Rejoinder: More gas than substance

This refers to a column titled “The Long March: Indian Version” dated 13 December 2020 in The New Indian Express. The column started with “Something India has never seen before is happening now. Tens of thousands of farmers are on the march”. Has the columnist forgotten the late Mahendra Singh Tikait seize of Boat Club lawn from Vijay Chowk to India Gate with five lakh farmers in 1988? Then, how it is never seen? Was 92 years columnist born after 1988? Please work out either to get the math correct or get to know the columnist vested interest.

As the columnist continues and I quote “Remarkably, there is no political party behind them, nor any identifiable leader”, I have to remind him about the visit of Aam Aadmi Party Supreme-cum-Delhi CM Arvind Kejriwal to rally site a few days back. Apart from the Delhi CM example, I quote here what the columnist himself writes in his column that ‘Canada’s Prime Minister Justin Trudeau threw diplomatic convention to the winds and expressed support to the farmers’. Now I asked the columnist “Are Kejriwal presence in the rally site and Canada PM’s support not ‘there is no political party behind them’?” Again, what Yogendra Yadav, President of Swaraj India Party is doing in the rally site on daily basis? Is Yadav not an ‘any identifiable leader’? This man is present from Anna-IAC to JNU tukde-tukde agitation to CAA-Shahenbagh to now farmer agitations in New Delhi. If ‘there is no political party behind them’, how could columnist writes and I quote from his last para “more than a dozen political parties supported the call for Bharat Bandh last Tuesday”? And Indians know how far the Bharat Bandh was successful.

While dealing with Canada PM in his column, the columnist writes and I quote “Canada cabinet has Sikhs in his cabinet”, but he did not elaborate. Why? My answer to this question is: the columnist knows that Justin Trudeau has been forced by vested interest and vote bank to ‘threw diplomatic convention to the winds and expressed support to the farmers’. But, the vested interest of the eminent columnist prevented him to write this fact. The Sikh cabinet ministers in Justin government are Khalistani supporters.

In the third paragraph, he writes ‘there is no one in the Government who can even discuss matters with them(farmers)’. If this is the fact then what are there in the content of The New Indian Express reports titles (1) “Round five ends in stalemate, next meeting on Wednesday”dt.06.12.2020, (2) “Shah intervention fails to end deadlock” dt.09.12.2020, (3) “Unions reject govt offer, announce scale up stir’ dt.10.12.2020, and (4) “Prepared for talks, says govt amidst the waiting game” dt.11.12.2020? Again, if there is no one in the Government who can discuss the matter with farmers, then from where the columnist got to write in the last paragraph “All efforts by Amit (I’m-always-right) Shah to make peace with marchers failed”?

He writes “For long years, India’s farmers have been suffering silently. The extent of suffering during those years is not easy to believe. About three lakh farmers committed suicide in India since 1995. In Maharashtra alone, in just one year 2019, there were 60,000 farmer suicides”. From where the great columnist got the figure 60,000 suicides, my sincere and serious search did not so far have it. My search got as many as 14,591 farmers committed suicide in Maharashtra between October 2014 and August 2019.

Will the columnist tell how much space is required to accommodate “96,000 tractors and 12 million people”, he writes, have gathered at Delhi border? Again, he is silent about presence of Khalistanis in demonstrations held in favour of farmers agitation in abroad.

The eminent journalist has not proved “Modi is more gas than substance” though he uses to write because he is a privileged columnist. But, this rejoinder proves the column “The Long March: Indian Version” is ‘more gas than substance’. The column is packed with lies than journalism.

असली गांधी और नकली गांधी का आंतरिक लोकतंत्र

आजकल लिबरलो द्वारा लिबेरलिज्म का पाठ सबको पढ़ाया जा रहा है और ये उम्मीद करते है की भारत की जनता लिबरल हो और उनकी नागरिक स्वतंत्रता बनी रहे। इसी क्रम में वो किसी भी घटना में अपने गिद्ध दृष्टि का उपयोग करके सरकार को फासिस्ट होने का तमगा दे देते है।
इसी क्रम में वो विभिन्न कार्यक्रमो में कहीं सेकुलरिज्म को ढूंढती है तो कही राजनीतिक पार्टियों में लोकतंत्र को ढूंढते है लेकिन ये इतिहास की सबसे पुरानी पार्टी में लोकतंत्र की बात भी नही करते है।

इतिहास के पन्नो में देखे तो कांग्रेस पार्टी में आंतरिक लोकतंत्र ऐसा था की 1920 में असहयोग आंदोलन शुरू करने के लिए भी प्रस्ताव पर मतदान हुआ, जिसमे 1886 मत आंदोलन करने के पक्ष में आये और 884 मत विपक्ष में आये। इसी तरह से द्वितीय विश्व युद्ध के दौरान युद्ध में गांधी जी ने सहयोग करने का प्रस्ताव रखा था जिसे कांग्रेस ने जनवरी 1942 में अस्वीकार कर दिया। इस प्रकार से तत्कालीन कांग्रेस में प्रत्येक सदस्य का मत महत्वपूर्ण होता था और उसे प्रत्येक कार्यक्रम में हिस्सेदारी का मौका मिलता था, जबकि आज के कांग्रेस में पूर्व मंत्री रह चुके कपिल सिब्बल जैसे लोगो के बातो का भी कोई महत्व नही रह गया।

वस्तुतः अतीत में कांग्रेस में इतना लोकतंत्र था की असली वाले गांधी जी भी उसके सामने कुछ न थे और वो प्रत्येक कार्यकर्ता के सहमति और असहमति को मानने के लिए मजबूर थे लेकिन वर्तमान में कांग्रेस के स्वघोषित गाँधी परिवार ने तो लोकतंत्र का मायने ही बदल दिए है, अब यहां सहमति ही सदस्यता की गारंटी है और असहमति का एक ही रास्ता है जो ज्योतिरादित्य सिंधिया जैसे दिग्गज नेताओ को भी बाहर फेंक देता है।

