(Domestic Investors)

(F. Investors)

१:- भारत का युक्रेन और रूस के युद्ध में यूरोपिय देशों कि बात ना मानना और रूस से व्यापार करना;

२:- भारत का खाड़ी देशों से जबरदस्त जुड़ाव;

३:- भारत की स्वतन्त्र विदेश निति;

४:- भारत चिन को लगातार दी जा रही पटकनी;

(O fool, don’t be with ego. Don’t be proud of yourself. Don’t be arrogant. One day, This will be the cause of your downfall.)

(Due to Ego, the ten-faced, world victorious, King Ravana also one day was destroyed along with the complete family.)

(Due to excessive arrogance, (in Mahabharata) Duryodhana along with a hundred brothers also got absorbed in the abyss of time).

Gems f Bollywood: A revolution in Hindi film viewing

0

Like many other Indian children of the 1990s, even I used to watch many Hindi films mostly on TV and selectively in theatres with great enthusiasm. Even after growing up, I never thought even remotely that selective Hindi films could be agenda driven, worse to say their stories being Hindumisic to the core. I’ve been on Twitter since 2013 but bumped across Gems of Bollywood (GoB) profile randomly in 2020. Initially, their DP attracted me but later I realized that the profile’s creators Mr. Sanjeev and Ms. Swati have invested immense research behind their pet profile project.

Hindumisia can be simply defined as irrational hatred or despise towards Hinduism or to be precise Sanatan Dharma. GoB team through their tweets showcase how some Hindi film or the other project Hindumisic content under the garb of cinematic liberty.

I gradually realized that scenes showing a Hindi film’s protagonist facing our Hindu deities weren’t simply about confrontation but downright misbehavior to the level of hurting our dharmic sentiments. Naysayers feel that such scenes aren’t a big deal when our faith has the concept of expressing disappointment to our deities. But I feel that expressing disappointment doesn’t mean addressing our Devis and Devatas with disrespect as shown in some Hindi film scenes.

GoB team is accused of spreading a Bollywood boycott agenda by India’s Leftist Liberals. But I am of the opinion that they are only tweeting about Hindumisic content that’s present in the public domain via CBFC certified Hindi film releases. Their Twitter profile itself claims that their tweets are meant for educational purposes.

I further feel that they aren’t against the medium of filmmaking, leave Hindi films aside else why would they have praised The Kashmir Files film? The issue is not with Hindi cinema, rather its to do with Hindumisic cinema. GoB on Twitter is surely a revolution to push Bollywood towards creating Hindumesia-free scripts for future generations of film goers. Personally, I wish that their profile isn’t trolled unnecessarily any further by mainstream cinema people.

BBC’s flaws on Modi: Continued saga of Neo-imperialism

0

Since the birth of India as a democratic state the western notion of Democracy and knowledge and even the western Political pundits have apprehensions about the success of India’s democratic experiment. From Prime Minister of United Kingdom to the President of United States of America, all predicted the demise of India as a nation-state.

This western neo-imperialistic mindset is best reflected in the works of Selig S. Harrison ‘India: the most dangerous decades’. In this work, he claimed that India would be disintegrated into pieces during the 1960’s. India not only survived but came out much stronger. Western philosophers are always shy to call India as the largest democratic country. The image of snake charmers is still used by the western media in general and BBC in particular to represent the Indian state.

Many international reports architectured by the western powers like democracy index, human rights index, religious freedom index, global hunger index and many others, continuously tries to portray a bleak image of India under the leadership of Modi. The government of India time and again proved this western propagandist indexes factually and methodologically wrong and baseless rather these reports are part of a larger framework to demean India’s democratically elected leadership.

Present BBC documentary is no exception of it but a visual hatred propaganda which could be easily spread to hit the minds of common Indians against the current dispensation. The same prejudices and stereotypes of India’s capacity and growing heft in international scenario is reflected in BBC’S documentary on Modi. It is a direct attack and shrewd intervention in the domestic political and social system of India which should not be tolerated at any cost as it is a challenge to the sovereignty and integrity of India as a nation state.

A classic example of mediated neo- imperialism in globalized era was the restriction imposed on the then chief minister of Gujarat, Narendra Modi even when allegations against him had not been proved in any court of law. After the riots in Gujarat, a few European embassies in Delhi spearheaded the ‘boycott Modi’ movement. For many years, even the ambassadors of European Union nations eschewed Modi and Gujarat. Narendra Modi is always being portrayed as an authoritarian leader in the democratic country.

