Does India really need a two-child policy?

In view of the widespread interest manifested in the population control propaganda by professional and lay persons, it is imperative to present a brief yet laconic review of the policy. The rudimentary contestation of the policy’s effect on poverty appears shallow and luddite.

The Shiv Sena’s Rajya Sabha MP Anil Desai has recently moved a private member bill in the upper house proposing to introduce Article 47A into Part IV of the Constitution of India to incentivize people who keep their family limited to two children and seeks to withdraw every concession from people who fail to adhere to the small family norm with a aim of population control.

It states –
“47A. The State shall promote small family norms by offering incentives in taxes, employment, education etc. to its people who keep their family limited to two children and shall withdraw every concession from and deprive such incentives to those not adhering to small family norm, to keep the growing population under control.”

The MP has given the following rationale– “Population explosion will cause many problems for our future generations… Natural resources like air, water, land woods etc. are subjected to over exploitation because of over population. Today, there is a greater need to keep a strong check on the increase of our population.”

Perhaps, the ill-considered logic resonates the philosophy governing the juridical decision of setting two-child norm for contesting local body elections espoused by the states like Andhra Pradesh, Gujarat, Maharashtra, Odisha, Rajasthan and Haryana. However, it is less probable that India is going to enact such a policy at the national level as it is a signatory to the International Conference on population and Development declaration. Signed by India in 1994, the declaration advocates free speech and honors the reproductive rights of couples to decide freely and responsibly the number and spacing of children. Moeover, adding it as Directive Principle won’t be much effective as DPSPs are non-justiciable.

In wake of this, no assessment would be complete without a reference to China’s infamous ‘one-child policy’, which was introduced in 1979 by the Chinese Government. It thrived on the basic understanding of population containment as essential to lifting China out of severe poverty caused by decades of economic mismanagement. This policy led to a large fall in the total fertility rate from an estimated 5·9 births per woman in 1970, to 2·9 births per woman by 1979. Despite this downward trajectory in fertility, fears of overpopulation persisted, and so the one-child policy was introduced. As one of the most controversial policies in history, debate has raged over the positive and negative effects of the one-child policy.

The authorities claim that 400 million births have been prevented, which contributed to increasing per capita GDP  But this assertion is contested by claims that the higher number of prevented births includes the effects of the later-longer-fewer policy. Later-Longer-Fewer policy (1973–1979), also known as wan-xi-shao policy, emphasized delayed marriage, long intervals between births and fewer births overall.

In addition, many scholars in fact, believe that rapid economic development alone would have reduced fertility substantially, as has been the case in many other developing countries, such as Thailand where the total fertility rate decreased from 5·6 in 1970, to 2·1 in 1990 . This possibility, together with the very rapid fall in fertility during the later-longer-fewer policy raised the obvious question of whether the one-child policy was ever necessary at all. Though, China rid itself of its one-child policy in 2015, and allowed couples to have two children as concerns are growing over an aging population and a dropping birth rate. Similarly, whether the 2 child-policy in our country in the absence of policy similar to later-longer-fewer would be able to bring any positive result or not is still not clear.

Further, pregnancies that were unapproved under the policy (including any occurring outside marriage) have always been problematic in China. Most women undergo abortions voluntarily, but there are many accounts of forced abortions and sterilizations ordered by over-zealous local officials in China. Thus, it would not be difficult to infer that 2 child-policy in India would not only boost forced abortions causing depression and fear in married couples but would also boost the number of illegal abortions, especially in rural areas to prevent the birth of female child in family. It has been observed by various scholars that the birth control policies lead to increase in immorality and thus mental and physical burden even greater than those now existing.

Reportedly, in 2016 there were 1.15 males for every female in China, one of the most skewed gender ratios in the world. The methods advocated by 2-child policy supporters to limit the size of the family would have a decidedly immoral effect on any community and, as healthy babies demand healthy parents, instruction not only in prenatal care and in such forms of hygienic living as develop healthy bodies, but that combination in the marriage relation that is known to produce a race endowed with a vigorous mentality and a sound physique are what are needed.
In practice, there has never been a population control scheme that has met with acceptable environmental or humanitarian outcomes.

Columbia University professor Matthew Connelly has thoroughly documented this disturbing history in his 2008 book Fatal Misconception. The human costs of the China’s policy, however, are shocking. Until 2002 Chinese women were denied any choice of contraceptive method– 37% of married women have been forcibly sterilized. Female infanticide has reached epidemic proportions. The global ratio for male to female births is 106:100. In China today, male “births” outnumber females by 120:100 .

Secondly, the incentive plans may be considered to be positive or reward incentives. However, they all would be extremely costly and would require a staggering bureaucracy to implement. The proposed policy also seeks to withdraw the benefits from the families having more than two children. But a number of legal, sociological, and moral problems are attached to such a negative incentive plan. The wealthy could afford to ignore the penalty, but the poor would definitely bear the brunt. However, it has been observed that the negative type of plan could be put into operation more easily and rapidly than any of the positive incentives for fertility control.

Thirdly, there are women with tuberculosis, heart and kidney disease, and certain mental disturbances, for whom conception must be prevented. The voluntary control of pregnancy is practically impossible , but self-control and common sense are very effective and harmless formulae, and may be safely prescribed to such mothers as desire to avoid the responsibilities of motherhood, as they do not come under the class designated as “crimes against nature.”

In fact, in considering the social aspects of the question, Major Darwin, president of the Eugenics Education Society, makes the following assertion:
It is immoral and unpatriotic to limit the size of the family when both the parents are fairly healthy, except to insure that there shall be an adequate interval between births, and that the family shall be brought up in comfort, but not in luxury, without external aid.
This condition can be accomplished by self-control and by instilling into the minds of the people a more profound sense of the duties and obligations of parenthood. The marriage relation is entered into for the benefit of the state and looks forward to the perpetuity of the nation and of the race.

Fourthly, it must also be remembered in this connection that contraceptive measures if continuously practiced, even for a comparatively short period, will bring about a condition of sterility .