समय के साथ कांग्रेस को यह समझना चाहिए की अतीत में जनता निजी स्वतंत्रता की प्राप्ति की चाहत में ही लोकतंत्र के गुणों को अपनाये हुए थी और कांग्रेस उनके इस अभिलाषा को व्यक्त भी करती थी, इसीलिए वो आम जन की कांग्रेस बनी हुई थी जबकि इसी समय के अन्य पार्टियां जैसे की मुस्लिम लीग में नागरिक स्वतंत्रता और आंतरिक लोकतंत्र का अभाव था जिसके कारण ही विभाजन के बाद के पाकिस्तान और भारत में अंतर स्पष्ट दिखाई देता है क्योकि बिना आंतरिक लोकतंत्र के निरंकुशता जन्म लेती है जिससे नागरिक स्वतंत्रता के हनन होने की संभावना बढ़ जाती है जिसका पाकिस्तान में खुल कर हनन होता है और इतना होता है की उन्हें पता भी नही होता की उनके भी कुछ अधिकार है।

इसी प्रकार यदि कांग्रेस बिना आंतरिक लोकतंत्र लाये चाहती है की वो भारत की सत्ता हाथ में ले-ले तो भारतीयो को यह समझ लेना चाहिए की इसी निरंकुशता के कारण पाकिस्तान जैसी नागरिक स्वतंत्रता भी मुफ्त में मिल जाएगी।

वर्तमान की भाजपा के संगठन को देखे तो यह अतीत की कांग्रेस वाले लोकतंत्र को अपनाये हुए प्रत्येक कार्यकर्ता का सम्मान करती है, इसी का परिणाम है कि मामूली से मामूली कार्यकर्ता भी मोदी जी की तरह प्रधानमंत्री बनने की क्षमता रखता है और चुनावो में इसका परिणाम भी प्रतीत होता है।

Repeal the law, not reform

With unprecedented turnout and unanticipated vigour, the farmers’ agitation across the three borders in the Capital has been already hailed as the largest protest in recent memory. At the forefront has been the largely agrarian State of Punjab, with residents from all 22 districts marking their attendance, braving the chill and bad air of the city.

The uncomfortable truth, however, is that while the new laws are not perfect, they represent a necessary direction for agricultural policy. Without developing new markets for the more dynamic lines of activity, agriculture, farmers and the economy will be stuck with a slow-moving cereal economy. This requires enabling policies and investments.

Government policy has moved that way since the early 2000s aided by a remarkable consensus shared across political parties, state governments and the Centre. Different central governments drafted model Acts in 2003, 2007 and 2017, each of which successively enlarged the scope of private markets and reduced the monopoly of the regulated mandi. In 2013, similar recommendations were made by a committee of 10 state agriculture ministers constituted by the ministry of agriculture. These included state ministers from Haryana and Punjab.

With the farmers rejecting offers from the government to amend the contentious laws, the situation has reached a perilous impasse. Some pro-reform commentators have shrugged off their past disappointments to once again hail the Prime Minister as an icon of right-wing economics. It is doubtful that the BJP would care to keep this faith. They will, however, be looking for pragmatic solutions. Fortunately, there is one available where the central government can concede without losing the argument.

The first element is for the central government to withdraw these laws — especially the one that allows private markets. The argument that this law is meant to benefit farmers by removing the monopoly of buyers at APMC markets makes no sense to farmers from Punjab and Haryana. These farmers already have a ready and trusted market in the form of the Food Corporation of India. These laws then naturally foment suspicions about their true intent.

In return, farmers should drop their demand for minimum support price (MSP) to be a legal guarantee. After all, with the Acts gone, we are back to square one. A legal guarantee has severe downsides. For crops other than rice or wheat, it is the private sector that is the major buyer. A minimum price would contract demand, disrupt markets and exports and make farmers and the country unimaginably worse-off. Open-ended procurement and elastic budgets are the only way to enforce a minimum price. No government — not even one of farmers alone — would be able to garner enough resources to implement such a policy for all crops. Punjab and Haryana farmers should look at the failed experiences — whether pulses or apples — to understand this.

Is this then the end of all reforms? No, it does not have to be. The proper conclusion is that one size does not fit all. In this instance, Punjab and Haryana farmers have reasons to believe that they will lose — and lose big — if the APMC markets crumble. It will be cavalier to dismiss these concerns.

A constituency for reforms has to be built elsewhere — with growers who will benefit from the opening up of new markets. These will primarily be producers of crops other than wheat and paddy. They gain when they access large markets — both domestic and foreign. This needs investment in markets and supply chains, whether from producer collectives or corporates. It is the entry of the latter that is controversial.

However, concentration can be thwarted as long as policy is sensitive to it. The world over, it is the concentration in retail that allows corporates to extend backwards. Groceries are typically the last item to enter supermarket value chains and it is unlikely to be any different in India. This depends not just on conditions internal to agricultural marketing but also on patterns of urbanisation, the cost of land, the cost of private transport and the friendliness of urban spaces to small vendors.

The BJP governs many states where it can demonstrate the power of liberating markets and literally allow a thousand flowers to bloom. That gives it the chance to disprove the narrative that these reforms are a corporate plot and provide concrete proof of the gains. Without doubt, economic success will melt opposition in Punjab as well.

Such assiduous efforts will put back agricultural reforms where it belongs — to the individual states. Look at what the protests have already achieved. The central government has learnt that its laws lacked safeguards on dispute mechanisms. It has also realised that its sweeping exemption of the new markets from any kind of state levies hobbled APMC markets. But these learnings have come at a great cost with personal sacrifices made by thousands of agitating farmers.