When Modi, however, became a recognized national figure, many of them immediately began making quiet inquiries about his potential roles. In the meantime, Gujarat began to draw tourists from various nations, including the European Union, owing to the Vibrant Gujarat events and the growth led developmental model. The alleged ban began to fall apart when the Indian judiciary determined in 2012 that Modi played no part in the riots at all following thorough investigation. Soon, a number of EU ambassadors began re-engaging with him.

Just to demean Modi and gain political leverage, opposition has time and again elucidated the BBC documentary but it feels like they are forgetting the past when the same BBC had published posters demeaning Gandhi and Nehru and criticized Indira Gandhi for Bangladesh liberation and subsequent peace pact with Russia. Opposition should understand that this is not merely an attack on Modi but an attempt to detriment the integrity and sovereignty of India.

The release timing of BBC documentary an year before the general election is a blatant way to interfere in the democratic domestic domain of India. It is a sinister design to smudge the reputation of the Indian Prime Minister at a time when India is preparing to host the G-20 Summit and Modi himself is emerging as a key player on the world stage. This type of false narrative in post truth globalized era needs to be collectively countered.

BBC’S documentary is a well planned attack to demean India’s image and India’s leadership. Parallelly it is also an attack on world’s most powerful judicial system which has given clean-chit to the then Gujarat Chief Minister after an extensive and in-depth judicial enquiry. This is nothing but a continued saga and demeaning the growing power of India under the dynamic and visionary leadership of Prime Minister Narendra Modi.

The media fraternity in specific and all of citizenry in India is now well aware and equipped to dismantle such false propaganda perpetrated by the western powers with the vested interests to destabilize the political stability in India under the vibrant and inclusive of leadership of Narendra Modi.

Gift of higher birth

Has anyone of us ever pondered how many types of living species are there in our Planet Earth and what is the stature of Humans among them all? No, hardly anyone has time to think about these aspects in this so-called busy life. In fact, even the scientists do not know the exact number of living species that exist in the world.

It is said, after several centuries of documenting living things, scientists have only managed to document 14% of living species. The remaining 86% of species that are estimated to exist are yet to be discovered. It is estimated that planet Earth has approximately 8.7 million species. As the rate of extinction has increased owing to climate change and other factors, thousands of living species are going extinct without even being documented, and their existence will thus never be known to humans. This is just one of the reasons why it is difficult to estimate the exact number of species that inhabit the Earth.

For anyone who loves nature, the sheer diversity of life on Earth is breathtaking. There are so many kinds of birds and wildflowers, so many kinds of insects and trees. And yet there are distinct patterns that are repeated over and over. A bird has a head, two wings, a body, and two feet. It has feathers, a beak, and a bony skeleton. It lays eggs. This is certainly a different pattern than that of a fish, an insect, or a tree. For centuries, and even millennia, this combination of diversity and repeating patterns has fascinated humanity.

The living species can be classified into what is known as Kingdoms viz., Animals, Plants, Fungi, Protista which is a grouping of single-celled organisms such as the protozoa or, Monera, a Greek term meaning a Kingdom that contains unicellular organisms with a prokaryotic cell. And then there are birds, fish, reptiles and mammals all have internal skeletons that include a skull and a backbone. This is quite different from worms, insects, mollusks, and crustaceans, which don’t have bony skeletons inside their bodies. Thus it is possible to divide all animals into two super-groups — the vertebrates (with backbones) and the invertebrates (without backbones). Let us, for the time being, leave the other minor categories of living beings and concentrate only on the largely visible Animal Kingdom.

Having said this, it is for sure that Human birth is the highest form of birth among all the living beings that belong to the category of Animal Kingdom. The word Human beings originated from Latin word ‘Homo’ meaning ‘creature’ and ‘Sepia’ meaning ‘Wise’, thus belonging to the phylum homo-sapiens, rather a ‘Wise Creature’ whereby it means that Humans tend to be the wisest of all living beings. But how many of the Humans behave, act or conduct themselves wisely?

To dwell little deep into the nature of the so-called ‘Wise Creature’ viz., Humans, it may be mentioned that it is only among the Human beings that all sorts of negative qualities are prevalent and such bad qualities are not that much prevalent among other kinds of animals. Almost a dozen of the worst negative personality traits that are truly nasty are found only among the human beings, such as, 1) Egocentric, that is, selfish or self-centered behavior, 2) Pessimistic, 3) Greedy, 4) Dishonest, 5) Judgmental, 6) Manipulative or to say cunning and calculative, 7) Narcissistic or self-importance or egotistical behaviour, 8) Vindictive or mean and spiteful conduct, 9) Aggressive, 10) Predatory or destructive tendencies, 11) Unforgiving and 11) always feeling the need to be right. These are in fact bad personality traits which are rampant among majority of us Humans and one should try to get rid of those.