Lastly, it must be admitted that in a patriarchal society like ours, the corporeality denies the female her desiderated as well as deserved role in decision-making. Her condition of perpetual tutelage is an outcome of the same. A policy has to see her as the existing equal to fetch the holy grail – which remains one of the grave failures of the proposed policy.

The chaotic beauty of Madurai in Maduraikkanchi

There have been beautiful towns and cities in India ever since the ancient times. Some cities still live and breathe, some do not have that luxury. From the ruins of Rakhigarhi and Mohenjodaro, to painful ruins of once flourishing Vijaynagara in Hampi, to Kashi and Mathura, still busy in their hustle and bustle, numerous other ancient cities dotted the entire sacred geography of Bharatvarsha.

Every ancient city has its unique flavour. One such city is Madurai, considered the cultural capital of Tamil Nadu and situated on the banks of river Vaigai, it has been continuously inhabited since two thousand years at the least. There had been many rulers of Madurai. In brief, it was the capital of the Pandya Kingdom, then it came under the Chola Empire. For some time it was captured by the barbaric Madurai Sultanate but then it was freed by the Vijaynagara rulers and came under their rule. The period was followed by the Nayaks, followed by the rule of nawabs of Arcot and finally by the British.

During its long history, lot of people had described its beauty – poets, travellers, inhabitants etc. but one of the most beautiful description comes from an early classic Tamil poem Maduraikkanchi of the Sangam literature. Part of the Pattupattu anthology, the poem was written in honour of the second century Pandyan king Nedunjeliyan, though it is generally dated a couple centuries later in 3rd to 4th century CE. The following description which the poet gives of Madurai forms the concluding part of the Maduraikkanchi. The realistic portrayal makes the city come to life in front of the reader and one can enjoy the beauty of the lifestyle of an ancient Indian city unfolding in front of their eyes.

“The poet enters the city by its great gate, the posts of which are carved with images of goddess Lakshmi, and which is grimy with ghee, poured in oblation upon it to bring safety and prosperity to the city it guards.”

When the poet arrives, the city is busy in celebration of a festival. The streets and the market places are filled with rivers of people of every race. One can see the royal procession lead by the elephants walking to the sound of conchs on the street. The procession is followed by majestic chariots and fierce looking footmen.

The stall keepers are selling sweet cakes, garlands of flowers, scented powder and betel quids. Old women go from house to house to sell jewelry. Noblemen pass through streets flashing their gold-sheathed swords in their chariots. Women are watching the festival from their balcony. Their ornaments are flashing in the golden hue of sunlight.

The temples are abuzz with the sound of music, with devotees offering flowers to the gods and honouring the holy sages. There are all sorts of craftsmen, from bangle-makers, goldsmiths, coppersmiths and cloth dealers to painters and weavers and sandalwood vendors. People are buying greens, jack fruit, mangoes and sugar candy. The evening comes and the city dancers entertain their patrons by singing and dancing to the sound of lute. Music is filling the atmosphere. Some drunken men are tumbling in the roadways. The evening is made even more beautiful when women, along with their children and friends, make haste to the temple carrying diyas. They dance and sing in the temple courts.

In the night, the city finally sleeps except, the bold housebreakers who are ready with their roped ladders. But, the night passes in peace due to the ever vigilant watchmen. This beautiful chaos of the ancient Indian city comes to a halt until the crack of dawn.

“Morning comes with the sound of Brahmans intoning their sacred verses. Wandering bards renew their singing, and the shopkeepers busy themselves opening their booths”.

People welcome the new morning and one can hear the sound of opening doors all over the city. “Women sweep the faded flowers of the festival from their courtyards. Thus the busy everyday life of the city is resumed”. This lively description not only provides us a glimpse of chaotic beauty of ancient Madurai but it also gives readers some ideas about the other ancient cities of India.

Vivekananda: A proud Hindu

Introduction and Early Life

The great Vivekananda , whose speeches are widely worshipped as the Charters of Hinduism, is embodied in the heart of every Indian,  reverend by the whole world and  followed by millions  was born in Shimla Pally, Calcutta. He was born  on twelfth of January in 1863, on  the pious day of Makar Sakranti. Born in a Kayastha family, he was named Narendra Nath Dutta.

Who, perhaps, could have guessed that an ordinary boy born in a working family, whose father practices as an esteemed lawyer in the High Court of Calcutta, would one day grow to be one of greatest sages in world history. Vivekananda was a highly intelligent, sharp, gifted and curious personality from the very day of existence creation. He was a person beyond superstitions and considered logic as superior. His life changed at the age of nineteen years when he happened to meet his Guru, the Ramakrishna Parmhansa.

It was not the case that he turned a monk for the want of money, career or something like that. His father being an attorney, he could have led a life of leisure even without much labor. As it is said that the nature of man emerges out in one way or other, so was the case with Swami, he could not resist his spirituality come out even if he might have wanted to do so. When his teacher, Parmahansa, asked him to go home after the teachings were over, he went to his home but could not keep up himself there for long.

Vivekananda learnt one significant thing from Parmahansa that ‘Jiva is Shiva’ (Ranjan and Singh 2012). It meant that man is not a separate entity from the divine but is divine himself. This saying impacted his life a lot, its significance can be considered from the occurrence that Vivekananda chose public service and mass awakening before his own salvation. Vivekananda, later on, founded the renowned society the Ramakrishna Matha as an offering to his late Guru. This society works with the motive of ‘Atmano Mokshatham Jagat Hitaay Cha’, signifying the motive of self salvation with the salvation of whole world.

He was a staunch supporter of the concept of Mukti. According to him, man can turn out to be divine only by realizing the divine.