भाग 1/4 – न्यूनतम समर्थन मूल्य (MSP) का अभिशाप

औसतन, अगर सही तरीके से खेती की जाए, तो एक एकड़ खेत में 25 क्विंटल गेहूं की पैदावार हो सकती है। 1 क्विंटल 100 किलोग्राम के बराबर है, इसलिए कुल उपज 2,500 किलोग्राम प्रति एकड़ है। गेहूं का एमएसपी वर्तमान में 1,975 रुपये प्रति क्विंटल है, जो 19.75 रुपये प्रति किलोग्राम आता है। अब यदि हम मानते हैं कि 7 रुपये किसान की आय है, जिसे इनपुट लागत + 50% मार्जिन के रूप में गणना की जाती है, तो किसान के लिए लाभ 2500×7 = 17,500 प्रति एकड़ होता है। एक गेहूं की फसल को काटने के लिए लगभग 7-8 महीने लगते हैं, और अगर हम यह मान लें कि 7 महीने लगते हैं, तो मासिक आय 17,500 / 7 = 2,500 रुपये प्रति माह प्रति एकड़ हो जाती है।

भारत में, लगभग 90% किसानों की औसत भूमि 5 एकड़ से कम है। 12 भारतीय राज्यों में, औसत भूमिभरण 2.5 एकड़ से कम है। और यही मुख्य समस्या है। अधिकांश किसानों की औसत आय 6,250 (2.5 एकड़) रुपये प्रति माह से लेकर 12,500 (5 एकड़) रुपये प्रति माह है।

अब, क्या आपको पता है कि भारत में अधिकांश किसान 6,250 रुपये और उससे कम आय वाले अपने घर चला रहे हैं? और यहां तक ​​कि इस आय की गारंटी नहीं है। यदि उपज गिरती है, तो 7-8 महीनों के लिए पूरी मेहनत बेकार है, या यदि उपज कीट के हमले या अन्य पर्यावरणीय कारकों से ग्रस्त है, तो आय कम हो जाती है।

यहां तक ​​कि किसान लाभ के लिए काम कर रहे हैं, और उन्हें क्यों नहीं करना चाहिए? हालांकि, उपज में सुधार करने के लिए, वे अधिक यूरिया, अधिक उर्वरकों का उपयोग कर रहे हैं, जो बदले में अल्पकालिक में उपज बढ़ाते हैं, लेकिन मिट्टी के पोषक तत्वों को नष्ट करते हैं, जिससे उपज में धीरे-धीरे कमी आती है। इसके अलावा अनाज के पोषक तत्व नष्ट हो जाते हैं, और जो हम अपने बच्चों को खिला रहे हैं, वे अधिक उर्वरक और यूरिया हैं – एक धीमा जहर – जिससे धीमी गति से विकास, कैंसर और अन्य बीमारियां हो सकती हैं।

आप भूमि का निर्माण नहीं कर सकते। किसानों की आय बढ़ाने का एकमात्र तरीका है –

  • एक सहकारी इकाई में खेत को मिलाएं
  • सिंचाई और खेती के वैज्ञानिक तरीकों का उपयोग करें
  • मिट्टी की गुणवत्ता की भरपाई करें
  • प्रति एकड़ उपज में वृद्धि

हालांकि, अब भी बुनियादी आदानों के लिए – श्रम, बीज, उर्वरक, किसान को ऋण लेना पड़ता है, और वे वैज्ञानिक तरीकों का खर्च नहीं उठा सकते हैं। निजी निवेश के बिना, यह अकेले किसान द्वारा हासिल नहीं किया जा सकता है।

और वर्तमान कृषि अध्यादेश इसे प्राप्त करने की कोशिश करते हैं

  • पूरे भारत में किसानों के लिए बाजार खोलने के लिए, ताकि निजी निवेश बिना प्रवाह के हो सके।
  • निवेश को लाभदायक बनाते हैं, और निवेशकों और किसानों दोनों के लिए लाभ सुनिश्चित करते हैं
  • प्रति एकड़ उपज में सुधार के लिए वैज्ञानिक तरीकों से निवेश की सुविधा।
  • किसानों को उनकी उपज का मूल्य तय करना।

अगले अध्याय में, हम देखेंगे कि पंजाब और कुछ हरियाणा / राजस्थान किसान इन कृषि अध्यादेशों को रद्द करने के लिए क्यों लड़ रहे हैं?

कृषि सुधार विधेयक, २०२० और किसानो की शंका


सच है कि वर्ष 1947 से लेकर 2013 तक हमारे देश के किसानो के लिये जो बड़ी बड़ी योजनायें बनायी गयी और बजट भी आवंटित किये गये  पर (यदि स्व श्री लाल बहादूर शास्त्री, स्व श्री पी वी नरसिम्हा व स्व श्री अटल बिहारी वाजपेयी जी की सरकारो के अलावा) किसी भी सरकार ने गंभीरता से ना तो उन योजनावों का क्रियान्वयन किया और ना ही बजट मे आवंटित राशि का सदुपयोग किया। आप जानते हैं कि किसान हित की आड़ में कृषि बजट का अधिकांश हिस्सा भ्रष्टाचारी नेतावों, सरकारी अधिकारीयों व दलालो के खलित्ते में चला गया।

यूपीए-1 व यूपीए-2 के कांग्रेस शासन के दौरान भ्रष्टाचार की सूनामी आयी और पूरा देश उसमे गोते लगाने लगा।

वैसे अगर आप प्राथमिक स्तर के अध्यापको व किसानो के आय में वर्ष  1947 से लेकर 2013 तक हुई वृद्धि की एक छोटी सी तुलना करें तो आप पायेंगे की जहाँ एक ओर प्राथमिक अध्यापको की आय मे 180 गुना वृद्धि हुयी है वहीं दुसरी ओर हमारे अन्नदातावो की आय में मात्र 20 से 22% की वृद्धि हुई।

क्या इस सच्चायी से आपके मस्तिष्क में अतीतिव्र कंपन नहीं होता।

2014 के पश्चात देश के भाग्य का नया सूर्योदय हुआ और एक जिम्मेदार, ईमानदार व कर्तव्यनिष्ठ सरकार ने देश की बागडोर सम्हाली, तब देश के अन्नदाताओं की स्थिति व आय पर विशेष ध्यान दिया गया और कई महत्वपूर्ण योजनाओं को कागज के पन्नो से उतारकर धरातल पर ला क्रियान्वयन किया गया।

अन्नदातावों की आय को दुगुना करने वाले लछ्य की प्राप्ति हेतु सरकार ने तिन कृषि सुधार विधेयक 2020 पास कराये जो अब कानून बन चुके हैं, जिसका पिछले 15 दिनो से लगातार विरोध किया जा रहा है खासकर पंजाब व हरियाणा के किसानो द्वारा!

