How much Modi/Center is to be blamed for the current state of health machinery in India?

Well if you have opened Twitter or Facebook in recent days you might have seen the smear campaigns against Modi Government.

It just hit me back how politicians can stoop to such levels just to criticize the central government and primarily Modi for this whole distress. For the past few days the opposition, left-wing intellectuals, and propagandists have risen and are spreading disinformation.

I as an individual, do believe central government is responsible in some ways but what would be the liability of the center and to what extent. I would like to discuss the same in 2 bits, in this section we shall discuss the existing machinery, and in the upcoming bit about vaccine diplomacy, oxygen shortage, and election rallies.

To start with we have 5 major instruments in the Public Health Care systems across India, namely:

1) Sub centers

2) PHCs (Primary Health Centers)

3) CHCs (Community Health Centers)

4) DHs (District Hospitals)

5) Medical Colleges and Research Institutions

Out of these 5 instruments, only 2 partially come under Central Government Subcenters and Medical Colleges and Research institutions.

Sub Centers(SCs) are funded by The Ministry of Health & Family Welfare which comes under the Central Government, these are responsible to work in extremely rural areas for populations up to 5000 in plains and up to 3000 in Hilly Areas.

These subcenters are very basic in their capacities for eg. the Manpower of 1/2 Female health workers, 1 Male health worker (To be appointed by the State Government), and 1 volunteer worker to keep the SCs clean.

We can hardly expect much from these Sub Centers as per their capacity also they are located in extremely rural areas, where we have not witnessed much spread until now.

The other instrument which partially comes under the central government is the medical colleges, out of which AIIMS are the most prominent ones, center also works on Cancer institutes in collaboration with State governments other than that there is hardly any role of the center in the aspect of Medical Colleges and Research institutions, they are controlled by the state governments.

Talking about AIIIMS, there are 22 in total out of which only 8 were proposed and established by any government before 2014.

It’s ironic that this ” MANDIR WALI SARKAR” only announced and started working on the 6 out of 8 in 2003 under Vajpayee Government which were eventually completed under UPA since NDA lost the power, while the grand old party which is considered the epitome of governance among liberal and intellectual groups only announced and established AIIMS New Delhi and AIIMS Raebareli since independence.

Out of the planned 14 AIIMS under the Modi Government, 11 are established and functional.

Still, it is not enough, we have a lot more distance to cover but to blame Modi/ Central Government for the failure of state machinery is not the solution.