He was a person who would feel himself swollen with pride in calling himself a Hindu. In the era of Vivekananda, Hindu religion had become very scrawny. As Hindus were spread only in a minor part of the world map, it was inevitable to have some cracks for the cause of self interests of different communities constituting it; in addition to this factor, Islamic aggressions and forceful conversions also shattered the walls of this well built fort. Hindu scriptures and books of knowledge had also faced the test of time, so some irrational things were put in either deliberately or for lack of knowledge, in them. This caused a feeling of somewhat disbelief and dishonor towards the religion. Vivekananda did this great job extraordinarily and made the masses conscious about the greatness of their culture, tradition and religion. It can be believed that he made the inhabitants of this land awake.

He was a man who knew only humanity and truth.

Life with Guru

As aptly said, Gurur Brahma Gurur Vishnu Gurur Devo Maheshwara.  Teacher is Brahma, Vishnu and Shiva meaning that teacher is absolute supreme for a scholar.

So was the case with Swami Vivekananda. It won’t be a hyperbole to say that he was lucky for he got such a great teacher, the Parmahansa.

Vivekananda happened to meet Ramakrishna Parmahansa at the age of 19. He was known for his singing skills, and he would sing in a pious and marvelous way. Although he was familiar with only two or three Bengali songs but luckily once Parmahansa happened to see him singing. Parmahansa was a godly personality and he realized the inner lying greatness of Swami with his x-ray eyes in a whirlwind. That was the first time when, two of a kind legend, met at the outset.

Then after some days Vivekananda happened to visit the abode of Parmahansa. He with his some relatives, who worshipped and honored Parmahansa akin to the god, visited there. The meeting was rather formal, Vivekananda was asked to sing. Following the song, Parmahansa carried him to room and closed the door of room. Almost immediately after closing the entrance, Parmahansa burst into tears as if he had meet up some affectionate relative after long. He told  him that he was  the materialization of god himself.  Vivekananda was highly perplexed at this unusual behavior of a very renowned saint. He thought that he was some kind of a mad aged chap. So it can be sad that first impression of their direct summit was not good at all. Parmahansa fed him with sweets forcibly, after the fest was over they came out. At the moment they came out, Parmahansa’s behavior was wholly altered. There is a long story behind this odd behavior of Parmahansa. (Pandaya 1916)

It is said that, there was a reason behind that peculiar behavior of Parmahansa. Once Parmahansa sat in dhayan he entered the state of Samadhi. In this state of Samadhi he was travelling as a light wave, he passed this ordinary world then he travelled through the abode of gods, he then even passed the abode of gods and entered in transcendence. This was the first time he reached so high in Samadhi, subsequent to entering in transcendence he turned as a child, then he saw seven sages meditating there. Then he went to one of them and requested him to come to earth. To his surprise he came out of Samadhi and accepted his proposal. This sage was none other than that sage and Parmahansa recognized him, and purified him.

Even a single incident can revolutionize the life of a person. Vivekananda, till he met Parmahansa, had not progressed in the spiritual world. Once he asked his guru,

‘Sir, have you seen the God?’

‘Yes, I have seen him like I am seeing you now but more intensely.

‘One can see God, but who wants to see him? One sheds a potful of tears for wife and children and for money. Does anyone so weep for God? Unless that intense yearning is there, how can one see God?’  He added.

This answer touched the strings of his heart. His life got revolutionized and the love for God, intense. The logic of Vivekananda and the knowledge of Vivekananda got intermingled and produced the results which changed the world.  A disciple like Vivekananda could not have let the knowledge Passover without absorbing; Vivekananda did no mistake and did the works which still enlighten the name of Parmahansa. Vivekananda later on learnt many vital techniques of Bhakti and Yoga from Parmahansa.

Teachings

Swami Vivekananda, after finishing his learning with Parmahansa, went to west. There he studied at different colleges. After much of his studies, he decided to represent Hinduism in the ‘parliament of religions’. This was the event of his life, which threw a bright light on his till then veiled, but precious knowledge.

When Vivekananda started his speech, it was of the ‘religious ideas of Hindus’ but when he finished ‘Hinduism was created’ (Ranjan and Singh 2012) . He defined the principles, traditions and knowledge lying in the Hinduism so ornately, that many prominent Christian missionaries, who were strongly arguing for spreading Christianity in Asia, changed their mindset. He interpreted the fine principles of Hinduism magnificently.

‘To the Hindu, man is not travelling from error to truth but from lower truth to higher truth’

‘Only true religion is one which leads us to him, who is constant basis of ever changing world, that one soul, of which all souls are but derived manifestations’

‘Vedanta philosophy, of which latest discoveries of science seems like echoes.’

‘Service of man is no inferior to worship of God’.

‘Art, science and religion are but three different ways of expressing the single truth’

Karma Yoga

Karma yoga is the one among the three types of yoga prevalent in yoga tradition. The other two are Bhakti yoga and Karma yoga. Swami Vivekananda gave a special emphasis on this type. Swami defined it in following way.

The word Karma is derived from Sanskrit word Kri, meaning to do. All action is Karma. Technically, Karma includes all effects subsequent to action, and effects of past actions. The goal of mankind is not pleasure but knowledge. Pleasure and happiness come to end but real knowledge stays with the owner forever. It is a foolish thing to say that knowledge comes from outside, all type of knowledge emerges from the mind of man himself. Man only discovers or unveils that knowledge. Newton discovered the law of gravitation, this knowledge did not entered his mind from some outer source rather it emerged from his mind by the catalyst of natural activities.

In a rather simple outline, every mental and physical blow that is given to the soul, by which, as it were, fire is struck from it, and by which own power of knowledge is discovered, is Karma. No can get anything unless he, by his efforts in this birth or previous, have earned. This is the eternal law. Will of the man is key factor in his success, and this will is determined by the magnitude of his Karma. Man of great wills have and had dominated the world we know.

‘We are responsible for what we are; and whatever we wish over selves to be, we have the power to make over selves.’

