.

It is significant to note that in December 1919, Emperor George V ratified the Government of India Act (Montagu-Chelmsford Reforms) through a Royal Proclamation. Clause 6 of the proclamation was as follows:

In simple words, the Emperor desired that his Royal clemency be exercised to political prisoners. In accordance with the same, most political prisoners were released from the Cellular Jail. The prisoners had to sign a pledge indicating their abstinence from politics and revolutionary activity for a stipulated number of years. On being guilty of treason again, they were to be sent back to the Andamans to serve the remainder of their life sentence. Savarkar and his elder brother, however, had been excluded from the general amnesty by the prison authorities.

Savarkar, therefore, made a brilliant case for the release of himself and his brother in the petition dated 20 March 1920:

…I beg to point out, that there had been no prosecution against any member of my family till this year in 1909; while almost all of my activity which constituted the basis for the case, have been in the years preceding that…The prosecution, the Judges and the Rowlatt Report have all admitted that since the year 1899 to the year 1909 had been written the life of Mazzini and other books, as well organized the various societies and even the parcel of arms had been sent before the arrest of any of my brothers or before I had any personal grievance to complain of (vide Rowlatt Report pages 6 &c.)…

Then, he highlights further legalities:

The Proclamation does not make any distinction of the nature of the offence or of a section or of the Court of Justice, beyond the motive of the offence. It concerns entirely with the Motive and requires that it should be political and not personal

He also highlights that revolutionaries Barin Ghose and Hemchandra Das, who were directly involved in political assassination, were released:

These men had confessed that one of the objects of their conspiracy was ‘the murders of prominent Government officials’ and on their own confessions, had been guilty of sending the boys to murder magistrates, etc. This magistrate had among others prosecuted Barin’s brother Arabinda [Aurobindo] in the first ‘Bande Mataram’ newspaper case. And yet Barin was not looked upon, and rightly so, as a non-political murderer.

Ibid.

He highlights how the case against him would legally be much weaker:

In my respect the objection is immensely weaker. For it was justly admitted by the prosecution that I was in England, had no knowledge of the particular plot or idea of murdering Mr. Jackson and had sent the parcels of arms before the arrest of my brother and so could not have the slightest personal grudge against any particular individual officer. But Hem had actually prepared the very bomb that killed the Kennedy’s and with a full knowledge of its destination. (Rowlatt Report, page 33). Yet Hem had not been thrown out of the scope of the clemency on that ground…In the case of my brother this question does not arise as his case has nothing to do with any murders, etc.

He also highlights how the release of his brother and of himself would be compatible with public safety:

And as to my revolutionary tendencies in the past; it is not only now for the object of sharing the clemency but years before this have I informed of and written to the Government in my petitions (1918, 1914) about my firm intention to abide by the constitution and stand by it as soon as a beginning was made to frame it by Mr. Montagu.

Many have misconstrued from the earlier petitions about his offer of serving the British in any capacity he likes. While I have highlighted earlier how participation in constitutional reforms indeed entails a degree of service in the British government, Savarkar elucidates upon it further:

The danger that is threatening our country from the north at the hands of the fanatic hordes of Asia who had been the curse of India in the past when they came as foes, and who are more likely to be so in the future now that they want to come as friends, makes me convinced that every intelligent lover of India would heartily and loyally co-operate with the British people in the interests of India herself. That is why I offered myself as a volunteer in 1914 to Government when the war broke out and a German-Turko-Afghan invasion of India became imminent.

It so happened that during the Khilafat movement, there were apprehensions that the Amir of Afghanistan would be invited to invade India by the mobilized Muslims, in which case the country might be subjugated to Muslim Raj from the British Raj. Dr. Sampath writes in his book that Chittaranjan Das, the mentor of Subhas Chandra Bose, wrote to Lala Lajpat Rai that he did not fear the seven crore Muslims of India, but the seven crores of Hindustan, plus the armed hordes of Afghanistan, Central Asia, Arabia, Mesopotamia and Turkey would be irresistible and would pose a grave national threat to India.

One would be astounded to learn that Gandhi supported such a pernicious move:

Savarkar knew it would pose a grave danger to India. He had evidently foreseen the possibility of India being subjected to such an invasion from the Islamic hordes right from the days of World War 1 itself. This also finds mention in his book Majhi Janmathep. There would be discussions about it with the Muslim prisoners in Cellular Jail. The Muslims would fantasize about Muslim Raj in India while Savarkar, armed with facts, would disappoint them by stating that this would not materialize, and that it was Germany on whose strength the erstwhile caliphate was fighting the British, and not the other way around.