हम सब जानते हैं कि भारतीय कृषि अब व्यावसायिक रूप धारण करती जा रही है। कृषि वस्तुओं के मूल्य, कृषि वस्तुओं का अंतर्देशीय तथा अंतर्राष्ट्रीय व्यापार, ग्रामीण क्षेत्र में नवीन संगठन, कृषि साख, बचत, विनियोग व कृषि-विपणन आदि अत्यन्त महत्त्वपूर्ण विषय हो गए हैं! ये जानना अती आवश्यक है, कि एक निश्चित भौतिक एवं आर्थिक परिस्थिति में कौन-सी फसलें उगानी चाहिए और प्रत्येक फसल के लिए कितना क्षेत्रफल निर्धारित करना चाहिए?

दिनांक 5 जून, 2020 को आए अध्यादेश को कानून में बदलने के लिए केंद्रीय कृषि एवं किसान कल्याण तथा ग्रामीण विकास एवं पंचायती राज मंत्री श्री नरेंद्र सिंह तोमर ने 14 सितंबर, 2020 को लोकसभा में प्रस्तुत किया था। लोकसभा ने 17 सितंबर, 2020 को पारित कर दिया था उसके पश्चात  राज्य सभा ने भी इन विधेयको को पारित कर दिया, जो निम्न प्रकार के हैं।

:- कृषि उपज व्यापार एवं वाणिज्य (संवर्धन एवं सरलीकरण) विधेयक, 2020

इस विधेयक कि धारा 3 4 के अनुसार, विधेयक, किसानों के अपने कृषि उपज को एपीएमसी एक्ट के तहत बनायी गयी “कृषि उपज बाजार समितियों” अर्थात कृषि मण्डीयो मे मण्डी शुल्क जमा कर बेचने के अधिकार को पूर्वरत रखते हुये ईन मण्डीयों के बाहर भी बिना कोई शुल्क दिये कृषि उपज को बेचने का अधिकार देता है ! विधेयक किसानों को ई-ट्रेडिंग मंच उपलब्ध कराएगा जिससे इलेक्ट्रोनिक माध्यम से निर्बाध व्यापार सुनिश्चित किया जा सके। मंडियों के अतिरिक्त व्यापार क्षेत्र में फॉर्मगेट, कोल्ड स्टोरेज, वेयर हाउस, प्रसंस्करण यूनिटों पर भी व्यापार की स्वतंत्रता होगी।

धारा 6 के अनुसार ईस विधेयक में ये भी व्यवस्था है कि किसानों को अपने उत्पाद के लिए कोई उपकर नहीं देना होगा और उन्हें माल ढुलाई का खर्च भी वहन नहीं करना होगा। किसान खरीददार से सीधे जुड़ सकेंगे जिससे बिचौलियों को मिलने वाले लाभ के बजाए किसानों को उनके उत्पाद की पूरी कीमत मिल सके।

अध्याय 3 में वर्णित धारा 8 के अन्तर्गत किसान व व्यापारी को मध्य उत्पन्न हुये किसी विवाद के समाधान हेतु प्राविधानो की व्यवस्था की गयी है ! धारा 8(7) के अनुसार उप खण्डीय अधिकारी ( Sub-divisional Magistrate ) वो अधिकारी है जिनके प्राथमिक अधिकारिता होगी विवाद के सुनवाई करने की! धारा 8(8) के अनुसार  उप-खण्डीय अधिकारी (Sub-divisional Magistrate) के आदेश को  कलेक्टर या एडिशनल कलेक्टर (जो कलेक्टर के द्वारा नामित हो) पास चुनौती दी जा सकती है!

:- कृषक (सशक्तिकरण व संरक्षण) कीमत आश्वासन और कृषि सेवा पर करार विधेयक, 2020

अनुबंध कृषि के लिए:-

धारा 3(1) के अनुसार प्रत्येक किसान के साथ एक लिखित “करार” अर्थात Agreement होगा , करार के वक्त ही किसान फसल तैयार होने पर “किस किमत” पर बेचना है वो किमत तय कर लेंगे! 

ईस मूल्य निर्धारण की पूरी प्रक्रिया का उल्लेख करार मे लिखित रूप से होगा!

 धारा 3(3)  के अनुसार करार की अवधि एक फसल मौसम या पशु का एक प्रजनन चक्र होगा! यदि उत्पादन चक्र पाँच वर्ष की अवधि का है तो करार की अधिकतम अवधि पाँच वर्ष होगी!

किसानों को लाभ

1:- कृषकों का सीधा जुड़ाव व्यापारियों, कंपनियों, प्रसंस्करण इकाइयों, निर्यातकों से होगा।

2:-कृषि करार के माध्यम से बुवाई से पूर्व ही किसान को उसकी उपज के दाम निर्धारित करने का अधिकार होगा जो बुवाई से पूर्व किसान को मूल्य का आश्वासन देगा। दाम बढ़ने पर किसानों को न्यूनतम मूल्य के साथ अतिरिक्त लाभ प्राप्त होगा!

3:- इस विधेयक की मदद से बाजार की अनिश्चितता का जोखिम किसानों पर नहीं होगा ।

4:-इससे किसानों की पहुँच अत्याधुनिक कृषि प्रौद्योगिकी, कृषि उपकरण एवं उन्नत खाद बीज तक होगी। इससे विपणन की लागत कम होगी और किसानों की आय में वृद्धि सुनिश्चित होगी। शोध एवं नई तकनीकी को बढ़ावा मिलेगा।

5:- विवाद का स्थिती में समझौता (कंशीलीयेशन) बोर्ड के पास पहले विवाद जायेगा, यदि कंशीलीयेशन बोर्ड विफल हो जाता है तब उप-खण्डीय अधिकारी (Sub-divisional Magistrate) को सुनवाई का प्रथम अधिकार होगा! उप-खण्डीय अधिकारी (Sub-Divisional Magistrate) के आदेश को कलेक्टर या कलेक्टर के द्वारा निर्देशित एडीशनल कलेक्टर के पास अपील दाखिल कर चूनौती दी जा सकती है, जिसका निपटारा 30 दिनो के अंदर किया जाना निश्चित किया गया है! 