Non- Attachment

As the Newton’s third law says, for every action there is a equal and opposite reaction. So is the case with the eternal rule of world, man is bound to bear the consequences of his karma in one way or other. Not only does he bears the effects of his karma but also he affects other person through his acts. If there are different musical instruments tuned alike in a room, all of you may have noticed when one is struck, the others have the tendency to vibrate, in a way, to give you the same note. Similarly, all minds in the universe get affected from vibrations of other minds, whether they be negative or positive. These vibrations need not end after a period; they may vibrate infinitely, and may affect generations after centuries. So company with good people (satasang) has superior consequences and vice versa.

There is no action which does not bear good and evil fruits at the same time. While one is praying to god, his internal acts might be killing hundreds of microbes. So how can a person avoid any kind of fruit of his acts? This can be done by the exercise of non attachment. ‘Yoga is restraining the mind-stuff from taking various forms’ (n.d.164) meaning that not your organs but you must control your acts.

‘Control of mind-stuff can be achieved by non attachment’ The mind-stuff is aimless so must be controlled by practicing non attachment.

‘The highest ideal is internal and entire self-abnegation, where there is no ‘I’ but all is ‘Thou’; and whether he is conscious or unconscious of it, Karma-Yoga leads man to that end’

The idea of self-abnegation must not be made a excuse for the evil acts of a person. This idea does not mean that you’ve got the freedom to do every wrong thing, it rather means ‘first kill your self and then take the whole world as yourself’. By following this ideal, you will bear neither the wrong nor the good fruit our work. This is the only way of attaining the ultimate goal of this world, the salvation.

Conclusion

Probably, no person has born or will born, who can encompass the biography of Swami Vivekananda in a couple of thousand words; yet something is better than nothing.

In his short lifespan of 39 years (January 12, 1863- July 4,1902), he did the work which aggregates of lifespan of millions would not do. A very significant inspiration can be taken that however short time you may get either in your life or in work, you can carry out it perfectly.

Vivekananda was a ‘one in a billion’ type of personality. He appeared in the world and disappeared from it like a lightning stoke, but lit fire in haystack like minds of millions, which is still radiating and will keep radiating.

What Twitter Trads have got wrong about Sadhguru Jaggi Vasudev and they must see the bigger picture!

India has always been the land of Āchāryās, sages, saints, yogis and Masters. Some of them have stuck to a paramparā, sampradāyā, Mathā while others haven’t been bound by any traditional restriction. Adhering to a sampradāyā meant restricting oneself to a group of traditional seekers. One may, with all humility, call it ‘guiding an already interested echo-chamber’.

But what happened when a non-Hindu, catholic by birth sought Diksha to practice Hinduism? The traditional Mathas gave no solution apart from chanting Rama-nama to such a seeker. The seeker however genuine, couldn’t be initiated into any sampradāyās officially by the Mathāthipathīs. A limitation which would have been a plushy quicksand to the expansion of Hinduism.

A similar issue was faced by Jagadguru Shri Chandrasekharendra Saraswati Swami (fondly called as Kanchi Mahaperiyava) when he was requested by a Catholic born, devout seeker Paul Brunton to be initiated into Hinduism. Mahaperiyava expressed the limitation he’s bound by the traditions and asked him to seek Bhagwan Sri Ramana Maharshi’s blessings in Tiruvannamalai. Here’s what happens next: Paul Brunton becomes a key member of Ramanasramam, starts writing extensively about Ramana Maharshi in his books and introduces Him to the West. The whole world knows about Tiruvannamalai now.

The traditions also placed a restriction on the Āchāryā’s travel habits meaning : they can’t travel overseas. Propagating Hindu-spirituality to the West is the best thing that has happened to India, the fruits of which we are reaping now. Spirituality has become a soft power for us, which no other country on this planet has. The credits of this whole movement must be given to non-traditional sages like Paramahansa Yogananda, Ramana Maharishi and “modern philosophers” like Osho, Jidu Krishnamurti etc to name a few.

A spiritual guru who influences the youth to shun atheism is understandably hated by the Lefts. He’s the roadblock to their pursuit to hold the mind space of an average youngster. The venom spewed on Sadhguru Jaggi Vasudev by the Left is obvious, but the “schooling” by the non-Left Trads is misplaced and born out of shortsightedness.

Trads or the Hindu Traditionalists are trying to judge Sadhguru by fitting him into the framework of a Mathāthipathī (Head of religious institution). When his views contradict the traditional practices, they tend to go berserk with an arsenal of “Traditional schooling” on him.

Here’s what the Trads must keep in mind when they look at Sadhguru Jaggi Vasudev (or even Sri Sri Ravishankar) :

  1. He isn’t trying to win a Trad to his side.
  2. He isn’t trying to dilute the Puranas by establishing a new form of Hinduism.
  3. His teachings stop an uninitiated, ignorant, non-practicing Hindu from picking up Devdutt Patnaik’s books.
  4. For a novice who knows nothing about Hinduism, traditional philosophical works would be very heavy to fathom. Sadhguru Jaggi Vasudev’s simplified works play a key role in pushing them onto the right path.
  5. From creating a narrative that the urban youth now uses to defend Ram, logically defending Hindu traditions like child marriage, taking the Leftists from JNU & Nalsar headon, Sadhguru has not shyed away from taking the battle to the enemy (ideologically) territory.

The lack of traditional limitations placed on Jaggi Vasudev helps him to reach out to crowds that are inaccessible by the traditional Mathas. The sophistication and the clarity with which he presents the ideas wins the urban youth from the Marxist anti-Hindu propagandas.

Just like there was a need for our spiritual gurus to go to the West to propagate Hinduism back then, there has come a need to propagate Hindu-spirituality to the uninitiated seeker who’s ignorant about Dharma. If not, these minds would fall to the communist propaganda and you’d lose them forever.

And most importantly, we must keep in mind that only the ones who are creating a disruption are attacked heavily by the Lefts.

E- Invoicing Under GST Regime

The government of India has launched Digital India Program due to rapid growth and access of technology. One of the key vision areas “Governance & services on Demand” includes access to digitally transformed services for improving ease of doing business. Recently announced E- invoicing or Electronic invoicing can be said as one of the efforts to curb tax evasion through digitization.