One should not fly very high — be it in stature or success as due to the presence of gravity in Earth everyone is bound to fall down one day or the other and mix with the soil and water. No human is big and no one is small – and if some have such a feeling, it’s a pity and should be considered Naive. All are equal with identical internal organs and anyone who considers himself or herself to be a big shot, one can only but pity on such living beings who are actually just nothing considering the Nature with its many hidden mysteries. Many have come and many have gone, the World goes on and the Mother Nature with its beauties remain.   One should just live, pass their destined time on Earth and try to do only good deeds and strive to protect oneself from those 12 negative personality traits.

Hence, one must just enjoy the Nature and every second of one’s life, live the life to the fullest and leave this world for another life-term depending on one’s own acts to be borne in the next life either as a gifted-being or as a Cockroach in some drainage line or as a pig or born as some other such kind of creatures in the Animal Kingdom. Depending on good acts in this life and be borne in the next life-term with a silver or even golden spoon in one’s mouth or even attain independence from being reborn, viz., attaining Moksha.

Do only good deeds as that is the asset that is going to go with the Soul immediately after death and not wait even till the funeral pyre. Do not betray anyone, harm anyone and do not run after material wealth, instead try to accumulate maximum of good deeds or try to earn blessings, lest one is born a creature in the next birth or even as human birth as an acute sufferer or live a miserable life. So, do not forget that just as Mother Nature is beautiful, try to be calm and live life to the fullest and never ever compare oneself with others, as it is reiterated everyone is today what he or she is depending on the past deeds only.

If this simple phenomenon is understood, life will become very happy and contended and one will achieve the purpose of having been gifted with high birth. Efforts should be made to utilize this high birth to achieve emancipation and get released from the cycle of death and rebirth.

If we talk about the concept of re-birth, there are different beliefs and theories. If some believe in reincarnation it is because their scriptures say so. The soul characterizes the essence of life, it is immortal and wears on one’s mortal body and consciousness. Like Lord Krishna had propagated in the Bhagwad Gita, the Holy book of the Hindus, that Soul (Aatma) just migrates from one body to another after death of a living body just like one changing one’s clothes.

The immortal Aatma for that matter has no beginning or end – that is, no birth, no death. Even about the concept of Aatma, it is all again our belief and one can rely on those beliefs with some form of certainty, going by the differences in one’s birth form – be it being born in a royal family or a destitute, being born intact or with some handicap, being born as a human or some other species in one’s future births or, even by seeing an infant or a small child leaving this world after spending little time in this world, et al, which all seem to be the outcome of one’s deeds or in fact misdeeds in previous births to which one enters this world to pay the penance for a short period or for longer period of time.

Having said that, these are some secrets of life and nature which we, the Humans or the Wise Creature, only are capable of giving a thought to and understand the true meaning of life, thus avail the benefit of the gift of a higher form of life bestowed on us.

The identity crisis of an Indian

0

An exciting archaeological discovery was published yesterday. Due to the change in course of river Ganga near Bhagalpur, archaeologists were able to find a hillock which was used as a training ground for shilpkars or sculptors in the 6th century (Gupta Age).

What is more interesting though, is the reluctance shown by the government (state archaeology directorate) in pursuing this further. Reason? There is an old mosque nearby and highlighting a Hinduism related discovery might bring imbalance to the communal harmony in the area.

In a different news, Lucknow’s name has been proposed to be changed to Lakshman Nagri, given its historic connections to Lord Ram gifting the city to his brother Lakshman. Swathes of people online have been asking whether this discussion was needed when there are issues like poverty and road accidents etc.

What is common between the two exhibits above is there is no apparent external force suppressing the hillock study or showing frustration with name changes of historic cities. It is a group of Indians themselves (in fact largely Hindus) driving the narrative in both cases.

Which brings us to the question ..

Why do these news make headlines?

The underlying fact is that as Indians, we have been trained to aim for a secular, neutral stance on almost all topics. The point that this has mostly been enforced on the majority population by design is a discussion for another day. A fear psychosis has discouraged to get involved in any ‘communal‘ debates which might ‘polarise’ people and make us a target for retribution. Hence by virtue of a mechanical reflex we become disgusted listening to anything which is even borderline ‘sensitive’; which leads to further discouragement of discussions burying of the topic altogether.