6:- ईस विधेयक में कोई भी एसा प्रावधान नहीं है जिसके अंतर्गत किसानों की जमीन पर किसी भी प्रकार का खतरा उत्पन्न हो!  जूर्माना वसूल करने की स्थिती मे भी किसान को उसके जमीन के मालिकाना हक से वंचित नहीं किया जा सकता! किसान अपनी जमीन का हमेशा मालिक बना रहेगा!


:- अनिवार्य वस्तुएं (संशोधन अधिनियम) 2020 ।

अनिवार्य वस्तुएं अधिनियम :-कानून साल 1955 में ऐसे समय में बना था जब भारत खाद्य पदार्थों की भयंकर कमी से जूझ रहा था, इसलिए इस कानून का उद्देश्य इन वस्तुओं की जमाखोरी और कालाबाजारी को रोकना था ताकि उचित मूल्य पर सभी को खाने का सामान मुहैया कराया जा सके!

आवश्‍यक वस्‍तु (संशोधन) अधिनियम विधेयक, 2020 के अनुसार सरकार ने  अनाज, दलहन, तिलहन, खाद्य तेलों, प्‍याज और आलू जैसी वस्‍तुओं को धारा 3 (1) के दायरे अर्थात आवश्‍यक वस्‍तुओं की सूची से हटा दिया गया है! अब सिर्फ अकाल, युद्ध, कीमतों में अभूतपूर्व वृद्धि और प्राकृतिक आपदा जैसी परिस्थितियों में ही सरकार द्वारा इन वस्तुओं पर नियंत्रण किया जा सकेगा! सरकार का स्पष्ट मानना है कि अब भारत इन वस्तुओं का पर्याप्त उत्पादन करता है अत: ऐसे में इन पर नियंत्रण की जरूरत नहीं है!

इसके साथ ही सरकार का यह भी दावा है कि उत्‍पादन, भंडारण, ढुलाई, वितरण और आपूर्ति करने की आजादी से व्‍यापक स्‍तर पर उत्‍पादन करना संभव हो जाएगा, साथ ही कृषि क्षेत्र में निजी/प्रत्‍यक्ष विदेशी निवेश आकर्षित किया जा सकेगा! इससे कोल्‍ड स्‍टोरेज में निवेश बढ़ाने और खाद्य आपूर्ति श्रृंखला (सप्‍लाई चेन) के आधुनिकीकरण में मदद मिलेगी!

किसानो की शंका व विरोध

1:- न्यूनतम समर्थन मूल्य (MSP) पर अनाज की ख़रीद बंद हो जाएगा!

2:- कृषक कृषि उत्पाद यदि पंजीकृत बाजार समितियों (एपीएमसी मंडियों) के बाहर बेचेंगे तो मंडियां समाप्त हो जाएंगी!

3:- ई-नाम जैसे सरकारी ई-ट्रेडिंग पोर्टल का क्या होगा?

4:- अनुबंधित कृषि समझौते में किसानों का पक्ष कमजोर होगा और वे कीमतों का निर्धारण नहीं कर पाएंगे!

5:-छोटे किसान संविदा खेती (कांट्रेक्ट फार्मिंग) कैसे कर पाएंगे? क्योंकि प्रायोजक उनसे परहेज कर सकते हैं।

6:-विवाद की स्थिति में बड़ी कंपनियों को लाभ होगा।

7:- अनिवार्य वस्तुए (संसोधन) विधेयक २०२० से कालाबाज़ारी व् महंगाई को बढ़ावा मिलेगा।

स्पष्टीकरण व् समाधान

1:-इस विधेयक मे कोई भी एसा प्रावधान नहीं हैं जिसके कारण MSP (एमएसपी) को हटाये जाने की संभावना दिखायी दे रही हो! सरकार का यह स्पष्ट कहना है कि न्यूनतम समर्थन मूल्य पर पहले की तरह खरीद जारी रहेगी। किसान अपनी उपज एमएसपी पर बेच सकेंगे। एमएसपी की दरों में 2014-2020 के बीच उल्लेखनीय बढ़ोत्तरी की गई है। प्रधानमंत्री, गृहमंत्री व  केंद्रिय कृषि मंत्री ने बारंबार कहा कि इन विधेयकों में MSP  व किसानों की सम्पूर्ण सुरक्षा सुनिश्चित की गई है।

2:- किसी भी विधेयक के अंतर्गत कृषि उत्पाद बाजार समिती @ कृषि मण्डीयों को बंद करने का प्रावधान नहीं किया गया! विधेयक के द्वारा किसानो को कृषि मण्डीयों के बाहर भी एक विकल्प के रूप में कृषि उत्पादो को बेचने का मौका दिया जा रहा है! कृषि उत्पाद बाजार समितियों @ कृषि मंडियों का अस्तित्व कभी  समाप्त नहीं होंगी, वहां पूर्ववत व्यापार होता रहेगा।

3:- Contract Farming करार द्वारा कृषि:-ईन विधेयको में भी कांट्रैक्ट फार्मिंग के अंतर्गत किसानो के अधिकारों का कभी भी हनन नहीं होता! जमीन पर से उनका स्वामित्व किसी भी परिस्थिति में किसी और को  हस्तांतरित नही होता! समझौता (Contract Farming) में किसान को अनुंबध में पूर्ण स्वतंत्रता रहेगी कि वह अपनी इच्छा के अनुरूप दाम तय कर उपज बेच सकेगा। उन्हें अधिक से अधिक 3 दिन के भीतर भुगतान प्राप्त होगा।

4:- अनिवार्य वस्तुएं (संशोधन) अधिनियम 2020 के द्वारा अनाज, दलहन, तिलहन, खाद्य तेलों, प्‍याज और आलू जैसी वस्‍तुओं को आवश्‍यक वस्‍तुओं की सूची से हटा देने से किसी प्रकार के कालाबाजारी होने की संभावना नहीं है अपितु ईसको सिमित दायरे से बाहर निकाल देने पर किसानों की वो फसले जो बंपर पैदावार होने से नष्ट हो जाती थी अब उन्हें बचाकर उनकी आय में वृद्धि की जा सकेगी और उनको नुकसान से बचाया जा सकेगा! 