Government of India is all set to launch GST e-invoicing in a phased manner. In a first phase, B2B transactions can be reported through e-invoicing system on a voluntary basis. Till date GST council has notified following classes of registered persons to generate e-invoice  :

Currently, there are no standards existing in India about e-invoicing. So, GST council has finalized standards after consultation with trade &industrial bodies as well as ICAI. GST council has approved the standard of e- invoice in its 37th meeting held on 20th Sept, 2019 and the same along with schema has been published on GST portal. In August 2019, GSTN has released a draft template of e-invoice for industry feedback known as e-invoice schema. As on 10th October 2019, GST Council has approved the e-invoicing template and the mechanism. GSTN has released the finalized version of e-invoicing template as an announcement on the portal.They have released draft GST Annex-1 & Annex-2 for awareness among GST practitioners and traders.

There are misconceptions about GST E-invoicing which made necessary to GST council to issue a statement. Council made it clear that tax invoices will not be generated from GST portal directly.The invoice shall be prepared by registered persons in terms of sub-rule (4) of rule 48 as may be notified by the Government, by including such particulars contained in FORM GST INV-01 after obtaining an Invoice Reference Number by uploading information contained therein on the Common Goods and Services Tax Electronic Portal in such manner as may be specified in the notification. So basically E-invoice system consists of two important parts namely:

  • Generation of invoice in a standard format so that invoices generated on one system can be read by other system.
  • Reporting of invoice to a central system.

In a layman’s language, following can be said as process in E-invoicing ecosystem:

  • Generation of an E-invoice though regular accounting software (Responsibility of taxpayer)
  • Report the same to Invoice Registration Portal (IRP) of GST
  • It will generate a unique Invoice Reference number (IRN)
  • Sign the invoice digitally and QR code will get generated
  • The same will be returned the same to the taxpayer and also send the signed e-invoice to the recipient of the document on the email provided in the e-invoice.

Invoice, credit note and debit note created by suppliers are to be reported in the e-invoice GST system. Invoice can be registered on IRP by web, API, SMS, Mobile app, offline Tool and GST based mode. GST council has notified 10 Invoice Registration portal which has been effective from 1st January, 2020.

  • Simplify Input Tax Credit verification process :

E-invoice system is not only a tax reform but also a business reform as it will change the way of recording and reporting of transactions at business organizations. It is also targeted towards solving reconciliation problems by providing auto populated data which was the real problem faced by GST practitioners & traders recently while filling GSTR-9 (Annual return). New system will reduce input credit verification issues as same data will get reported to tax department as well as buyer in his inward supply register.

  • Reduce tax evasion :

During G-20 summit, Finance Minister Nirmala Sitharaman emphasized ministry’s focus on reducing tax evasion. By keeping trail of B2B GST invoices, it would be possible for government to curb tax evasion which will also lead to elimination of fake invoices. It’s a measure to deliver transparency.

  • One time reporting :

Just by reporting once on B2B invoice data, it will reduce reporting in multiple formats (one for GSTR1 and the other for e-way bill) i.e. E-way bill can also be generated using e-invoice data.Also, it will lead to reduce data entry errors as data generated by one system can be read by another.

Implementation of e-invoicing is expanding around globe. Nearly 60 countries are using e-invoicing system. There are also countries who made it mandatory compliance trough e-invoicing. Tax system around the world want to collect and analyze more data from taxpayers through technology. Reason behind regulation of e-invoicing is that the system is useful for business as well as government.

After failure of the portal during due dates, GST council have assured of building good capacity servers for GST e-invoicing system. It can be concluded that GST e-invoicing system is a dynamic step taken by government but implementation of the system will be the real crux.

Chota Modi, Hauman Chalisa et al

Muslim voters in India have been voting to defeat BJP since its inception. Independent analysts attribute socio-political motives and hardwired supremacist mindset to this. To which Liberals are quick to provide counter offensive; that only BJP itself is to be blamed for it. Or at the best, cynical justifications that large majority of Muslims are law abiding citizens and like any other Hindu are worried about Roti, Kapda and Makaan. Notwithstanding all these evasive answers, the fact remains that feeling of supremacy is deep-rooted in Muslim minds and hence are not open to Social Reforms. Resulting in opposition to BJP, which has been pushing for reforms such as abrogation of Triple Talaq and Uniform Civil Code etc.

Just concluded Delhi Assembly elections, in which Kejriwal won another landslide exactly same thing happened. 69% Muslim voted for AAP and 91% against BJP. This voting pattern deserves a close scrutiny, as normally its Congress which is known to corner larger share of Muslim vote. But in Delhi, as it became clear that Congress is no position to defeat BJP, 7 out 10 votes shifted to AAP. And that’s not all. Out of balance 3 votes, 2 went to Congress where it had a chance to defeat BJP. So this leaves a little doubt that Muslim voters not only do not vote for BJP, but actually they vote strategically to defeat it. Every time!

Muslims not voting BJP is almost cynical sounding but fair electoral politics. And as explained above as always Muslims had voted against BJP out of siege mentality. But just look at the glorious cover provided to this by Liberals. On 11th Feb, the counting day, as Kejriwal’s victory became a certainty, the Lutyens’ commentariat could not hide its glee. No they were not even making an effort. All the pretentions of neutrality (if any remaining) were gone. With every increase in number of seats of AAP, the absurdity and awkwardness of comments became starker.

Praise was heaped on Kejriwal for ‘Avoiding’ Shaheen Bagh. On Kejriwal’s Hanuman Chalisa recitation, another Delhi journalist went to the extent of saying, now we have our own Chanakya! In a repeat of 2014, Kejriwal was egged on to go national. AAP providing free water and subsidised electricity was hailed as ‘Positive Nationalism’. Even a first time mother makes more objective comments on her new born child! But amongst all these absurdities, what took the cake was a pompous and reeking-with-agenda comment, made by a very popular and mediocre English fiction author. He giggled and blurted out ” Kejriwal is a Chota Modi!” Important point to be noted is that this author was another person who was going around with ‘Neutral’ garb for a long time.