Why is it bad to avoid these discussions?

The above cycle of fear and discouragement has resulted in a nation which is not sure of its own identity. Despite 9 years of a relatively nationalist regime, we are nowhere near having a national narrative about India.

What has been touted as the ‘Idea of India’ so far is a status-quoist view which looks at India as a rag tag summation of diverse communities but fails to provide a blueprint to help all these diverse groups work together towards a common goal.

Without having homogeneity in some basic aspects of our belief system, our history, there is no way of succeeding in the modern world as a nation and therefore reaching maximum potential as individuals. Several examples prove the same. USA, Japan, UK, USSR, China, France all had a common national story to act as foundations of subsequent growth. This resolves needless conflicts and makes the population focus on what’s important for them in the long term.

A gobbled priority list of identities (national, regional, religion based, caste based) leads to confusion, bad understanding of history and inferiority complex. For several generations, Indians have looked down upon their own products in favour of foreign made goods. Ferrero Rocher is considered a low grade chocolate in the US but is a top tier one in India – only because NRIs from the 90s brought it back. Indian defence exports have increased 2000% in the last 15 years, but before that the country was 100% dependent on imports for all defence needs. Several Indians’ twitter profile bios carry the Ukrainian flag and sunflower symbol but ask why we should overtly push for display of the Indian one.

What’s the solution?

There is a need to define a hierarchy within our several identities. It is at least reasonable to say that the national identity should be kept supreme. One can be proud of their region, state, religion, caste etc. but without undermining the national identity.

Of course, there is a lot more which can be done. Investment in archaeology is long due. Factual discoveries about the ability of our ancestors is a great anti-dote to inferiority complex that exists in Indian minds. It is also a great way to connect the diverse communities by one human thread.

Education based on revitalised understanding of archaeology and history is another necessity.

Real meaning of success

0

There is a big difference between growth, progress and success. If you increase the turnover of your company, it is called growth not success. Increasing your materialistic possession is your growth. That growth, if it is aided by ethics and discipline, honesty and norms it is called progress. So, growth plus ethics is progress and that progress plus humanity, morality and spirituality is called success. Many consider themselves as successful and happy lot just by achieving some materialistic gain but that is not true success or happiness in the correct sense of the term until and unless it is sandwiched between humanity and morality.

To achieve real success and happiness after growth and progress is not that easy as is usually considered. In our life happiness is more important than smile, because smile comes from lips but happiness comes from the heart and that is not always dependent on achievement of success, as there are many successful lots in society who are not really happy as are the many lots of have-nots but who are still much happier with what they have got.

Happiness has nothing to do with achievement of success, as failures are taken as lessons of life by those happy lots who move on even after meeting failures. Contentment is all that matters. If one is not content with what one has, then no amount of materialistic wealth can bring happiness to him or her. One should learn to be happy even when worst comes to one. Of course, there might be momentary suicidal thoughts but one should try to overcome such negative thoughts and move on.

As it is said, difficulties or rather difficult roles are played only by good actors or characters, so whatever the difficulties come in life, one should take it as a challenge and move on as life itself is a continuous learning process. The real happiness doesn’t lie in money or success or fame. Real happiness lies in gratitude, so one should be grateful and one should be alive.

Different people may have different ideas about success. Somebody thinks if they can eat twice a day that’s well-being or success. Somebody else that’s not a success. Some feel that just working or doing their job is success. At the same time, the ‘over justification effect’ which is a tendency to become less intrinsically motivated to partake in an activity that one used to otherwise enjoy, when offered an external incentive such as money or reward and which might be the reason behind why so often one complains about one’s job, no longer speaks of success.

Consider the saying, ‘money can’t buy you happiness or success’. The over justification effect captures this belief by suggesting that intrinsic motivation and enjoyment is diminished by money. Motivation, or the lack thereof, is one of the biggest barriers to success and efficiency. It is a huge factor in learning, which is something we do throughout all stages of our lives. As children, our curiosity is often enough to get us interested in learning. However, once we go to school, getting good grades becomes the motivator for learning and reduces how much we actually enjoy the process.

Similarly, we may take on a job because it interests us, but once a salary is a quantifier motivating us to perform our tasks, we no longer enjoy the work. While it is hard to get rid of all external reward, like good grades or a salary, the over-justification effect demonstrates that it is important to remember the intrinsic value of activities in order to retain motivation.