संशोधन की संभावना

1:- विवाद से संबंधित प्रावधानो से न्यायालय को बाहर करना थोड़ा विचारणीय है!
2:- कांट्रैक्ट फार्मिंग से जुड़े प्रावधानों को थोड़ा और स्पष्ट व सरल होना चाहिये!
3:- एम एस पी (MSP):- WTO के अनुबंध की मर्यादा का पालन करते हुए किसानो के कृषि उपज को निर्धारित MSP से नीचे स्तर पर खरीदना अपराध घोषित किया जाना चाहिए और कड़ी कार्यवाही का प्रावधान लाया जाना चाहिए!

Farmer’s vs. Communist’s demands: Day vs. Night

OK, it does not get any more ridiculous than this! In the year 2008, the same Punjab farmer who is currently hell bent on crippling the country with protest against the 3 farm bills, was, get this, protesting for precisely what the farm bills now make possible. You cannot make this up. See the report on the protest in Punjab’s leading English daily, the tribune. The protest was led by BKU (the same organization whose various chapters head the current protest) and Sharad Joshi.

Quoting the BKU leader from the protest, Bhupinder Mann,

Even though the international price for a quintal of wheat had reached Rs 1600, the government was forcing the farmers to sell their produce to the government for the minimum support price of Rs. 1000 per quintal.

Hmm.. so when the international price is higher than MSP, the BKU opportunistically wants to sell at that price. Fair enough. That is called a free market. The BJP is the most free-market favorable of all major Indian parties. Seems good so far. Mr. Sharad Joshi goes on to articulate rather well the benefits of a free market to farmmers.

Why should the farmer suffer losses by selling their produce at lower rates to the government? MARKET FORCES AND NOT POLITICS should be allowed to rule.

Wonderful! This is precisely what the government of India also wants. Hence the 3 farm bills offer precisely these opportunities. The whole new idea is to allow corporates to procure produce from farmers at any rate of their mutual chooosing, dictated by market prices. Furthermore, the farmer will be protected by continuation of the MSP procudrement price should he wish to sell to the government. For the farmer, it is even better than free market since the entire risk of the farmer is borne by the government (due to continuation of MSP) while he alone stands to make profits should he be able to get a better deal from corporates. Seems like a heaven sent bill for the farmer, no?

So what went wrong? Why the protesting? It is becoming increasingly obvious that the protests are being carried out by communist-minded farm leaders, and abetted by a host of anti-India forces. A cursory investigation of the 6 main farmer leaders (who rejected the government proposal to amend the farm bills) shows that most of them are associated with communist parties. Obviously that ideology does NOT want what the ordinary farmer wants—benefits of free markets. Unfortunately, this leadership has a stranglehold over the protests, and is posing as a representative of farmers, when in fact it is a representative of the communist forces of India.

When the protests first began, and some Khalistani posters appeared here and there, some thought the protest had been hijacked by Khalistanis. I beg to differ. Khalistan is a nonsensical idea and its adherents number a few thousand, while its so-called leaders are no more than paid low-rent workers of Pakistan’s ISI. It is known that this deader-than-a-dodo movement can organize anti-India protests by paying sums of (reportedly) $200 plus bus tickets to/from protest center to some expat Khalistanis all of whom obtained asylum and other fradulently acquired visas to stay in western countries. Besides nuisance value and a tragically ruinous future to their children, Khalistanis offer nothing. They would be flattered to be in charge of this movement: they are not. This movement is run by communists. Some recent detailed reporting on the backgrounds of all the leaders who call the shots in thies movement (by India TV, among others) makes clear that the leadership of this protest movement is out and out communist, spanning the spectrum from Marxist to Maoist.

I think the first thing the government must do is make clear that it has called the bluff. Our government can, and should deal with farmers. It cannot and should not deal with anarchist communists.

Drugs, violence and misogyny- What else does the Punjabi Music Industry promote apart from the “farmers’ protests”?

Diljit Dosanjh, along with many other prominent Punjabi singers, has been vociferously tweeting in support of the ongoing so-called “farmers’ protest” in Delhi. While the protesting “farmers” have blocked Indian capital New Delhi’s borders, a large section of Punjabi singers have come out in their support. Many of them have also released songs supporting these protests, calling for the farmers to unite and raise voice against the new farm laws. However, rather than speaking about the real issues, most of these songs attempt to instigate the farmers by showing false fear of losing their land. They glorify weapons and violence (as usual) in these songs, in a manner that looks like an attempt to incite the protesters to become violent.

This post contemplates the current state of the Punjabi Music Industry, which has become infamous for promoting and glorifying drugs, violence and gun culture, and the possibility of a nexus between the Punjabi Music Industry and anti-India forces, including Khalistani-separatists and ISI, in light of the anti-India stand taken by some prominent singers.

Punjabi music….matlab drugs, violence aur sexism wala scene hai?

In 2019, the Punjab and Haryana High Court noted that glorification of alcohol, drugs and violence in songs affects children and has given rise to gangster culture in Punjab, Haryana and Chandigarh. Punjab Chief Minister Captain Amarinder Singh had also expressed concerns over the issue.

In February of 2020, Punjab Police registered a case against singers Mankirt Aulakh and Sidhu Moosewala under sections 294 (sings, recites, or utters any obscene song), 504 (intentional insult with intent to provoke breach of peace) and 149 (unlawful assembly) of the Indian Penal Code (IPC). In May, Sidhu was booked under the Disaster Management Act. Sidhu was booked in another case under various sections of the IPC, including 188 (disobedience to order) and 294 (obscene acts and songs) and 504 (provocation to break public peace) for his song titled “Sanju”. According to Punjab Additional Director General of Police (ADGP) and Director Punjab Bureau of Investigations, Arpit Shukla, Sidhu glorifies possession and use of illegal weapons and boasts about various FIRs registered against him and depicts this criminal behaviour as a sign of a “real man”. The ADGP further commented that the song is intended to ridicule, mock and undermine the police and the judiciary. Such instances show the incorrigible criminal mindset of these singers and their inveterate tendency to glorify violence.

Amber Dhaliwal, former wife of singer Dilpreet Dhillon, had accused the singer of domestic violence and cheating during their two years of marriage. There are plenty of cases of violence, drug abuse and feuds among these singers. Every second day, they fight on social media, spread hate and show-off weapons and engage in firings.