It is significant to note that the harshness of Cellular Jail had a considerably adverse impact on Savarkar’s health. He had developed dysentery and was gripped with fever burning 102 degrees for many months. He, therefore, highlights his willingness to stay out of politics:

But if the Government wants a further security from me then I and my brother are perfectly willing to give a pledge of not participating in politics for a definite and reasonable period that the Government would indicate. For even without such a pledge my failing health and the sweet blessings of home that have been denied to me by myself make me so desirous of leading a quiet and retired life for years to come that nothing would induce me to dabble in active politics now.

Another significant portion from his petition is as follows:

In the end, I beg to express my gratefulness for the release of hundreds of political prisoners including those who have been released from the Andamans, and for thus partially granting my petitions of 1914 and 1918. It is not therefore too much to hope that His Excellency would release the remaining prisoners too, as they are placed on the same footing, including me and my brother.

Ostensibly to add effect to his petition, he writes the following in the next paragraph:

The brilliant prospect of my early life all but too soon blighted, have constituted so painful a source of regret to me that a release would be a new birth and would touch my heart, sensitive and submissive, to kindness so deeply as to render me personally attached and politically useful in future. For often magnanimity wins even where might fails.

That quote may also be used to prove that Savarkar had gone over to the British. However, it must be noted that he has not regretted the revolutionary activities themselves, but the fact that circumstances had been so.

While Savarkar was at Cellular Jail, one of the revolutionaries had written a long letter detailing the horrors all political prisoners had to face in the jail. The revolutionaries together, Savarkar included, hatched up a plot to smuggle this letter to mainland India. The letter had been sent to the newspaper The Bengalee and it created a sensation throughout India.

In light of this, Sir Reginald Craddock from the Home Department of the Government of India, had personally arrived for an inspection at the Cellular Jail. If the vested interests, despite all evidence to the contrary, suspect that Savarkar had become an ally of the British, they would do well to note Reginald Craddock himself detailing that Savarkar was not apologetic and that he “cannot be said to express any regret or repentance for whatever he did”. He further notes:

So important a leader is he that the European section of the Indian anarchists would plot for his escape which would before long be organized. If he were allowed outside the Cellular Jail in the Andamans, his escape would be certain. His friends could easily charter a steamer to lie off one of the islands and a little money distributed locally would do the rest.

Another revolutionary, Sachindra Nath Sanyal in his memoirs Mera Bandi Jeevan, talks about sending an identical petition as Savarkar and being released while the latter was still imprisoned since the government feared that their release would rekindle the fizzled revolutionary movement in Maharashtra that they had spearheaded through their secret organisation – Abhinav Bharat.

Interesting that Sachindra Nath Sanyal is not demeaned by the vested interests. Indeed, he should not be, and the same must apply to Savarkar.

Impact of COVID 19 on deprived settlements and migrant population in India

Introduction

Normal is not normal anymore, there is a new normal which the world is adapting after the rapid spread of novel coronavirus across longitude and latitude of the earth. The Coronavirus pandemic has changed everything. It has forced the mankind to flex and evolve, both in real-time and in the long-term. Physical and social distancing are buzzwords and an integral part of daily life. However, In India where unprecedented-paced urban sprawling already impedes intensification of complex urban issues including but not limited to land, water and sanitation and, 65 million people or 17 percent of urban population lives in informal settlements, social distancing is almost impossible with a population density of 200,000 people per square kilometer in slums like Dharavi in Mumbai neighborhood.

Urban slum population is more prone to deficiency of basic amenities like safe drinking water, sanitation, housing and health care services. According to National Family Health Survey-4 (NFHS-4, 2015-16) 4.6%, 3.4% and 8.4% of urban, rural and urban slum population respectively were using unimproved sanitation facilities and open defecation rate reported as 63.1% in urban slums.

Public health system in India has witnessed tremendous progress since the world’s first cholera pandemic outbreak in Kolkata in 1847 and the burden of mortalities during 1918 flu pandemic but due to complex and fairly unique Indian phenomenon of neighborhoods where the urban poor and middle class live together, India is still in vulnerable stage of defense against any communicable disease especially which turns into an epidemic or pandemic.

In April 2020, National Center for Disease Control under Health Ministry issued an advisory for urban slums and similar deprived population zones which primarily talks about containment plans in case any positive case is detected in these areas. According to the advisory, local influencers are expected to ensure do’s and don’ts including social distancing and common sanitation measures. The dynamics of health management at an urban poor population is very different from that of wealthier section of the society and mere advisory may not be an effective tool to combat the biological and social strains of COVID 19 among this section of the society.