Being aware of the over justification effect can help us decide to keep few of our passions and habits as activities that we do just for fun instead of seeking out an external reward to complete them. Our ideas of success may be different but every human being consciously or unconsciously constantly is in search of attaining success. Success also comes with Patience and Silence which are two powerful energies available to us which we seldom realize.

Patience makes us mentally strong and silence makes us emotionally strong which are also a pre-requisite for attaining real success. It is said, being humble is more important than being wise. Because the Almighty does not want a proud mouth that speaks much, but a kind heart that listens better. Look at Him itself, people all around the world speak to him incessantly, but he listens to those carefully who aspire to be peaceful within.

How much one achieves in life is not as important as how much one enjoys each moment of one’s life and that is true success. Real success is when you look back at your life and the memories make you smile.

A Class apart: Examining prohibition in Bihar

0

*Ankit Kumar and Komal Patel[1]

In February 2019, when about 116 people died from hooch in U.P. and Uttarakhand, the then Deputy CM of Bihar when asked if prohibition should be imposed in those states had said, “Prohibition may have worked in Bihar, but it cannot work everywhere. Different states have different circumstances, and it is up to their respective chief ministers to decide whether or not imposing prohibition will be a practical idea.” In 2022, cumulatively over 130 people died in Bihar from hooch. Now in opposition and a Rajya Sabha MP, the former Dy CM ought to ask the same question to the CM of his state – is prohibition really working in Bihar?

Deaths due to consumption of spurious liquor or hooch is more common in India than it should be, especially given that alcohol is sold in most states (by the govt. itself in many). Since the total alcohol ban in Bihar imposed in April 2016, more people have died from consumption of spurious liquor/hooch than probably those who died from alcohol addiction. With the prohibition proving to be largely ineffective, it is worthwhile to revisit the reasons for its implementation, to assess why it is failing to meet its objective and considering the deaths due to hooch, it needs to be asked if government should consider bringing about any changes to the policy.

Raison d’être of Prohibition

At the outset, it is important to mention that alcohol addiction is a serious social affliction in India. It affects families and thereby the entire society. Alcohol harms people’s health, family finances, and sociability; hence, the call for its outright prohibition has some moral appeal, though not necessarily practical. However, experience suggests that the current approach of the government to use the law as a sledgehammer to curtail alcohol consumption will remain ineffective.

Due to the influence of pop culture, alcohol consumption has become synonymous with partying and celebration. Occasional consumption as most people do is different than addiction. The reason for consumption and its pattern also varies in urban and rural areas.

Unfortunately, women are the primary sufferers, both when the men in family become habitual drinkers and/or when they perish after consuming poisonous hooch. Addiction creates a cycle of domestic abuse and strain on finances. The cycle continues unless it is broken by external intervention. Perhaps this was the reason that Bihar’s excise minister had claimed that “the anti-liquor laws have the people’s approval, especially women.”

Reports indicate that the alcohol ban was a pre-poll promise made to women in order to secure their support for the 2015 re-election bid. For women, whose plight were largely ignored, this was expected to be a big relief. However, it was a tall promise and perhaps an insurmountable challenge for a government which is struggling to crack down on bureaucratic corruption as well as failing to arrest the steep rise in crimes across the state.

One can’t help but wonder if the CM had considered the obstacles this policy would face when he promised to stop an entire state from accessing and consuming alcohol. Closing alcohol outlets and raising a separate anti-liquor task force would not put a stop to its sourcing. Economy is dictated by the rules of demand and supply – where there is demand, supply would follow.

While the government has instituted a survey to study the effects of alcohol ban after facing repeated criticism over its anti-liquor laws, it would be premature to assume the ban has had widespread influence on the community in the six and a half years. Changes at societal level take time to settle in. Unfortunately, the alcohol ban has managed to achieve two things, which do not require any study to be recognised – first, the state lost a good source of revenue, without any provision to compensate for the deficit.

Second, a lot of people associated with the liquor smuggling – suppliers, police officials and smugglers – have amassed huge wealth in past few years. It would be naïve to think that government of a state beset by a corrupt officialdom and powerfully connected mafias was not aware that this would be the likely consequence. This has had a direct impact on the state functioning. The deterioration of law and order in the state is apparent. Meanwhile, cases of deaths due to hooch are becoming far too common.

Does Prohibition Work?

Whether prohibition will work or not, is more dependent on the society than on the government’s capability in imposing it. A senior minister of the ruling party had said “It cannot be implemented without public will and support.” For starters, to implement a policy of such magnitude a consensus has to be built within the society, without which the policy will not have the desired outcome. For instance, the U.S. government, under the influence of a religious movement, imposed prohibition in 1920, which took a constitutional amendment to be done. However, public disenchantment with the policy due to rise in organised crime which included bootlegging and later the economic depression led to an end of prohibition in 1933.