Now what’s so different or dangerous about this Liberal backing Kejriwal and eulogising him? For all this while Liberals have been backing anyone and anybody who looked even distantly capable of taking on Modi. And all that support had come from Liberals with Leftist bent of mind. Historians swearing allegiance to dynasty, JNU-type academicians, NGO sponsored Urban Naxals etc have been in search of formidable opposition to Modi. But for the first time, a Liberal supporting Capitalism and Free markets has deserted BJP, and jumped on to Kejriwal band wagon. And he’s from Delhi and he’s not alone!

Many of the Economically Right leaning Liberals, who dumped Congress in 2014 due to complete mishandling of economy and endorsed BJP are getting jittery now. It may be IT raids, or slowing growth rate or not so great Divestment program…but they are losing hope quickly. As it is, they were waiting for an opportunity to blame demonetization for all economic ills. Now they have one. I mean no harm in admitting 5 % growth is not something which even Modi supporters will speak about in glowing terms. Government own data is declaring unemployment at 7 %. I always thought one of the biggest achievements of all BJP led regimes has been Low Inflation. But even on that front things seem to be wriggling out control. CPI for Dec 19 and Jan 20 has crossed 7 %. For all these 6 years it has been around 4%. Now if Inflation continues to remain high and growth doesn’t pick up we surely will have a problem.

Forget Liberals for a moment. But even small businesses are complaining. Add to that the fact that Credit growth for 2019 has slowed down to 7.1 %. And the biggest worry of them all for Government is something which was looking like its biggest achievement after DeMo – Direct tax collections! For the first time Direct Taxes are showing a negative growth compared to last year. Most importantly, Government itself is only projecting 6% growth for 2020-21. All in all, the heady days of 8% are far away. This means not only Liberals, but ordinary voters who deserted Congress in 2014 owing to slowdown are rethinking on support to BJP.

So in a way for the first time Economically Left Liberals and Liberals on the Right have enough reasons to collaborate openly. Till Rahul Gandhi was leading the charge against Modi, just out of shame they could not back him explicitly. Now they have a candidate. Arvind Kejriwal! And he has a plan!

If you inspect closely what AAP is doing in Delhi,it has been tried successfully by Congress. Indira Gandhi and her son Rajiv kept Hindus and Muslim clergy in best humour for a long time. Mrs Gandhi herself never shied away from displaying her faith. But she never even tried to reform or initiate any change in personal laws followed by Muslims. To take another example, Rajiv in 1985, tried to placate Muslims by bludgeoning SC decision in Parliament on Shah Bano case. And in the same year he ordered to open the gates of Ram Mandir and performed a Shilyanyas.

So when Kejriwal increases the salary of Maulavis and AAP MLA performs Sundar Kand, they know what they are doing! The formula has been tried before by Secular parties with varying degree of success. So actually the teenage icon author should have named Kejriwal “Chota Rajiv” instead of Chota Modi.

Another important element which BJP can not overlook is reverses in state elections, engineered by regional satraps. What these regional leaders need is central figure which can be projected as upright, capable, not from the dynasty, Hindu and yet loved by Muslims! “Chota Rajiv” is that man!

Shri Mohan Bhagwat ji’s statement on women has its worth

Nowadays, whatever the RSS chief Shri Mohan Bhagwat ji says, is shredded into pieces by the media. His statement (as cited in the print media): ‘that it is education and affluence that drive families (read women) to divorce because they purportedly lead to arrogance in them’ has some merit in it, though outwardly such a statement seems obtrusive and politically incorrect. There’s a wide acceptance to the statement among the middle class of India. In a country, which is socially multi-layered, the application of a single statement wouldn’t address the entire gamut.

At each level— women in the Indian society:

Earlier, in the middle classes, it was the man who earned money for the family and the woman used to cook and look after the family. Mostly the management of the family and care of the family was under her control. It was that kind of arrangement that went on for years harmoniously. In those days, women were not economically independent unlike today. However, men with sensibility, never degraded women, gave them their due respect for running family (from within the boundary). They were eulogised for their tolerance and accommodating nature. The women then, boldly faced the travails i.e with regard to family’s health and economy.

At basement level (of hierarchy), that is, among the poor, there was contentment. The coolies of both sexes: wife and husband returning home after nightfall, though working from sunrise to sunset, used to forget their fatigue and sing light heartedly songs, look animated conversing with each other in their most humble thatched hut. That domestic felicity they used to enjoy. Even now, they’re the same (of course, with some material uplift with the changed time). Wives of small peasants even today assist their husbands in their work. Petty tradesmen are assisted by their wives in their shops by maintaining excellent order and commercial dealings. So, the culture and tradition have not changed much in them.

In the good old days, many westerners used to wonder how Indian households stood, as examples of the married-status to their highest degree. This is all because of our Shastras that ordained a marital Dharma. The westerners extolled our joint-family system wherein the mother/mother-in-law preserved the good order among the family members. This kind of system has scarcely a parallel in Europe, they felt. If that strong system has been eroding, it is but natural for Shri Bhagwat to bemoan as the Head of the RSS, the organisation that stands to protect the Indian culture.

Slowly and steadily, women started to work in middle classes, contributing money to the family kitty to supplement the engine of economy (at their home-front). Of course, this was done,for some time, by very few women, out of ‘dire need’. Of late, it’s not the need that drivers every girl/woman to work. Even coming from an affluent background, girls are working. It has become a fad. Rather than ” necessity”, it’s increasingly becoming a “nice- to- have-a- job” kind of attitude. The girls/ women are very keen on showing off their potential to the world. This is in no way wrong. For, women in their earlier avatar, when they were relegated to the kitchen, men (some of them) used to ridicule them as if they were good for nothing outside their cosy confines. Hence, the present assertiveness of women is a backlash of their earlier humiliation.