Slums in India majorly constitutes of migrant workers who are engaged is short- and long-term employment with unorganized economy which is very sporadic in nature with constant job insecurity. The unprecedented lockdown in the country to prevent spread of the virus may be well-intentioned but not adequate for this section of population. While Dharavi of Mumbai is in limelight being Asia’s largest slum, there are many other similar or smaller zones spread across the urban landscape of India where media outreach is minimal, and it is unclear whether the virus has made its way to those slums. Lockdown may be an effective approach to stop the spread of virus. However, Impact of COVID 19 on informal workers, domestic workers, street-vendors etc., who are often ‘invisible’ during the old normal days will not only be restricted to them, but it will have multidimensional risk to the country as a whole.

Economic Impact

Migrant workers who are anchors of a slum population started moving back towards their native due to fear, anxiety and hunger, majority of them are daily wagers and do not maintain cash liquidity for this kind of uncertain situation. According to latest India 2020 publication, the unorganized sector in India accounts for 97% of workforce and majority of them are inter/intra state migrants. Reverse migration of these workers will adversely affect sectors including but not limited to real estate, manufacturing, milling, textile, travel and tourism, e-commerce delivery, private security and facilities management. Once the curve of COVID 19 gets flat, the reverse migration will have notable economic impact on both the states, from where the migrant workforce come and to where they go. States like Uttar Pradesh, Bihar, Odisha and West Bengal, native of most of the migrants may witness a sudden sprawling flood of population creating unusual burden on economic and social infrastructure of the society, whereas, states such as Delhi, Haryana, Punjab, Gujarat, Karnataka, Maharashtra and Tamilnadu will witness sudden ebbtide of workforce leading to reduction in production capacity.

Social Impact

A random telephonic survey conducted by Afridi et al. in Delhi indicates the social stigma faced by low income families living in urban slums. 85% of respondents cited that they have lost their primary source of income due to lockdown while half (53%) of those did not received full salary for the month of March 2020. Undoubtably there is support from government in terms of providing free food/ration, direct infusion of cash into bank accounts, but these provisional measures are grossly inadequate to ensure social security. The uncertainty to resume the normalcy of life invites anxiety, stress and fundamental concerns about financial well-being. Though there are less reported evidences but based on psychological theories, a high degree of possibility exists to support the prediction of increased incidences of domestic violence, crime against women, theft, dacoity and robbery etc., due to emotional and financial stress. This pandemic raises a pressing need of policy level reform to ensure holistic inclusiveness and preparedness of the country to develop a more responsive framework to mitigate urban inequality during any similar outbreaks in future.

Health Impact

Healthcare institutions, government including World Health organization is delivering a lesson of handwashing and social distancing, in most of slums in the country where shared tap is the only source of water it is unclear that how this segment of population will adhere to the preventive guidelines. Poor-resourced settings are most vulnerable to any communicable disease, in absence of a curated strategy to control the pandemic among urban poor, India cannot boast of flattening the curve. Primary healthcare centers (PHC) which are the bottom of pyramid of healthcare system, already in short-supply or facing infrastructural deficits are not adequate to take the burden of a pandemic. Apart from those who are active COVID 19 patients the virus creates a passive challenge for those who are suffering from other critical ailments such as cardio-vascular, renal etc., and most importantly it impacts the scheduled care of expecting mothers, neonatal and children whose routine check-ups, immunization and treatments are disrupted. Malnutrition among children below 5 years from urban poor population is still a persistent problem in India, seizure of income due to lockdown may further result in dependency of food from government or charitable organizations and if this is not taken seriously, this may result in a bigger outbreak of multiple diseases caused due to nutritional deficiency.

“One-size-doesn’t-fit-all” considering the epidemiology of COVID 19 transmission through physical contact, droplets, contaminated surfaces, and aerosol, the government should create community-specific detection, containment, and treatment plan. The standard procedure of testing, containment, and treatment followed in a well-resourced society cannot work in an urban poor settlement.

Conclusion

While ensuring access to food, shelter, healthcare and basic needs of the urban poor population as an interim relief, the government should learn from this pandemic and focus on social determinants of healthcare by creating a robust, equitable and sustainable infrastructure which should be inclusive for all level of the society and ensures strong grassroots level partnership with communities. The government should create a communication strategy that ensures preventive measures such as basic sanitation practices, hygiene is getting blended into the day-to-day culture rather than being promoted as a temporary situational treatment. The current situation demands a social innovation framework where every citizen is an actor of change and having certain roles and responsibilities towards creating a safer, healthier nation.

How to win the war against CoVID-19

Ever wandered what makes a soldier unique? Well, it’s his discipline and the way he handle the situation with calmness and never say die attitude. Even when the enemy is invisible and wreaking havoc throughout the world, we need ourselves to behave as a disciplined soldier in order to defeat this deadly CoVID-19 virus.