In the neighbourhood, Pakistan banned the sale and consumption to Muslims in 1979, which was intended more as an election gimmick to secure votes. Intention notwithstanding, the result according to a Pakistani journalist’s account has been the emergence of bootlegging mafias and proliferation of spurious alcohol (moonshine) which has caused the deaths of hundreds of Pakistanis who can’t afford the more expensive brands available (for non-Muslims) at the wine shops.

The above mentioned two cases were inspired by religious reasons and political myopia. In India, four states and a union territory have banned alcohol– Gujarat, Bihar, Mizoram, Nagaland and Lakshadweep. All have imposed prohibition for varied reasons. While religious institution influenced the decision in Nagaland and the sole UT, others have presented it as an attempt to control social ills of alcohol addiction. Gandhian philosophy enshrined in Article 47 of the constitution certainly lends moral legitimacy to the state’s action in this regard.

However, despite prohibition alcohol flows largely unrestricted in these states. Those who can afford the expensive brands remain unaffected by the ban. It is the urban poor and rural population that becomes victim of poisonous hooch from time to time. For instance, Gujarat has had prohibition since the formation of the state in 1960, yet the state has witnessed several hooch related tragedies.

In July 2022, 45 people died after consuming spurious liquor in Ahmedabad and Botad district. Before that, over 125 people had perished in 2009 from alcohol poisoning. The highest toll was in 1989 when 132 people had died after consuming poisonous alcohol. As most who perish look for cheap alcohol, methyl alcohol or methanol, a highly poisonous chemical sometimes finds its way to them and tragically results in mass casualties.

Not surprisingly, this phenomenon is not restricted to states where alcohol is banned, even in states where alcohol is freely available, people consume spurious liquor and perish. In February 2019 over 160 people, mostly tea plantation workers, died from drinking illicit liquor. Perhaps this has to do with affordability, lure to make a quick buck and the alcohol distribution system in poor neighbourhoods and villages. Many meet a painful demise in hopes of getting high at cheaper prices, while several linger on with permanent disabilities of various types.

When the same political parties or leaders who generously offer alcohol and money to “bribe” the voters for their votes, enact draconian laws prohibiting its consumption, the hypocrisy is unmissable. The question is who should be held accountable for this – the government that has imposed prohibition or the people themselves who drink and die, as the CM of Bihar declared in the state’s assembly.

What Should the Government do?

In 2022, the police and excise department in Bihar seized 17.45 lakh litres of alcohol and 86,464 were apprehended under the state’s now somewhat diluted prohibition law. Initially the Bihar Prohibition and Excise Act 2016 was draconian in its intent with provisions for jail if caught drinking and seizing of property. It led to overcrowding of prisons and burdened the judiciary with atleast 3 lakh additional cases. The premise of enacting such laws is that people can be deterred from drinking alcohol due to fear of long prison terms. The question that arises before that is, should people be even imprisoned for only drinking?

It is worth mentioning here that while the maximum sentence possible for a government employee under the Prevention of Corruption Act is 7 years, it is 10 years under Bihar’s stringent prohibition law. Which begs the question – which should be considered a bigger offence? There are many things that Bihar is known for, unfortunately, governance is not one of them.

Given the poor implementation of law and order in the state where an IPS officer and a former Vice Chancellor of state university with serious accusations can remain absconding for months, with police apparently having no clue about their whereabouts, assumed it would be able to stop the flow of liquor in the state. The diversion of police personnel and resources towards creation of a separate task force to check alcohol smuggling has led to a visible spurt in crimes all over Bihar.

The nature of Bihar politics is that it is entangled in the nexus between political leaders, mafia bosses and police officials where caste loyalty still matters. All seem to be in cahoots to make as much gain as possible from the liquor smuggling business. For instance, Gaya district’s SSP was caught in tricking the state’s DGP to dismiss departmental cases pending against him in liquor smuggling and has been absconding since. Bihar government claimed that its own survey reported that 80 per cent people were in support of prohibition. Given the reality on ground and the support from women to continue with the law, should the government persist with implementation of prohibition? The answer lies not in law but in creating awareness.

Way Forward

Sometimes a change in the legislation comes before the societal change and even aims to spur it on, while other times it is the outcome of the social reality. For instance, Gujarat with a long history of prohibition has been able to manage alcohol consumption publicly because alcohol consumption is disapproved by families and society, thus creating a sense of shame in those who indulge in it.