For a decade or two, the culture from across the skies through satellite television and the present English medium education system have changed the mind-set of girls to a certain degree. Instead of viewing their role holistically in the family system, they are increasingly becoming individualistic. Now, there’s a near total westernisation in the middle classes. There are pros and cons to this transformation.

On the pros side, the women by participating in the workforce, have been supplementing their family and also to the nation in economic terms of affluence. By their exposure to the outside world, they are bringing home a different perspective/worldview. Economic independence gave them an equal footing on par with men in all fronts. So, their way of thinking/behaviour has changed according to the present situation. Men still remained where they were in our social hierarchy, calling shots. Hence, the change has to come in men.

Somehow, women being less dependent economically on men now, started asserting themselves. For them, their educational uplift and economic prosperity added strength to defy the system when in crisis. They started questioning the structure. In some women, their material affluence is making them egoistic and uncompromising. That is, usually, not expected of women. Their inflated ego/pride would not allow them for an understanding in their married life leading to break-ups. Here, what Shri Bhagwat ji said appears true.

Since family-system being the backbone of Indian culture, it became pertinent for Shri Bhagwat ji to highlight the problem. Isolating one sentence from a larger context and extrapolating meaning to suit their whim, is no good for journalists. Shri Bhagwat ji being a bachelor- how could he be an authority (as written in some newspaper items) -is somewhat an affront on his persona. Men or women of a certain age, married or unmarried, carry certain wisdom. It comes out of the experience of seeing the world. Isn’t Shri Rahul Gandhi, being a bachelor, not speaking on women’s issues? Any qualms to ask him how he knows them all?

The effort Shri Bhagwat ji made is only to protect Dharma (that is duty/responsibility of each person in the family/society). By ridiculing his corrective measures, the media is doing more harm than good.

राष्ट्रवाद: राममंदिर: शाहीनबाग

तथाकथित और स्वघोषित बुद्धजीवियों द्वारा देश के अंदर एक अलग ही माहौल बनाने की कोशिश की जा रही हैं, जैसे देश में गृहयुद्ध हो जाएगा, क्योंकि मुसलमान क्रोधित हैं और उनके साथ अन्याय किया जा रहा हैं। मोदी सरकार देश को डुबाये जा रही हैं क्योंकि अर्थव्यवस्था के बजाय उसका सारा ध्यान राम मंदिर और अन्य धार्मिक मुद्दों पर ज्यादा हैं। संघ और भाजपा देश के लोगों को गलत राष्ट्रवाद का घुटी पिला रहे हैं, जो देश को तोड़ने का काम कर रही हैं। तो आइए कुछ बात करते हैं इन्ही तीन बिन्दुओ पर।

शाहीन_बाग
CAA, NPR और NRC के विरोध में मुस्लिम समुदाय द्वारा जगह जगह आगजनी, देशविरोधी और हिन्दुविरोधी प्रदर्शन की गई जिसकी खूब आलोचना हुई, उसके बाद शाहीन बाग प्रोजेक्ट शुरू किया गया, जिसमें विरोध का तरीका एकदम उल्टा कर दिया गया।

पुरुषों की जगह महिलाओं को बैठा दिया गया, इस्लाम की जगह संविधान ने ले ली, और देशविरोध की जगह देशप्रेम दर्शाया जाने लगा।

दिखाने की कोशिश ये की गई कि CAA इस्लाम विरोधी कानून हैं, क्योंकि यह मुख्यतः प्रताड़ित हिन्दुओ, सिखों को भारतीय नागरिकता देगी, जो तीन इस्लामिक देशों से भारत मे शरण लिए हैं।

दरसअल, ये सारे विरोध प्रदर्शन किसी एक कानून के खिलाफ नही हैं, बल्कि मई 2019 में मोदी की जीत, ट्रिपल तलाक कानून, अयोध्या राम मंदिर जैसे मुद्दों को मिलाकर एकमुश्त गुस्सा फूटा है। इस्लाम की क्या ताक़त है यह जताने की कोशिश की गई हैं।

राष्ट्रवाद
कुछ लोग जब दूसरों को राष्ट्रवाद का ज्ञान देने बैठते हैं तो जापान, दक्षिण कोरिया जैसे देशों का हवाला देते हैं, की असली राष्ट्रवाद वही हैं.. जिससे देश महानता की ओर जाते हैं, पर यह बताना भूल जाते हैं की वहाँ के लोगों के लिए सबसे पहले उनका राष्ट्र और राष्ट्रीय विरासत आती हैं, जिसपर वे गर्व करते हैं, वही उनकी विचारधारा होती है जो देशहित में हो।

जिन लोगो की विचारधारा राजनैतिक दलों और नेताओं की वजह से बदलती रहती हैं, और चाटुकारिता के लिए सुविधानुसार अपना मत बदल लेते हैं, उनपर सिर्फ हंसी ही आती हैं, उनके खोखले और कमजोर व्यक्तित्व पर।

राष्ट्रवादी विचारधारा की पहली मांग दूरदर्शिता होती है, जो शायद ही बुद्धिजीवी समझे जाने वाले लोगों में पाई जाती हैं।

वैसी कौन सी संरचना वे खड़ा कर देंगे 67 एकड़ जमीन पर की देश विकसित हो जाएगा?

जिस देश को अपने इतिहास से, अपनी संस्कृति से जुड़ाव नही होता, उनकी उड़ान बुलबुले सी होती हैं। ऐसी मानसिकता वैसे ही लोगों में होती हैं, जिनकी जड़ें खोखली होती हैं।

How Sadhguru made me a true Hindu!

This is in context to Sadhguru’s recent tweet that MahaShivaratri is not a religious festival.

I belong to a middle-class family, studied in a convent school, and grew up watching repeated telecast versions of Ramayana, Mahabharata, Sri Krishna, and other mythological serials. But frankly speaking, I was always aloof with these ideas. I felt that Ram was not a good person, didn’t like to believe in the religion and stuff. You can blame it on my convent education.