Thus, it would not be off the mark to say that their anti-social, violent and misogynist attitude is not restricted to their songs but prevalent in their real-life too.

research was conducted by a team of Indian Institute of Management (IIM)- Ahmedabad, led by Professor Dheeraj Sharma. The researchers concluded that youngsters who listen to such songs have a negative attitude towards women and a high propensity to engage in drug use and violence. Professor Dheeraj observed that the lyrics are so filthy and obscene that they cannot even be called Art. According to Professor Dheeraj, it is a well-established fact that music profoundly influences teenagers’ drug abuse behaviour.

Even after strict warnings from the authorities, including the Court and Chief Minister, nothing has changed. This raises the question as to why these singers are so adamant about propagating anti-social behaviour? We will talk about a plausible answer to the question later in this post.

The Khalistani links of the Industry

The Punjabi singer-actor Diljit got into a verbal spat with actress Kangana Ranaut over the protests. The actress dug out tweets of Congress leader and Member of Parliament from Ludhiana, Ravneet Singh Bittu. The leader had accused singers Diljit Dosanjh and Jazzy B of supporting pro-Khalistan separatist organisation “Sikhs For Justice” (SFJ). The leader had requested the Chief Minister of Punjab, Captain Amarinder Singh, to order FIRs against the singers. While Diljit became hit with the left-liberal lobby after his spat with Kangana, people from the other side of the political spectrum have called out his troublesome history, which includes supporting Khalistani-separatists in various instances.

Diljit landed in another controversy in June when he went live on his official Facebook page to pay tribute to “martyrs” of 1984 Operation Bluestar. He sang a song from his movie “Punjab 1984”. However, the lyrics of the song incites the youth to pick up guns and become terrorists. In 2017, Diljit came in support of a British national Jagtar Singh Johal, who is facing murder charges for his involvement in the killings of various Hindu leaders in Punjab. Diljit tweeted in favour of the Jagtar and used the hashtag “#freejagginow”. It is startling to see how a prominent celebrity like Diljit can ask to release a criminal who is facing charges of targeted killings and is facing investigations by various agencies, including the National Investigation Agency (NIA).

Diljit also faced strong objections from the Federation of Western India Cine Employees (FWICE) for his scheduled performance in a show promoted by a Pakistani national Rehan Siddiqi, who has close links with the Pakistani Army, ISI and Imran Khan. Diljit had to cancel his performance owing to strong protests by FWICE.

Singer Jaswinder Singh Bains, popularly known as Jazzy B, glorifies Khalistani militant Jarnail Singh Bhindranwale in his song “Putt Sardara De”. He has released a song on similar lines earlier in 2017 also. He has also supported the demand for Khalistan in an interview. Female singer Hard Kaur also openly supports Khalistani-separatist demands. Allegedly, she also receives support from Pakistan. Kaur B, another Punjabi female singer, had made tweets hailing Khalistani terrorist Bhindranwale. On 6th December, she tweeted a distorted map of India. The same image of the distorted map was also shared by singers Neeru Bajwa and Caralisa Monteiro.

The close links of Punjabi singers with Khalistani separatists explains their anti-India behaviour, a few instances of which have been discussed in the above paragraphs.

Pakistan and ISI behind the lewd lyrics of Punjabi Songs?

Pakistan and its ISI’s active support and funding to the Khalistani-separatist outfits to disturb India’s peace and internal security is not hidden from anyone. For example, this news article exposes the Pakistan link of Sikhs For Justice (SFJ), the US-based pro-Khalistan organisation. This article shows how eager the Pakistani Army and ISI are to revive insurgency in Punjab.

To answer the question posed earlier, i.e., “Why does the Punjabi Music Industry promote drugs and violence?” we should look at who gains from the propagation of drugs and violence. Most illegal drugs and weapons are smuggled from Pakistan over the border and through Nepal and other routes. Thus, with an increased demand for illegal drugs and weapons in Punjab (or even whole India), Pakistan reaps two benefits- money (for supplying these illegal weapons and drugs) and the social instability in India due to increased violence and drug abuse. Both of these help it further its objectives of corrupting the minds of Indian youth (the future of the country), spreading cross-border terrorism, increasing secessionist demands and dividing India.

Conclusion

Thus a possibility of Pakistani-Khalistani nexus operating behind the veil of the “Punjabi Music Industry” cannot be ruled out. There is an immideate need to investigate the possible connections of the industry with these anti-India forces. Also, there’s a pressing need to stop the depiction of violence and vulgarity in songs, which ruins the youth’s minds and increases violence and crime in society.

Ambani’s grandson can save Kunal Kamra’s falling career, claim experts

Recently on Thursday, Reliance Industries Ltd (RIL) Chairman Mukesh Ambani became a grandfather after his son Akash Ambani and wife Shloka Ambani gave birth to a baby boy. Netizens are going crazy calling the infant “youngest billionaire” and so is our Communist society, who thrust their misery on the ones who work hard (not saying that they don’t work, they’re pretty good at protesting). One such person is Mr. Kunal Kamra who says that the current BJP led government is controlled by the business tycoon Mukesh Ambani, when he himself is supervised by the communist forces.

Made his career only on joking about Prime Minister Modi, he didn’t get any heed from the PM, so following the commie custom he is running after Ambani who is a zillion times richer than Mr. Kamra. At least Mukesh Ambani said that he does not take Rajdeep Sardesai seriously, but in Kunal’s case, Ambani doesn’t even believe if Mr. Kamra is a real human being or an imaginary joke like many Indians do.

Still believing in his existence Twitter experts claim that Mr. Kamra will give his dooming Stand-up comedy cum trolling career a boost by criticising Little Ambani for getting born in a rich family, unfortunately he can’t blame god because he does not believe in god (vice-versa from god’s side). Even if Mr. Kamra gets a reply from the newborn, nobody will be able to understand the babbling but one thing is sure, it will be more interesting than what Mr. Kamra usually speaks. Finding that Mr. Ambani had donated crores in reliefs and charities, netizens are hopeful that one day Little Ambani will donate Mr. Kamra to some other country, most probably to China so that he can come out to be useful to Communism in China just like Corona was.