On the contrary, in Bihar during public functions celebratory firing and offering alcohol to guests becomes a matter of prestige. Societal shame and persuasion appear to be better at controlling alcohol consumption than laws enforced by the state. Letting alcohol flow freely and its complete ban, both are not prudent options. The government needs to think of an approach where it can use persuasion rather than draconian laws to bring down alcohol consumption by men.

Importantly, after imposing a complete ban, a government cannot wash its hands of deaths from spurious liquor. The accountability lies with them, and the priority should be to avoid the repeated cases of deaths due to hooch as it happened again in Siwan on 22 January 2023. Rather than suppressing the SIT findings, it needs to be made public and followed by suitable action.

Despite greater rigidity on alcohol prohibition, Gujarat has eased for foreign tourists and visitors to get liquor permits with amendments. Bihar too needs to allow some relaxation especially in rural areas, otherwise smuggling would continue and more people would continue to die from drinking poisonous hooch.

Multiple adulthood

0

In the last around eight years, reportedly many of the obsolete and irrelevant laws, many from British era, as many as around 1500 have been scrapped. It is correctly reported that in some countries there is provision of expiry date as far as framing a law is concerned, meaning when that date comes, the laws are reviewed but such system is not prevalent in our country. Similarly, a law regarding fixing uniform age for declaring an individual to be an adult is not yet formulated and there is utter confusion as far as the age of attaining adulthood is concerned.

In India, a person can be said to attain the age of adulthood not one time but multiple times. Though it might seem strange to hear yet it is a fact. Like for example, an individual is considered having achieved the age qualifying to be an adult at the age of 12 years whenever he or she has to purchase air ticket and children below 12 years are treated as minor. The reason being that the person concerned occupies an independent seat in aircraft whereas it is to be noted that similar such independent seat is occupied by even children below 12 years of age by just paying half the fare.

Either the airfare in such cases should be full or the child may need to adjust with one of its parents.  So, for the purpose of expending for air ticket, person above 12 years of age is considered an adult.   Now taking the case of Censor Board certification of Indian movies, it is found still the system of Censor Board classification mentioned as ‘A’, ‘U’ or ‘U/A’ for the purpose of eligibility to view the film. Here again, the definition of age for being classified as an adult changes to person who has completed the age of 18 years. In the present society which is advancing by leaps and bounds, day-in-and-day-out, its a known fact that teenagers are equally knowledgeable, if not more than adult, as far as adult subject matters are concerned.

In fact, in the present education system itself, there are specific chapters which covers topics dealing with adulthood. Thirdly, one finds that there is another age group also for classification as adulthood.  Our criminal law is such that if a child below the age of 16 years commits some crime, he or she is covered or punished under Juvenile Act and put in correction homes or Juvenile homes and not treated as an adult thereby landing him or her in proper prison, even if the person concerned has committed some grievous crime. The age of 18 years is considered the one at which a person gains control over their own actions and affairs and becomes responsible for the decisions they make. This comes little in contrast to the age fixed for Juvenile whereby lenience is given even for grievous crime.

Only the person with age of legal majority, that is, 18 years and above are treated as adults when charged with crimes and those not completed the age of 16 years in case of male even having committed an adult crime, is still not punished at par with a culprit of 18 years age. What happens, if, for example, a person under 16 years of age commits some grievous crime while on board a flight? Will he be covered under Juvenile jurisdiction or treated as as an adult, since he has purchased the air ticket as an adult? It is a point to ponder as to whether same person be taken as Juvenile for one purpose and as an adult for another purpose.

Recently, the legal age for giving consent by a male or female for marriage has been reduced from 21 to 18 years, so once again the definition of adult changes here, whereas for the purpose of getting covered under juvenile category, the age is till completion of 16 years for boys whereas it is 18 years for girls. Last but not the least, for the purpose of transacting in Bank, age of 18 years is considered as an adult and below that age considered as minor, unlike in the case of airlines where minor is children below age of 12 years and not 18 years.

The issue of treating a person to be considered an adult and fixing a proper age regardless of whether it is for purchasing of air ticket, or for giving consent for marriage, or for punishment to be meted out for commitment of crime, or even for booking of movie ticket, or for transacting in banks, etc. needs to be uniformly addressed and thus a change to the erstwhile system of classification in age for consideration as an adult or a child requires amendment.