But one day I saw a Youtube video titled Who is God? To my curiosity, I was instantly interested. Always had this question but none to answer until Sadhguru. His explanation made sense to me. And then began my marathon session of his videos on Youtube ranging from topics like religion to relationships. His clarity spell bounded me. He gave insights into all my questions which gradually started burning away. I began taking interest in the Hindu rituals and understood the true meaning behind them. I remember him clearing my doubts about Lord Ram. I took up Yoga and meditation all because of him and our beloved PM Narendra Modi.

Why Sadhguru does not consider Mahashivaratri as a religious festival? I feel that people who are criticizing him for that comment do not know the context in which he is speaking. He was answering a question on why the millennials who do not believe in religion should celebrate Mahashivaratri. Sanatana Dharma is all very scientific and thus Sadhguru explained the very scientific basis of celebrating Shiva. Sadhguru says that anybody between the Himalayas and Indu Sagar is a Hindu and we traditionally are a land of seekers. The so-called idea of religion comes from the west. In India, we don’t have the concept of Religion. It is because of the western religion’s influence here made the so-called ‘Hindus’ imitate others. What he says is ours is a Sanatana Dharma, which is the Universal Law. We all are Hindus irrespective of our religion, which is the same view held by RSS. He is trying to bring forth the original essence of our culture. He says that he has not read any scriptures but has realized experientially like many Yogis in the past.

Following are the ways Sadhguru is helping the new generation:
1) explains the logic behind our age-old rituals.
2) he helps English speaking generation to understand their true identity.
3) helping woke Millenials to get interested in our Dharmic ways of life.

Nowadays he is usually at the centre of criticism and ugly attacks by Congress, libertards, Islamists, leftists because:
1) He supported the CAA and NRC.
2) He has harmed the conversion business of the Christian missionaries largely in Tamil Nadu and Karnataka.
3) He stands for the Sanatana Dharma.

But our problem is that we Hindus still like attacking each other. We ourselves ridicule our sages and yogis. Sadhguru is a contemporary yogi, English speaking one at that. And for woke millennials like me, convent educated, who once drifted away from the Dharmic lifestyle and are again trying to discover the true Hindu in ourselves, Sadhguru is truely a saviour!

रविश कुमार- 19 साल की लड़की ने पाकिस्तान जिंदाबाद क्या कहा कि मंच पर घबराहट मच गई

वर्तमान में CAA, NRC तथा राजनीतिक विचारधाराओं पर खींचतान व मतभेद के साथ भारतीय मीडिया भी दो धड़ो में बट गई है। एक धडा वो जो सरकार के दिए बयानों गए तथ्यों के साथ जनता को ये बता रहा है कि इन सभी कानूनों से भारत के किसी वैध नागरिक को कोई खतरा नहीं है। जबकि दूसरा धडाअपने चैनल के प्रसारणो के माध्यम से जनता को यह यकीन दिलाना चाहता है कि सरकार कि बातों पर विश्वास मत कीजिए यह आपके खिलाफ एक षड्यंत्र है, और यह सरकार यहां के गरीबों और के अल्पसंख्यकों के खिलाफ है व उन्हें “स्टेटलेस” बनाना चाहती है।

इन्हीं चैनेलो में से एक है NDTV जो BJP, मोदी विरोध मे अक्सर सही और गलत का अंतर भी भूल जाती है।

बात आमूल्या लियोना कि है वह लड़की जिसने बंगलौर मे AIMIM द्वारा प्रायोजित जनसभा मे कई बार “पाकिस्तान जिंदाबाद” के नारे लगाए इसी घटना को शुक्रवार 21 फरवरी को रवीश कुमार ने प्राइम टाइम पर कवर किया जिसमे पाकिस्तान जिंदाबाद कहने वाली उस लड़की की निंदा करने की बजाय रवीश कुमार ने कहा कि-

बेंगलुरु में 19 साल की लड़की ने पाकिस्तान जिंदाबाद क्या कहा कि मंच पर घबराहट मच गई ऐसा लगा कि जैसे धरती फट जाएगी, अमूल्य लियोना नरोना को कोई खींचने लगा तो कोई माइक छीनने लगा”।

रविश ने इस घटना को कुछ इस प्रकार कवर किया कि जैसे एक 19 वर्षीय लड़की को मीडिया, प्रशासन और एक खास विचारधारा वाले लोगो के द्वारा विक्टिम बनाया जा रहा हो। उन्होंने अपने कवरेज मे उस लड़की के दोष को पहचाने तक से इंकार कर दिया और उस लड़की को निर्दोष साबित करने के लिए भावनाओ वाला एंगल डाल दिया तथा इस के लिए भी अंततः उन्होंने मीडिया और प्रशासन को जिम्मेवार ठहरा दिया।

इसके बाद भी अगर उनका बस चलता तो वे आमूल्या लियोना के नाम के आगे डॉक्टर लगा देते और कहते “डॉक्टर अमूल्य लियोना” को गिरफ्तार कर लिया गया। क्या इस देश के विकास में उनका कोई योगदान नहीं रहा होगा? हमारा देश तो वासुदेव कुटुंबकम में विश्वास रखने वाला देश है। क्या यह बातें सिर्फ कहने के लिए रहा गयी है? और क्या हो गया अगर उन्होंने तीन बार पाकिस्तान जिंदाबाद का नारा लगा दिया। उसके बाद उन्होंने छह बार हिंदुस्तान जिंदाबाद का नारा भी तो लगाया”।

बता दें कि रवीश कुमार का लगभग प्रत्येक प्राइम टाइम “It suites my agenda” वाले मॉडल पर आधारित होता है जिसमें वे उन सभी खबरों को प्राथमिकता देते हैं व बार बार करते है जो उनके राजनीतिक महत्वाकांक्षा को सूट करती है
जबकि हर उन अन्य खबरों पर वाइट वाश करते है जो उनके Selected narrative के अनुकूल नहीं होती है।