Literate but uneducated news factories

The uneducated left cabal have only literates but not learned “journalists” and editors in their midst. Their so called journalistic ethics have already been shredded many a times in past but spreading fake news seems to be their favourite time pass. This incidence is about claiming Joe Biden as USA’s President elect.

Well Joe Biden is not President elect, not till date. American Presidential elections are not direct election but indirect. Candidates do not win Presidentship because they have won the majority of Popular votes but they win when electoral college votes for them. The voting is yet to happen. This election year that day is 14th December. The date changes every Presidential election as the day fixed for it is Monday after the second wednesday of December.

Look at these so called bastion of educated “journalists” in which some have been at the helm for decades and yet peddle fake news. Surprisingly, one so called Rubbish “journalist” has been peddling this every now and then in his daily prime time fiction segment and another channel which boasts of having a “Data Intelligence unit” does it almost daily. Agenda and agenda is all they have to take your integrity away.

SCS encroachment is a global crisis

South China Sea (SCS), also nicknamed 9DashLine by many, is resource rich in so far as mineral and scope of fishing are concerned, and one of the world’s busiest sea (one-third global shipping) as it gives connectivity to second and third largest economies (China and Japan), also provides commercial life line to several fastest growing economies of ASEAN regions, considered the engine of world’s economic growth in 21st century. However, over the years, the sea has been literally encroached -first of the kind in world history- by none other than the world’s new super power communist ruled People’s Republic of China (PRC).

She has built artificial isles and fortified several atolls in the sea as if the entire SCS is part of her sovereign territory picking up mentions from history books, and does not allow the sea’s several littoral nations’ commercial utilization as provisioned in United Nation Convention on the Law of the Sea (UNCLOS). And, now, it is found Chinese Navy (PLAN) is sabre-rattling the small littoral nations’ when they venture into the sea for economic activities including fishing.

Now, communist China is world’s largest economy in purchasing power parity (PPP), surpassing so far considered the largest economy, the democratic US. And in the meanwhile, China has built the world largest Navy and third largest (conventional) military power (PLA). Her annual defense spent reached $261 billion, second to the US with $732 billion, which is much ahead of world’s third largest military spender i.e. India with $71 billion with which China uses to have border disputes on regular intervals. During last nine months, the two large neighbours’ armies have been in eyeball to eyeball armed positioning on the inhospitable Himalayas after it was found PLA’s encroachment upon the buffer zone on the disputed border post-winter 2019-20. In last June 14-15 intervening night, both the armies had a PLA initiated bloody skirmish with causalities in both sides, the first of the kind since 1987.

Ferreting out some facts from history books such as Treaty of Westphalia 1648, 18th Century’s Manchu dynasty, and the 9DashLine first appeared on Chinese Map in 1947 during the Kuomintang government ruled by Chiang Kai-shek, the PRC now claims exclusive right over the said water in SCS, even throwing to air the verdict of The Hague based Permanent Court of Arbitration (PCA), which was approached by Philippines in 2013 and the verdict delivered in 2016 rejected the legality of China’s 9DashLine around the disputed Spratlys Islands in SCS. The verdict implied that the PRC dishonored the Philippines Exclusive Economic Zone (EEZ) and noted that China has provoked by undertaking land reclamation and construction. Besides, PCA accused China for environment and precious ecosystem damage in the sea. But, the new super power rejected the verdict branding the same as “a political farce under the pretext of law”.

In the region, majority of countries are small in population, geographical size and economy compare to China though they are densely populated, have fertile lands and mineral rich, and economically fastest growing. And apart from the above facts, majority of them are democratic countries. Democratic and Communist ruled countries aren’t same bed-fellows with Cold War era bitter experience is still fresh. During the sway of Chinese origin pandemic Covid19 which follows by China’s coercive diplomacy, the developed democratic nations have started realizing their foolishness in outsourcing their manufacturing requirements from large autocratic nation which helps latter’s economy to grow to such a position that beneficiary has become threat to benefactors. Now, they have started relocating their outsourcings which will benefits littoral nations of SCS, a new irritant for China.

Since communist Mao Zedong established PRC in 1949, China had border disputes with almost all neighbours. But, they were not that alarming as they are found now. The change is attributed to China’s economic growth which finances to its military prowess. Between the mid-20th century and now in the 21st century, democracy has been found more attractive means of governance than the autocracy in all over world. This is what, as per this author, has scared communist-ruled China. They can’t forget 1989 Tiananmen Square agitation and present pro-democratic agitation in Hong Kong. And PRC leadership knows presence of democratic countries around China pose maximum threats to their hegemony. Keeping this in mind, China’s present Paramount Leader, who, in the meanwhile got his candidate specific constitutional amendment to rule PRC for life, has got a plan to complete the modernization of PLA by 2035 to meet the CCP’s initial thresholds of a ‘great modern socialist country’. And, in the second stage from 2035 to 2049, the plan is to transform PLA into a ‘world class’ military to fight and win the war anywhere in the world.

The present situation in SCS, South Asia and South-East Asian regions have got some resemblances with post-WWII Europe, when communist ruled Soviet Union (USSR) had posed expansionist threat to democratic Western Europe. In view of the threat, the North Atlantic Treaty Organization (NATO) was formed in 1949 under the leadership of the US and comprising several European countries with objectives to provide collective security against USSR.

Now, the region has got Quadrilateral Security Dialogue (Quad), an informal strategic forum between the US, Japan, Australia and India, which hold semi-regular summits, information exchanges and military drills between member countries. Out of the four Quad members, two countries (India and Japan) have been facing Chinese aggressions, and all the fours have significant economic interest in SCS. Quad members comprise the world’s largest democracies, economies and military powers, and therefore, are in better position in compare to SCS’s littoral countries to check Chinese aggression. What is needed is the Quad be broad-based, even more than what was NATO during Cold War, and be institutionalized as there is no alternative. If not and China succeeds in her present endeavor in disregarding CLOS, this column’s author strongly assumes that China won’t hesitate to claim the entire Pacific, if not other oceans, by 2050. China is in better position both economically and militarily than erstwhile USSR. Now, the world leadership is advised to think on the line that communist leadership is just testing the water of a small pot i.e. South China Sea.