It’s been almost 4 months since the first case of CoVID-19 was confirmed in India on 30 January 2020 and a lot of information has been obtained about the virus now which can be used to formulate an effective strategy to contain and subsequently eradicate the contagious disease of CoVID-19:

1. Cleanliness is next to Godliness:
Since Vedic times, Indians have been following the practice of proper hygiene and cleanliness by the means of snan (bath) or washing of hands and feet, removal of footwears etc. while preparing of bhog (food), offering prayers, work etc. In modern times, these practices are still very relevant and highly effective against the spread of virus.

2. Social Distancing – Need of the hour:
Given the highly contagious nature of CoVID-19, (the R0 value (reproduction no.) of CoVID-19 has been found on a much higher side than previously predicted, i.e. from 2.2 to 5.7 as per the new CDC report) the most simple yet effective method is to contain the contagion by means of social distancing, isolation, quarantine and ensuring a proper lockdown. Greece is a textbook example for the whole world that how quick response, early detection, ensuring proper lockdown measures, simplification of Govt. procedures, reducing the need of people to step out of their homes etc., led to CoVID-19 containment in the country with just 2000+ cases and 99 deaths. Similar measures in India led to Coronavirus free states of Goa, Manipur & Tripura.

3. Getting the Numbers straight & Antibody Testing:
Behind any effective and successful strategy the no.s and data should be correct. At present the CoVID-19 data of India depicts the plain tabulation of cases and only Rt-PCR test is being conducted which despite being increased manifolds in the past 3 weeks (from 3/million to 300/million) can present a misleading picture. As explained by renowned scientist Prof. Anand Ranganathan, extensive antibody testing is vital as such tests in US and Germany suggests positive cases might be 85% more. Antibody testing results in New York suggests 2.6 million were infected instead of 260,000 which means the actual death rate was 0.6% and not as high as 6% as predicted before antibody testing.
Hence, antibody testing is the need of the hour as it will provide a far more accurate data unlike the current charting of the confirmed cases, which is essential to formulate an accurate and effective strategy to contain the virus such as whether to go for another lockdown or not.

4. Need for BCG revaccination:
When the no. of cases and mortality rate was compared countrywise, scientists discovered that countries that did not have BCG vaccination (live attenuated strain of Mycobactarium bovis) saw 10 times more incidence of mortality from CoVID-19. Prof. Gobardhan Das, a renowned scientist, an expert in TB and BCG was the first to ascertain BCG efficacy against CoVID-19 on 16 March 2020. Within 10 days of it, Australia, Netherlands, UK & Germany started revaccination of BCG to their health workers. Revaccination is necessary as immune system slowly wears off with the progression of age as the immune response after the age of 50 goes down. Though Germany is using a modified recombinant strain of it, Australia is using the same strain used for vaccination in India. Hence, revaccination of the more susceptible health workers and elderly can reduce the no. of cases as well as mortality by boosting their immune response. Since, it is already being vaccinated & tolerated in India, direct vaccination can be carried out as phase 1 safety part is already being done.
Another Mycobacterium strain M(w) strain used in leprosy has shown even better results  against CoVID-19 patients as reported by PGI, Chandigarh recently.

5. Creating awareness, countering fake news:
Being a large and diverse country, India so far has done quite good in creating large scale awareness throughout the country but a lot still needs to be done to bring down the panic among the masses. Antibody testing as stated above can significantly help in quelling the panic as it’ll provide a broader and accurate picture of the actual cases which in turn, will significantly bring down the mortality rate in India which is currently 3.1% to may be even 0.3% or less as seen in the antibody test results in US and Germany.

If the social media and electronic media has its advantage of connecting us with the world, there is a large section of people who are involved in spreading of fake news or propaganda which can lead to confusion, chaos or even unrest among the people. This needs to be effectively countered. A full time cyber soldiers army must be created to counter it in social media whereas a special legislation must be brought out by the Govt. to counter fake and propaganda based news amidst the testing times of the pandemic.

India currently is winning the war against CoVID-19 as the mortality of cases is quite less as compared to the rest countries which may be due to high basal immunity, early lockdown measures and BCG immunisation throughout the country. But, still a lot needs to be done. To contain and subsequently eradicate the CoVID-19 virus from India, large scale antibody testing apart from stricter lockdown measures in hotspot areas, large scale domestic manufacturing of the testing kits, creating awareness, countering of fake news needs to be done at the war scale by the Govt. It is very rightly said, when the going gets tough, the tough gets going and it’s high time to show the toughness and set an example for the whole world to follow.