A person should either be considered as falling in the category of minor/children or as a major/adult. There may hardly be any requirement for deviation in fixation of age limit for a particular person to be treated as an adult or as a child and to carry different age limits for different activities and accordingly modify as per varying situation. It would be useful if consideration is given to fix an uniform age for treating any person to be an adult. After all, a person can and should be treated as an adult only once for whatever purpose and not multiple times, ranging from the age of 12 years till 21 years.

Boiling frog syndrome amidst emerging challenges

Reportedly the population of this world touched one Billion for the first time in 1804 and in 1927 in touched two Billion. Just in a span of around 60 years, this figure rose by around three Billion taking the population figure to five Billion which is definitely an alarming rate. That is, by mid-1987, the world population was to the tune of five Billion. Now, in just another 35 years’ time, the population has once again increased by 3 Billion, that is touching a figure of eight Billion, as per recent estimate of 2022.

To be precise, now the Earth is home to more than 7.8 billion people. By the year 2100, the population of the world is on track to hit 10.8 billion, according to the estimates by United Nations. There are still some countries which want to boost their population and are in fact giving out incentives for helping in increasing their population. It is said in 2023, our country will become the most populated country in the world. Needless to mention, the increase in the world’s population will cause additional strains on resources. More people mean an increased demand for food, water, housing, energy, healthcare, transportation requirements and more such.

It is true each human being has a legitimate claim on a sufficient and fair amount of Mother Earth’s resources. But with a population approaching around eight billion, even if everyone adopted a relatively low material standard of living, it would still push Earth to its ecological breaking point. Moreover, all that consumption contributes to ecological degradation, increased conflicts and a higher risk of large-scale disasters like pandemics.

Human civilization now faces a series of existential threats such as overpopulation, climate change, environmental degradation and resource depletion. This is something serious which we humans are somehow and somewhat not giving due consideration, if not totally ignoring.

This reminds one about the syndrome of ‘Boiling Frog’. The Boiling Frog story is a metaphor for how people are usually slow to react to changes that occur gradually. The fable is that if one were to throw a live frog into a pot of boiling water, it will jump right back out. But frogs are cold-blooded creatures and naturally adjust to gradual changes in the temperature of their environment. So, if one were to place that same frog into a pan of cold water, light the burner on the stove and slowly bring the water up to a boil, the frog will be content to stay in the water until it slowly boils to death. Similar such would be the situation with us if we are ignorant of the slowly emerging danger ahead.

Humans are amazingly adaptable creatures. But sometimes our adaptability can be costly. While humans recognize some effects are characterized by sudden and catastrophic events — recent hurricanes, wildfires, floods — most of the change is happening gradually via a steady deterioration of conditions year-over-year, decade-over-decade such as spurt in population growth, climate change and alarming increase in crime rates.

Thus, as with the apocryphal frog, the gradual pace of change combined with humans’ rapid adaptation of expectations could deceive people into thinking that our alarming increase in population is not increasing much at all and that they are normal. The problem is that humans don’t recognize that the surge in population, as profound as it is, as an immediate threat. Our survival instincts are geared towards detecting sudden changes, not gradual developments, though the latter is capable of taking and leaving the living beings at a dangerous level.

So, while most people would agree that there is a problem on our hands, humans don’t perceive it as something we need to deal with immediately. It can also be referred as Gray Rhino meaning that though the dangers are slow moving, obvious and yet are conveniently being ignored. It is time we put a stop to the concept of celebrating the birth of new child, as the future of humans is not going to be that easy considering the ever-increasing rates of pollution, inflation, crime, rape, murders, environmental disturbances triggered by mankind’s developmental activities which are also human engineered challenges, apart from other increase in natural calamities, partly owing to climate change.

An increase in population will inevitably create pressures leading to more deforestation, spikes in pollution and emissions, which will exacerbate climate change.  We are already struggling with the devastating consequences of climate change such as increase in the intensity and frequency of extreme weather events such as the National Climate Assessment finds that the number of heat waves, heavy downpours and major hurricanes has increased in the United States and other regions in the world which also needs to be looked into more seriously as this is another such problem in hand which is gradually spreading its tentacles and the day is not far when we the humans will be suddenly caught unaware.

There is also the problem of ever-increasing rates of crime day-in-and-day-out regardless of country or region and just holding candle light march from time to time in protest against such mishappening or taking pledges is not sufficient and serious attention needs to be paid to nip the problem in the bud stage. In a nutshell, it can be concluded that it is high time we become vigilant and work towards the normalization of worsening population figures, climate change, pace of increase in crime rates and thus jump out of the pot like frog when the water is boiling!
